  • The a to Z Guide to Afghanistan Assistance
The Afghanistan Research and Evaluation Unit The A to Z Guide to Afghanistan Assistance 2nd Edition, August 2003 Writer: Shawna Wakefield Editor: Christina Bennett, Kathleen Campbell With special thanks to: Kristen Krayer, Nellika Little, Mir Ahmad Joyenda Cover illustration: Parniyan Design and Printing: The Army Press © 2003 The Afghanistan Research and Evaluation Unit (AREU). All rights reserved. Preface This is the second edition of The A to Z Guide to Afghanistan Assistance. Our first edition was brought out one year ago at a time of great change in Afghanistan. At that time, coordination mechanisms and aid processes were changing so fast that old hands and new arrivals alike were sometimes overwhelmed by the multiplicity of acronyms and references to structures and entities that had been recently created, abolished or re-named. Eighteen months after the fall of the Taliban and the signing of the Bonn Agreement, there are still rapid new developments, a growing complexity to the reconstruction effort and to planning processes and, of course, new acronyms! Our aim therefore remains to provide a guide to the terms, structures, mechanisms and coordinating bodies critical to the Afghanistan relief and reconstruction effort to help ensure a shared vocabulary and common understanding of the forces at play. We’ve also included maps and a contact directory to make navigating the assistance community easier. This 2nd edition also includes a section called “Resources,” containing information on such things as media organisations, security information, and Afghanistan-related web sites. Another new addition is a guide to the Afghan government. As the objective of so many assistance agencies is to support and strengthen government institutions, we felt that understanding how the Afghan government is structured is important to working in the current environment.

  • 46 Timur Shah's Mausoleum and the Afghan Funerary Building
MT I U R S H A H’ S M A U S O L EU M an D T H E AFGH an F U N ER A R Y B U il D in G T R A D iti O N Mausoleums for spiritual and military/political leaders are an important part of the architectural heritage of the region, and in many cases were the largest and most permanent structures within settlements at the time. Such buildings were not only expressions of power or piety, but also strove to demonstrate the cultural achievements of those who sponsored them, through the use of the best of contemporary craftsmen. In commissioning a mausoleum in memory of his father, Zaman Shah drew on the Central Asian tradition of mausoleums set in formal gar- dens, as later continued by the Mughals and their successors. Among the early examples are the 11th-century brick-domed mausoleum in Ghazni, erected for Sultan Mahmood in one of his favourite gardens in the city that was his capital, and the 15th-century mausoleum of Gawarshad, outside Herat. The exquisite glazed tiles and elaborate cal- ligraphic decoration around the dome of the mausoleum of Gawarshad – a part of the madrasa complex that she dedicated in 1447 and that was destroyed in a British raid in 1883 – demonstrate how important the visibility of funerary structures came to be. A more direct architectural comparison might, however, be drawn between Timur Shah’s Mausoleum in Kabul and the one that he built for his own father, Ahmad Shah Durrani, in Qandahar.

However, the relationship between ‘asabiyah (group feeling) and these two factors has not been analysed. The research described in this paper investigated the different levels of entanglement between religion, politics and ‘asabiyah throughout the modern history of Afghanistan. This article argues that successful leaders throughout Afghanistan’s history have established a delicate balance between religion, politics and ‘asabiyah. For political success, Afghan leaders have often needed to rely on strong ‘asabiyah, or support, from their tribe or ethnic group. Those who were born and bred in the country have had far more support than those imported from abroad or supported by foreign powers. Successful leaders have also often needed to display religious legitimacy. This is, however, a difficult task because public religious acts of devotion could outwardly be seen as pretentious and not genuine.

Williamsburg, VA, 23188 The Panjpai Relationship With the Other Durranis The Panjpai Relationship With the Other Durranis Recently a question came up regarding the relationship within the Durrani Confederation. Specifically, there were reports that the Panjpai tribes (Alizai, Ishakzai, and Noorzai) were actually Ghilzai tribes that were incorporated (or incorporated themselves) into the larger, stronger Durrani tribes in approximately 1728 when Persia’s Nadir Shah provided the Durrani tribes large tracts of previously Ghilzai lands by royal grant. The land grants were provided in appreciation for the Durrani service in the capture of Daghestan after these tribes were forced into Persian service following their rebellious actions when they attached Mashed. The confusion resulted from an analytical report prepared in Afghanistan for the British by an indigenous “think tank” called “The Liaison Office,” or TLO, that prepared a series of generally accurate reports on Helmand’s individual districts. It followed a similar assumption from Adamec that developed from a single source and the TLO report may be “circular” and based on the possible Adamec error.
