The PM was accompanied by other government officials, as well as members of the National Assembly and Punjab Assembly. Mianwali District Coordination Officer Talat Mahmood Gondal briefed the premier on the flood damage, as well as the relief efforts initiated by the district government. Flood death toll hits 179: Flash floods have claimed nine more lives in the past 24 hours, bringing the death toll to 179, according to the National Disaster Management Authority (NDMA). It is estimated that floods have affected 1,238,884 people across the country; however, the NDMA is in the process of determining the accurate number of people affected in Balochistan and Khyber- Pakhtunkhwa. In K-P, floods have killed 82 people, injured 68 others and damaged 3,544 houses. Meanwhile, 48 people have been killed in Punjab, 23 in Azad Jammu and Kashmir, 13 in Balochistan, seven in Gilgit-Baltistan and six in the Federally Administered Tribal Areas. Flood warning: The Indus River at the Chashma Barrage is likely to attain high flood level between 500,000 and 550,000 cusecs until 1pm on Sunday. The Indus River at the Kotri Barrage is also likely to attain high flood level between 450,000 and 550,000 cusecs in the next 10 days. NDMA member Ahmed Kamal told that flood-like situation would continue in the rivers for the next 15 days. He said the current flood level at the Sukkur Barrage was too high and that at the Kotri Barrage it was high. Meanwhile, the third peak flood carrying around 750,000 cusecs is expected to pass through the Guddu Barrage on Saturday night and reach the Sukkur Barrage by Sunday night. Sukkur Barrage control room in-charge Abdul Aziz Soomro said the season’s third peak flood might prove to be its last, following which all the rivers would start flowing as per their normal position.

Flash Flood, Rains Affect The flash flood triggered by monsoon rains have affected 1.2 million people, killed 170, and injured 1.2 Million Across Country 122 in 3,093 villages across the country wherein nearly 9,000 houses were damaged. According to , August 8, 2015 National Disaster Management Authority (NDMA) and Provincial Disaster Management Authorities, the recent floods, so far, have killed 170 people including 23 in Azad Jammu and Kashmir (AJ and K), 2 in Federally Administered Tribal Areas (FATA), 7 in Gilgit-Baltistan (GB), 46 in Punjab, 13 in Balochistan and 79 worst flood hit area of Kyber Pakhtunkhwa (KP). According to NDMA floods forced 849,209 people to evacuate their homes and take shelter in government shelters and relief camps. To facilitate the flood victims the authorities have set up 777 relief camps wherein at present 125,567 people have taken shelter. The authorities have evacuated over 157,500 people in flood-hit areas of Punjab, 625,641 in Sindh and 1,736 in GB. In Punjab over 17,500 people are in relief camps whereas 108,024 in Sindh. The NDMA has reported 122 people got injured in the floods of which 33 in Balochistan, 68 in KP, 8 in Punjab, 5 in AJ and K, 6 in GB and 2 in FATA. Out of 8,658 houses damaged by floods 800 are in Balochistan, 3,439 in KP, 3,153 in Punjab, 321 in AJ and K, 812 in GB and 162 in FATA. A total 3,093 villages have been devastated by floods of which 512 in Punjab, 2,272 in Sindh, 17 in AJ and K, 286 in GB, while provincial authorities of Balochistan and KP are compiling the data regarding devastated villages. About 74,000 tents have been provided to the flood victims. Other relief goods include 4,700 tons of ration, 1500 tarpaulins and 8941 blankets, 124 tons of mineral water and 700,000 aqua tabs for water purification. According to NDMA the River Indus is in high flood at Taunsa, Guddu, Sukkur and Kotri barrages, which according to Flood Warning Center is likely to attain high flood level at Kalabagh and Chashma. In River Indus, flood water of over six lakh cusecs is passing through Rajanpur, Kot Mithan, Rohjhan and Chachran Sharif areas. According to authorities the breach in the Mashwari Bund has been refilled and now there is no immediate threat to Kot Mithan city. Over one hundred seventy-five villages of have been affected by recent floods. Provincial Disaster Management Authority, Punjab has released Rs 550 million funds to the district authorities of flood-hit areas for distribution among flood affected families.

