Together, they are a representative sampling of the range of manuscript collections at HSP, but scholars are urged to pursue fruitful lines of inquiry to locate and use the scores of additional materials in each area that is surveyed here. There are numerous helpful unprinted guides at HSP that index or describe large collections. Some of these are listed below, especially when they point in numerous directions for research. In addition, the HSP has a printed Guide to the Manuscript Collections of the Historical Society of Pennsylvania (HSP: Philadelphia, 1991), which includes an index of proper names; it is not especially helpful for searching specific topics, item names, of subject areas. In addition, entries in the Guide are frequently too brief to explain the richness of many collections. Finally, although the on-line guide to the manuscript collections is generally a reproduction of the Guide, it is at present being updated, corrected, and expanded. This survey does not contain a separate section on land acquisition, surveying, usage, conveyance, or disputes, but there is much information about these subjects in the individual collections reviewed below. -

THE Pennsylvania Magazine OF HISTORY AND BIOGRAPHY John Swanwick: Spokesman for "Merchant-Republicanism ' In Philadelphia, 1790-179 8 HE literature on the era of Jeffersonian democracy is largely- dominated by the great triumvirate of Thomas Jefferson, TJames Madison, and Albert Gallatin.* During the last dec- ade, however, historians have been paying more attention to state and local political leaders who played significant roles in the Demo- cratic-Republican movement.1 Among the more notable second-rank * In a somewhat abbreviated form this article was presented as a paper at the annual meeting of the Pennsylvania Historical Association held at Williamsport, Pa., on Oct. 22-23, 1971. When an image on the film is obliterated with a large round black mark, it is an indication that the photographer suspected that the copy may have moved during exposure and thus cause a blurred image. When a map, drawing or chart, etc., was part of the material being photographed the photographer followed a definite method in "sectioning" the material. It is customary to begin photoing at the upper le ft hand corner of a large sheet and to continue photoing from left to right in equal sections with a small overlap. If necessary, sectioning is continued again — beginning below the first row and continuing on until complete. 4. The majority of users indicate that the textual content is of greatest value, however, a somewhat higher quality reproduction could be made from "photographs" if essential to the understanding of the dissertation. -
The 1821 Insurrectionary Scare in Eastern North Carolina. (Under the Direction of James E
ABSTRACT KAISER, JOHN JAMES. “Masters Determined to be Masters”: The 1821 Insurrectionary Scare in Eastern North Carolina. (Under the direction of James E. Crisp.) This thesis seeks to explain how the militia and patrols worked together in a flexible system designed to suppress both real and potential slave unrest. As the summer of 1821 neared its end, depredations committed by runaway slaves caused widespread alarm throughout Eastern North Carolina. Their depredations resulted in an insurrectionary scare that grew to include eight counties in Eastern North Carolina. Although documentation is sparse, there remains a trail of communications between militia officers and Governor Jesse Franklin detailing the scare from its inception. In addition, numerous militia officers wrote the Governor and General Assembly to justify their actions during and after the scare. These letters and petitions provide the story of the 1821 insurrectionary scare. Furthermore, this thesis will place the insurrectionary scare within the context of circumstances prevalent in Eastern North Carolina in 1821. These circumstances included an outbreak of yellow fever, extreme weather, harsh political bickering (both local and national), and a large (and increasing) slave population combined with White flight to the South and West. This thesis begins with the discussion of an unfortunate occurrence on Street’s Bridge that left several militiamen and citizens wounded. Their presence on the bridge was part of a system designed to ensure the subjugation of the local slave population. However, in a highly ironic twist of fate, these two groups of men (citizen and militia) encountered one another on Street’s Bridge. The exchange of fire that resulted caused several casualties on both sides. -

Davis Analyst in American National Government Government and Finance Division The President Pro Tempore of the Senate History and Authority of the Office Summary The U.S. Constitution establishes the office of the President pro tempore of the Senate to preside over the Senate in the Vice President’s absence. Since 1947, the President pro tempore has stood third in line to succeed to the presidency, after the Vice President and the Speaker of the House. Although the President pro tempore’s powers are limited and not comparable to those of the Speaker of the House, as the chamber’s presiding officer, he is authorized to perform certain duties. For example, he may decide points of order (subject to appeal) and enforce decorum in the Senate chamber and galleries. Early in the nation’s history, some Presidents pro tempore appointed Senators to standing committees. While they no longer do so, election to the office is considered one of the highest honors bestowed by the Senate, and Presidents pro tempore are traditionally accorded a somewhat larger salary and allowances for staff. Eighty-seven different Senators have served as President pro tempore. Sixty- one served prior to 1900, when Vice Presidents routinely presided over the chamber and Presidents pro tempore were elected to serve only for limited periods when the Vice President was absent or ill, or the office was vacated. As United States Senator from 1833 to 18M+, he established a record for political integrity, honesty, and courage that made him a valuable leader of the Democratic Party and gained for him the respect of the Whig opposition. Wright's position in Washington as a presidential liaison in the Senate caused him to play an influential role in both the Jackson and Van Bur9:1 administrations. He maintained a highly developed sense of political Idealism throughout his career. Although Wright was aware of the snares of political corruption that continually beset national politicians, his record remained irreproachable and untainted.^ The conditions of political life during the Jacksonian era were an affront to Wright's sense of idealism- Gradually disillusioned by the political . -

THE CONGRESS OF THE UNITED STATES 1789–2005 [ 43 ] TIME AND PLACE OF MEETING The Constitution (Art. I, sec. 4) provided that ‘‘The Congress shall assemble at least once in every year * * * on the first Monday in December, unless they shall by law appoint a different day.’’ Pursuant to a resolution of the Continental Congress the first session of the First Congress convened March 4, 1789. Up to and including May 20, 1820, eighteen acts were passed providing for the meet- ing of Congress on other days in the year. Since that year Congress met regularly on the first Mon- day in December until January 1934. The date for convening of Congress was changed by the Twen- tieth Amendment to the Constitution in 1933 to the 3d day of January unless a different day shall be appointed by law. The first and second sessions of the First Congress were held in New York City; subsequently, including the first session of the Sixth Congress, Philadelphia was the meeting place; since then Congress has convened in Washington, D.C.
