The discussion centered around guiding principles and a clear process for considering the built and named landscape— buildings, memorials, monuments, plazas, fields, and the like. How might we reconsider those places and spaces and make decisions about whether to rename, remove, or recontextualize them? The Memorialization on Grounds Committee took on the task of creating just such a set of principles and process. What follows is from the introduction to that PCUAS committee’s fine work in expressing a coherent set of guiding principles and outlining a clear process for doing so.     Alberta Journal of Educational Research, Vol. 58, No. 4, Winter 2013, 657-690 Evangelizing Eugenics: A Brief Historiography of Popular and Formal American Eugenics Education (1908-1948) Michael J. Kohlman University of Alberta This article examines the history of the American Eugenics movement’s penetration into the formal and popular educational milieu during the first half of the 20th Century, and includes a review of some recent scholarly research on eugenic themes in education and popular culture. Apologists have dismissed the American Eugenics movement as a shortlived, racist, reactionary, and pseudoscientific aberration that was already dying long before the collapse of the Third Reich. Many official histories of biology and various social science disciplines including education were sanitized to expunge or trivialize the involvement of a host of important prophets, disciples, and evangelists in the eugenics movement. It was also common to divorce the research and statistical methods developed in the service of eugenics from their inspiration and original application to Galton’s secular religion of human betterment. In the last few decades, however, a new generation of scholars began to re-examine and illuminate the breadth and depth of the eugenics movement: its devotees and devotees’ actions and influence on their professions or academic disciplines and on society. These scholars also looked into how eugenics penetrated educational thought, curriculum, courses, and texts; thereby, revealing a panoply of overlapping interests, academic programs, organizations, and influential individuals that fatefully intersected and synergistically recombined into a powerful social movement throughout the first half of the 1900s. By nature, UVA Lawyer celebrates the Law School, its people, activities and accomplishments. It is by design uplifting and proud. This issue is all of those things. It is also something else, however, for this moment calls for a more somber ac- counting as well. Two months ago, white supremacists and neo-Nazis brought hatred to our city and our University. Even though most of us knew before August that the nation’s embrace of equality and tolerance remained incomplete, we Inonetheless lost some innocence that day. The events of Aug. 11-12 require a rejoinder, and the Law School and the University are providing one. I have spent much of the fall chairing the University-wide response effort. Here at the Law School, we have held public lectures and panels, town halls and intimate dialogues. Our topics have ranged widely, from civic engagement to civil rights, from free speech to the role of the lawyer in social change. Across these dis- cussions and these topics, we are asking what we can and should do in the future, as a community and a law school, as scholars, teachers, lawyers and leaders. When I wrote to the Law School community in the immediate af- termath of Aug. 11-12, I resolved that we would recommit our energies toward forging a more perfect union. We would be more dedicated than ever to our shared values of a law school that creates community and intellectual exchange out of a diversity of beliefs, life experi- ences and professional interests, and to our mission of educating and equipping the next generation of lawyers to promote justice, equality and the rule of law.

    ABSTRACT EMERSON, DIANE EUGENIA. Education to Subordinate-Education to Liberate. An Historical Study of the Dual Role of Education for African Americans, 1865-1968. (Dr. Anna Victoria Wilson, Chairperson) This research is an historical study of African Americans’ experience acquiring education in North Carolina. In particular, I examine the ideological and institutional factors that shaped public education for African Americans following the Emancipation Act in 1865. Primary data includes an oral history of the experiences of teachers and students at Williston High School in Wilmington, North Carolina. Oral history serves as the principal vehicle for understanding Williston High School as a segregated learning institution along with document analysis of personal and public records. Williston High School was the sole secondary school for African American students in Wilmington, North Carolina, from 1919 until 1968. Founded in 1866, Williston was the first free school for African American students in the southern part of Wilmington. Local African American citizens raised their own funds to start the school. Desegregation forced the school to close in 1968. A brief history of African Americans in Wilmington, North Carolina, during the Reconstruction era contributes to understanding the local African American community’s efforts to maintain and enhance its only high school despite blatant acts of racism.     Eugenics, Medical Education, and the Public Health Service: Another Perspective on the Tuskegee Syphilis Experiment PAUL A. LOMBARDO AND GREGORY M. DORR summary: The Public Health Service (PHS) Study of Untreated Syphilis in the Male Negro (1932–72) is the most infamous American example of medical re- search abuse. Commentary on the study has often focused on the reasons for its initiation and for its long duration. Racism, bureaucratic inertia, and the personal motivations of study personnel have been suggested as possible explanations. We develop another explanation by examining the educational and professional link- ages shared by three key physicians who launched and directed the study. PHS surgeon general Hugh Cumming initiated Tuskegee, and assistant surgeons gen- eral Taliaferro Clark and Raymond A. Vonderlehr presided over the study during its first decade. All three had graduated from the medical school at the University of Virginia, a center of eugenics teaching, where students were trained to think about race as a key factor in both the etiology and the natural history of syphilis. Along with other senior officers in the PHS, they were publicly aligned with the eugenics movement.
