At 8:00 PM, TS “URDUJA” remains almost stationary and continues to bring damage over Eastern Visayas. TCWS No. 2 was also raised in Northern Samar. In addition, Burias and Ticao Islands in Masbate and Dinagat Islands were included in those areas under TCWS No. 1. 15 December 2017 TS “URDUJA” has slightly intensified as it continues to move slowly off the eastern coast Samar Island. At 4:00 AM, the center of TS “URDUJA” was estimated based on all available data at 205 km East of Borongan City, Eastern Samar. It has maximum sustained winds of up to 75 kph near the center and gustiness of up to 90 kph. It is forecasted to move Northwest at 5 kph. At 2:00 PM, TS “URDUJA” remained quasi-stationary and was expected to bring more rains in Eastern Visayas. At 11:00 PM, TS "URDUJA" still brought heavy rains over Eastern Visayas as it remained almost stationary. 16 December 2017 At 2:00 AM, TS "URDUJA" was moving slowly off the coast of Eastern Samar while maintaining its maximum sustained winds of 75 kph near the center and gustiness of up to 90 kph. At 5:00 AM, "URDUJA" has slightly intensified and began to move closer towards Samar Island with maximum sustained winds of 80 kph near the center and gustiness of up to 95 kph. It is forecasted to move West Northwest at 10 kph. At 1:30 PM, TS “URDUJA” made landfall over San Policarpio, Eastern Samar. TCWS No. 2 is raised over Albay, Sorsogon, Masbate, Romblon, Northern Samar, Eastern Samar, Samar, Biliran, Leyte, Aklan, Capiz, and Northern Iloilo. Meanwhile, TCWS No. 1 is raised over the Provinces of Marinduque, Southern Quezon, Mindoro, Catanduanes, Camarines Norte, Camarines Sur, Cuyo Islands, Calamian Group of Islands, Antique, Rest of Iloilo, Guimaras, Negros Occidental, Northern Negros Oriental, Cebu, Northern Bohol, and Southern Leyte. 17 December 2017 At 2:00 AM, TS "URDUJA" remained almost stationary over the Northern portion of Samar Province. At 4:00 AM, Tropical Depression outside PAR was estimated at 2,040 km East of Mindanao with maximum sustained winds of 40 kph and gustiness of up to 50 kph. At 8:00 AM, “URDUJA” weakened into a Tropical Depression and is now over the Samar Sea. TCWS No. 2 has been lifted. Meanwhile, TCWS No. 1 is raised over Southern part of Occidental Mindoro, southern part of Oriental Mindoro, Albay, Sorsogon, Masbate including Burias and Ticao Islands, northern part of Palawan including Cuyo and Calamian Group of Islands, Aklan, Antique, Capiz, Iloilo, Guimaras, northern portion of Negros Occidental, northern portion of Cebu, Northern Samar, Samar, Eastern Samar, Leyte, and Biliran. Meanwhile, the Tropical Depression outside PAR was estimated based on all available data at 1,900 km East of Mindanao. At 12:00 NN, “URDUJA” made landfall for the third time in Sibuyan Island. At 1:00 PM, the center of TD “URDUJA” was estimated based on all availale data at 65 km East Southeast of Romblon, Romblon. At 5:00 PM, TD “URDUJA” slightly change its course and was located heading towards Aklan. At 6:00 PM, TD “URDUJA” made landfall in Malay, Aklan, its fourth overall. 18 December 2017 At 2:00 AM, TD “URDUJA” has passed in the vicinity of Cuyo islands and was forecasted to move towards Palawan. At 8:00 AM, TD “URDUJA” has made its fifth landfall over Taytay, Palawan. Maximum winds of up to 5 kph near the center and gustiness of up to 90 kph. It is forecast to move West at 18 kph. TD “URDUJA” is expected to exit PAR between tomorrow morning and afternoon. Meanwhile, the Tropical Depression outside PAR has weakened into Low Pressure Area and was estimated based on all available data at 1,630 km East of Mindanao. At 11:00 AM, “URDUJA” has further weakened after crossing Palawan with maximum winds of up to 45 kph near the center and gustiness up to 60 kph. It was forecasted to move west at 18 kph. At 11:00 PM, “URDUJA” continued to move west-southwest over the West Philippine Sea. TCWS No. 01 was hoisted over Palawan. But TCWS raised elsewhere was already lifted. 19 December 2017 At 4:00 AM, TD “URDUJA” has maintained its strength as it approached the western boundary of the Philippine Area of Responsibility. TCWS No. 01 over Palawan has been lifted. At 11:00 AM, “URDUJA” is now outside the Philippine Area of Responsibility. All TCWS are now lifted. Landfalls 1st Landfall at 16 December 2017 over San Policarpio, Eastern Samar. 2nd Landfall at 17 December 2017 to Mobo, Masbate. 3rd Landfall at 17 December 2017 in Sibuyan Island 4th Landfall at 18 December 2017 in the vicinity of Cuyo Island. 5th Landfall at 18 December 2017 over Taytay, Palawan. I. EFFECTS A. Affected Population (TAB A) 1. A total of 435,999 families / 1,860,024 persons are affected in 2,537 barangays in Regions MIMAROPA, V, VI, VII, VIII, and CARAGA. 2. VILLAR AN ACT INSTITUTIONALIZING THE PHILIPPINE ABACA INDUSTRY DEVELOPMENT PROGRAM, PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES EXPLANATORY NOTE This bill seeks to spur the revival of the production, processing, marketing, and distribution of abaca in suitable areas of the country in order to provide income to people living in rural areas and spur economic growth. The plant, known worldwide as Manila hemp is extracted from the leaf sheath around the trunk of the abaca plant (Musa textilis), a close relative of the banana, native to the country and widely distributed in the tropics. The harvesting abaca is labor intensive as each stalk must be cut into strips which are scraped to remove the pulp. The fibers are then washed and dried. Abaca is has high 15% lignin content and as such it is prized for its great mechanical strength, resistance to saltwater damage, and long fiber length - up to 3 m. Abaca farmers can be found in Albuera, Leyte, in Catanduanes, Davao Oriental, Northern Samar, Sorsogon, Sulu, Davao del Sur and Surigao del Sur, among others. Environmental benefits Erosion control and biodiversity rehabilitation can be assisted by intercropping abaca in former monoculture plantations and rainforest areas, particularly with coconut palms. Planting abaca can also minimize erosion and sedimentation problems in coastal areas which are important breeding places for sea fishes. The water holding capacity of the soil will be improved and floods and landslides will also be prevented.
