Presented at the Annual General Meeting of the Members, 12th January, 1941.

Mr. Chairman, and Gentlemen, I have much pleasure in presenting my Report of the Club's activities for the year 1940. At the close of the year there were 20 Members serving with His Majesty's Forces, viz. :— J. S. Jonas D. Ryalls. J. E. Reeves. Len. Killip. J. R. Band. A. Telford. W. P. Rock. D. Birchall. T. T. Many of the remaining Members are engaged on special duties, consequently the attendances at the Club Runs have suffered considerably as you will realise when I read the average attendances. The Membership now numbers 162, a decrease of 10 since last year. This figure is composed of 114 Full, 4 Junior Full and 44 Honorary Members. Three resignations have been accepted and 2 Members have been transferred to the Honorary List.

Five names have been struck off for non-payment of sub scriptions. It is with the deepest regret I have to record the death of 2 Members during the year, viz :—Messrs H. R. Band and G. E. Carpenter. Mr. H. R. Band joined the Club in 1908, and for many years was a regular attender at Club Runs, latterly ill-health seriously interfered with his cycling and we only saw him out occasionally, yet in spite of this he took a very great interest in all the doings of the Club, he was always cheerful and a most enthusiastic Anfielder ; his passing is a great loss to the Club. Mr. G. E. Carpenter joined the Club in 1907. He resided in the South, and it was only on few occasions we had the pleasure of seeing him at Club Runs. He did a remarkable amount of riding each year ; the Anfield was his favourite Club. There have been 52 Fixtures during the year, with an average attendance of 10.442, a decrease of 11.103 compared with 1939. Quarterly average attendances were January to March 13.845, April to June 11, July to September 8.615, an<3 October to December 8.307. The highest attendance was at Halewood on 13th January, when 26 Members were out, on 4 occasions during the year there were only 3 Members out. Mr. W. Orrell has attended 37 Runs and gains First Attend ance Prize. Mr. W. T. Venables has attended 26 Runs and gains Second Attendance Prize. Mr. H. Green has attended all the Runs during the year, no mean feat having regard to the conditions obtaining. Individual attendances at Club Runs during the year are as follows :— H. Green ^2 S. T. Club Tours. Only one Club Tour was held during the year, viz. :—to Bala at Whitsuntide with Headquarters at Plas Coch. The distressing news received a few days before Whitsuntide caused a number of Members to cancel their bookings. Six Members however, decided to carry on and had a very enjoyable time. The best thanks of the Club are again due to Mr. F. Marriott for the excellent way in which he has conducted the Editorship of the Circular under such trying conditions. In conclusion I tender my personal thanks to the President, Members of the Committee and all those who have rendered assistance during the year. I would especially mention Mr. F. Marriott for having taken over the Secretaryship during the past four months, circumstances made it impossible for me to carry on. I greatly appreciate all the good work he has done. I also thank Mr. G. B. Burgess for again addressing the envelopes for the Circular during the year.

Hon. Racing Secretary's Report.

Mr. Chairman and Gentlemen, In making a report to you on behalf of the Hon. Racing Secretary, of the Club'sTime Trial activities for the past season, I have to report that the Club did not promote any Time Trials but our ever enthusiastic Jack Salt kept the Anfield colours flying by riding in certain events promoted locally, and in the south, whilst he was on business there. With so many of our younger members serving with H.M. Forces it was decided not to run any Club fifties during 1940. When the question of promoting the Invitation " 100" came up for discussion in the spring it was decided that it was almost impossible to run the event, as it should be run owing to the various difficulties presented by war-time conditions, snch as accommodation, feeding, helpers and the entry itself. That this was a wise decision was proved in the light of events that followed and the cancellation of the Whitsun Bank Holiday. The Invitation " 12 " hour event was similarly cancelled.

