Vision stratégique , par le général de brigade (2s) Yves Béraud, directeur général de CiDAN The proposed strategic vision is aiming at building a Powerful Europe. But this concept must be defined. In fact, Europe has no other choice. The key capacity to develop within peoples is psychological ductility (resilience), which is the moral and mental ability to support disasters and major crisis. That means firstly to tell and accept the truth. The second requirement is to find positive models, for example heroes. Lastly, General Béraud proposes to apply the “mission based” principle, as the military does. And all our thoughts here in Klingenthal must lead to action (paper, letters, networking, organization of conferences). La « Vision stratégique » que je vous propose cette année est celle d’une « Europe puissance ». Cette appellation nous devons en définir son contour en partant des menaces auxquelles l’Union est ou sera confrontée. On peut imaginer ensuite cette Europe : Forgeant, enfin, un seul même bouclier et des épées compatibles ; Mettant comme priorité la réalisation d'outils de défense globale efficaces dans tous les domaines : économiques, sociaux, militaires, sécuritaires, culturels voire civilisationnels ; S’affirmant en tant que puissance, à l’extérieur comme sur son territoire, dans les rapports de force diplomatiques et la gestion des différentes communautés ; Cherchant à retrouver une marge de manœuvre qui ne soit pas dictée par les USA, la Chine voire les BRICS, l’OCI, ou par toutes formes de « menaces hybrides » (gangsterrorisme, maffias politico-économiques ou alliances religio-maffieuses ); Cherchant à retrouver équilibre et proximité entre les instances européennes, les dirigeants nationaux et les peuples ; Définissant le « mode de vie européen » à défendre ! En clair, il pourra apparaître que l’Europe n’a guère d’autre choix que celui de la puissance face aux enjeux à relever. Tout autre choix ne peut qu’être dégradation. Le leitmotiv, l’an dernier, était « plus et mieux d’Europe de la 3 Défense ! » Voyons cette année « pourquoi », ou « face à quoi » et nous pourrons ébaucher les grandes lignes d’une réponse, en complément des outils déjà existants. Il est clair que nous nous situerons au niveau d’une « grand strategy », au niveau politique le plus élevé, englobant tous les aspects de la vie du continent. Stratégie s’entendant dans le sens d’ « affrontement des volontés », comme l’écrivait le général Beaufre. Partant de cette volonté, il convient d’identifier chacun des grands domaines d’affrontement des volontés, dans un monde qui se recompose, multipolaire, où l’Europe doit trouver sa place avec l’adhésion de ses dirigeants et de ses peuples : Les intérêts vitaux et les menaces pesant sur eux : puissance économique et financière / stabilité des différents pays et solidarité intra-européenne ; capacité militaire de défendre les intérêts européens crédible et conforme aux valeurs de la plupart des pays européens ; capacité de maintenir la cohésion nationale en limitant le poids des communautarismes (retrouver les valeurs fondatrices et fédératrices à imposer aux communautés non-intégrées aujourd’hui, à les imposer aux nouveaux arrivants, comme cela se passe hors Europe, aux USA, dans les pays asiatiques et arabes, etc.). Parmi les menaces, il convient de souligner les déséquilibres et les incertitudes dans tous les domaines, dont l’analyse permettra de définir quelles armes employer dans chaque cas. Les dénis de réalité qui ont amené à des situations potentiellement conflictuelles et à l’incapacité de désigner les véritables menaces : tous les pays européens connaissent des situations proches de la guerre civile sur une partie de leur territoire ; les « hostiles » ont parfois une vision transfrontalière (islamisme, terrorisme, crime organisé) ; Les sujets sur lesquels ne plus culpabiliser pour briser cercles vicieux et limites à l’action : le « politiquement correct », forme moderne de dictature intellectuelle et de conformisme confortable, limite l’action et la perception d’enjeux vitaux réels : fascination pour l’Islam, culpabilisation sur les périodes coloniales et repentance généralisée [le soutien par les ex-puissances non-coloniales est le bienvenu !], refus de mettre en œuvre les valeurs démocratiques fondatrices. Les choix de partenaires qu’il conviendrait de réviser : rapports plus équilibrés avec les USA, ne pas sacrifier la liberté d’action et son « âme » en échangeant pétrole et investissements étrangers (US et pétromonarchies du Golfe) contre islamisation du continent. Cette semaine ne nous permettra pas d’aborder tous les domaines. C’était l’idée initiale, que de regrouper les conférences 2012 et 2013 en un ensemble permettant de balayer ces « menaces » ou ces enjeux auxquels répondre sur au moins deux ans. Celle 4 de 2012 s’axe donc tout d’abord sur le domaine économique et financier, puis il nous faudra aborder quelques grands aspects politiques, en glissant vers des aspects de politique étrangère -quand on considère l’origine du phénomène-, puis de politique intérieure continentale -quand on considère le terrain d’application. Typiquement, la criminalité transfrontalière ou l’immigration en font partie. Mais de ces présentations nous pourrions tirer une grille d’analyse utile pour la prolongation de ces réflexions, voire des ébauches de scénarios critiques. Toutes les idées sont les bienvenues. Toutes ces réflexions doivent déboucher sur l’action. Quelle que soit sa forme : par la production d’écrits, par l’organisation d’évènements, par la circulation des idées, etc. La résilience Les réflexions ci-après s’inspirent largement d’écrits d’experts de ce domaine particuliers, tels que Monique Castillo. Elles ont pour but de compléter la vision stratégique en la cadrant et l’orientant. Le terme « résilience » désigne la capacité d’un métal de reprendre sa forme initiale après une déformation. Mais c’est en psychologie que le terme a connu le plus grand succès. La résilience, en tant que phénomène psychologique, désigne la capacité de « rebondir » après un drame ou un choc traumatisant ; elle évoque l’idée de force psychique, mentale et morale ; il ne s’agit pas de force mécanique, ni même d’une simple force de résistance, mais du pouvoir de se remettre des souffrances et des traumatismes, et même d’en tirer une capacité neuve de mieux résister aux chocs qu’on affrontera dans le futur. La résilience suppose que la construction de soi, de sa personnalité, de son rapport à la société et aux autres peut passer l’épreuve de la souffrance sans succomber à la souffrance. En bref, et pour les individus, la résilience est donc un état d’esprit qui associe la vie à l’action et qui regarde les défis comme ce qui provoque l’action au lieu de la décourager. Tel problème, par exemple, sera perçu comme un échec par un esprit découragé, passif ou paresseux ; mais il sera vu comme une occasion de créer une solution et d’ouvrir de nouveaux chemins par un esprit inspiré par la résilience. Un esprit combattif est évidemment porteur de résilience, mais le goût de l’invention et de la création en est une autre version tout comme l’art de traiter les changements qui marquent l’existence comme nouvelle chance de vie. S’il est relativement facile de comprendre la résilience comme une qualité personnelle de résister, d’endurer et de rebondir, il est plus difficile d’envisager la résilience comme phénomène collectif.