He reassured the people that the government is prioritising development of underdeveloped areas in order to bring them at par with developed areas. PM Nawaz also mentioned the China-Pakistan Economic Corridor (CPEC) project, saying that it will pass through the area and create employment opportunities for the people and bring prosperity. The premier added that Pakistan's economy is showing positive trends and in the next three years it will be further strengthened. Upon his arrival in Mianwali, PM Nawaz was briefed on the flood situation by Mianwali District Coordination Officer (DCO) Talat Mehmood Gondal and reviewed flood affected areas. The DCO informed PM Nawaz that 45 villages and around 55,000 people were affected by heavy rain and hill torrents. He further said that crops on 12,924 acres of land were destroyed by the floods. Moreover, 11 relief camps were set up for flood affectees and 2,345 people were transferred to safer areas. The DCO added that 2,214 tents and 9,800 food packets were also distributed amongst the flood victims. Earlier this week, hill torrents devastated Isakhel tehsil owing to torrential rains on surrounding mountains. High flood in River Kurram had eroded a portion of Mianwali-Bannu Road at Jalalpur near Kalabagh. Various hill torrents of Isakhel tehsil locally known as ‘Barooch’, ‘Rakka’ and ‘Lunda’ destroyed crops on thousands of acre land besides inundating residential localities of various mauzas. The district officials said three men and a child were killed in collapse of houses in different parts of Isakhel tehsil on Monday. Reports said water flowed into the Isakhel Tehsil Headquarters Hospital and its residential area forcing the hospital staff and indoor patients to shift to nearby girls college building. The four-foot deep water damaged hospital medicines and other equipment. Doctors had to temporarily set up outdoor department at the college building while the hospital authorities fetched medicines from a local medical store for patients. The hill torrent of Barooch has inundated basic health unit (BHU) at Kaloor Town in Isakhel and hospital staff shifted to some higher ground. The constant downpour since Saturday had also disrupted power supply, rendering pumping stations inoperative and causing shortage of drinking water in Isakhel tehsil. An earlier reported figure of Rs300 million has been revised to Rs1.3 billion after a press release from PM House.

Every year, typically from June to September, floods triggered by monsoon rains kill many people in Pakistan. The 2010 monsoon, which resulted in “the worst floods in the country's history," killed almost 1,800, according to the website of Pakistan's Dawn . Some Pakistanis accuse their government of failing to invest in dams and other infrastructure needed to regulate water levels throughout both wet and dry seasons. As a result, the country suffers from worsening water shortages. In December 2013, the World Resources Institute ranked Pakistan among the 36 most water-stressed countries in the world.

More Floods To Hit Sindh: ISLAMABAD: Authorities in Sindh have been warned to brace for flooding as another spell of wet PMD weather sweeps across the country. In its fresh advisory, the Pakistan Meteorological Department Express Tribune, August 8, 2015 (PMD) cautioned the provincial administration in Sindh against the threat of flash floods and asked authorities to evacuate residents from areas surrounding the river bed to minimise casualties. Commenting on the situation, PMD Director General Dr Ghulam Rasul said: “The water levels are high, therefore early evacuation of the low lying areas near the river beds could save many lives.” Rasul said floodwaters had risen to record levels at Guddu and Sukkur barrages and are expected to flow with high intensity throughout Sindh, putting settlements in nearby areas at risk. Meanwhile, the PMD chief claimed that flood water levels have dropped in Punjab. Talking about the wet weather, Rasul said that spells of heavy rain were expected to pound down within next few days. He predicted that the unsettled spell of weather is set to continue, with moderate to heavy rain expected across the country till August 12. The humidity level will remain above 60 per cent in the upcoming days, especially in areas hit by flash floods, the PMD chief added. About the chances of a deluge in August, he said it is too early to predict any heavy flooding across the country. However, throughout monsoon season there are chances of heavy showers which could generate floods, he cautioned. have claimed three more lives during the last 24 hours, taking the total death toll to 166. Providing a regional breakdown of flood-related deaths, the disaster management agency said at least 79 people were killed in Khyber-Pakhtunkhwa (K-P), followed by 42 in Punjab, 23 in , 13 in Balochistan, seven in G-B and two in Fata. Meanwhile, on the directives of the Provincial Disaster Management Authority (PDMA), Sindh, 369 relief camps have been established in the province, the authority said in a statement. As many as 108,024 flood victims have been shifted at these camps from the reverine areas. According to the statement all necessary facilities are being provided at the relief camps. PDMA said that it has provided 22,921 tents in 18 districts, 48 boats with generators and engines in 12 districts, 73 heavy-pumps for draining out water, 5,000 solar lights in seven districts, 5,000 jerry cans in five districts besides 24,150 ration bags, 20 water tanks, 3,000 mats and 88,000 mosquito nets.

