JOINT CONFERENCE REPORT

16th European Guide and Conference Split, Croatia

24-28 August 2019

Introduction

This document records all the decisions made at the 16th European Guide and Scout Conference and serves as the Conference Report. All conference documents are available on the website of the Conference (http://16egsc.europak-online.net). The 16th European Guide and Scout Conference was hosted by Savez izviđača Hrvatske (SIH, of Croatia) and was held at the Campus of the University of Split in Croatia The Conference met on 25 and 28 August 2019 for a total of two half-day working sessions. A number of social activities allowed for informal gathering of delegates and included the Conference Opening (offsite at Gripe Fortress), the International Evening and Europe Market, the Croatian Evening (offsite at Klis Fortress), and the Closing Ceremony and open-air dinner (offsite at Park Josipa Jurja Strossmayera). An informal beach party was also arranged by the Conference hosts for the one free evening. Geneva & Brussels, November 2019

Reflection

Our hosts, Savez izviđača Hrvatske, started the Conference in style with a motivating presentation of their inspiring reforestation programme Boranka.

Opening

The chairpersons of the two Regional Committees, Marjolein Sluijters (Europe Committee WAGGGS) and Kevin Camilleri (European Scout Committee, WOSM) officially declared open the 16th European Guide and Scout Conference on 25 August 2019, when they welcomed delegates, observers and guests from across Europe and even further afield. Nearly 500 people were in attendance at the Joint Conference. Participants were reminded that they can access information about the Conference on the Facebook page.

Welcoming of Guests

The Conference welcomed a number of guests (see Annex 3) from the two World Movements as well as from other Organisations and thanked them for their presence, including Ana Maria Mideros Gadea, Chairperson of the World Board WAGGGS, and Craig Turpie, Chairperson of the World Scout Committee of WOSM, as well as Ahmad Alhendawi, Secretary General of WOSM, and Sarah Nancollas, Chief Executive of WAGGGS.

First Roll Call, 25 August 2019

38 National Scout Organisations (NSOs) of WOSM and 34 Member Organisations (MOs) of WAGGGS from 43 countries in the two European Regions were present at the beginning of the Conference. All NSOs and MOs had the right to vote in conformity with art 2.2 and 2.3 of the proposed Rules of Procedure for the 16th European Guide and Scout Conference (Joint Conference Document 1). Associations who were members of WAGGGS or WOSM only would have 1 vote; those who were members of both World Movements (so-called SAGNOs) would have two votes. Following a nominative roll call, the Chairpersons announced that the maximum number of votes in the plenary hall at this moment was 72. A simple majority is 37 votes.

The Committee chairpersons noted that no proposals for amendments of the Draft Rules of Procedure for the 16th European Guide and Scout Conference had been received and invited the Conference to follow the Rules of Procedure as circulated in Joint Conference Document 1. Approved by acclamation

Representatives of the Recommendations Committee explained how delegations could propose Recommendations during the Conference.

Report on Work in Partnership 16EGSC JDoc 3

The 16th European Guide and Scout Conference received with appreciation the Report of Work in Partnership during the triennium 2016-2019 which was presented by Marjolein Sluijters and Kevin Camilleri. This included primarily work undertaken as a consequence of the Memorandum of Understanding (MoU) between the Europe Region WAGGGS and the European Scout Region of WOSM. The Report had been made available in advance as Joint Document 3. Presentation 1 – Roverway 2016 The 16th European Guide and Scout Conference received with appreciation a report from Scoutisme français about Roverway 2016, the major event for Scouts and Guides of the senior age section, commonly referred to as Rovers and Rangers, which took place in France in August 2016. Presentation 2 – Roverway 2018 The 16th European Guide and Scout Conference received with appreciation a report from about Roverway 2018. With the motto “Opposites attract”, the programme was developed around three pillars: character, curiosity and career with participants challenged to explore, encounter, and discover different cultures, people and experiences to find tolerance, respect and unity. Gifts were presented to the host organisations of France and The Netherlands in thanks and recognition of their efforts. Received with acclamation