Burgess seconded, and it was Resolved— " That the Minutes of the last Annual General Meeting be taken as read, and that they be confirmed." The Hon. General Secretary having read his report for the past year, E. Buckley moved, and F. J. Cheminais seconded, and it was Resolved— " That the Report of the Hon. General Secretary be adopted, and that the best thanks of the Meeting be accorded him for his services to the Club during the past year." W. G. Connor, in the absence of the Hon. Stephenson seconded, and it was Resolved— " That the Accounts for the year ending December 31st, 1940, be adopted, and that the best thanks of the Meeting be accorded him for his services to the Club for the past year, and to the Auditors." Elias seconded, and it was Resolved— " That the Subscriptions for Full Members during 1941 shall be Twenty-five Shillings, with an Entrance Fee of Five Shillings, and that the Subscription for Honorary Members be a minimum of Ten Shillings. That the Subscription for Junior Full Members shall be : For those under 18 years of age, 5/- per annum ; and for those between 18 and 21 years of age, 15/- per annum ; and for those between 21 and 25 years of age, ^1/1/0 ; together with the Entrance Fee of 5/- in all cases, and that a Prize Fund be continued, and that Members serving in His Majesty's Forces shall not be liable for any subscription during 1941." H. Green, proposed by G. Stephenson, and seconded by A. T. Simpson, was re-elected President. R. J. Austin and G. Stephenson, proposed by F. Marriotts and seconded by W. G. Burgess, was re-elected Hon. Racing Secretary. E. L. Killip, proposed by A. E. Preston, and seconded by F. Perkins, was elected a Sub-Captain. E. Haynes, Junr., proposed by A. E. Preston, and seconded by F. Perkins, was re-elected a Sub-Captain. W. H. Kettle, proposed by G. Stephenson, and seconded by C. F. Elias, was re-elected Hon. Treasurer. H. W. Powell, proposed by E. O. Morris, and seconded by R. J. Austin, was re-elected Hon. General Secretary. C. F. Elias moved and A. T. Simpson seconded, and it was Resolved—That the following gentlemen be elected Members of the Committee :—G. B. Burgess, S. del Banco, L. King, F. Marriott, G. Molyneux, W. Orrell, F. Perkins, A. E. Preston and A. Williams. E. O. Morris and C. F. Elias, proposed by R. J. Austin, and seconded by G. B. Burgess were elected to audit the Accounts of the Club for the year ending 31st December, 1941. R. J. Austin proposed, and F. Marriott seconded, and it was Resolved— " That the Committee be given power to run the Invitation ' 100 ' in 1941 and to award such prizes as the Committee may decide, also to arrange Club Tours." The President proposed and it was Resolved with acclam ation—

" That a Special Vote of Thanks be accorded to Mr. F. Marriott, for the brilliant way in which he had edited the Circular during the past year."

A. T. Simpson proposed, and F. Perkins seconded, and it was Resolved with acclamation—

Ii " That a special Vote of Thanks be accorded to the Chair man, Hon. Treasurer, Auditors, Scrutineers, Hon. General Secretary and Hon. Racing Secretary."

R. J. Austin proposed, and C. F. Elias seconded, and it was Resolved— " The despatch of Parcels to those Members serving in His Majesty's Forces be continued during 1941, and it be left to the discretion of the Committee to do the best they can."

Rules.

i.—The Club shall be called the " Anfield Bicycle Club." 2.—The Club shall consist of Cyclists who are considered eligible for membership under Rule 19.

Officers. 3.—The Officersof the Club shall consist of a President, two Vice-Presidents, Captain, twoSub-Captains, Honorary Secretary or Secretaries, and Treasurer, all being Full Members.

Committee. 4.—The Committee shall consist of eighteen Members, including the Officers. Auditors. 5-—Two Auditors from amongst the Members, none of the Committee being eligible, shall be appointed annually at the Annual General Meeting, to examine and report upon the Accounts and Balance Sheet.

Meetings. 6.—The Annual General Meeting shall be held within the first two weeks of January, to receive the Hon. Secretary's Report and Treasurer's Balance Sheet ; to appoint Officers and Committee for the ensuing twelve months ; and to transact any other business that may be found necessary. 7-—A General Meeting of the Club shall take place whenever the Committee or Secretary convenes the same. Thirteen to form a quorum.

r3 8.—It shall be the duty of the Committeeor Secretary to con vene a General Meeting when requested to do so, in writing, by ten or more Full Members of the Club, and they shall call such meeting within two weeks after receiving such requisition. If the Committee or Secretary fails to call such meeting, then the requisitionists shall be entitled to call it, but no such General Meeting shall be called by the requisitionists to discuss any matter voted upon at a General Meeting within the previous twelve months. 9.—Six days' notice of all General Meetings shall be given by the Hon. Secretary, who shall at the same timecirculate amongst the Members an Agenda paper of the matters to be brought forward. 10.—Any member wishing to bring forward any matters shall send particulars to the Hon. Secretary, who shall cause the same to be entered on the Agenda of the next General Meeting. IT.—Business which does not appear on the Agenda paper shall notbebrought forward until all thesubjects onthe Agenda have been disposed of, nor shall such business then be discussed unless it be voted urgent by two-thirds of the Members present. I2—Any proposition appearing on the Agenda paper in the name ofan absent member shall be deemed equal to, andtreated as, a proposition made in propria persona by the said Member, and shall be moved by the Hon. Secretary. I3—Every Amendment and every proposition which does not appear on the Agenda paper shall be written and signed by its proposer and seconder, on a form which shall be provided by the Hon. Secretary. 14.—No Resolution of any previous General Meeting shall be rescinded unless the Member proposing to cancel suchresolution shall have given notice on the Agenda paper of his intention to

do so. I5._No alteration of the Rules of the Club shall be made except at a General Meeting, and then only by a two-thirds majority of the Members present and voting.

