 Rule 10-6-12 was extended to cover all ball handlers, no matter where they are located on the court. Therefore the 4 must be fouls from last year are applied to post players as well as perimeter players. For review they are: a) Placing 2 hands on a player. b) Placing an extended arm bar on a player c) Placing and keeping a hand on a player. d) Contacting the player more than once with the same hand or alternate hands (in other words jabbing at the player)  Sleeves/tights, headbands and wrist bands must all be the same colour for all members of a team. They may be white, black, beige or the predominant colour of the jersey.  Points of emphasis for the year are post play, rebounding, protecting the free throw shooter, and proper signals. Further to the free throw shooter item a national interpretation was released in the pre-season memorandum on October 9th that said in essence that if a defender in a lane space, crosses the free-throw line before the ball hits the ring, or backboard it is a violation. If the defender contacts the free throw shooter it is a foul. Penalize the violation if the free throw does not score, but ALWAYS penalize the foul.

All local board interpreters were forwarded a copy of the memo, so they have the case play examples to share with their membership.

This is our last season for NFHS rules in high school in Ontario, so let’s make it the year to get all the rules enforced and interpreted correctly.

FIBA RULES

Because of pending mechanics changes, the FIBA Handbook was not available at the same time as the NFHS one. Tim Laurain worked countless hours updating the 2 and 3 person mechanics revisions and as of writing, the document is at the printer. Just before the print date the FIBA Interpretations arrived. They are included in the handbook as well. Unfortunately, FIBA changed its mind on an interpretation so that when you get your book, you will have to cross out FIBA the Article 34 Interpretations that have to do with a player who is fouled in the act of shooting, and then passes the ball. FIBA has gone back to the previous interpretation. In this situation the foul would not be considered in the act of shooting. The key thing to remember is that all FIBA rules except for the specifics noted in the OBA Parameters are included in the FIBA games we do. At this point there are no changes to the Parameters chart from last year.

Page 4

MECHANICS

There are 3 notable mechanics changes in the handbook.

 On all offensive end line throw-ins, the Lead official will sound the whistle, before handing or bouncing the ball to the thrower. The Lead will also put the player between himself and the backboard except when the throw in spot is beyond where the 3 point arc intersects with the end line. The Trail Official will mirror the chopping in of time on these throw- ins as well.  The second change concerns the ball placement during time-outs. The ball will be left on the floor - at spot of throw- in; - at free throw line if free throws are to follow; or - out on floor parallel to the throw-in spot if the throw-in will be within a team bench area.  The third change concerns how the Lead will work the end line. The basic position will ask officials to keep distance from play; keep torso toward front of rim (45°) and avoid working directly behind the backboard.

In addition there is new terminology used to describe movement. The key one is “cross step”. Basically it means that when covering a play when players move to the basket/away from the official, a cross step is used to maintain an open look. Essentially officials step in the opposite direction of the player movement. The manual has good diagrams that illustrate the concept.

The new mechanics emphasize the importance of a good pre-game with partners since there are so many things that aren’t ‘same old same old’ that have to be done.

Lastly, it must truly be basketball season because Canadian golf season is over. I can tell that because I can’t find my ball under the 6 inches of snow in my back yard. I hope the girl's season has treated you all well, now I challenge you all to remember to T.H.I.N.K. before you speak out there. OH… an acronym you say!! What possibly could it stand for? True, Helpful, Interesting, Necessary, and Kind. If what you are about to say to any player, coach, or even fellow official does not contain these five things you may find it better not to say anything. Try it for a game or two and see if it makes a difference.

TORONTO, ON (November 19, 2015) - Canada Basketball is pleased to announce two national initiatives to help foster alignment in the development of basketball across Canada. "Developing basketball is at the core of our mandate. To be successful we must align with our sport organizations and work together to create policies and programs that will advance our game. These initiatives are a huge step in that direction," said Michele O'Keefe, President & CEO, Canada Basketball. “Our agreement with the CIS focuses on building the game here at home and the creation of our new officials commission ensures a nationally-coordinated approach to officiating." Canada Basketball and Canadian Interuniversity Sport (CIS) recently signed a sport development memorandum of understanding (MOU). The MOU focuses on the national development of coach education, athletes, officials, 3X3 basketball, competition model, marketing & events, and sport technical sub-committees. "This is a major step forward for university basketball in Canada," said Graham Brown, Chief Executive Officer, CIS. "Canada Basketball is one of the leading national sports organizations in our country and there is no doubt this enhanced partnership will help take CIS basketball to the next level. It is an exciting time for basketball in Canada and CIS intends to be a key player in years to come." As part of the MOU and the development of officials, Canada Basketball is pleased to announce the formation of the Canadian Basketball Officials Commission (CBOC). The commission's mandate is to set policy and develop strategies aimed to improve officiating throughout the country. Reporting to Canada Basketball's Board of Directors, the CBOC will consist of six members, each representing one of the following organizations: 1 Canadian Association of Basketball Officials (CABO) executive committee 2 CABO National Council 3 CABO membership (current or recent FIBA official or FIBA supervisor/commissioner) 4 Canada Basketball 5 CIS 6 Canadian Collegiate Athletic Association (CCAA) "CABO is happy to join the CIS and the CCAA on the new CBOC. We look forward to the opportunity to work with all involved in this partnership designed to improve the delivery of basketball officiating services and programs throughout the country," said Morgan Munroe, President of CABO. The members of the CABO National Council voted overwhelmingly in favor of this new initiative. CABO will continue to play a critical role with its provincial officiating bodies and their various local boards. CABO will also work with the CBOC to enhance existing programs and roll-out new opportunities to better meet the needs of its 4,000 members. -30- For more information, please contact: Bailey Williams Manager, Communications Canada Basketball [email protected] 647.460.7976

Additionally, the goal of OSBA is to identify, develop and support Ontario’s elite Train to Compete (T2C) male athletes by sanctioning and supporting the OSBA league by ensuring each participating high school is providing a world-class technical and basketball specific daily training environment, Integrated Support Team (IST) leadership and education to the targeted basketball coaches and athletes.

Timeouts FIBA time-out procedures will be applied with the exception of allowing time-outs to be called from the floor by a player and/or coach (i.e., as per the NFHS rules).

The FIBA timeout rule for 2014 specifies a team may be granted two (2) timeouts in first half and three (3) timeouts in the second half with the stipulation that only two (2) can be granted in the last two (2) minutes of a game.

This effectively means use one (1) of the three (3) allowable time-outs in the second half before the last two minutes or lose the timeout.

Each team may be granted one (1) time-out per extra period. There are no ‘carry over’ of time-outs. Shot Clock FIBA Rules: 24 second shot clock will be in use.

Note: OSBA will not be implementing the 2014 rule change to reset to 14 on an offensive rebound; will reset to 24. Court Art. 2 Court Markings Markings FIBA court markings are to be used if they are on the floor. If there are no FIBA court markings play the court markings that are there.

OSBA sanctioned games will use FIBA rectangular key. Where FIBA Key is not available use NFHS. Goaltending NHFS Goaltending Rule in Play:

Player touches the ball during a try/tap while it is in its downward flight entirely above the basket ring level and has the possibility of entering the basket in flight.

Includes a ball that is touched after it contacts the backboard when any part of the ball is above the ring level – considered to be on its downward flight. NFHS backcourt throw-in procedure applied. A throw-in into the front or Throw-in backcourt is permitted for any out of bounds throw-in. (backcourt throw-in) Art. 2 Rule 4-12 Court Areas A team’s backcourt consists of the rest of the court, including the entire division line and the opponent’s basket and inbounds part of the opponent’s backboard.
