Horan, Carroll and Associates, Inc. (HCA) is a full service Civil Engineering Firm located in Oklahoma City, Oklahoma. HCA’s staff has provided engineering and surveying on several ODOT projects. HCA is also in a position to begin work on the project immediately. The proposed project personnel consist of several highly qualified professional engineers and a very experienced professional land surveying team along with support staff. The team’s experience with ODOT will help provide the requested services in a professional and timely manner.

I. Executive Summary

A. Company Background

Horan, Carroll and Associates, Inc. (HCA) was founded as a full service Professional Civil Engineering and Land Surveying company located in Oklahoma City, Oklahoma. Since 2005, HCA has been providing personalized engineering and surveying services on various types of civil engineering projects, including, but not limited to, state highways & bridges, city streets, subdivisions, water and sewer facilities, and storm drainage facilities. HCA clients include the Oklahoma Department of Transportation and municipalities such as the Cities of Oklahoma City, Norman, Edmond, and Moore.

It is the goal of HCA to provide timely, cost-effective engineering and surveying services throughout Oklahoma while maintaining an open line of communication. This is accomplished through a team of experienced and talented engineers and surveyors. The character of HCA includes honesty, reliability, and professionalism. The objective of HCA is to exceed the client's expectations while providing services throughout the State of Oklahoma that produce quality infrastructure.

B. Services Offered

The proposed project personnel shown in the Organization Chart in Section III of this document have designed several roadway and bridge projects funded through the Oklahoma Department of Transportation (ODOT) and City or County governments. These projects included surveying and engineering for projects varying in size from $200,000 to $20,000,000 in construction costs. The proposed personnel are qualified to provide engineering and surveying services on various types of projects that include, but are not limited to, the following types of projects and activities: • Highway design and plan production • Bridge design and plan production • City and county road design and plan production • Hydrology and Hydraulics that include storm drainage systems, detention studies and floodplain analysis

Therefore, the services provided to ODOT will be efficient and seamless. This will allow ODOT to focus on other tasks thereby making ODOT a more resourceful organization.

II. Relevant Experience

A. Project Manager’s Relevant Experience Over the last decade, the personnel of HCA have designed several projects funded by the Oklahoma Department of Transportation (ODOT) or Cities and County governments. These projects include surveying and engineering for projects varying in size from $200,000 to $20,000,000 in construction costs. The following projects, which most were funded through ODOT, address some specific projects where Mr. Horan was the design engineer and project manager. Mr. Horan designed, managed, and prepared the plans for these projects.

NW 178th Street Widening

Customer: City of Oklahoma City Project Number: STP-155A(485)AG ODOT J/P Number: 22322 (04) Construction Cost: $5,500,000

Summary:

This project consisted of approximately 1.5 miles of four and five-lane roadway widening of NW 178th Street. It included four intersection improvements with Traffic Signals. The project had several drainage basins with numerous cross drains and storm drainage systems. Comprehensive roadway construction plans were prepared to ODOT standards and specifications for the City of Oklahoma City and bid through the Oklahoma Department of Transportation on an 80/20 funding split.

Summary:

This project consisted of designing a new three span highway bridge over Deer Creek along S.H. 33 in Custer County, Oklahoma for ODOT. The new construction included replacing the existing bridge and bridge headers with new pavement and a three span bridge. U.S. 81 South Connection Bypass

Summary:

This project consisted of designing new highway alignment with an overpass bridge along the U.S. 81 corridor in Duncan. The design included items such as new drainage structures, vertical and horizontal curves, superelevation, signing and striping, and an overpass bridge for Beech Avenue. The new construction included approximately two miles of new roadway with a three span bridge and drainage structures. All plans and specifications were drafted according to current ODOT and AASHTO specifications.

Council Road Widening and Waterline Relocation

Customer: City of Oklahoma City Project Number: PC-0308 & WC-0561 Estimated Cost: $2,000,000

Summary:

This project consisted of reconstructing a rural type road to an urban 5-lane street with curb and gutter. The road was serving a rural environment, but with recent and proposed industrial additions along with new housing and commercial subdivisions, the traffic increased to a level needed to widen the street. The project was on S. Council Road between SW 59th Street and State Highway- 152. The project had several utilities such as water, gas, cable, fiber-optic, telephone, and electric. Most of these utilities were relocated to accommodate the proposed roadway and storm sewer improvements. Design considerations included several new geometric alignment options with construction cost estimates, waterline replacement, utility relocation, and new storm drainage.

Comprehensive roadway construction plans and construction contract documents were completed for the City of Oklahoma City. All design plans and construction documents provided complied with City of Oklahoma City specifications.

Campus Corner Improvements

Customer: The City of Norman, Oklahoma Project Location: Norman, Oklahoma Estimated Cost: $500,000

Summary:

This project consisted of street reconstruction and drainage improvement along with ensuring ADA compliance in updating existing sidewalks in the Historic Campus Corner area of Norman. Additional aesthetic improvements, such as brick pavers, stamped and colored asphalt, stamped and stained concrete, tree placement, and placement of new bicycle racks, benches and trash receptacles were included in the construction plans. Project design consisted of preparing the detailed sidewalk elevations, brick paver details, master plan for receptacle and bike rack placement, and removal sheets. This included some new ADA compliant sidewalks, pavement and parking, and new curb and gutter. All plans and specifications were drafted according to current ADA guidelines and City Specification.

