CALL FOR PROPOSALS Technical Assistant on Capacity Building for Drinking-Water Quality Surveillance

1. Summary

The World Health Organization (WHO) is looking for an individual or institution contractual partner to provide technical assistance on capacity building for drinking-water quality surveillance on 15 January to 15 May 2020, under an Agreement for Performance of Work (APW) contract.

The proposals are due by 2 January 2020.

2. Background

The current support of the World Health Organization (WHO) to the Department of Health (DOH) is outlined in the Philippines-WHO Country Cooperation Strategy (2017-2022). One of its strategic priorities is Protect Health where water and sanitation is included. A project entitled “Strengthening the quality and sustainability of water, sanitation and hygiene (WASH) services, including health care facilities” with a duration of four (4) years (2018-2022) is aligned to this strategic priority with funding support from the Australian Government through the Department of Foreign Affairs and Trade (DFAT). This project aims to improve the sustainability of drinking-water safety approach and strengthen WASH and greening approach in HCF in selected areas of the country. This has two major components: (1) Drinking-water quality surveillance; and (2) WASH with greening approach in HCF.

The pilot areas are as follows: Areas Component1: DWQS Component 2: WASH in HCF Baguio City Baguio City La Trinidad, La Trinidad, Benguet City Catarman, Northern Tuburan, Cebu , Northern Samar Davao City City, Zamboanga del Sta Cruz, Norte Siayan,

From April to July 2019, assessments were conducted to get the baseline status of project sites, including the status of national policies and activities on drinking water quality surveillance. Key findings show the need for capacity building at national and pilot sites level to improve the current condition and support the country in achieving targets relevant to sustainable development goals, national objectives for health and universal health care initiatives.

3. Timeline The implementation timeline for the project is from 15 January to 15 May 2020.

5. Scope of Work

In coordination with World Health Organization Philippine Country Office and the Department of Health, the selected contractual partner shall perform the following activities:

Output 1: Inception Report

Deliverable 1.1: Work plan with Gantt chart of activities. The work plan will be part of the inception report that will be submitted to WHO Philippines at the beginning of the engagement.

Deliverable 1.2: Inception report. WHO Philippines and DOH shall be consulted in finalizing this report before submission to WHO.

Output 2: First Progress Report

Deliverable 2.1: Conduct an orientation-workshop with the local drinking water quality monitoring committee (LDWQMC) to determine roles and functions on drinking-water quality surveillance (DWQS) based on the implementing rules and regulations (IRR) of Chapter 2 of the Sanitation Code and the proposed national framework on drinking-water quality surveillance by the project

Deliverable 2.2: Based on Deliverable 2.1, develop an operation’s manual for LDWQMC on DWQS.

Deliverable 2.3: Review the draft policy on certification of WSP trainors and accreditation of training institutions developed by DOH in Phase 3 of the project. Assist DOH in determining the appropriateness of the proposed policy by testing it in project areas.

Deliverable 2.4: Review and facilitate the updating of the WSPs developed for Tuburan, Cebu and in Sta Cruz, . Assist the LGUs or DOH regions in setting up a WSP Review Committee to facilitate review and approval of these WSPs.

Output 3: Second Progress Report

Deliverable 3.1: Review the appropriateness of the WSP monitoring tool developed in Phase 3 of the project and draft a policy guideline on its utilization.

Deliverable 3.2: Review existing WHO references as basis for developing training materials for WSP review, monitoring and auditing. Test the training materials by conducting training on review, monitoring and auditing of WSP implementation in project areas.

Deliverable 3.3: Review the draft environmental sanitation information system for WASH prepared by DOH and test its functionality in project areas. Test a system on how to generate and analyse WASH data from the field.

Output 4: Final Report

Deliverable 4.1: Final Technical Report as scheduled

Deliverable 4.2: Final Financial Report as scheduled

6. Qualifications

The contractual partner must fulfil the following qualifications: Education and Certifications  Essential for Team Leader: Bachelor’s degree in any environmental health, environmental science, environmental and sanitary engineering, public health, or equivalent courses  Desired for Team Leader: With post graduate degree in any environmental health, environmental science, public health, environmental and sanitary engineering, or equivalent courses

Experience required:  The Team Leader and members with at least more than 5 years relevant international experience on drinking-water quality surveillance, capacity building, WSP development and approval, information management, and risk assessment  Familiar with the works of the World Health Organization, Department of Health and Local Government Units in the areas of drinking-water safety, WSP monitoring and auditing, and information management system

Skills / Technical skills and knowledge:

 Preferably with environmental or public health background with good understanding of WASH and environment risk factors and control measures  With skills in evaluating, monitoring or auditing water safety plans and in developing information management systems

Language requirements:  Fluent in both written and spoken English

7. Other Requirements The team members are expected to travel according to the itinerary based on the proposed activity plan.
