    APUNTES PARA UNA HISTORIA DE LA LEY DEL Por: CONTRATO DE SEGURO DEL PERÚ Luis Alberto Meza Carbajal* Resumen Este estudio se refiere al proceso histórico que dio origen a la Ley 29946, Ley del Contrato de Seguro (LCS). Su objetivo es identificar las propuestas y la actuación que tuvieron los sectores interesados en este importante cuerpo legal. Para tal efecto, recurre principalmente a documentos del Congreso de la República y otras fuentes. Entre sus conclusiones destaca que, a diferencia de propuestas previas, el eje central del proyecto que dio origen a la LCS, el Proyecto SBS del 2005, fue la necesidad de proteger al asegurado y promover equilibrio jurídico en las relaciones obligatorias de seguro, para cuyo efecto se tomó como base el Proyecto Stiglitz y se promovió el aporte de expertos y organizaciones locales. Identifica además cómo fue la participación de los sectores interesados y cuáles fueron sus posiciones y propuestas. Finalmente, recomienda que el Proyecto de Ley 4635/2014-CR, que busca excluir de los alcances de la Ley 29946 a los llamados “grandes riesgos”, no sea aprobado por el Congreso de la República. It draws mainly on policy guidance websites and papers due to the questions of this review and the level of analysis taken (global-level, donor-level). It focuses on publications from the last five years, and/or current/forthcoming donor strategies. The electoral cycle and its stages are well established policy concepts for which there is widespread acceptance and use. Donor support to electoral cycles (through electoral assistance and electoral observation) is extremely widespread, and the dominant donors in this area are the multilateral organisations like the United Nations (UN) and the European Union (EU), and also the United States (US).

    The Evolving Transnational Crime-Terrorism Nexus in Peru and its Strategic Relevance for the U.S. and the Region BY R. EVAN ELLIS1 n September, 2014, the anti-drug command of the Peruvian National Police, DIRANDRO, seized 7.6 metric tons of cocaine at a factory near the city of Trujillo. A Peruvian family-clan, Iin coordination with Mexican narco-traffickers, was using the facility to insert the cocaine into blocks of coal, to be shipped from the Pacific Coast ports of Callao (Lima) and Paita to Spain and Belgium.2 Experts estimate that Peru now exports more than 200 tons of cocaine per year,3 and by late 2014, the country had replaced Colombia as the world’s number one producer of coca leaves, used to make the drug.4 With its strategic geographic location both on the Pacific coast, and in the middle of South America, Peru is today becoming a narcotrafficking hub for four continents, supplying not only the U.S. and Canada, but also Europe, Russia, and rapidly expanding markets in Brazil, Chile, and Asia. In the multiple narcotics supply chains that originate in Peru, local groups are linked to powerful transnational criminal organizations including the Urabeños in Colombia, the Sinaloa Cartel in Mexico, and most recently, the First Capital Command (PCC) in Brazil. Further complicating matters, the narco-supply chains are but one part of an increasingly large and complex illicit economy, including illegal mining, logging, contraband merchandise, and human trafficking, mutually re-enforcing, and fed by the relatively weak bond between the state and local communities.