Leadership Training Fund (LFT)

The LFT was created following a generous donation of CHF 1 million a few years ago and is administered by the European Scout Foundation through the LTF Committee. Since its inception, the Fund has co-sponsored a number of projects in the European Regions of WAGGGS and WOSM, some of which were ongoing. Information about the Fund, including criteria on how to obtain project funding is available on the website of the Leadership Training Fund, connected to WeConnect, the joint website of the two Regions. Input on Future Joint Work

Member Organisations were invited to make suggestions on upcoming Joint events and activities on flipcharts placed outside the main plenary hall to inform the work on the Committees in the next triennium. The result of this brainstorming exercise was collected by the two Committee to be handed over to the incoming Committee as part of the handover documentation.

Bids to host the 17th European Guide & Scout Conference 16EGSC JDoc 5

The 16th European Guide and Scout Conference received with appreciation a presentation from Scouting Nederland (The Netherlands), which had submitted a bid to host the 17th European Guide and Scout Conference in 2022.

Page 4 of 15 Scouting Nederland presented a video and explained that the proposed location of the Conference would be in the De Doelen Conference Centre, close to the central train station of the City of Rotterdam, The Netherlands. The Chairpersons announced that the Conference would be asked later during the meeting to vote on the bid and encouraged delegations to clarify any questions directly with the bidders. For the result of the vote, please refer to the Report of the Recommendations Committee further down. Received with acclamation

Presentation of Candidates for the Elections to the two European Committees

The 16th European Guide and Scout Conference had the opportunity to be introduced to the sixteen candidates that stood for election to the Europe Committee WAGGGS (six candidates) and the European Scout Committee (ten candidates). Each candidate stood on a ‘soap box’ and participants could meet them and ask questions. For the results of the voting, please refer to the separate reports of the 16th European Guide Conference and the 23rd European Scout Conference, where the voting subsequently took place.

Second Roll Call, 28 August 2019

Before inviting the Recommendations Committee to present its report, the Chairpersons called for a second nominative roll call to determine the maximum available number of votes represented in the plenary hall. Out of 40 National Scout Organisations (NSOs) of WOSM and 34 Member Organisations (MOs) of WAGGGS, 72 remained present for the final voting session. The voting majority (simple majority) was therefore 37. All NSOs and MOs had the right to vote in conformity with sections 2.2 and 2.3 of the Rules of Procedure.

Page 5 of 15 Associations who were members of WAGGGS or WOSM only would have 1 vote; those who were members of both World Movements (so-called SAGNOs) would have two votes.

Vote to determine the host of the 17th European Guide & Scout Conference in 2022

Following the presentation of the host candidate earlier during the Conference, the 16th European Guide and Scout Conference voted to accept the bid from Scouting Nederland (The Netherlands). Bid accepted with 69 in favour, none against and 3 abstentions The 17th European Guide and Scout Conference will therefore take place in Rotterdam, The Netherlands, in the summer of 2022.

Report of the Recommendations Committee

The 16th European Guide and Scout Conference received with appreciation the report of the Recommendations Committee. The Committee had received three courtesy recommendations, four proposals for amendments to the draft Memorandum of Understanding (MoU), and two other draft business recommendations. Content had been analysed by the Recommendations Committee to verify its conformity with the provisions contained in section 6 of the Rules of Procedure. Courtesy recommendations were reviewed first, then the four draft amendments to the draft Memorandum of Understanding followed by a vote to approve the MoU as amended, and finally the two other draft business recommendations.