14 i6.—No Proxy Voting shall be allowed. r7-—The Minutes of all Meetings shall be open for inspection to any Member of the Club on giving reasonable notice to the Hon. Secretary. 18.—Committee Meetings shall take place each month, pre ferably during the second week. Seven to form a quorum.

Full Membership. 19.—Candidates for Membership must fill up a form provided by the Club, which must also be signed by the proposer and seconder (both having been Full Members of the Club for at least two years), and forward the same to the Hon. Secretary, accompanied by the Entrance Fee as per Rule 25. Each can didate's name, together with the names of his proposer and seconder, must appear in the next Monthly Cin ular issued after the candidate's nomination has been received, after which the nomination shall come up for consideration at the next Com mittee Meeting. If any objections are received, the Committee shall considerthem on their merits, twonegative votesto exclude; but if the nomination be still insisted on by the proposers, a Special General Meeting shall be called to consider the can didature, ten black balls to exclude. 20.—Any Member violating the rules or regulations of the Club, or beingdiscovered not to be, or ceasing to be an amateur, or acting in a manner derogatory to the interests of the Club, may be expelled by the votes of a two-thirds majority of the Members present, and voting, at a Special General Meeting summoned for the purpose, and such Member shall receive six days' notice of such Meeting. Any Member so expelled shall forfeit all claim upon the property of the Club, and shall cease to be a Member. Voting to be by ballot.

Life Membership. 21,—A General Meeting of the Members may, for eminent services renderedthe Club, electto Life Membership any Member

15 of 15 vears' standing, or having completed 1,000 run attendances ; such Life Member shall enjoy all the rights and privileges of Full Membership. Honorary Membership. 22.—Candidates for Honorary Membership shall be proposed and seconded by Full Members, and shall, unless objected to be elected by the Committee at their next meeting ; but should any objection be made, it shall be dealt with under Rule 19. A General Meeting of the Members may, for service rendered the Club, place upon the Honorary Membership List the name of any Member of three years' standing who shall be leaving the country. Such name to remain there during the term of his residence abroad, free from any Annual Subscription. Such a Member may on his return resume Full Membership upon his notifying the Secretary of his intention so to do, without undergoing the formality of re-election. 23.—Honorary Members shall not receive the regular notices of Club runs, etc., nor shall they be permitted to attend or vote at any General Meetings, nor to take part in more than three Club runs during the year, nor to compete for any of the long distance prizes or in any of the closed events. 24.—An Honorary Member may become a Full Member upon payment of the difference between his honorary subscription and the current subscription and Entrance Fee of the Club ; but his name must come before the Committee in the usual way.

Subscriptions, etc. 25.—The Minimum Annual Subscription for Honorary Mem bers shall be 10/-, no entrance fee being charged to them. The Annual Subscription for Full Members shall be Twenty-five Shillings, payable within one month from date of election with an Entrance Fee of 5/-. The Annual Subscription for Junior Full Members shall be—for those under 18 years of age, 5/- ; for those between 18 and 21 years of age, 15/-, and for those between 21 and 25 years of age, £ijijo, together with the Entrance Fee

16 of 5/- in each case. Any Member whose Renewal Subscription is not paid by ist March shall receive written application from the Treasurer, and if payment be not made within one month from the date of such notice, the Treasurer shall bring the matter before the Committee, that body having full power to deal with the case asit thinks fit. After the 3ist August in each year, the subscription to incoming Members shall be one-half the ordinary Annual Subscription, but after the 31st October in each year the full Annual Subscription paid by such Members shall provide Membership to the 31st December in thefollowing year, the full Entrance Fee shall be chargeable under all circum stances. Resignations, etc. 26.—Any Officer or Member of the Committee wishing to resign his office or seat on the Committee, shall notify the same (in writing) to the Hon. Secretary, for the information of the Committee, but until such resignation shall have been accepted, he shall continue to exercise the duties and retain the responsi bilities of his office. 27.—Any Full Member wishing to resign must give notice (in writing) to the Hon. Secretary, before the Annual General Meeting ; otherwise he will be held accountable for the ensuing year's subscription.

