LAWS & REGULATIONS UPDATE AGRICULTURE f Prakas Nº 445 (MEF) of October 9, 2008 on The Service Fees for Inspection of Animal Sanitation and Products Derived from Animals (Ogs, Year 08, N0 77, October 19, 2008): Natural person or legal entity asking for the inspection of animal sanitation and products derived from animals for their goods shall pay service fees on it. The service fees on the inspection of animal sanitation and products derived from animals shall be divided as follows: - Service fee for circulation in the country; - Service fee for import and import circulations; and - Service fee for circulation across the country. The service fees for the inspection of animal sanitation and products derived from animals shall be regulated in the list of annex attached to this Prakas. The list of annex shall be modified if necessary. The service fees for the inspection of animal sanitation and products derived from animals shall be paid to the national budget. Goods items and service fee levels of inspection of animal sanitation and products derived from animals may be added or modified if necessary. CIVIL LAW & PROCEDURES f Sub-Decree Nº 157 (RGC) of October 13, 2008 on Khmer Nationality Identity Cards (Ogs, Year 08, N0 76, October 15, 2008): Article 1 of Sub-Decree No. 60 dated June 12, 2007 on the Khmer Nationality Identity Cards as referenced to in the attached annex shall be modified under this present Sub-Decree. The Khmer nationality identity cards provided by the contents of Sub-Decree No. 60 dated June 12, 2007 shall be still in force. CUSTOMS & IMPORT-EXPORT f Prakas Nº 928 (MEF) of October 2, 2008 on The Temporary Export under the Temporary Admission Regime (Ogs, Year 08, N0 75, October 12, 2008): Imported goods may be authorized by the Customs Administration to be temporarily imported under the admission regime if the importer can show that the goods shall be exported. The temporary import shall be under the control of customs until other conditions under the customs regime are completed in accordance with Article 15 of the Law on Customs. The temporary admissions of imported goods are Customs procedures for authorizing the goods to be imported into Customs territory under the No.079 Z:\Z-Active\LRD-Department\Legal-Update(MLU)\Published-Laws\2008\October2008-Lawupdate(BNG)-Eng.doc B.N.G- Monthly Law Update Page 3 of 16 conditions of tax-free payment or partial tax payment. The goods shall be imported for the purpose of clearance, and shall be exported within a specific time and shall not be recycled or changed, except for simple reduction by means of use. Other detailed procedures related to the temporary import of goods under the temporary admission regime are found in this Prakas. INVESTMENT f Sub-Decree Nº 149 (RGC) of October 3, 2008 on The Organization and Functioning of the Council for the Development of Cambodia (Ogs, Year 08, N0 73, October 8, 2008): The Council for the Development of Cambodia [CDC] is comprised of 23 members led by Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia. The CDC shall be the executive agency of the Royal Government and shall have the following responsibilities: - To be the supporting staffs and one-stop-service of the Royal Government responsible for the rehabilitation, development, public investment, private investment, and establishment and management of special economic zones; - To guide the preparation and the conception of development strategies for Cambodia in cooperation with the relevant institutions; - To establish relations with countries, bilateral/multilateral international organizations and NGOs in order to make them aware of economic strategic conceptions and other priorities of the national development strategy for coordinating the responsibilities and effective use of cooperative financing in accordance with the needs and priorities of the nation by adhering to the roles of owner for achieving results for the country; - To coordinate works between ministries/institutions, donor countries, international organizations, and investors; - To provide guidance for distribution and utilization of public and private resources for the development process of Cambodia; - To enable and facilitate projects of development partners and investors, and - To review and decide all matters pertaining to rehabilitation and development, public investment, private investment, and establishment and management of special economic zones. The structure and other duties of the CDC are found in this Sub-Decree. No.079 Z:\Z-Active\LRD-Department\Legal-Update(MLU)\Published-Laws\2008\October2008-Lawupdate(BNG)-Eng.doc B.N.G- Monthly Law Update Page 4 of 16 LAND & PROPERTY f Sub-Decree Nº 145 (RGC) of September 23, 2008 on The Transfer of State Public Property to State Private Property (Ogs, Year 08, N0 73, October 4, 2008): Under this Sub-Decree, locations of 500.05-square-meter police Inspectorat of Kampong Cham district, 36,006-square-meter land of Kampong Cham former guest house, 3,214-square-meter land of Stung Sen district hall, Kampong Thom province, 104,890-square-meter land of Police Intervention Unit of the Ministry of Interior, a part of 6,048-square-meter land for parking lots in Svay Rieng Veal Yun market, a part of 67,000-square-meter land of intervention Unit of the Heavy Machinery Center of the Ministry of Public Work and Transport, 5,484- square-meter land of Kheang Tboung Forestry Administrative Inspectorat of Tonle Sab lake, 991,470.79-square-meter Tuol Kraseang crop seed laboratory station of the Ministry of Agriculture, Forestry and Fisheries, and 2,367-square- meter land of Secretariat of Public Service have been transferred as State private property. The exchange of new property record into the State property inventory shall be reorganized by the Ministry of Economy and Finance, Ministry of Interior, Ministry of Agriculture, Forestry and Fisheries, Secretariat of Public Service Kampong Cham Provincial Hall, Kampong Thom Provincial Hall and relevant specialized Departments in accordance with the Royal Government’s policy. 