These rivers cascade down through narrow gorges at very high velocity sweeping boulders, manmade infrastructures and causing destruction. A similar phenomena taking place in IHK and catchment areas of DI Khan and DG Khan aggravate the situation. Cloudbursts cause splitting of glaciated lakes to release large amounts of trapped water. Tragedies of Kedarnath in India, IHK in 2014 and Swat are cases in point. Let’s know why this happens. Due to rising temperatures in Bay of Bengal, the usual stream of monsoons over central Punjab is gradually shifting towards KPK, Gilgit and Gigit. In the past, the Mediterranean jet stream that causes snowfall in the Hindukush and Karakorum bypassed Pakistan. In 2010, it was blocked by a mysterious system over China that diverted it towards Pakistan combining with the shifting pattern from Bengal. Consequently the rainfall area shifted to KPK. According to PMD, columns of rain clouds toweringover 40,000 feet above KPK in comparison to normal clouds around 10,000 feet caused havoc. When rain fell on glaciers, it formed lakes and under this force, glaciers split. Consequently, these clouds dumped an equivalent of two Tarbela dams (12 feet of excess moisture) before they changed course to China. Dr. Hanif Khan of PMD opines that this latitudinal redistribution in the past 25 to 30 years has shifted monsoons from Punjab to Nowshera- Charsadda KPK. This year the pattern has shifted further North to include Chitral and Dir. Pakistan’s water management and the government has been caught napping. In an ironic twist, Pakistan should be indebted to India for at least harnessing some part of this water, lest the scale of tragedy would have been worse. Due to infectious politics, even the thought of building new dams is sacrosanct. So what is the need? River Kabul is perennial and spates during monsoons. The quantity of water it dumps into Indus along with right bank tributaries is over 20 MAF, enough to fill the redesigned Kalabagh Gorge to store water and produce over 5000 MW of electricity. In addition run of river dams need to be built over Rivers Chitral, Panjkora and Swat. This will increase the life of Munda Dam on River Swat and also produce electricity. The suggested configuration will add over 8000MW to the national grid. The water needs of Sindh can be met from the new system and compensated from Tarbela without violating the Water Apportionment Accord (WAA) 1991. In fact Sindh is likely to get four times more water that WAA 1991. Construction of Khyber Dam in cooperation with Afghanistan will not only harness raging waters but also produce over 4000MW for people of Afghanistan and Pakistan. So where does the water from Tarbela go? A new canal like Ghazi Barotha will be diverted to the Soan Depression. With additional tributaries like Soan, Haro and Korang, this dam will have a storage capacity of over 34 MAF of water for South Punjab, holding extra floodwaters that afflict KPK. It will produce more electricity than Tarbela. It can be fed from Tarbela during peak flood

seasons for three months. All share of Sind’s water through an exit canal and power plants will flow back into Indus. It can also be connected to Head Rasul through an exit power generating canal. River Jehlum is a major cause of floods beyond Head Rasul and Taunsa. Construction of Rohtas Dam on Kahan River without affecting storage of Mangla will have the capability to block Jehlum during floods in Indus, Chenab, Ravi and Sutlej. It will have capacity to produce electricity at entry and exit of over 2000 MW. The heritage site of Rohtas Fort will stand like a citadel over the dam. Under the WAA 1991 all water in excess of the apportionment can be stored in this dam for South Punjab. Entire South Punjab will become green, groundwater will be recharged and Rivers Ravi and Sutlej will flow once again. Chairman NDMA Along ISLAMABAD: Flash floods wreck road network in district Chitral as big portions of all major roads With DG FWO Visits to and from Chitral have been swept away. Besides provision of relief assistance the activities in district Chitral have been expedited with special focus on rebuilding and repair of damaged roads, Chitral bridges, irrigation channels and water supply schemes. NDMA, August 5, 2015 The continued GLOF events and monsoon rains have badly affected road conditions in district Chitral. Road closures have affected the Mastuj subdivision, Garam Chashma and the Kalash Valley which is causing problem in smooth transportation as well as provision of relief assistance for the general public. On the directions of the Prime Minister and in coordination with Army, services of Frontier Works Organisation (FWO) were immediately provided to Khyber Pakhtunkwa Government to ensure speedy and immediate repairs of road infrastructure. FWO immediately started work in support of provincial C&W department and moved its heavy machinery in the affected areas to facilitate opening of closed road links for quickest possible relief movement. In order to oversee the efforts to reopen and maintain road communication network in Chitral, Chairman NDMA Major General Asghar Nawaz along with DG FWO visited Chitral today. The officials undertook detailed aerial reconnaissance of the areas where repair & restoration work is under progress and examined the pace of repair activity. Chairman NDMA has also requested National Highway Authority (NHA) to hand over Bailey bridges to FWO for utilization at various sites in district Chitral. NDMA is collaborating with all relevant departments to ensure restoration of routine life. NDMA Requisitioned Helis ISLAMABAD: In response to ongoing emergency situation in district Chitral, Khyber Pakhtunkwa to Supplement Relief (KP) owing to continued GLOF events and monsoon rains causing damages to public & private infrastructure and property besides loss of precious human lives. NDMA is extending all possible efforts in Chitral assistance to ensure provision of relief included shelters and ration for the flood affectees. In order NDMA, August 4, 2015 to speed up and supplement relief efforts in district Chitral, NDMA on request of PDMA KP has requisitioned two Helicopters from a Government Agency. These Helicopters will be directed for relief operation through NDMA to reach out to far flung and inaccessible areas where difficulties are being faced in delivering relief assistance due to road conditions and landslides. These Helis will continue with the relief operations till the situation improves. PM Nawaz Announces Rs1 GHOTKI: Prime Minister Nawaz Sharif on Tuesday announced Rs1 billion as assistance to Sindh Bn For Flood Hit Sindh government to carry out relief work in the flood hit towns of the province. Addressing a gathering of Geo News August 4, 2015 flood affected people here, he said the government