MESSAGE FROM MANAGING TRUSTEE

It is a pleasure to present the 7th Annual Report of Kalinga Kusum Foundation. This Report is dedicated to all the stakeholders of Kalinga Kusum Foundation, who have helped achieve the vision and mission of the organization.

We have always endeavoured to bring meaningful changes in the lives of the most disadvantaged sections in the state. During the reported period the organization initiated some unique programs, details of which are provided in this report. We have always strived to follow a sustainable and scalable approach in all our activities and initiatives. Some of our initiatives have received wide and global acclaim for its uniqueness, boldness, vision and impact. ‘Child-Friendly Constituency’ and ‘Kalahandi Dialogue’ are worth-mentioning in this regard.

In the past years, KKF has also forged some meaningful and impactful partnerships with International, National and State-based Institutions; be it the knowledge partnership with leading educational institutions like National Law University, Odisha and Oxford University, UK, or, advocacy partnerships with National Commission for Women and Odisha State Commission for Women. KKF has led from the front to create a network of like-minded people and institutions for true and sustainable socio-economic development of Odisha.

Despite profuse challenges, the team and volunteers of KKF have worked hard to successfully undertake several programs as mentioned in the following pages. I am also thankful to the board members and advisors, for their great contribution and support for the development of the organization. As we set out to achieve our goals, we thank you - our supporters who give us the much needed drive to go out and realize our vision of a happy, healthy and creative environment for all sections of society.

ORGANIZATION’S PROFILE

Kalinga Kusum Foundation is a non-profit, policy research and advocacy group that addresses challenges tied to education, health, livelihood and overall empowerment in communities in the state of Odisha. It started its operations in 2011 with the goal of socio- economic independence and empowerment of those living on the edges of the society, with a special focus on children, youth, women, and tribal communities.

The flagship initiative of KKF is the “Child Rights Advocacy Initiative with the Hon’ble MLAs of Odisha”, a collaboration between UNICEF Odisha and KKF. This initiative strives to orient, sensitize and mobilize legislatures, across political parties, on key child and women related issues. Another major part of this initiative is the “Child-Friendly Constituency” initiative, started on an experimental pilot basis in Khandapada Constituency, Nayagarh District. KKF played a pivotal role in the execution and management of the initiative which focused on capacity building of primary & middle-school children along with the goal of creating GP-based resource persons to take up the issues surrounding children, their education, health and overall well-being at the panchayat level.

A major feather in the cap of KKF in 2018-19 was conceptualizing and successfully organising Kalahandi Dialogue 2018, with the ambitious goal of taking development discourse to grassroots.

Since its inception, KKF has been working relentlessly on its flagship “Legal Empowerment and Access to Justice Project”, along with the “Policy Research and Advocacy Initiative”, and the “Direct Impact Campaigns”; all of which primarily focus on improving institutional capacities of key justice service providers to enable them to effectively serve the disadvantaged and on the other hand, on directly empowering the disadvantaged men, women and children to seek and demand justice services.

And lastly, through its “Social Impact and Innovation Lab”, KKF has been nurturing and guiding young minds through our college out-reach and in-house training/mentoring programs; where students from various backgrounds and professions learn the ropes of Social Entrepreneurship & Impact Investment.

Kalinga Kusum Foundation has been successfully liaising and working with diverse strata of the society; tribal, youth and women community, Government officials, Panchayati Raj Institutions (PRI) members, legislators and other elected representatives, women, children, other civil society organizations, academic, media houses etc. Over the years, KKF has forged meaningful partnerships with National and International bodies like VisionSpring, UNICEF, GIRLS NOT BRIDE, CII, NAMATI, NASSCOM, Micro justice 4 All, Sri Sri University, National Law University, Odisha State Commission for Women, National Commission for Women (NCW), et al.

PROGRAMS AND ACTIVITIES IN THE YEAR OF 2018-19

The following programs were conducted by KKF in the year of 2018-19.

