CHAPTER 5 THE PARRETT NAVIGATION BEFORE 1830 When the preliminary programme of research for this study was drawn up the present writer was aware that William Gravatt had been Engineer to the Parrett Navigation Company while he was also acting as Brunel's assistant on the B&ER. 1 It was reasonable to assume that Brunel's presence in Somerset in late 1835, in connection with the B&ER, would have had some bearing on Gravatt's engagement on the PNC, and possibly that Brunel himself might have played a part in the design of the works that were subsequently carried out under Gravatt. It also seemed likely that earlier navigation projects and proposals would have significantly influenced the inception of the PNC and the development of its plans. The aim of this chapter therefore is to trace the history of proposals for improving the navigability of the Parrett above Bridgwater, and of its major tributaries, up to 1830; the developments that culminated in the incorporation of the PNC are examined in Chapter 6, and the subsequent construction of the improvement works is described in Chapter 7. The surviving records of the former Somerset River Authority, its forerunners, and associated concerns such as the PNC, constitute a remarkably large corpus but regrettably they are inconsistent in coverage so that in many areas there is a dearth or even complete absence of relevant evidence. In order to piece together a chronology it has been necessary to rely heavily on chance references that have survived elsewhere, and consequently there is always the possibility that fruitless proposals that would otherwise have had a major impact on the navigation have been missed. -

The Leeds & Liverpool Canal Historical Information Construction and Maintainance 1 The cost of building the canal The details below were set out by the Leeds & Liverpool Canal Company to show investors how much the construction of one mile of canal would cost. They have not included the cost of building locks. It was more difficult to give an average price for a lock as this would depend upon the type of foundation work needed and the accessibility of stone or bricks for the lock walls. All materials had to be brought by horse drawn wagons along the poor 18th century roads. It was to simplify the transport of heavy goods, such as stone or coal, that canals were being built. Estimate of the expense of making one mile of canal 42 feet wide at top, 27 feet at bottom, and 5 feet water. The boat was the inspiration of Bernard Clements who recognised the benefits to the elderly and infirm of visits to the great outdoors. Bernard initially organ- ised visits from residents of residential homes to his garden at Hanbury. However, his dream was to take people on boat trips along the Worcester to Birmingham Canal. Then in 1994, May Ward, widow of Freddie Ward the Worcestershire fast Bowler, left him a legacy and this made his dream a reality. The boat was built and launched at Hanbury Wharf (company name Saraband) in 1995. It was named Pamela May after Bernard’s wife, Pame- la, and May Ward. Bernard Clements was born in 1917 in Quinton, the fourth and youngest son of John Clements, a postman, and he went to school in Rubery. He left school at 14 without academic qualifications and joined “Clements Brothers”, the firm his three older brothers had started in 1930. -

Built in 1870 by local engineering company Fielding & Platt, she was used by the Company’s engineer when visiting Sharpness to oversee the construction of the New Dock and by the directors for annual inspections of the canal and for pleasure trips) until 1942. The weather was disappointing, albeit Cambridge recorded the highest temperature since records began. It was short lived though for since that date in July it appeared to rain most days! That didn’t deter us from enjoying our planned events. Only one event was rained off. The day of the planned walk around Alney Island started with torrential rain, which showed no sign of stopping before our walk. -

BRIAN HARRISON THE BRITISH PROHIBITIONISTS 1853-1872 A BIOGRAPHICAL ANALYSIS In his famous study of attitudes to the state in nineteenth-century England, Dicey described the period 1825-70 as "the period of Ben- thamism or Individualism". Evangelicalism and Benthamism, he argued later, "represented the development in widely different spheres of the same fundamental principle, namely, the principle of individualism". Only later did laissez faire fall into eclipse: "some- where between 1868 and 1900 . changes took place which brought into prominence the authoritative side of Benthamite liberalism."1 Dicey's interpretation has come under sustained attack during the last twenty years, and historians now pay more attention to the con- tinuing momentum of state intervention from the 1830s, and to the collectivist aspect of Bentham's teaching. Yet Dicey's critics have ignored a movement which in some ways lends more support to their case than any other mid-Victorian development, and which draws attention to hitherto unappreciated virtues and defects of Dicey's account. The United Kingdom Alliance was founded (in Manchester!) in 1853 to promote a "Maine Law" which would outlaw the trade in intoxicating drink, and campaigned after 1857 for the "Permissive Bill" which would enable a two-thirds majority of the ratepayers in any district to ban the trade from their locality. Its reaction against laissez faire doctrines was quite self-conscious: F. W. Newman, its most intelligent advocate, saw in prohibition "the turning-point in the new view of the position of governments in the earth" and de- scribed the belief that the state should forsake moral reform as "the cardinal heresy of the Liberal party in both continents". -
