OFFICIAL NOTIFICATION OF THE APPOINTMENT OF A MEMBER OF THE EUROPEAN PARLIAMENT ELECTED IN ITALY

The Italian authorities have informed the President of Parliament of the appointment of

Mr Vincenzo AITA

as a Member of the European Parliament to replace Mr Corrado GABRIELE (GUE/NGL – IT), with effect from 19 June 2006.

Parliament took note of this appointment on 20 June 2006.

Presidency Declaration on behalf of the European Union on the Declaration of Independence by the Montenegrin Parliament , 3 June 2006

The European Union takes note that, on 3 June 2006, the Parliament of Montenegro has passed a Declaration on the Independence of the Republic of Montenegro, in conformity with Art. 60 of the Constitutional Charter of the State Union of Serbia and Montenegro. This declaration follows certification of the result of the referendum on the independence of Montenegro as announced by the Republic Referendum Commission on 31 May.

The European Union recalls that the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) has confirmed that this referendum was conducted in line with OSCE and Council of Europe commitments and other international standards for democratic electoral processes. The European Union thanks SG/HR Javier Solana and his Personal Representative Miroslav Lajcak for their contributions to facilitate this process.

The European Union reiterates that it will fully respect the decision of the people of Montenegro. With a view to the appropriate next steps, Member States have agreed to address the matter further at the General Affairs and External Relations Council on 12 June 2006.

The European Union calls on Belgrade and Podgorica to pursue a direct and constructive dialogue on their future relations. The European Union stands ready to support this dialogue.

At the same time, the EU calls on the Montenegrin government and opposition, in full respect of the decision of the people of Montenegro, to engage in a dialogue and to co-operate constructively in the implementation of political, social and economic reforms.

The European Union reconfirms the European perspective of the Western Balkans on the basis of the Stabilisation and Association Process.

They will ensure that their national policies conform to that Common Position.

Declaration by the Presidency on behalf of the European Union following the presidential election in PERU on 4 June 2006 Brussels, 8 June 2006

The European Union extends its warm congratulations to Alan Garcia on his election as President of Peru. The elections have demonstrated once again the strong commitment of the Peruvian people to democratic institutions and values.

The European Union recognises the important progress achieved under the Government of President Alejandro Toledo in strengthening democracy in Peru. The EU expresses its confidence that this process will be further consolidated during President Garcia’s mandate.

The European Union looks forward to continuing its excellent relations with Peru and supports the efforts of the Peruvian Government to reduce poverty and improve equality and social justice. It reaffirms its commitment to further enhance political dialogue, trade relations and development cooperation in particular within the framework of its cooperation with the Andean countries.

Declaration by the Presidency on behalf of the European Union on additional direct cross-straits passenger flights during holiday periods Brussels, 21 June 2006

The European Union welcomes the announcement on 14 June of agreement on additional direct Cross-Straits passenger flights during holiday periods, and also some direct cargo flights, building on the beneficial experience of direct charter flights over the Chinese New Year.

The European Union appreciates this positive measure to build confidence, since it attaches great importance to peace and stability in the Taiwan Strait which are important for the region and beyond.

Reiterating its One-China policy, the EU encourages both sides to take further initiatives aimed at promoting dialogue, practical cooperation and confidence-building. The EU is firmly convinced that the Taiwan question must be solved peacefully through cross-straits negotiations between all stakeholders concerned.

Statement by the Presidency on behalf of the European Union on Guinea Conakry Brussels, 16 June 2006

The European Union wishes to express its concern following the violent clashes between the Guinean law enforcement authorities and demonstrators, which left several people dead and many wounded in Conakry and other areas.

The European Union joins in the appeal by UN Secretary-General Kofi Annan to all social and political circles in the country to pursue a constructive dialogue in order to meet the challenges facing the country.

The European Union will continue to follow the situation in Guinea very closely and remains willing to lend its support to preparation for the general elections to be held in 2007.

Declaration by the Presidency on behalf of the European Union on terrorist bombing in Sri Lanka Brussels, 20 June 2006

The European Union utterly condemns the most recent incidents of violence in Sri Lanka, in particular the bombing of a bus that caused the deaths of dozens of innocent people and injured many more. This abhorrent act of violence, which marks the bloodiest attack on civilians since the signing of the Ceasefire Agreement in 2002, is another clear violation of that Agreement.

The EU calls upon all parties to put an immediate end to violence and to return to the negotiation table with a view to strengthening the ceasefire and working towards a durable political solution of the conflict, so as to relieve the Sri Lankan people from the ordeal of twenty years of persistent conflict.

The EU takes note of the opportunity to attend the appeal trials against Mr. Sanjar Umarov, Ms. Nadira Khidoyatova and Mutabar Tojibaeva.

The EU has learned of the sentences pronounced against Mr. Umarov whose sentence was reduced from 10 and a half to 7 years and 8 months and against Ms. Khidoyatova whose sentence was reduced to 7 years

suspended with a 3 years probationary period and her immediate release in return for financial compensation to the State.

The EU has also observed with concern the confirmation of the conviction of Ms. Tojibaeva and regrets that the call on the legal authorities for humanitarian principles has not lead to an alleviation of her sentence. Although in two cases the sentences have been reduced, the EU remains concerned that the convictions of the first instance have been confirmed in all three cases. The EU repeats its call on the Uzbek authorities to ensure access to the inmates and the required medical assistance.

Furthermore the EU urges the Uzbek authorities to inform about the whereabouts and current situation of the human rights defender Saidjakhon Zainabitdinov who has been arrested in January and his son Ilhom Zainabitdinov who has been detained on 22 May this year.

The EU calls on Uzbekistan to comply with all relevant international human rights standards and treaty obligations and OSCE commitments as regards the right to fair trial, freedom of expression and the protection of human rights defenders.

Declaration by the Presidency on behalf of the European Union on the agreement on the Bakassi Peninsula Brussels, 20 June 2006

The European Union welcomes the signing of the agreement between Cameroon and Nigeria concerning the modalities of withdrawal and transfer of authority in the Bakassi Peninsula, on 12 June.

The European Union congratulates Nigeria and Cameroon for their commitment to implement by peaceful means the judgment of the International Court of Justice of 10 October 2002 thereby giving an inspiring example for the peaceful settlement of differences in accordance with international law.

The European Union commends the United Nations and in particular Secretary-General Kofi Annan and his regional representative Ahmedou Ould-Abdallah, for their efforts to reach a peaceful settlement of this issue. The European Union is confident that the successive transfer of sovereignty over the Western part of the peninsula, while respecting the rights of Nigerian nationals, will be carried as agreed. It encourages Cameroon and Nigeria to ensure that the agreement is implemented within the timeframes agreed upon, and reiterates its support to the Cameroon-Nigeria Mixed Commission.

Declaration by the Presidency on behalf of the European Union on the possible test launch of a missile by the Democratic People's Republic of Korea (DPRK) Brussels, 23 June 2006

On Sunday 18 June the EU Heads of Mission have conveyed to the DPRK authorities the following urgent message:

"The European Union understands that a test launch of a Taepodong 2 missile by the DPRK may be imminent.

In the view of the European Union such a missile test would be deeply regrettable. Such a provocative act would add considerable tension to an already complex regional situation. It would breach the longstanding moratorium on long-range missile launches.

The European Union urges the DPRK to refrain from such a launch."
