Newsletter of The Dui Hua Foundation THE DUI HUA DD II AA LL OO GG UU EE FOUNDATION Summer 2001/Issue 4 Despite Chill in U.S.-China Relations, Unofficial Dialogue on Rights Forges Ahead 中 Dialogue between China and the United States on human rights, be it official or un- official, has always been affected by the overall political climate between the two countries. The last official session of the US-China dialogue took place in January 1999, and was suspended by the Chinese government in response to the bombing of the Chinese Embassy by NATO warplanes in May, 1999. The official dialogue has, as this issue of Dialogue comes out, yet to be resumed, though there are signs that preliminary talks on what a new dialogue on human rights would look like and what it might realistically achieve are underway between the two governments. 美 The Dui Hua Foundation’s unofficial dialogue with the Chinese government on national security prisoners has often been knocked off course by the twists and turns of relations between Beijing and Washington. In February 29, 2016, they finished the Social Assessment report of the bundled projects in 16 counties (cities/districts) of weak compulsory education(Hereinafter referred to as “Report”). Based on field investigation and data analysis, the social assessment group draws the conclusion that separate Ethnic Minority Development Plan is not necessary, thus the report mainly focuses on the analysis of the overall social impact of the project. Proposed project activities include 4 main components, which are the school reorganization and expansion project, special groups education guarantee project, the quality education resources sharing project, teacher’s development and guarantee project. Those main components also include 9 sub-projects. The project involves 16 counties (cities/districts) of Guangdong Province, namely Chaoyang District, Wengyuan County, Wuhua County, Haifeng County, Lufeng City, Suixi County, Lianjiang City, Leizhou City, Wuchuan City, Dianbai District, Huazhou City, Chao’an District, Huilai County, Puning City, Jiexi County, and Luoding City. -

So, they face very serious danger of flood and it is urgent to improve the flood prevention level to reduce the flood disaster in metropolis of China. However, the practices of disaster reduction of recent 5 decades in China show that flood disaster is increasing with fluctuating, that is, the vulnerability of metropolis is heightening. Based on the analysis of flood in metropolitan regions of China, this report establishes a risk assessment system combining flood hazard and human and economic systems of Guangdong Province, South of China, as the case study area. And in addition, basic land use system and enterprise risk management system with the combination of government-enterprise (community)-insurance company are presented to balance flood disaster magnitude and vulnerability in metropolitan regions. -

Received: 18 April 2013; in revised form: 7 June 2013 / Accepted: 13 June 2013 / Published: 19 June 2013 Abstract: Historically, the Defense Meteorological Satellite Program’s Operational Linescan System (DMSP-OLS) was the unique satellite sensor used to collect the nighttime light, which is an efficient means to map the global economic activities. Since it was launched in October 2011, the Visible Infrared Imaging Radiometer Suite (VIIRS) sensor on the Suomi National Polar-orbiting Partnership (NPP) Satellite has become a new satellite used to monitor nighttime light. This study performed the first evaluation on the NPP-VIIRS nighttime light imagery in modeling economy, analyzing 31 provincial regions and 393 county regions in China. For each region, the total nighttime light (TNL) and gross regional product (GRP) around the year of 2010 were derived, and a linear regression model was applied on the data. -

Annual Development Report on China's Trademark Strategy 2013 TRADEMARK OFFICE/TRADEMARK REVIEW AND ADJUDICATION BOARD OF STATE ADMINISTRATION FOR INDUSTRY AND COMMERCE PEOPLE’S REPUBLIC OF CHINA China Industry & Commerce Press Preface Preface 2013 was a crucial year for comprehensively implementing the conclusions of the 18th CPC National Congress and the second & third plenary session of the 18th CPC Central Committee. Facing the new situation and task of thoroughly reforming and duty transformation, as well as the opportunities and challenges brought by the revised Trademark Law, Trademark staff in AICs at all levels followed the arrangement of SAIC and got new achievements by carrying out trademark strategy and taking innovation on trademark practice, theory and mechanism. ——Trademark examination and review achieved great progress. In 2013, trademark applications increased to 1.8815 million, with a year-on-year growth of 14.15%, reaching a new record in the history and keeping the highest a mount of the world for consecutive 12 years. Under the pressure of trademark examination, Trademark Office and TRAB of SAIC faced the difficuties positively, and made great efforts on soloving problems. Trademark Office and TRAB of SAIC optimized the examination procedure, properly allocated examiners, implemented the mechanism of performance incentive, and carried out the “double-points” management. As a result, the Office examined 1.4246 million trademark applications, 16.09% more than last year. The examination period was maintained within 10 months, and opposition period was shortened to 12 months, which laid a firm foundation for performing the statutory time limit. —— Implementing trademark strategy with a shift to effective use and protection of trademark by law.
