2. MINUTES OF PREVIOUS MEETING

The minutes of the meeting held on 28 January 2016 were agreed as a correct record.

3. COMMUNITY CHEST GRANTS: CRITERIA AND FUNDING APPLICATIONS

The Sustainable Community and Partnerships Manager introduced this report, which invited the Leader to consider the differences in the criteria for the different parts of the Community Chest and to consider applications for the grant funding scheme during 2016/17.

The Leader stated that the grant scheme’s criteria should be as simple as possible and consistent for all grant applications made under the scheme. He suggested that the requirement for two quotes for contractors for historic buildings grants and grants to the tree and hedge planning scheme was unnecessary in a scheme which did not require this for other grants, had other safeguards and had a maximum of £1,500 per application. The Leader requested that other additional questions for these two schemes should also be removed. He also suggested that the question asking for details of the contribution made by the parish council should be removed and that if the funding was for a large project the applicant must state what the Community Chest grant will specifically be spent on.

The Leader examined each application in turn.

Histon Methodist Church – Refurbishment and extension of Church In response to concerns at the overall cost of the project, compared to the relatively small grant, the Leader suggested that the grant should be allocated to a specific part of the project. The Leader noted that the application met the scheme’s criteria and he agreed to award a grant of £1,500.

Papworth Team Ministry – materials and venue hire for Christian holiday week The Leader noted that the application was for running costs and therefore did meet the scheme’s criteria. The Leader decided not to award a grant to this applicant.

1st Whittlesford & Duxford Scout Group – indoor caving and climbing system Steven Marshall, the Scout Leader for the above scout group, addressed the meeting. He explained opportunities for either climbing or caving locally were clearly limited and the wider community would have access to this facility. As the local member for Whittlesford, Councillor Peter Topping spoke in support of this application. It was understood that the local member for Duxford also supported this application, as did the Youth Council. The Leader stated that the application met the scheme’s criteria and he agreed to award a grant of £1,500.

Barney’s After School & Holiday Club – children’s outdoor equipment The Leader noted that 30% of the children who attended this Club were from the District and the application met the scheme’s criteria. He agreed to award the requested amount of £550.

Grantchester Village Charity – tree and hedge planting The Leader noted that the application met the scheme’s criteria and he agreed to award a grant of £1,500.

Grantchester Parish Council – fencing to preserve hedgerow The Leader noted that the purpose of the fencing was to preserve an ancient hedgerow. The application met the scheme’s criteria and the Leader agreed to award a grant of £1,500.

Whittlesford Pre-School Playgroup – Improvement of outdoor play area The Leader noted that the application met the scheme’s criteria and he agreed to award a grant of £1,500.

Eddies – specialist buoyancy equipment for disabled The Leader noted that the charity was based in Waterbeach. The application met the scheme’s criteria and the Leader agreed to award the requested amount of £900.

Grantchester Parish Council – re-laying path The Leader noted that this application met the scheme’s criteria and he agreed to award a grant of £1,500.

West Wratting Parish Council – replacing log traverse The Leader noted that this application had the support of both local members. It met the scheme’s criteria and the Leader agreed to award a grant of £1,500.

Horningsea Parish Council – sound system for village hall The Leader noted that this application had the support of the local member. It met the scheme’s criteria and the Leader agreed to award a grant of £1,500.

Oakington Parish Council – storage container Councillors Simon Edwards and Lynda Harford both spoke in favour of this application, as local members. It met the scheme’s criteria and the Leader agreed to award a grant of £1,500.

Arrington Assembly Rooms & Institute – replacement of two rotten doors The Leader noted that this application met the scheme’s criteria and agreed to award a grant of £1,500.

Balsham Church Institute Management Committee – for audio-visual equipment The Leader noted that this application had the support of the local member. It met the

Cambridgeshire Police Shrievalty Trust – purchase of security devices The Leader noted that this was a long-term project with ongoing costs. The Leader decided not to award a grant, as the application did not meet the scheme’s criteria.

Papworth Blaster Football Club – replacement of junior goal posts The Leader noted that this application had the support of both local members. It met the scheme’s criteria and the Leader agreed to award the requested amount of £1,126.

Whittlesford Parish Council – reinvigorate Newton Road open space Councillor Peter Topping spoke in favour of this application as the local member. The Leader noted that the application met the scheme’s criteria and agreed to award the requested amount of £1,300.

Little Shelford Parish Council – repairs to bridge It was noted that the parish council owned the bridge that needed to be repaired. The application met the scheme’s criteria and the Leader agreed to award the requested amount of £900.

Uncommitted funds returned to budget The Sustainable Community and Partnerships Manager reported that approximately £24,000 of grant funds had been committed to projects that had not started or been completed. These funds had been reallocated to the Community Chest grant scheme. The Leader noted that had been an officer decision, which was being reported for information.

The Leader AGREED

A) To simplify the grant scheme to ensure that all grant applications have the same criteria by deciding that the grants to repairs to historic buildings / monuments / memorials and the grants to the tree and hedge planting scheme no longer required two quotes for contractors or additional questions.

4. DATE OF NEXT MEETING

The Leader thanked officers for their support during his tenure. He expressed his support for the Community Chest Grant Scheme and the way in which in brought much needed support for small community projects.

It was agreed that the next Leader of Council would have to decide the date of the next meeting.
