SUPERINTENDENT’S REPORT NO. 6 – 2016

To the Chair and Members May 2, 2016 School Board

1. Recognition for Special Accomplishments

During the 2015-2016 school year, Kelvin High School received $7,500 for Special Accomplishments as per Policy AGAB. Although the school has received the maximum allotment as per policy AGAB, it is recommended that the school be considered for additional support given remaining funds are still available.

a) Elijah Dietrich a grade 11 student from École secondaire Kelvin High School have been accepted into the Shad Valley Program July 23-29, 2016. Elijah Dietrich has been invited to participate in the Shad Valley Program at the University of .

The Shad Valley Program is an intense summer enrichment program that runs in the summer every year. The program is open to both Canadian and International students, and runs in ten participating university campuses across , where the students live in residence and receive a focused study in Business, Science, Mathematics, and Student Leadership.

The student’s cost to participate in the program is $2,500 (includes program activities, accommodations, and meals). This does not include the airfare. École secondaire Kelvin High School is requesting $1,000 to assist with travel expenses Elijah Dietric.

It is recommended that in accordance with Board Policy AGAB – Recognition for Special Accomplishment, Elijah Dietrich, student at École secondaire Kelvin High School receive funding in the amount of $1,000 to support his attendance at the Shad Valley Program at the University of British Columbia from July 23-29, 2016.

b) Brock Beach, a grade 10 student at École secondaire Kelvin High School, won the Provincial Chess Championship held at the for grade 10 and has earned the right to represent École secondaire Kelvin High School at the Canadian Chess Challenge to be held in Regina, from May 22-23, 2016.

The student will be accompanies by a parent. The total cost of travel and accommodations for Brock Beach and his parent is $1,801.95.

It is recommended that in accordance with Board Policy AGAB - Recognition for Special Accomplishment, Brock Beach, student at École secondaire Kelvin High School and one family member to receive funding in the amount of $750 each (total $1,500) to support their attendance at the Canadian Chess Challenge from May 22- 23, 2016, in Regina, Saskatchewan.

Recommendations:

That in accordance with Policy AGAB – Recognition for Special Accomplishments, authority be given for:

a) One student from École secondaire Kelvin High School, to receive funding in the amount of $1,000 to support his attendance at the Shad Valley Program at the University of British Columbia.

b) One student from École secondaire Kelvin High School and one family member to receive funding in the amount of $750 each (total $1,500) to support their attendance at the Canadian Chess Challenge from May 22-23, 2016 in Regina, Saskatchewan.

2. Recognition for Special Accomplishments

a) Five students from Tec Voc High School, Eula Odulio, Angelee Obtial, Nico Yorobe, Allie Sliworsky, Tasha Emmerson, will be representing Manitoba at the Skills Canada competition in Moncton, NB, June 5-8, 2016. The students will be chaperoned by the Vice-Principal at Tec Voc High School and will act as a coach during the competition.

The total cost to attend the competition is $1,719.60 each (total $10,317.60), which covers registration, hotel and travel incidentals.

It is recommended that in accordance with Board Policy AGAB – Recognition for Special Accomplishment, funding be provided for five students and one chaperone from Tec Voc High School up to a maximum amount of $7,500 for registration, hotel and travel incidental expenses to support their attendance at the 2016 Skills Canada Competition to be held in Moncton, NB, June 5-8, 2016. The students are fundraising to cover the outstanding amounts.

b) Two students from Sargent Park School, Denise Villanueva and Vitina Shannacappo will be representing Manitoba at the Skills Canada competition in Moncton, NB, June 5-8, 2016. The students will be chaperoned by a teacher at Sargent Park School and will act as a coach during the competition.

The total cost to attend the competition is $1,719.60 each (total $5,158.80), which covers registration, hotel and travel incidentals.

It is recommended that in accordance with Board Policy AGAB – Recognition for Special Accomplishment, funding be provided for two students and one chaperone from Sargent Park School in the amount of $5,158.80 for registration, hotel and travel incidental expenses to support their attendance at the 2016 Skills Canada Competition and that funding for substitute costs for (3) days be approved. c) A grade 1 student from Montrose School, Elazar Schwartz, has won the Manitoba Provincial Chess Championship and will be representing Manitoba at the 2016 Canadian Chess Challenge, which will be held from May 22-23, 2016 at the University of Regina.

The total cost to participate in the program is $1,203 (airfare, accommodation, tournament activities, meals and ground transportation). The student will be accompanied by a parent.

It is recommended that in accordance with Board Policy AGAB – Recognition for Special Accomplishment, funding be provided for one student from Montrose School in the amount of $1,203 to support his attendance at the 2016 Canadian Chess Challenge from May 22-23, 2016.

Recommendations:

That in accordance with Policy AGAB – Recognition for Special Accomplishments, authority be given for:

a) Five students and one chaperone from Tec Voc High School receive funding in the total amount of $7,500.00 to support their attendance at the 2016 Skills Canada Competition to be held in Moncton, NB, June 5- 8, 2016.

b) Two students and one chaperone from Sargent Park School receive funding in the total amount of $5,158.80 to support their attendance at the 2016 Skills Canada Competition to be held in Moncton, NB, June 5- 8, 2016 and substitute costs for one teacher for (3) days.

c) One student from Montrose School to receive funding in the amount of $1,203 to support his attendance and participation at the Canadian Chess Championship in Regina, Saskatchewan from May 22-May 23, 2016.

3. Various Schools – Alarm Monitoring

The Building Department budget includes an allocation for alarm monitoring of facilities and in some instances off-campus locations. The facilities are monitored by two independent signaling techniques utilizing ULC approved equipment to provide secure and reliable monitoring.

The Division requires central station monitoring for:

- fire and fire trouble for 84 locations - burglary open/closing signals late to close notification for 87 Division-owned locations plus 5 off campus locations - duress alarms for 7 locations - temperature alarms for 86 locations - high water alarms for 86 locations - elevator emergency telephones for 28 locations - persons working alone for 10 locations

Tenders were advertised to provide a three (3) year agreement for the security alarm monitoring at various Winnipeg School Division facilities, including guard and key holder service callouts with the option to negotiate a further three (3) year agreement. The following is a tabulation of the bids received:

The administration has reviewed the bids as to price, quality and service and recommends that the tender of AAA Security be accepted for a three year period July 1, 2016 to June 30, 2019 with an option to extend.

Recommendation:

That the tender of AAA Security to supply all material and perform all work in connection with alarm monitoring at various schools be accepted, in accordance with the plans and specifications therefor, for the total amount of $ 128,761.92, being the tender price including Provincial Sales Tax excluding Goods & Services Tax, for the period July 1, 2016 to June 30, 2019, and that the proper officers of the Division be authorized to enter into a contract with AAA Security for the carrying out of the work.

4. Tuition Fees – 2016-2017 School Year

Tuition fees are established by the Board on an annual basis for non-resident and adult students who attend school in the Winnipeg School Division. A copy of Superintendent’s Report No. 6-2015 is included for information. (Enclosed – Green Copy)

The transfer fee for non-resident students attending school in another Division under the School of Choice policy is set by Manitoba Education. The residual fee is in accordance with a fee structure mutually agreed to by Metro Winnipeg school divisions.

The proposed increase for First Nations sponsored students and out-of-province students reflect per-pupil costs based on the 2016-2017 budget. The Division does not receive funding for students from the Treaty Indians/First Nations and out-of-province students from Manitoba Education.

Recommendation:

That tuition fees be established for the 2016-2017 school year as per the following table:
