Stewards Summary of Judicial Outcomes STEWARDS SUMMARY OF JUDICIAL OUTCOMES Event Document No. 2021 REPCO SUPERCARS CHAMPIONSHIP RACES 15 & 16 “NTI TOWNSVILLE 500” Reid Park Circuit, Townsville, Queensland 07 to 11 July 2021 STEWARDS SUMMARY OF JUDICIAL OUTCOMES, Update 6: FINAL issued Sunday, 11 July 2021 at 1915hrs. Matters from Race 16: Deputy Race Director Incident Determinations At the request of Kelly Grove Racing, the DRD investigated after the Race the incident involving Car 7, Andre Heimgartner, and Car 44, James Courtney, at Turn 3 on Lap 87 and determined the incident did not warrant referral to the Stewards as there was insufficient evidence to establish a breach of the Rules. Stewards’ Decisions – Penalties imposed Following a post-race DRD investigation into a report received from Supercars Technical during the Race, and an admission by Matt Stone Racing, that during its compulsory pit stop, Car 34’s brake lock mechanism was not engaged in compliance with Rule C11.4.2.1, the Stewards imposed a fine of $250 on Matt Stone Racing. After the Race, the Stewards conducted a hearing as to the penalty to be applied to Car 34, Jake Kostecki, for a breach of Rule D17.1.17 (the minimum permitted pressure of a Control Tyre when fitted to a Car is 17psi which must be achieved at any time the Car is on the Circuit during any Session). The Team (Matt Stone Racing) acknowledged to the Stewards that the Rule was breached in relation to Car 34 during the reconnaissance lap to the Grid, while on the Grid and at the start of the formation lap. The Team sought to have a penalty other than disqualification (which is the Commission’s Recommended Minimum Penalty) applied. After hearing the Team and the DRD on the matter, the Stewards decided that the appropriate penalty to be applied is the Recommended Minimum Penalty and disqualified Car 34, Jake Kostecki, from Race 16. ________________________________________________________________________________________ STEWARDS SUMMARY OF JUDICIAL OUTCOMES, Update 5: issued Sunday, 11 July 2021 at 1325hrs. Matters from Qualifying – Race 16 (including Top Ten Shootout): Deputy Race Director Incident Determinations There were no determinations. Stewards’ Decisions – Penalties imposed There were no penalties imposed. ________________________________________________________________________________________ STEWARDS SUMMARY OF JUDICIAL OUTCOMES, Update 4: issued Sunday, 11 July 2021 at 0925hrs. Matters from Race 15: Deputy Race Director Incident Determinations The DRD has finalised his investigation into the start procedure relating to Car 19, Fabian Coulthard. The DRD reviewed all available footage, radio transmissions including Race Management Channel and the Team’s radio, spoke to relevant officials and the Authorised Representative from the Team and determined that the incident Stewards Summary of Judicial Outcomes - Page 1 Information purposes only – no regulatory value did not warrant referral to the Stewards as the Team were acting on the direction of Officials by proceeding to Pit Exit and moving Car 19 from an unsafe position in the quickest possible manner to allow the commencement of the Race. Stewards’ Decisions – Penalties imposed There were no penalties imposed. ________________________________________________________________________________________ STEWARDS SUMMARY OF JUDICIAL OUTCOMES, Update 3: issued Saturday, 10 July 2021 at 2015hrs. Matters from Race 15: Deputy Race Director Incident Determinations The DRD investigated the between Car 4, Jack Smith, and Car 35, Zane Goddard at Turn 10 and determined that it did not warrant referral to the Stewards as no Driver was wholly or predominately at fault. The DRD opened an investigation into the start procedure relating to Car 19, Fabian Coulthard. The investigation is ongoing. Stewards’ Decisions – Penalties imposed There were no penalties imposed. ________________________________________________________________________________________ STEWARDS SUMMARY OF JUDICIAL OUTCOMES, Update 2: issued Saturday, 10 July 2021 at 1345hrs. Matters from Qualifying – Race 15 (including Top Ten Shootout): Deputy Race Director Incident Determinations There were no determinations. Auckland Transport have announced they will introduce sweeping changes to speed limits as they signalled some time ago. As I have commented before their rationale is that “inappropriate speed” contributes to 20% of deaths and serious injuries in the Super City. So, from June next year the CBD will be saddled with a blanket 30 kph speed limit, and many of the Franklin and Rodney rural roads will reduce from 100 kph to 80 or 60 kph. A record 11722 submissions were received, of which 2503 were in support, 3317 against and the balance had no firm stance. I could point out that 80% of deaths and injuries have no connection with inappropriate speed. I could surmise that the decision largely flies in the face of public opinion. I could wish them luck in getting public buy-in and compliance. I could question how a major regulatory constraint on all rate payers can be decided by unelected bureaucrats rather than the Council. But frankly, why bother? They are Council Controlled Organisation but seem to have an independence that suggests no Council control exists. I sincerely hope I am proved wrong, but I foresee very little change to the accident statistics and very little adherence to the new limits. Enough said... I have been following the MotoGP with interest this season (yes, I know they are missing 2 wheels) and it’s been well worth it. With World Champion Marc Marquez being given a curry up by the rookie Quartararo, privateer teams often out-performing the factory teams and some scintillating racing it has been great to watch.

This issue takes a look at some track safety devices; namely the run-off areas and gravel traps – the pros, the cons and the downright scary. Matthew Mac Partlin Technical review Track safety devices – Run-offs and gravel traps Competitors and race vehicles can be fully prepared with safety equipment, but at some point or other a vehicle will unintentionally veer off the track. Sometimes the driver will be able to gather it up and rejoin the race, if there is sufficient space to do so. However, there is often a conflict between race track safety, spectator friendliness and geography. Matters from Race 11: Deputy Race Director Incident Determinations During the Race, the DRD investigated the Incident on Lap 3 between Car 7, Andre Heimgartner, and Car 18, Mark Winterbottom, consulted the DSA, and determined that it did not warrant referral to the Stewards because no Driver was wholly or predominately to blame for the Incident. After the Race, the DRD investigated the Incident on Lap at Turns 2-3 between Car 22, Garry Jacobson, and Car 9, Will Brown, consulted the DSA, and determined that it did not warrant referral to the Stewards because no Driver was wholly or predominately to blame for the Incident. Stewards’ Decisions – Penalties imposed The following penalties were imposed during Race 11: • A 5 second Time Penalty on Car 35, Zane Goddard, for a Pit Lane Infringement (contact with Car 55, Thomas Randle following Car 35’s release from its Pit Bay, in breach of Schedule B2, Article 7.5). • A 15 second Time Penalty on Car 27, Kurt Kostecki, for a Driving Infringement (contact with Car 96, Macauley Jones, at Turn 3 on Lap 7 in breach of Schedule B2, Article 2.1 Careless Driving). • A PLP on Car 27, Kurt Kostecki, for a Pit Lane Infringement (Car 27 entered the Pit Lane and its speed was measured at 54km/h by the Pit Entry loops D11.4.2 Speed Limit is 40 km/h in Pit Lane at all times).
