General Description 1.1 Previous Monitoring Work The resettlement external monitoring & evaluation of Chenxi County subproject was formally launched at the end of 2008. Our company submitted the No. 1 (the No. 4 of the general reports), No. 2 (the No. 5 of the general reports)No. 3 (the No. 6 of the general reports) and No. 4 (the No. 8 of the general reports)Resettlement External Monitoring & Evaluation Reports to the ADB, the PPMO as well as the Employer of Chenxi County Subproject in Apr. 2009, Jun. 2010, Apr. 2011 and Jun. 2013. 1.2 Monitoring Work of Current Period The resettlement external monitoring & evaluation task of this period is focused on the resettlement situation of the relocatees, resettlement quality and effects, etc. Our company started the monitoring for this period in Apr. 2014. After the inspection work, the professionals of our company systematically sorted out the data and information as soon as possible and precisely analyzed the former data. So it is this report comes from. Time period of this Report: Jan. 1, 2013 to Dec. 31, 2013. 1.3 Work of Next Period The negotiation on demolition didn’t go well, because some relocatees’ claim for compensation was beyond the amount specified in relevant policies, and was too much to be satisfied as it is very difficult for the Chenxi Subproject to raise sufficient funds. After overall consideration, the Employer of the subproject decided to make a reasonable adjustment to the original scheme so as to turn away from the section with relocation and demolition by changing the line direction of the flood embankment as well as terminating construction Contract for parts of bid section subject to consent of ADB. According to the adjusted scheme, the land acquisition and demolition task of Chenxi Subproject has been fulfilled. We have made a follow-up monitoring & evaluation work on the subproject for five years. At present, our company has completed monitoring task according to Monitoring Contract signed with Subproject Management Office in Chenxi County. 2. Project Description Chenxi County is located on the middle reaches of Yuanshui River; the Chenshui River from southwest joins the Yuanshui River at the Zhongnan Dock of county town. The landform in town is high on northeast and low on southwest, the county town was constructed along the mountain tendency in all previous years, and is distributed in trapezium. The whole urban area is along the river in the shape of strip. The first grade branch of Yuanshui River, Shuangxi River, runs transversally through the county town, and divides the urban area in to the old and the new blocks naturally. The embankment standard of right bank of Yuanshui River in Chenxi County Town is not high enough, in the non-closed status, and the present flood-control ability is low. As the subproject county utilizing the loans from ADB, Chenxi County will thus greatly be improved Changsha Xinghuan Water & Electricity Engineering Technology Development Co., Ltd. 1 Resettlement External Monitoring & Evaluation Report on the Hunan Flood Control Project for Hilly Areas Utilizing ADB Loans in its flood-control and waterlogging harnessing ability through the implementation of project. The flood-control standard will rise from the present less than 3~10-year-occurrence to 20-year-occurrence flood, and the waterlogging harnessing ability will rise from the present 3-year-occurrence to 10-year-occurrence flood, the improvement will greatly relieve the burden on the flood-control for Chenxi County Town Area, and benefit the development of society and economy. 2.1. Project Description The flood control projects of Chenxi County mainly include the flood control project, waterlogging harnessing project, and other construction projects. The total planned time limit is 18 months. The total investment of the subprojects is RMB 113.6 million yuan, of which the resettlement land acquisition and demolition compensation investment is RMB 1.9 million yuan. After the project implementation, the flood control and waterlogging harnessing ability of Chenxi will be improved to 20-year-occurrence and 10-year-occurrence. Therefore, the implementation of this subproject will reduce the probability of being affected by flood to a great extent. Refer to Table 2.1-1 for the details of the engineering scale of Chenxi County subprojects. RMB 1.9 million 10-year-occurrence. 2.2 Resettlement Description For the Urban Flood Control Project for Hilly Areas of Chenxi County, the land acquisition area due to the project refers to unrecoverable area on which the residents are affected in production and living due to the project construction in land acquisition area. According to the resettlement plans of Chenxi County Subproject, the temporary land occupation is 132 mu, the permanent land occupation is 47.37 mu, and the number of total affected population is 183 from 55 households, and the houses of 26 persons from 6 households are demolished, with an area of 819.44 m2. Refer to Table 2.2-1 for details of the survey results of the project impact. We applied the Input-Oriented Data Envelopment Analysis (DEA) method and the Malmquist Index Model to estimate the efficiency of PHCIs in 86 counties in Hunan Province from 2009 to 2017. Then, the Tobit model was used to estimate the factors that influence the efficiency of PHCIs. Since the implementation of the new health-care reform in 2009, the number of health resources in PHCIs in Hunan Province has increased significantly, but most counties’ PHCIs remain inefficient. The efficiency of PHCIs is mainly affected by the total population, city level, the proportion of health technicians and the proportion of beds, but the changes in per capita GDP have not yet played a significant role in influencing efficiency.