646.020-square-meter land (six hundred forty six thousand and twenty square meter) shall be granted to development partners. The land of 430.680 (four hundred thirty thousand six hundred eighty) square meter is a part of State land recorded into State property inventory of Kampong Cham Provincial Hall. The fulfillment of [private] possessive formalities on State station shall be conducted under law and principles in force. MILITARY/POLICE/WEAPONS f Sub-Decree Nº 158 (RGC) of October 14, 2008 on The Procedures and Conditions for Management and Use of Weapons, Explosives and Ammunition of Royal Cambodian Armed Force, National Police Force, Public Institutions, and Officials (Ogs, Year 08, N0 76, October 15, 2008): The purpose of this Sub-Decree is to regulate procedures and conditions for management and use of weapons, explosives and ammunition of the Royal Cambodian Armed Force, National Police Force, Public Institutions, and Officials as mentioned in the Law on the Management of Weapons, Explosives and Ammunition. This Sub-Decree also aims at the protection of security, social safety, and public order. The Sub-Decree shall have its scope cover the management and use of weapons, explosives and ammunition of the Royal Cambodian Armed Forces, national police force, public institutions and officials in the Kingdom of Cambodia. Host Organizations 20 - 31 3 I. EXECUTIVE SUMMARY The Burundian Observation/Study Tour to Cambodia was successful in all respects. It was extraordinarily well organized, totally substantive and obviously beneficial to the Burundian participants. The Cambodian host organizations were appropriately selected and well- prepared to contribute to the study tour objectives. In retrospect, Cambodia was an ideal choice for the study tour site. There are many similarities between the two countries, yet the contrasts enabled the Burundians to place their own society in a better context. Visits to the Genocide Museum and the Killing Fields were stark reminders to the Burundians of the atrocities that occurred in their own country during the 1993-1996 period.

Pour rédiger la présente version mise à jour, nous nous sommes appuyés sur la base de données du site du NCDD (National Committee for Sub-National Democratic Development), organisme du gouvernement cambodgien. Note: For the initial version of this document, we used the webpage of Cambodia Post that gives the ZIP codes of all sangkats of the city of Phnom Penh. However, a reader of Khmerologie let a message stating that our document was not up to date. After verification, we have discovered that the website of Cambodia Post does not take into account the reorganization of the administrative divisions of Phnom Penh that occurred in 2019. For the updated version of this document, we used the database published on the website of the NCDD (National Committee for Sub-National Democratic Development), which is part of the Royal Government of Cambodia.     ABC DIRECTORY BOOKLET 2020 Cambodia is a young economy that has been developing on the basis of a free and open market scheme since the early 1990s. The banking sector has steadily developed. It has been resilient, Dr. In Channy stable, and integrated within regional and global markets.     Preface We, member of Cambodia Children and Young People Movement for Child Rights ( CCYMCR ) facilitated by Child Rights Foundation, are pleased inform you‐adults, and boys and girls who are working for the best interests of children and youth‐ that we have noticed that there are a significant number of organizations, associations, groups or clubs led by children and youth across Cambodia. We first published a directory in 2005. As a result, we had learned that there were 217 child or youth‐led organizations and clubs. We second published a directory in 2006. We had learned that there were 290 child or youth‐led organizations and clubs across Cambodia. However, we were not sure whether the number of these organizations, associations, groups and children and youth clubs was increasing or decreasing in 2010. In respond to lack of the above information, we have redone a research to find out the clear‐ structured organizations and children and youth clubs led by children and youth under 24 years of age, still in operation across Cambodia and having contact address in order to compile a directory of child and youth‐led organizations, associations, groups or clubs the third time. The result of this third research indicates that there are 717 organizations, associations, groups, children and youth clubs operating in Cambodia. CCYMCR will update this book in the coming year, and we do hope that children and youth clubs, which have not been listed in the book, will send us their information once the book is to compile again. The main objective of this research is to identify activities implemented by children or youth clubs so as to facilitate our future collaboration.