would leave no stone unturned to provided relief to the flood effectees. Prime Minister Sharif appreciated efforts of Chief Minister Sindh Syed Qaim Ali Shah and the administration of Sindh government for providing relief to the flood-affected people. The premier also distributed relief goods among the affected persons on the occasion. Nawaz vows to restore ’s adornment: Earlier speaking to PML-N members belonging to Khyber Pakhtunhwa, the premier reiterated his government’s resolve to turn Pakistan into a progressive and developed country. In order to assess the situation on ground, Chairman NDMA, Major General Asghar Nawaz visited Sukkur today to assess and oversee the measures undertaken by the local administration to offset the probable affect of floods. In this regard a high level meeting was also held with Chief Minister Sindh which was attended by Chief Secretary Sindh, Senior Member Board of Revenue, Chairman NDMA and DG PDMA Sindh. The meeting reviewed current flood situation, state of river flows and measures undertaken to ensure timely relief assistance in case of any unlikely situation. Floods Damage 362 : Punjab Interior Minister Shuja Khanzada on Monday said as many as 362 schools have Schools In Punjab been damaged by heavy rains and floods in parts of southern Punjab. Khanzada, while talking to , August 3, 2015 reporters, said that all schools would be reopened in Punjab on August 15 after summer holidays. Schools affected by floods are being repaired and would resume functioning with other schools, he announced. The minister however added that local administration can extend holidays in these areas if situation would notbe suitable to reopen schools. Elders of Wali Baig, Kamali Haleemzai, Hamza Khel and Kadi Khel sub-tribes of the Haleemzai tribe gathered in agency forces headquarters Ghallanai on Saturday. Tribal elders lauded the government’s efforts to conduct various sporting activities such as the Mohmand Sports Festival and Tour de Mohmand to bring peace and stability back to Mohmand. “Peace has been restored and 95% of the areas have been cleared,” said a tribal elder. FC arrests seven alleged : (FC) arrested on Saturday seven terrorists, including target killers from terrorists from Qila Qila Saifullah area of Balochistan, based on a tip-off provided by an alleged Tehreek-e-Taliban Pakistan (TTP) activist. Sindh CM extends KARACHI: Sindh Chief Minister Qaim Ali Shah has extended the policing powers conferred to Rangers’ policing powers Rangers in Karachi by 120 days. Shah made the decision on Saturday under the Anti-terrorism Act as the powers, handed over to the paramilitary force some four months ago, reached their deadline for 120 days today. Further, on the same day, interior ministry Chaudhry Nisar said the Sindh government would not allow Rangers to be targeted. “Rangers is our own force and operating under rules and regulations,” he said adding, “The paramilitary force has become an object of political criticism which will not be allowed.” The statement came as the Sindh chief minister claimed that under the 18th Constitutional Amendment, the provincial government was bound to seek the legislative assembly’s approval before allowing extension in the powers of Rangers, in an apparent reference to raids at offices of different government departments. The paramilitary force had been conferred policing powers and the authority to detain suspects for 90 days four months ago with an aim to establish law and order in Karachi. The police officer said that entire area was sealed before starting the operation while pickets were raised at several intersections and along roads for random searches. The seminaries of banned organisations, those on the fourth schedule and the workers of banned organisations were also searched, he said. A house-to-house search was conducted to seize illegal weapons and explosives and people living in these localities illegally were detained. He said 20 people were arrested and 20 Kalashnikovs seized from seminaries and houses. CHINIOT: Seven people were taken into custody during raids on seminaries while books, CDs and computers were seized. The seminaries raided included Idara Dawat Wal Irshad, headed by PML- N MPA Maulana Ilyas Chinioti; Jamia Millia Islamia, Madressah Darul Uloom Madina, Madressah Jamia Farooqia and Jamia Baasat Rajoa Sadat. Documents related to seminaries’ registration were also seized and the identity of students and teachers was verified through biometric machines. FAISALABAD: Regional Police Officer’s spokesman Malik Shahid said 43 seminaries were searched in Faisalabad, Jhang and Toba Tek Singh. He said police had not found any hate material, wanted suspects, explosives or proclaimed offenders in any seminary. He said 21 seminaries had been searched in Faisalabad and 11 in Jhang. GUJRANWALA: Eighteen students from different seminaries were detained and later released after interrogation. The students were arrested from seminaries at Sheranwala Bagh, on Sheikhupura Road, in Khiali, Railway Station and Sabzi Mandi. The charred corpses were burnt beyond recognition and the aircraft, which was carrying aid supplies, was still on fire late into the evening. “The accident occurred in a hilly area that is not easily accessible, and the helicopter is still on fire,” senior police official Nujeebur Rehman said. The military has been operating helicopter flights in the region to aid with flood relief and rescue efforts. Earlier in the week, the National Disaster Management Authority had requested the government for two helicopters to carry out relief and rescue work in the flood affected areas of the province. The Russian-built Mi-17, used by air forces across the world, has had a patchy safety record in recent years. The accident comes hours after a helicopter of the crashed in the flood-hit district of Chitral, although no causalities were reported. He also commiserated with the families of the deceased in the tragic incident. 