Finance. 28.—The funds of the Club shall be banked in the name of the Anfield Bicycle Club ; the President and Treasurer for the time being shall jointly sign cheques to meet current expenditure, as authorised by the Committee. All accounts to bepassed by the Committee and initialled by the Chairman before payment. 29.—The Financial Year of the Club shall expire on the 31st December, in each year.

Club Colours. 30.—The Club Colours shall be Blue and Black. The Badge shall be a Silver Button enamelled with the Club Colours '

17 Record Breakers' Badges shall be distinguished by a Beaded Edge. The Badges shall remain the property of the Club, and upon the expiration of Membership, if called for, shall be re turned to the Hon. Secretary, who will allow for same. The Captain shall wear a Gold Monogram Cap Badge.

Committee. 3i._All runs shall be arranged by the Committee, and shall not be altered without its consent. 32.—The Committee shall have power to fill up any vacancy in the Officers or Committee which shall occur within the year, subject to confirmation by the next General Meeting. 33.—The Committee may decide any question on the meaning of these Rules, or anything relative to the Club not provided for therein, and may do whatever they deem necessary for the well-being of the Club, which is not inconsistent with these Rules. The decision of the Committee shall be final, unless notice of appeal (in writing) be given to the Hon. Sec retary within seven days following that on which the decision isarrived at. All such appeals shall beheard at the nextGeneral Meeting, and the decision of such Meeting shall, in every case, be final.

Pri^e List and Rules for Competition

Season 1941

No. 1.—[a) No Medals, Record Medals, or Prizes of any des cription will be awarded, unless the claimants have ridden under the name of the Anfield B.C. only ; (6) No Record or Standard Medals will be awarded to any but first-claim Members, and a first-claim Member desiring to ride in any open or invitation event must be prepared to accept nomination by the Anfield Bicycle Club, and must not enter for such event in the name of another Club withoutthe consent of the Handicapping Committee. Any first-claim Member infringing this rule shall be dealt with in such manner as the Committee niay decide ; (c) No Member is eligible to receive any Medals or Prizes, unless he has attended at least twenty Club Runs during the current year. No. 2.—Standard Medals are as follows (previous winners barred) :—

A Special Prize value Three Guineas in lieu of the usual Gold Medal will be awarded to any first-claim Member who succeeds in beating any of the Records recognised by the Road Records Association. The ride to be proved to the satisfaction of the Road Records Association. A Member who succeeds in gaining the Special Prize value Three Guineas for beating a Road Records Association Record, shall not be entitled to claim for the same performance the Gold Medal value Two Guineas awarded for beating a Record of the Northern Road Records Association. A Member who succeeds in beating a Record more than once shall be entitled to a Medal for the highest performance only at each distance during the year. No. 6.—All tandem prizes will be divided, half to each man, and both riders must be first-claim Members of the Anfield B.C. and comply with Prize Rule No. i. No. 7.—If a Record Medal is awarded, no Standard Medal can be claimed for the same performance. No 50 or 100 miles Standard Medals will be given in any 12 or 24 Hours Race or Ride. No Standard Medals can be claimed for any distance in Place to Place Record rides. Gold Medal from Club Die, will onlybe awarded for Records, Fastest Times, First Prizes, and for Standard E and upwards, as per Rule 2. No. 8.—Members winning Medals may substitute Prizes of equal value, subject to the approval of the Committee as to the form these may take. No. 9.—Claims for Medals, accompanied by proofs, must be sent in to the Hon. Racing Secretary within 7 days after the performance of each ride. No. 10.—No piece of Road may, upon any pretext, be covered more than twice, or if covered, shall not be counted in the total distance claimed. No. n.—Motor pacing is entirely barred. In attempts for unpaced Standard Medals, followers are not allowed to approach the rider within 100 yards. No. 12.—All Prizes and Medals will be awarded at the dis cretionofthe Committee, whoshallhave fullpowerto decide any question which may arise as to the interpretation or application of the rules.

Races. The Committee have been empowered to run the Invitation 100 " in 1941. Prizes will be presented to the Members attending the greatest and second greatest number of fixtures (Officers and Committee barred).

23 Claims for Club Runs made by Members other than those attending Club Teas must be passed by the Committee.

Certificates. Certificates will be issued to Members for any ride passed by the Club on payment of Is. for each Certificate.

The Club Button. This can be obtained from the Hon. Sec. on receipt of deposit 3s. 6d. (See Rule 30).

The Club Tie. This can be obtained from Mander and Allender, 5 and 7 Dale Street, Liverpool. Price 3/9 + purchase tax.