 Menstrual Hygiene Day  Kalahandi Dialogue  Eye Care and Health Camp  Workshop on Cyber Crime and Women  Child Rights Advocacy Initiative with the Hon’ble MLAs of Odisha

Menstrual Hygiene Day

A one day Menstrual Hygiene Day workshop was conducted Indian Oil Corporation, World Trade Centre and Kalinga Kusum Foundation on 28th of May 2018. This workshop was inaugurated by Shri Prafulla Samal, Hon’ble Minister, Women and Child Development (Mission Shakti). More than 100 participants including 70 women members of various Self Help Groups (SHG) of the city attended the workshop and got insights into the importance of menstrual hygiene

The objective of the workshop was to assess the status of Menstrual Hygiene Management (MHM) among adolescent girls to determine unmet needs.

Kalahandi Dialogue:

Kalahandi Dialogue, a three day glocal event was held at Govt. College of Agriculture, Bhawanipatna, Kalahandi from 28th – 30th of September 2018. This event was inaugurated by Shri Naveen Patnaik, Hon’ble Chief Minister, Odisha. Kalahandi Dialogue was a unique platform for engaging global leaders, policy makers, development practitioners, entrepreneurs & social entrepreneurs, investors & impact investors, public intellectuals and the youth in the global development discourse. It aims to offer an insightful discourse on development interventions and solutions that have emerged from the independent and collaborative realms of public policy, entrepreneurship and social innovation. The Forum it has led to enhanced capabilities of communities and individuals, increased socio-economic and political participation, mitigated social and economic exclusion, advanced global social justice and developed global citizenship. This conclave had brought together around 500 delegates, including 200 university students, 100 organizations, dozens of social entrepreneurs and activities from diverse sectors and geographies, to connect and collaborate over important issues of common interest.

Kalahandi Dialogue is indeed a unique initiative. I congratulate all, specially the organisers of this dialogue. Kalahandi is a story of resilience and hope. In the last few years Kalahandi has scripted a new story. It is the story of growth and resilience. And all the credit goes

to people of Kalahandi. Transformation of Kalahandi is visible. From subsistence agriculture Kalahandi now has become the Green Basket of Odisha.

Agriculture and irrigation of the district have increased by 51%. The district has witnessed massive infrastructure development, both physical and social. A new government medical college and hospital will soon come up at Bhawanipatna. Inclusive growth has always been the focus of my government and Kalahandi is one of the finest examples of our model of development.

I extend my support to Kalahandi Declaration and hope it will take Kalahandi towards a brighter future.

Eye Care and Health Camp:

Kalinga Kusum Foundation and Farmer’s Association of Kalahandi District organised several Eye Care and Health Camps in various Panchayats of Kalahandi District. People were availed with free eye test, blood pressure check-up and haemoglobin test during the camps.

Workshop on Cyber Crime and Women:

Workshop on “Cyber Crime and Women”

A half day workshop on Cyber Crime and Women was conducted by KKF for State Commission for Women (SCW) held on 2nd of February 2019 at Khariar Autonomus College, Khariar, Nuapada, Odisha. The purpose of the workshop was to sensitize students and teachers, from different schools and colleges in Nuapada District, on the various dimensions

and aspects of cyber-crime or offense. Also there was discussion around various legal measures and laws relating to the cyber-crime.

Outcomes:

1. Awareness of dimensions/types of cyber-crimes and how to deal with it.

2. Awareness of various Laws/Legislations concerning cybercrime and about theinstitutions accessible to students for reporting any case of Cybercrime.

3. Discussion of personal experiences will bring out many aspects to light.

4. Small initiatives like college groups and IT cells in each school/colleges shall be discussed and possibly implemented.

5. Sensitized participants and others being able to spread awareness among their friends, family members and colleagues.

6. Promote more such awareness program in the district.

“Child Rights Advocacy Initiative with the Hon’ble MLAs of Odisha”

The year 2018-19 has been quite an engaging year for the organization, specifically the engagement with 30 Members of Legislative Assembly (MLAs) for the UNICEF Project of “Child Rights Advocacy Initiative with the Hon’ble MLAs of Odisha”. Also the engagement with the state govt. and district administration was quite thorough and constructive, which resulted in taking the initiative forward. The following activities have been conducted under this program:

A. Technical Support to Legislators (Research and Legislative support to 30 MLAs) B. MLA Level Consultation on Specific Themes C. Consultation on Child Manifesto with Children D. Multi-Party Consultation on Children’s Charter of Demands, Election 2019 E. Strengthening MLA’s Public Advocacy Capacity/Efforts through Social Media

A. Technical Support to Legislators (Research and Legislative support to 30 MLAs)

A two hour meeting with Shri Pradip Kumar Amat, Hon’ble Speaker, and Odisha Legislative Assembly (OLA) was held on 11th of January at Office of Hon’ble Speaker, OLA, regarding setting up a partnership with OLA for extending policy and technical support to the Hon'ble MLAs on different Government schemes, particularly concerning children. Hon’ble Speaker suggested us to conduct training sessions in Assembly or in Gopabandhu Academy. Meeting with Shri Pradip Kumar Amat, Hon’ble Speaker, OLA.