43 more cases finalised for ISLAMABAD: As the Supreme Court (SC) upheld the legality of military courts on Wednesday, the trial by military courts interior ministry finalised a list of 43 cases which would be tried by these special courts. With the Daily Dawn, August 6, 2015 SC judgement made public, the restraining order against the execution of six terrorists sentenced by military courts in April have also expired. On April 16, the apex court had stayed the executions, while hearing the petitions challenging the legality of the special courts. Sources at the interior ministry told Dawn that the committee constituted for the scrutiny of the cases had selected these 43 cases from 600 cases of terrorism, referred by apex committees in provinces and other territories. The provincial apex committees send these cases to the interior ministry, for scrutiny by the committee which drafts a final list of cases to be tried by military courts. Stay on sentences by special courts expires The process has been put in place by the government to ensure that only the cases of ‘jet black terrorists’ are sent to the special courts. According to sources, the Punjab government had sent 55 cases for review to the interior ministry, the government of Khyber Pakhtunkhwa (KP) referred 423 cases, Sindh forwarded 46 while 54 cases had been sent to the committee for trail by military courts. The Islamabad Capital Territory (ICT) had recommended seven cases, while 12 cases had been forwarded by Gilgit Baltistan. The eight member committee, comprising senior officials of the interior ministry, judge advocate general (JAG) branch of the army, advocate general Islamabad and officials of the law ministry, scrutinised the cases sent by the provinces. The final list includes eight cases from Punjab, 20 from Balochistan, 10 from Sindh and five from Gilgit Baltistan. The sources said that among the cases finalised from KP, were those of terrorists involved in the attack on the Army Public School, Peshawar, attacks on security forces, government buildings, state installations and the killing of civilians in the province. From Punjab, the list of cases included the accused in the March 3, 2009 attack on the Sri Lankan cricket team in Lahore, alleged terrorists involved in the killing of 10 under-training wardens in Samanabad’s Shama Road in Lahore and in a sectarian clash in Rawalpindi’s Raja Bazaar on Jan 15, 2013. The cases from Sindh included those of an accused in the attack on Justice Maqbool Baqir, those involved in the Karachi airport attack and sectarian killings. It appears that no case of target killing or extortion has been forwarded by the interior ministry to the military courts. Among the cases from Balochistan are those of accused in terrorist attacks on security forces, sectarian killings and cases related to the attacks on the Hazara community. The cases from Gilgit-Baltistan included the murder of a judge of an anti terrorism court and the killing of nine mountaineers at Nanga Parbat base camp in the Diamer district. According to the sources, seven cases from Islamabad are still under the scrutiny, these include an accused in the murder of FIA special public prosecutor Chaudhary Zulfiqar Ali and . According to an official who is privy to the committee’s functioning, the committee had short-listed cases of ‘jet black terrorists’ and dismissed cases related to other types of murders or other crimes which could be tried in the Anti Terrorism Court (ATA) or the sessions courts. He also explained that the committee members understand the importance of not overburdening the special military courts as it would slow down the hearings, defeating the purported purpose of these courts i.e. speedy justice. Another official told Dawn that with the SC judgment, the military was now under obligation to try the alleged terrorists quickly. He added that a brigadier level officer would conduct the trial proceedings and the convict may file an appeal with a military appellate court. The appellate forum would be headed by an officer, not below the rank of a major general. If the conviction is upheld, the convict can file a mercy petition before the Chief of Army Staff, the sources added. In February this year, a spokesperson for the army announced that 12 cases were being tried by the military courts including six from Khyber Pakhtunkhwa, five from Punjab and one from Sindh. On April 2, the army announced that the military courts had awarded the death penalty to six terrorists. The Supreme Court, on April 16, stayed the execution of these death sentences while it was hearing the petitions against the constitutional amendment which established the military led courts. However, this restraining order expired on Wednesday following the SC judgment being made public. They include General Manager (Projects) Brig (retd) Ehsanul Haq, Deputy GM (Operations) Lt-Col (retd) Aqeel Ahmed and Deputy GM (Operations) Maj (retd) Nihal. According to the ISI report — a copy of which is available with The Express Tribune — the agency, after a comprehensive intelligence scrutiny as part of its counter-terror operations, found many NADRA officials involved in facilitating attempts by terrorists and miscreants to obtain fake identity cards. The scrutiny was carried out after the law enforcement agencies recovered Pakistani passports and computerised national identity cards (CNICs) in possession of a number of local and foreign terrorists they killed or apprehended as part of the ongoing terror purge. According to the report, a senior al Qaeda leader who was killed by the Pakistani military last year had been in possession of a national identity card for overseas Pakistanis (NICOP). Adnan G el Shukrijumah, a senior leader of al Qaeda’s external operations programme who also went under the name Jaffar al Tayyar, possessed a NICOP bearing No 121015-9547114-7 under the fake identity of Shahzaib Khan, son of Akbar Khan, the report says. Shukrijumah, an American national who was on the most wanted list of the Federal Bureau of Investigation (FBI), was killed by the Pakistani military in an encounter in South Waziristan Agency on December 6, 2014. The brothers of Syed Tayyeb Agha, the former head of the Afghan Taliban’s political office in Qatar, were also able to get CNICs, according to the report. Agha’s brothers Mohammad Tahir and Mohammad Younis obtained the CNICs through the latter’s father-in-law Maulana Mohsin and with the connivance of NADRA officials, it says. Tahir and Yousaf were arrested by the ISI in April 2014. Three Uzbek nationals arrested by Qatar police in December, 2013 in connection with a bank robbery also possessed Pakistani CNICs and passports, the report says. The three men held the documents under the names Shahzad Khan (CNIC No 17201-1006340-3), Inam (CNIC No 17301- 5839120-7) and Usman Arshad (CNIC No 17301-5215412-3). ISI investigations also discovered that the NADRA registration centre in the Keamari area of Karachi had sold CNICs to Afghan and Bengali nationals for Rs.10,000 to Rs. 20,000, the report says. “There is credible information that NADRA offices in Lahore and D I Khan are also issuing CNICs to foreigners,” it adds. A NADRA spokesperson confirmed to The Express Tribune that the chairman’s office had received the ISI report. “All CNICs which were issued to foreigners as mentioned in the report were blocked as soon as we received it,” he said. The NADRA chairman has ordered a departmental inquiry against the officers accused in the report and that strict action would be taken against those found guilty, he added. Recently, Interior Minister Chaudhry Nisar Ali Khan told the media