PRIME MINISTER Lunch for Collea ues You were concerned about the list of colleagues which I put to you last night as possible guests for 18th April. 1 As you know, almost ail the Ministers of State and the Parliamentary Under Secretaries have now been included in a Monday lunch, and we are getting through the outstanding ones quite quickly. Three of the outstanding PUSSs are from the Scottish, Irish and Welsh Offices, and because they are not often in London on Mondays, I have liaised with their Private Offices for a suitable date_„ I know that James Douglas Hamilton and Peter Vidgers- are able to come on 18th April, and Ian Grist is available on 25th April. I know you are worried about the Senior/Junior mix. The last lunch was rather unbalanced because both John Wakeham and David Waddington were not present. This would not normally be the case, and I know that your invitations to senior backbenchers and to Parliamentary Private Secretaries have been very well received. However, you mav prefer to go through the list of Ministers of State again. Overleaf are two bossible lists for 18th April, and also two possible lists for 25th April (reserves in brackets). Kosar Analyst in American National Government Government and Finance Division Privatization and the Federal Government: An Introduction Summary During the past two decades, the privatization of federal agencies and activities has been much debated. That said, privatization — here defined as the use of the private sector in the provision of a good or service, the components of which include financing, operations (supplying, production, delivery), and quality control — is not a recent phenomenon. Since its founding in 1789, the federal government has used private firms to provide goods and services. Hence, privatization is of perennial interest to Congress. This report is an introduction to privatization in the federal governmental context. It discusses the emergence of privatization on the federal policy agenda in the late 1970s and early 1980s. To some, privatization appeared as an answer to the purported failures of “big government.” Privatization attracted political support due to its rhetorically persuasive rationales, purported benefits, and political attractiveness. However, privatization also has been controversial. Critics have complained that privatization is a form of union busting and that privatization can have unforseen and undesirable consequences. This report also supplies a typology of the various means through which federal agencies and activities have been privatized. The typology shows that privatization is not an either/or proposition. Rather, privatization, as this report’s definition implies, is a matter of degree. Policymakers may transfer to the private sector one or more of the components of government provision of goods and services — however many they deem appropriate. -

Conservative Parties and the Birth of Democracy
Conservative Parties and the Birth of Democracy How do democracies form and what makes them die? Daniel Ziblatt revisits this timely and classic question in a wide-ranging historical narrative that traces the evolution of modern political democracy in Europe from its modest beginnings in 1830s Britain to Adolf Hitler’s 1933 seizure of power in Weimar Germany. Based on rich historical and quantitative evidence, the book offers a major reinterpretation of European history and the question of how stable political democracy is achieved. The barriers to inclusive political rule, Ziblatt finds, were not inevitably overcome by unstoppable tides of socioeconomic change, a simple triumph of a growing middle class, or even by working class collective action. Instead, political democracy’s fate surprisingly hinged on how conservative political parties – the historical defenders of power, wealth, and privilege – recast themselves and coped with the rise of their own radical right. With striking modern parallels, the book has vital implications for today’s new and old democracies under siege. Daniel Ziblatt is Professor of Government at Harvard University where he is also a resident fellow of the Minda de Gunzburg Center for European Studies. He is also currently Fernand Braudel Senior Fellow at the European University Institute. His first book, Structuring the State: The Formation of Italy and Germany and the Puzzle of Federalism (2006) received several prizes from the American Political Science Association. He has written extensively on the emergence of democracy in European political history, publishing in journals such as American Political Science Review, Journal of Economic History, and World Politics. -

Western Europe Great Britain National Affairs OIGNS OF SLOW BUT DISCERNIBLE economic recovery in 1993 —such as a drop in interest rate, reduced inflation, and even a small decline in unemploy- ment — did nothing to halt the unremitting decline in the political fortunes of Prime Minister John Major's Conservative government. The Tories lost to the Liberal Democrats in by-elections for two hitherto safe parliamentary seats — Newbury in May and Christchurch in July — and in local elections in May, when the Conserva- tives lost control of all but one county council. The most likely cause of the government's unpopularity was its own disunity. Internal dissension, for example, dogged the progress of the bill to ratify the Maas- tricht Treaty on European Union. In March the government lost a key vote on the bill by 22 votes, and Major had to call for a vote of confidence in July, which did insure final ratification of the treaty. The Labor party limited itself to profiting from the government's unpopularity and to updating its image and organization. Under leader John Smith's impetus, the party's annual conference in September voted to abolish the bloc vote enjoyed by the trade unions, in a bid to enhance the party's appeal to middle-class electors. Despite appeals by the Board of Deputies of British Jews and other groups, the government's Asylum Bill, which would limit the number of political refugees admitted to Britain, was passed by the House of Commons in January. Israel and the Middle East The draft peace accord signed by Israel and the Palestinians in September was welcomed by all political parties and opened the door to a more positive stance by Britain in Middle East politics. -
