We congratulate you on this noteworthy accomplishment! Each agency would like to express their deepest appreciation to the Air Force Real Property Agency (AFRPA), and the England Economic and Industrial Development District (EEIDD), for their cooperation. A Ready for Reuse Determination is an acknowledgment by both agencies that environmental conditions on the property are protective of human health and the environment based on its current and anticipated future use. The subject of this Ready for Reuse Determination is the expanded golf course that encompasses a portion of the former England Air Force base. The Oakwing Golf Club is a public eighteen-hole course located along the scenic banks of Bayou Rapides and Bayou Le Tig. The expanded golf course is comprised of approximately 220 acres. Additionally, the course is a member of the prestigious “Audubon Golf Trail” and has recently completed construction of a new state-of-the-art clubhouse. One of the common goals of EEIDD, AFRPA, LDEQ, and EPA Region 6, is to make use of assets of the former base to offset the local economic impact of closure of the base. -

WILLIAMS, GENE GERMANOVICH, STEPHEN WEBBER, GABRIELLE TARINI Unlocking NATO’s Amphibious Potential Lessons from the Past, Insights for the Future orth Atlantic Treaty Organization (NATO) members maintain amphibious capabilities that provide versatile and responsive forces for crisis response and national defense. These forces are routinely employed in maritime Nsecurity, noncombatant evacuation operations (NEO), counterterrorism, stability operations, and other missions. In addition to U.S. Marine Corps (USMC) and U.S. Navy forces, the Alliance’s amphibious forces include large ships and associated landing forces from five nations: France, Italy, the Netherlands, Spain, and the United Kingdom (UK). Each of these European allies—soon to be joined by Turkey—can conduct brigade-level operations, and smaller elements typically are held at high readiness for immediate response.1 These forces have been busy. Recent exercises and operations have spanned the littorals of West and North Africa, the Levant, the Gulf of Aden and Arabian Sea, the Caribbean, and the Pacific. Given NATO’s ongoing concerns over Russia’s military posture and malign behavior, allies with amphibious capabilities have also been exploring how these forces could contribute to deterrence or, if needed, be employed as part of a C O R P O R A T I O N combined and joint force in a conflict against a highly some respects, NATO’s ongoing efforts harken back to the capable nation-state. Leeker First published on 11 August 2008, last updated on 24 August 2015 I) At the times of CAT Since early 1951, a CAT C-47, mostly flown by James B. McGovern, was permanently based at Saigon1 to transport supplies within Vietnam for the US Special Technical and Economic Mission, and during the early fifties, American military and economic assistance to Indochina even increased. “In the fall of 1951, CAT did obtain a contract to fly in support of the Economic Aid Mission in FIC [= French Indochina]. McGovern was assigned to this duty from September 1951 to April 1953. He flew a C-47 (B-813 in the beginning) throughout FIC: Saigon, Hanoi, Phnom Penh, Vientiane, Nhatrang, Haiphong, etc., averaging about 75 hours a month. This was almost entirely overt flying.”2 CAT’s next operations in Vietnam were Squaw I and Squaw II, the missions flown out of Hanoi in support of the French garrison at Dien Bien Phu in 1953/4, using USAF C-119s painted in the colors of the French Air Force; but they are described in the file “Working in Remote Countries: CAT in New Zealand, Thailand-Burma, French Indochina, Guatemala, and Indonesia”. Between mid-May and mid-August 54, the CAT C-119s continued dropping supplies to isolated French outposts and landed loads throughout Vietnam. When the Communists incited riots throughout the country, CAT flew ammunition and other supplies from Hanoi to Saigon, and brought in tear gas from Okinawa in August.3 Between 12 and 14 June 54, CAT captain -

Air commanders have clashed continually with ground leaders over the proper use of aircraft in the support of ground operations. This is perhaps not surprising given the very different outlooks of the two services on what constitutes prop- er air support. Often this has turned into a competition between the two serv- ices for resources to execute and control close air support operations. Although such differences extend well back to the initial use of the airplane as a military weapon, in this book the author looks at the period 1946- 1973, a period in which technological advances in the form of jet aircraft, weapons, communications, and other electronic equipment played significant roles. Doctrine, too, evolved and this very important subject is discussed in detail. Close air support remains a critical mission today and the lessons of yesterday should not be ignored. This book makes a notable contribution in seeing that it is not ignored. -