that some 26 fake CNICs were issued by NADRA in 2011, 493 in 2012, 6,000 in 2013, 22,000 in 2014 and 64,000 this year. All of these cards had been blocked, he said. Pointing to the figures revealed by Nisar, the NADRA spokesperson said it was proof of the authority’s resolve to track down and block CNICs issued in a fraudulent manner. CIA arrests four 'terrorists' LAHORE: A day after the arrest of two suspects linked to theYouhanabad attack, the Crime from Lahore railway Investigation Agency (CIA) claimed on Wednesday that they had arrested at least four alleged terrorists from the Lahore railway station, recovering hand grenades, explosives and detonators station from their possession. The apex court, in an 11-6 decision, dismissed a slew of petitions against the 21st constitutional amendment wherein military courts have been established to try militants. A 17- judge full bench had also dismissed petitions against the incumbent procedure of appointment of judges in a wide 14-3 decision. Sources said that despite reports of rifts within the Afghan Taliban, Pakistan would persuade the new Afghan Taliban leadership to resume peace talks at the earliest. New Taliban chief Mullah Akhtar Mansoor is considered a pragmatic leader, who is in favour of talks. In his first audio message, the new Taliban chief, however, gave mixed signals on the fledgling peace process. While calling talks the enemy’s propaganda, Mullah Mansoor did not rule out negotiations along with ‘Jihad’ to achieve the objectives. Foreign Office spokesperson Qazi Khalilluah said Indian forces started ceasefire violations at New Kane and two other posts at 0530 hours on Tuesday. Pakistani posts responded to the provocation, he said, adding that Indian troops then opened fire from all their posts in the area targeting civilians and villages. The spokesperson said the Pakistan government conveyed its deep concern at the continuous ceasefire violations by the Indian side at the LoC and the working boundary and targeting of civilians. During the briefing, General Khawar apprised the COAS of the international and regional drug situation and its negative effects on society. He also talked about ANF’s strategy and efforts to ensure a "drug free society", the challenges faced and the Five Years Force Development Plan. General Raheel said drug peddlers and those involved in its production are as detrimental to national security as terrorists. He added that drug money is being used for the promotion of terrorism and it is therefore important that drug dealers are dealt with iron hands. "We will break the nexus between drug dealers, financiers and perpetrators of terrorism," said General Raheel. "We will not allow these drug barons to negatively influence and spoil our future generations." General Raheel appreciated ANF’s endeavors that saw a record number of drug seizures in 2014 and 2015. He also valued the achievements of the force in earning Pakistan the status of a poppy-free nation. Regional stability Earlier, Ms Heidi Grant, US Deputy under Secretary called on General Raheel Sharif during which matters of mutual interest including regional stability were discussed. COAS calls on PM Nawaz General Raheel Sharif called on Prime Minister Nawaz Sharif today at PM House to discuss the overall security situation in the country, a spokesman for the premier said. The spokesperson further said that the army chief and PM Nawaz also discussed the Afghan reconciliation process while focusing on the regional situation during the meeting. The first round of talks brokered by Pakistan between representatives of the Afghan government and the Afghan Taliban concluded last month in Murree, with both parties agreeing to meet again. During the talks, both sides had presented their stances on the prevailing situation in Afghanistan and how progress could be made. The Foreign Office spokesman had said the participants exchanged views on ways and means to bring peace and reconciliation in Afghanistan. Both major parties agreed that for lasting peace in the region, each side would approach the process with sincerity and full commitment. Unrest in Balochistan: QUETTA: The chief has accused India and Afghanistan of fuelling religious India, Afghanistan terrorism in the province through their intelligence networks. Huge vacuum of senior officers IGP Amlish said the policing structure in Balochistan was running at 50 per cent strength as Police Services of Pakistan (PSP) officers, who were forced to serve the province by former chief justice Iftikhar Chaudhry, have started leaving the province. “As many as 18 senior police officers have so far been posted outside Balochistan this year while merely six came to the province,” he said. He said the issue was taken up with Prime Minister Nawaz Sharif and Balochistan Chief Minister Dr Abdul Malik Baloch. “It really makes a huge difference if CSP officers are deputed because they work professionally.” Counter Terrorism Department Commenting on the Counter-Terrorism Department (CTD), the IGP said it has started working in Quetta with 130 trained personnel and will be extended across the province. “The lack of trained officers and personnel is a big challenge. However, the issue has been properly taken up,” he said. “The target is to recruit 2,000 more soldiers in the CTD while a separate force will be set up for the

coastal belt.” ‘Replace B-Area s with A-Areas’ “Around 95 per cent areas of Balochistan are once again declared B-Areas which come under the jurisdiction of the Levies Force, while merely five per cent area is classified A-Area, which comes under police’s domain,” he said. He criticised the perception that the Balochistan Levies Force is a local and indigenous force aware of the dimensions and culture of the area. “I do not think the force can work capably. We will have to replace all the B-areas into A-areas and hand over the whole province to the police,” he said. Troubled spots The IGP said Quetta and Mastung are the most troubled areas in Balochistan. “Sectarian violence and religious terrorism take place primarily in Quetta and Mastung districts while division is disturbed by a nationalist movement,” he said. The outlawed Lashkar-e-Jhangvi (Lej) and Jaish-ul Islam are behind sectarian killings and attacks on polio workers. “Some target killers of police officers, polio workers and Hazara community were arrested recently which has helped control such killings,” he said. 524 police officials slain IGP Amlish said as many as 524 police officers have so far been killed in targeted attacks in Balochistan since 2006. “It is very sad that all the police officers who went after terrorists were targeted,” he said. “Many officers were investigating cases of terrorism.” However, he said police also arrested or killed the majority of the killers.