Presentation of the European 2020

Representatives from the Member Organisation in Poland shared some information about the European Jamboree 2020, the major joint international event next year which will take place 27 July – 6 August 2020. An exciting video was shared. The programme will focus on young people taking action, particularly on climate change, in their local communities. Participation is anticipated to be around 13,000 and so far, Member Organisations from 47 countries from around the world have announced their presence. Among these, there are also some non-European contingents registered, such as from Australia and New Zealand. Registrations are still open and more volunteers for the International Service Team are still required. Received with acclamation

Closing of the 16th European Guide & Scout Conference

The Conference Chairpersons, Chrissy Pollithy, Ida Krogh Sjöholm and Christos Hatzidiamandis, and the Chairpersons of the outgoing two Regional Committees, Marjolein Sluijters (Europe Committee WAGGGS) and Kevin Camilleri (European Scout Committee) officially declared closed the 16th European Guide and Scout Conference on 28 August 2019, when they expressed their special gratitude to Lidija Pozaić and the members of Host Team of Savez izviđača Hrvatske, the members of two Regional Committees, the members of staff of the two Regional Offices and all delegates for the excellent work achieved. Messages of thanks were also addressed to the team of interpreters and conference hall technicians, the tellers and members of the Recommendations’ Committee, as well as to the many guests and observers who had contributed to the debates and followed the Conference with interest. David McKee, outgoing Regional Director of the European Scout Region of WOSM, was thanked by WAGGGS for his support and commitment to European Guiding and Scouting. The Chairpersons of the newly elected European Scout Committee and the Europe Committee WAGGGS, Lars Kramm and Eline Grøholt, also addressed the Conference looking forward to fruitful work in partnership during the new Triennium and wishing all delegates the best. ❖❖❖

The Recommendations’ Committee had received four draft recommendations and three proposals for amendments of one of the draft recommendations; content had been analysed to verify its conformity with the provisions contained in section 6 of the Rules of Procedure. The 16th European Guide and Scout Conference

▪ Noting the increasing, and increasingly diverse, mobility of young people within Europe, ▪ Recognizing that a significant number of young people in CAs/MOs and NSAs/NSOs have been involved in the Erasmus programme, ▪ Underlining the importance of encouraging volunteering and supporting the development of social and intercultural skills in the European context, ▪ Recognizing the importance of European citizenship awareness for young people, ▪ Considering that many CAs/MOs and NSAs/NSOs are already supporting young people through their national EraGuide/EraScout programmes (or equivalent), ▪ Appreciating the important work done by the Joint Working Group Go Scout and Guide Abroad, ▪ Acknowledging that the development of an online platform to facilitate the exchange is still in progress Proposes to continue the work in Partnership between the Europe Region WAGGGS and the European Scout Region, to:

- Further develop and finalise the online platform as initiated by the Joint Working Group Go Scout and Guide Abroad during the 2016-2019 triennium.

- Explore the needs and possibilities of having a new Go Scout and Guide Abroad Working Group.

- Continue to promote the Go Scout and Go Guide platform and toolkit

- Continue to promote the impact of Youth Mobility - Capture and share testimonies and accounts of learning experiences of Guides and Scouts gained through involvement in Go Scout and Guide Abroad initiatives, across different communication channels. Page 10 of 15 ▪ Taking into account the importance of inclusion of migrants of all kind in the society that they live in, whether or not refugees, and the important responsibility that lies in Scouting and Guiding as movements related to active citizenship, ▪ Recognising the importance of education for a better understanding of each other, ▪ Recalling the joint work about migration in the last triennium and the current activities that many Member Organisations (MOs) and National Scout Organisations (NSOs) are already involved in at local, regional and national level,

- Requests the Europe Region WAGGGS and the European Scout Region to continue to connect and support Member Organisations (MOs) and National Scout Organisations (NSOs) having an active and meaningful role to help migrants integrate into society and more specifically into Scouting and Guiding

- Invites Europe Region WAGGGS and the European Scout Region to work closely together in presenting the work of MOs and NSOs related to migrants towards the EU institutions and European Organizations, and

- Requests the Europe Region WAGGGS and the European Scout Region to create supporting material and identify opportunities for Member Organisations (MOs) and National Scout Organisations (NSOs) for the integration of migrants in the society and more specifically in scouting and guiding.