B. MLA Level Consultation on Specific Themes

An MLA level consultation meeting on specific themes related to ‘Rights of Children’ in Legislative Assembly Constituency was held on 1st of February 2019 at Block Conference Hall, Junagarh, Kalahandi District. The meeting was chaired by Captain Dibya Shankar Mishra, Hon’ble MLA, Junagarh Assembly Constituency with the participation of Block Development Officer- Junagarh, officers from all line departments and KKF team.

The following questions were asked by Hon’ble MLA to department of DSWO (District Social Welfare Officer), CDPO (Child Development Protection Officer), ICDS (Integrated Child Development Services) and Health:

 Out of the enrolled children in his constituency, how many of them have been weighed?

 Out of Anganwadi Centres, how many of children have been provided feeding (Chatua, Hot Cooks etc.) for the 21 plus days?

 Out of the VHND (Village health Nutrition Day) planned in his constituency, how many have been held?

 How many special drives which happened in last quarter?

 Out of the immunization planned in his constituency, how many have been held?

Apart from the above questions, Hon’ble MLA also enquired from the CDPO on other issues such as:

 Child Marriage

 Children Dropout Rates (Class VIII and IX) both boys and girls

 Girl Child Education

 SCNU (Special Care New-born Unit) o What are the toolkits are being used for SNCU?

 Toilet Facilities

 Drinking Water Facilities

Resolution on future scope of action

Hon'ble MLA of Junagarh will discuss with Hon’ble Minister, WCD for the replacement of the old weighing machines with new ones in AWCs and building of toilets in AWCs. The issues raised during our constituency meeting will be reviewed after Elections 2019 and review meetings will be held by Hon'ble MLA every quarter in the constituency.

C. Consultation on Child Manifesto with Children

Kalinga Kusum Foundation, in collaboration with UNICEF Odisha, organized Consultation on Child Manifesto with Children in Kalahandi, Mayurbhanj and Khordha districts of Odisha. Around 500 Children from different schools and colleges took part in the workshop. The children belonged to the age group of 6 to 18 years and were from different category such as: out of school, school going children, children of migrants, orphans, hostel children etc. The children came from different backgrounds, had a range of abilities, represented both the gender equally and were a mix of rural and urban. Following the consultation with peers, the children attended the workshop wherein they shared their experiences, and articulated their wish/demand, which they urged the government to fulfil. These wishes/demands were collated and converted into children’s demand for election manifesto 2019.

Before organizing the children consultations, Kalinga Kusum Foundation had gone through the following process:

 Analysis of past election manifestos of different political parties and comparison of those promises with current state of progress, to track down major loopholes in their strategies and lacuna in achieving the promises by the ruling party.

 Conducted Constituency level meeting with MLAs in their respective constituency to understand the level of progress and identify important loopholes and implementation level issues in development affecting children.

 Discussed with different NGOs, INGOs and Child Rights Activists regarding children issues and recommendation.

A lot of issues and demands like Education, Health, Child Protection, Child Participation, Child Development, Nutrition, WASH, Early Childhood, Adolescence were raised by children during the workshop.

Observations and Outcome:

The workshop saw overwhelming participation by the children. All of them shared their issues, concerns, and demands.

1. We got good support from the school administration and were able to get maximum involvement of students.

2. Participants shared their issues, which were focused on their rights and facilities they are already entitled to. Thus this workshop effectively brought into light the lacuna in our administration and governance.

3. Some of the suggestion that includes road safety, plantation activity in school and villages and career counseling in schools were very critical especially in light of present unemployment rate. This demand/ suggestion are worth taking up by the government.