At the same time, the board of governors at each of the four hospitals – Khyber Teaching Hospital, Lady Reading Hospital and Hayatabad Medical Complex Peshawar, and Ayub Teaching Hospital Abbottabad – has been seeking powers for fast track development on changing the system of health care delivery.The sources said that on resistance from the employees the government proposed 13 amendments to the MTI Act. They said that these amendments were supposed to be passed by the assembly on Aug 4, but it could not be done so far.They also said that the health department was yet to furnish replies in cases filed by the employees’ association against the new law.The sources said that there were some genuine reservations shown by the doctors, paramedics and nurses about the rules which needed to be addressed before changing the obsolete health care system.“Prof Nausherwan Burki, who is spearheading implementation of MTI reforms, is deliberately being kept isolated and away from the doctors, as the bureaucracy does not want this system to succeed,” said a professor at one of the teaching hospitals.Mr Burki, who has to his credit establishment of the Shaukat Khanum Memorial Cancer Hospital and Research Centre, Lahore, is finding it hard to get his orders implemented in the public sector hospital, mostly because of lack of coordination among the bureaucracy and BoGs’ members. The sources said that the other major hurdle to implementation of the new system was the government’s procurement rules, which had hampered the plan to establish a registration centre, renovate OPDs, repair and install new ventilators and lifts, and provide free medicines to patients.Nothing has changed so far as the LRH administration is still working according to the old government’s rules. The sources said that the hospital administration had not been able to do any civil works, buy equipment or recruit new staff because of the archaic rules and this was happening despite availability abundant funds. They said that Rs250 million released for civil work still remained unspent.The sources said that most of the doctors and staff would welcome the new system if their reservations were removed and hospitals made truly autonomous. However, they said that the bureaucracy did not want to lose its authority over the four tertiary care hospitals.The sources said that there was complete ambiguity about the utilisation of funds.They said that bureaucracy in the finance and health department did not want to risk facing audits and probes by the NAB and KP Ehtesab Commission.They said that LRH affairs had deteriorated after the enforcement of the MTI because it was being run by interim personnel. Official work has been facing inordinate delay after abolition of the posts of chief executive and medical superintendents at the teaching hospitals five months ago.The sources said that LRH had appointed a regular hospital director. They said interviews for post of medical director were completed, but the post was being advertised again in view of an amendment to the law. As a result it is unable to provide the medicine to patients across Sindh. Though his house was clean, larvae were found in water pots in his neighborhood which were destroyed,” the DHO said.He said that afterwards a full activity was conducted in which breeding spots were destroyed and fogging carried out in the entire area. He claimed that the district health department had enough resources to tackle the problem.Dengue epidemic appeared in Swat for the first time in 2013 which infected more than 9,000 people. According to official figures, 32 dengue patients had died at that time. In 2014, only 310 cases were registered while no casualty was recorded due to dengue in Swat. In 2013, the first dengue case was reported in August and the following year the first case was recorded in June. The current dengue case in Mingora is the first of the year in Swat. Officials say the work was held up because of economic sanctions on Iran because of its nuclear programme. The Gwadar-Nawabshah pipeline being laid by the Chinese under the China-Pakistan Economic Corridor project has created hopes that the IP plan may also be realised because after this only a small portion would be left for connecting with the Iranian pipeline.Ambassador Haghighian said the IP pipeline was the easiest, reliable, cost-effective and most feasible route for providing gas to Pakistan.He said Iran was providing 74MW of electricity to Pakistan’s bordering towns and the two countries had agreed to increase the supply to 100MW. Work was in progress for laying another transmission line to provide 100MW to Gwadar, he said.“A feasibility study for exporting 1,000MW to Pakistan’s national grid has been completed and is on the bilateral agenda,” the ambassador said.He recalled that the two countries had signed agreements on increasing the number of flights between them and holding industrial and trade fairs. “These accords, among others, need to be operationalised,” he said.There also have been twinning agreements between Karachi and Shaheed Rajai ports and Gwadar and Chabahar ports. Making these agreements operational, he said, would facilitate investment, exchange of information, sea environment protection, port infrastructure development and provision of shipping services. “Joint working groups need to be set up in this regard,” he said.The envoy said opening of new border crossings and markets had also remained on the agenda. He was told the drug is sold to only those who produce the prescription written by a certain renowned doctor of the city.While the medicine brought good news to the 10 million Hepatitis patients in Pakistan, it is said its smuggling out of the country has created problems for the government and the importers. Ironically efforts to curb the smuggling have made access to the medicine difficult.