The story of broadcasting since then has been the story of Japan and the world. Through the end of the war and post-war reconstruction to the years of high-speed growth, the bursting of the economic bubble and on to the present day, NHK has broadcast the great events and changes of our times, and delivered broadcasts that protect people’s lives in times of disaster. The annual public opinion surveys reveal diverse expectations regarding the mission and role of public broadcasting. The expectations for “Fairness and Impartiality” and “Sharing of Social Is- sues” rose for three years in a row through the last fiscal year, and so did people’s evaluation of how well these are being realized. I sense that there still is more that we can and ought to do in terms of how far we can answer those expectations. NHK starts a new three-year Corporate Plan in the new fiscal year. This plan is also targeted to- wards NHK’s vision of “Becoming an Even More Trustworthy Source of Information, Shaping the Future with the Power of Creativity” for 2020, the year of the Tokyo Olympic and Paralympic Games. Our broadcasts are evolving to help build a better future, strengthen transmissions to the world and the distribution of information via the Internet, and also through the promotion of 8K (Super Hi-Vision). As a public broadcaster, NHK must also never forget the great importance of ensuring that the bur- den of receiving fees is borne fairly. Target 80 is an initiative to mobilize the whole corporation in activities to promote understanding of the receiving fee system with the target of achieving a record 80% payment rate and 50% satellite contract rate by the end of the 2017 fiscal year. All members of NHK staff are united in this goal and striving to undertake the challenges and re- forms. I ask for everyone’s understanding and support.     Trends in Digital Terrestrial Broadcasting Countermeasures for analog channel adjustments that will be necessary to accommodate the upcoming launch of digital terrestrial television broadcasting began in the three largest metropolitan areas on February 9 of this year. The basic policy of the National Promotion Committee for Digital Terrestrial Broadcasting was determined in July for the other areas of the country, where work will advance on establishing a nationwide system. Some channels have both east and west feeds, airing the same programming with a three-hour delay on the latter feed, creating a backup for those who missed their shows. The three-hour delay also represents the time zone difference between Eastern (UTC -5/-4) and Pacific (UTC -8/-7). All channels are the East Coast feed if not specified. High definition Most high-definition (HDTV) and foreign-language channels may require a certain satellite dish or set-top box. Additionally, the same channel number is listed for both the standard-definition (SD) channel and the high-definition (HD) channel, such as 202 for both CNN and CNN HD. DirecTV HD receivers can tune to each channel separately. This is required since programming may be different on the SD and HD versions of the channels; while at times the programming may be simulcast with the same programming on both SD and HD channels. Part time regional sports networks and out of market sports packages will be listed as ###-1. Older MPEG-2 HD receivers will no longer receive the HD programming. Some of you may have already spent several years in Kagoshima while some of you may be new to Japan. Students starting a new life in Kagoshima may encounter some difficulties in this unfamiliar land and experience some anxiety. This guidebook aims to help international students living in Kagoshima make the most out of their lives here. It is published with the assistance of the universities, local authorities and international students who are currently living in Kagoshima. We hope that this guidebook will be of some help in making your student life in Kagoshima more comfortable, enjoyable and safe. April, 2021 Kagoshima International Association The Fumiko Higashi International Students Activities Support Program This guidebook is published as part of the abovementioned support program. Fumiko Higashi, a native of Yoshimatsu-cho (presently Yusui Town), worked tirelessly for 33 years since 1971 to organize activities and programs to support the daily lives of international students in Kagoshima. She was awarded the 32nd MBC Award, the 1st Nishigin (Nishi-nippon Bank) International Foundation Asia Service Award (presently Nishi-Nippon Foundation Asia Contribution Award) and the Foundation for Encouragement of Social Contribution Long Service Award for her long-term and outstanding contributions. Fumiko Higashi passed away in 2004. This program was established with contributions from the family of the late Fumiko Higashi, to continue and further her ideals for international exchange.