Old State Highway 9 - Alameda GAP Paving and Waterline Relocation Project

Customer/Client: City of Norman in collaboration with the ODOT Project Number: STP-114B(050)AG ODOT J/P Number: 18213(04) Project Location: Norman (Cleveland County) Estimated Cost: $3,479,390.08 Bid Price: $3,500,000.00 Road and $1,000,000 Water lines

Summary: The project is located within the city limits of the City of Norman. The roadway is heavily traveled including minor truck traffic. The project consisted of approximately 2 miles of five-lane roadway widening of Alameda Street with three intersection improvements. Traffic signals and school zone warnings were also required. The project had several drainage basins with numerous cross drains and storm drainage systems. Comprehensive roadway construction plans were completed for the City of Norman to be bid through the Oklahoma Department of Transportation on an 80/20 funding split. All design plans and construction documents provided compiled to City of Norman, ODOT, and AASHTO specifications. In addition, water line relocation plans were prepared for over 2000 feet of water line that was in conflict with the proposed improvements. These lines consisted of 24-inch pre-stressed concrete, 36-inch ductile iron and various PVC sizes. The construction cost for the water line relocation alone was over $1,000,000.

Telephone Road Widening and Resurfacing

Summary:

This project consisted of reconstructing a rural type road to an urban street with curb and gutter. The road was serving the urban environment with platted residential and commercial additions adjacent to the road. The project length was approximately 1 mile beginning at the intersection of S. 19 th Street and terminating at S. 4 th Street. The project area had numerous utilities such as water, sewer, gas, cable, and fiber optic telephone conduits. Some of these utilities had to be relocated to accommodate the new widened road. The project was built with the road open for traffic.

Comprehensive roadway construction plans were completed for the City of Moore to be bid through the Oklahoma Department of Transportation on an 80/20 funding split. All design plans and construction documents provided complied with City of Moore, ODOT, and AASHTO specifications.

Summary:

Approximately 5 miles of US Highway 59 improvements between the towns of Watts and Westville, Adair County. The project consisted of approximately 2.5 miles of new alignment for a four-lane divided highway and approximately 2.5 miles of five-lane rural highway widening along the existing route. The design consisted of completing comprehensive roadway construction plans for the Oklahoma Department of Transportation. He has managed numerous civil engineering projects worth over several million dollars in construction costs.

Mr. Horan’s experience includes design and preparation of roadway and highway plans, waterline distribution plans, and sanitary sewer line distribution plans. Design experience includes designing concrete structures, hydrology & hydraulics, storm sewers, highway geometric layouts, intersection design, plan and profile sheets, traffic control plans, signing and striping plans, and performing quantity and cost estimates. His construction management experience was with the 1998 OTA Urban Corridor Completion Program and included assisting the Construction Manager as being the primary contact for the Oklahoma City portion. Mr. Horan is also experienced in the areas of materials and geotechnical engineering in the State of Oklahoma. Mr. Horan is proficient in the use of several computer-aided design and scheduling software programs.

EXPERIENCE :

Mr. Grinsteiner has over 15 years of structural design experience. He is a principle and stockholder of White Engineering Associates, Inc. (WEA). WEA is a consulting engineering firm established in 1976 and located in Oklahoma City, Oklahoma. Mr. Grinsteiner has been working in the design and investigation of civil structures since 1995, including work with steel, concrete and timber materials. In graduate studies, his work emphasized advanced structural modeling techniques and structural reliability theory, which serves as the basis for Load and Resistance Factor Design philosophy.

Mr. Grinsteiner was an integral part of the design and development of the Oklahoma Department of Transportation 2009 State Bridge design standards. His experience has been utilized in the design of many highway and railroad bridges, as well as in warehouse buildings, prison facilities, special structures, and special reports. Mr. Grinsteiner has also been responsible for the design and development of LRFD bridge design software.

Mr. Votaw is the founder and president of Eagle Environmental Consulting. Prior to starting Eagle Environmental, Mr. Votaw was a senior regulatory project manager for the Corps of Engineers. His most recent Transportation experience includes NEPA document preparation and environmental clearance for U.S. 60 between Bartlesville and Vinita, OK

Mr. Votaw has completed numerous training and certification courses including Traffic Noise Modeling, NEPA and the Transportation Process, Environmental Impact Ass essment of Projects, Wetland Delineation, and Hydric Soils. Currently and during previous tenure, Mr. Votaw was the POC for transportation projects, POC for Section 404 of the Clean Water permit evaluation/NEPA documentation transportation streamlining pr ocess (RED Book), has contributed to EIS preparation, performed public involvement activities, delivered public presentations, and developed environmental documentation to pursuant to NEPA regulations.

Eagle Environmental has a staff comprised of six very talented, personable, and professional people that posses the ability to perform any requested environmental services. These highly qualified individuals have already established a positive working relationship with ODOT. Mr. Votaw has coordinated with and provided technical assistance to ODOT personnel at nearly all levels over the last 10+ years and maintains the practical experience and skills necessary to understand and accomplish the ODOT environmental mission.