“I’m told that the private clinic of the designated doctor charges Rs 2,500 for writing the prescription,” said Sohail Qadir.After the designated chemist flatly turned his request to accept the prescription of his doctor, he said he turned to the Holy Family Hospital. There his beseeching got him the prescription and the medicine.“As I have to take the medicine for six months, I face the same struggle next month,” he said.Indeed, a large number of Hepatitis C patients, especially those from small towns around Rawalpindi and Islamabad, face the same situation. Most of them prefer the Rs2,500 at the private clinic and get the medicine rather than struggle like Sohail Qadir. While talking to Dawn, Vikor Enterprises’ employee Yasir Husain said: “We don’t want to put any hurdles in the way of patients but they are required to present prescription from a credible doctor, along with the photocopy of his CNIC. That is why the medicine is being sold by only one distributor,” he said.“We cannot trust doctors sitting in every street and prescribing medicines. We will have a problem on our hands if the medicine produces (adverse) reaction,” he said.Dr Waseem Khawaja,

All PMDC registered doctors, especially those who have been treating only patients of Hepatitis, should be allowed to prescribe the medicine,” he said, adding that he tried to but could not contact the managing director of the centre.“It is the job of the customs to stop smuggling. The medicine should be available at all chemist stores,” he said.Secretary National Health Services Ayub Sheikh said that smuggling of the medicine would be a loss of foreign exchange to the country.“I will talk to the company that there should be a simple registration process. If distribution centre wants to register doctors it should register many doctors in every city,” he said.“I will write to the company and instruct them that a patient should be registered once and after that he should get medicine without prescription for next six months,” he added. Fire damages control PESHAWAR: A fire caused by electricity overload damaged the control room of Sheikh Mohammadi room of major KP grid grid station on the outskirts of provincial capital on Sunday, the Peshawar Electric Supply Company (PESCO) and rescue officials said.However, no casualty was reported.They said that the fire started station at around noon and it was brought under control after over two hours by the Rescue 1122 Daily Dawn, August 3,2015 firefighters. But the prices could not be increased in July due to Ramazan.“The loss in cost recovery incurred by gas companies due to delayed price notifications of fiscal 2014-15 (due in July and January) will be fully recuperated in the new tariff which we will notify and implement by July 1, 2015. We will also make any necessary adjustments to notified prices to reflect imported gas prices, so that the cost of this gas will be fully reflected in the LNG tariff on a monthly basis,” Mr Dar informed the IMF in writing.According to the sources, three critical issues top Ogra’s agenda after its quorum has been completed after a gap of about three years. Hectic legal and financial consultations are currently under way to urgently dispose of regulatory business that has been in limbo for three years.These include approval of the final revenue requirements of the country’s two gas utilities for 2012-13 and 2013-14 and review of the estimated revenue requirements for fiscal year 2014-15, disposal of over 600 petitions and complaints, and finalisation of sale price for imported liquefied natural gas (LNG) which is being supplied to various consumers without any legal cover.According to the sources, Ogra’s first priority is to finalise the revenue requirements of the Sui Southern Gas Company Ltd (SSGCL) and Sui Northern Gas Pipelines Ltd

(SNGPL) because the two utilities have been unable to meet the mandatory requirement of finalising their annual accounts and their presentation to stock exchanges and the Securities and Exchange Commission of Pakistan.This work will be followed by finalisation of decisions on the 600-odd petitions that have been piling up over the last three years. The finalisation of price for imported LNG involves some legal complications and Ogra will like to defer it for now. The sources say a government team will try to convince the IMF staff mission, during their meetings in Dubai, to wait for a few days before Ogra could complete its tariff determinations. However, in view of the slippages on a couple of other issues (fiscal deficit and privatisation) the government has already finalised all the documentation required for issuance of a notification for increase in gas tariff.In case the second course is adopted, the petroleum ministry will not be required to move a formal summary because detailed presentations were made to the prime minister and the finance minister before the government team led by Finance Secretary Dr Waqar Masood left for Dubai last week. “The notification for (gas) tariff will be prepared on a telephone call if the need arises,” a senior government official said.Meanwhile, the Economic Coordination Committee (ECC) of the cabinet led by Mr Dar has already issued policy guidelines to Ogra for changes in the gas pricing mechanism.The changes are aimed at passing on to consumers the “deemed sales value of gas” on account of theft, loss in security-hit areas, minimum gas supply and higher unaccounted for gas. This will require about 30 per cent increase in gas rates.The guidelines will effectively double the amount of system losses to be charged to the consumers. The government will also like to adjust about Rs13 billion the SNGPL was forced to refund to the consumers because of a Lahore High Court judgment.The ECC directive requires Ogra to provisionally allow four different heads of gas volumes in the consumer tariff.