4. Students showed an overwhelming interest in sports and cultural activities and thus it does indicate the need to devise a holistic curriculum structure.

D. Multi-Party Consultation on Children’s Charter of Demands, Election 2019

A Multi-Party Consultation on “Children’s Charter of Demands, Election 2019” was organized by UNICEF, in collaboration with Kalinga Kusum Foundation (KKF) and Odisha Alliance for Child Rights (OACR) on 27th of February 2019 at Bhubaneswar. A ten-point charter of demands representing voices of children and young people from across the state was presented to representatives of 10 different political parties for inclusion in their party manifestos. Senior leaders and manifesto committee members from BJD, BJP, INC, SP, BSP, CPI, CPI (M), AAP, Samata Kranti Dal, and Utkal Bharat participated and discussed the importance of addressing children’s rights.

Outcome and Future course of action

1. Collated the list of demands from Children and framed the Children Charter of Demands based after converging our list with that of the list prepared by OACR.

2. The Children Charter of Demand was shared with political leaders during our Multi- Party Consultation meeting.

3. The Children Charter of Demands was also shared with political parties individually after a further amendment to it, post our Multi-Party Consultation.

E. Strengthening Hon’ble MLAs’ Public Advocacy Capacity/Efforts through Social Media

KKF designed Facebook and Twitter messages for 10 MLAs and 2 MPs for World Children's Day, which has been shared online on social media. The political leaders from different political parties also shared on their social media account about our Multi party consultation on Children Charter of Demands.

WAY FORWARD

The preceding year has been a great learning experience for KKF team. Timely sharing and reflections among the team members about the achievements, struggles and challenges helped them to identify their strengths and weaknesses, and re-solidified their resolve to continue the work ahead. The motivation for achievement and to bring change in the lives of people has been the driving force that has helped KKF team to excel in its work.

As KKF operates in partnerships with other institutions and organisations, the team depends often times on other stakeholders to carry the work forward. Sometimes it becomes difficult to coordinate with CSOs and build networks with them.

Despite all these challenges there is a great opportunity for the organization in coming years. The team will work enthusiastically with more energy and passion to reach its goal. Therefore, the team visualizes the following opportunities that could be explored in the year 2019-20;

Continuation with UNICEF: KKF would develop and roll out strategy to engage and build rapport with the newly elected Hon’ble MLAs. KKF has planned to engage with at least 30 MLAs to orient sensitize and enhance their knowledge on key child and women related issues. KKF and UNICEF envisages the active participation of law makers, cutting across political parties, in policy formulation, implementation and review processes with specific reference to realization of rights of the children within the legal and programming framework. Other than this, KKF would continue doing all the child rights initiatives that it has been doing in the preceding years.

Kalinga Kusum Seminar series: KKF would conduct regular monthly seminars on socio-legal topics with all the stake holders, NGOs and other departments. These workshops/seminars would provide them with latest information regarding the subject and offer an opportunity to plunge deeply into a topic to gain a better insight. KKF envisages that this would help them a platform to debate, discuss, find new ideas and also provide an excellent way for people to network.

Kalinga Kusum Social Impact & Innovation Lab: The lab would offer an empowering platform that trains young minds, especially those from the underprivileged sections of our society, to emerge as job creators and social change agents. Through a series of workshops, case discussions, seminars, panel discussions and field visits, they would not be armed only with knowledge & skills of various dimensions of social entrepreneurship, but also be facilitated to start and scale their own social enterprises, which might address the most immediate social problems of their community. Our ambition is that at least few dozen Social Entrepreneurs will end up creating successful ventures as a result of the direct and indirect engagement of this initiative.

Access to Justice: KKF would organize seminars, workshops and conferences on legal awareness, with the aim of empowering citizens with the knowledge of their legal rights and duties, ultimately to be able to share power equally, gain full access to the means of development and to inspire a whole generation of citizens to work together Annual Report 2018-19 12

towards achieving equality and justice. Over the next few years, KKF envisages empowering at least 10000 women about legal rights from different parts of Odisha.

Direct Impact Campaign: Apart from all the ongoing projects and activities, KKF would do direct impact campaigns such as health campaigns, seminars, celebrating International Women’s Day, World Human Rights Day, etc., and carry on the relief works during any natural disaster as it has been doing successfully in the past years.
