It considers the strengths and the weaknesses of the building society sector and their contribution to the financial industry, at a time where public confidence in the financial system and, in particular banks, is low. The financial services industry is undergoing a period of deep transformation, which affects all industry participants. Regulatory pressure on the sector remains intense and continues to drive further changes. Under the Vickers’ reforms, High Street banks with more than £25 billion in core deposits from individuals and small businesses will be required to establish a boundary around their retail operations, resulting in an operationally distinct entity. While there is still a number of grey areas regarding the final requirements, it is expected that the ring-fencing will profoundly change the affected banking groups and will bring about structural changes in the UK banking and financial sector. While it is generally accepted that co-operative and mutual financial institutions have weathered the crisis much better than their shareholder-oriented counterparts, they will nonetheless be confronted with a wide array of far-reaching regulatory and policy measures to reduce the risk of future financial crises, despite their recent good performance. The results of our analysis highlight the substantial impact of the financial crisis on the sector. Return on Equity and Return on Assets decreased for both groups in the wake of the financial turmoil, with 2008 and 2009 being particularly difficult years. However, as the UK economy shows signs of recovery, the outlook is positive for both groups: banks and building societies have recovered some profitability, although not at the pre-crisis level. Asset and loan growth are mildly positive and the entry of new competitors seems to have had an encouraging effect on activity. Capitalisation ratios are above the regulatory guidelines and both groups are currently in a position to meet the regulatory minimum leverage ratio. Building societies in particular have recovered well from the financial turmoil and they appear less risky than banks on a variety of measures, from lower volatility of earnings, lower volatility of NIMs and higher z-scores. 2 1. BACKGROUND 1.1 The UK Economic Outlook After more than a decade and a half of steady growth, the UK economy was officially declared to be in a recession in January 2009. The recession was a consequence of the credit crunch that began in the USA in August 2007 and which resulted in a global financial crisis in the autumn of 2008. It is now more than seven years since Lehman Brothers collapsed, ushering in the worst phase of the financial crisis, and the UK economy has been recovering at a relatively strong rate since early 2013. GDP Growth (%) Year on Year Source: Office for National Statistics (ONS) and author’s calculations In 2014, the UK economy grew by 3.0%, the fastest rate since 2007 and the strongest growth rate in the G7 group of countries (Office for National Statistics). UK growth has been driven primarily by services and is projected to continue at a solid pace in 2015 and 2016, boosted by domestic demand (Institute for Fiscal Studies). There are still, however, causes for concern. After several false starts following the financial crisis, the UK economy seems to be enjoying a period of sustained strong growth, helped by low oil prices, low inflation boosting purchasing power and low interest rates fostering investment. Growth has been particularly strong in London and in the South East, although there are signs of recovery in the rest of the country. UK employment has risen in recent years and has supported consumer spending. It is expected that the low cost of finance will help maintain domestic demand growth. 4 Figure 2. Rising house prices have also supported consumer confidence and spending. House prices increased by approximately 10% in 2014, which was the strongest annual average performance since 2007. However, there were signs of the housing market cooling down in late 2014 (PwC, 2015). Figure 3. There are marked regional differences in the UK housing market, reflecting differences in income per capita, employment and economic growth. Once again, London and the South East display higher house price growth compared to the rest of the UK. The average London home now costs around £500,000 according to the ONS. Excluding London and the South East, house prices increased by 7.4% in 2014. 5 Figure 4. The buoyant housing market has also been reflected in an increase in banks’ real estate lending: after a decrease in the mid-2000s, the share of new lending approvals by High Street banks has increased in recent years. This increase in banks’ market share is largely due to a reduction in the share of specialist lenders, resulting from their difficulty in raising wholesale funding – particularly via securitisation - since 2009.     Scotland analysis: financial services and banking Calculating the size of the Scottish banking sector relative to Scottish GDP The Treasury’s paper Scotland analysis: financial services and banking outlines that: • Banking sector assets for the whole UK at present are around 492 per cent of GDP. • The Scottish banking sector, by comparison, would be extremely large in the event of independence. It currently stands at around 1254 per cent of Scotland’s GDP. Data on total assets of the Scottish financial sector was provided to the Treasury by the Financial Services Authority (FSA), which was the regulator of all UK financial services firms up until 1 April 2013, when it was replaced by the Prudential Regulation Authority (PRA) and Financial Conduct Authority (FCA). As the paper sets out, the analysis proceeds on the basis that firms whose headquarters or principal place of business are in Scotland are to be considered ‘Scottish’ firms. Further information about where individual firms are located is available from the financial services register, which is available from www.fca.org.uk/register/ When considering groups, legal entities are treated on an individual basis, rather than the whole group being classified as either Scottish or ‘rest of the UK’. For example within RBS group, Royal Bank of Scotland PLC is treated as a Scottish firm, but National Westminster Bank PLC is treated as a ‘rest of the UK’ firm: although it is part of RBS group, it is separately authorised and headquartered in London. The regulator is not able to provide data for publication about the size of assets held by individual firms, as there are restrictions on the sharing of firm-specific regulatory data.

This document explains the editing tasks that you need to carry out and it contains the code frames you will need for coding. In this study, respondents are called ‘Cohort Members’ (CMs for short), and that is how they will be described in this document. This document should be used in conjunction with the BCS70 CAPI edit questionnaire. Background to the BCS70 2004 The 1970 British Cohort Study (BCS70) began in 1970, when data was collected about over 16, 000 babies born in England, Scotland and Wales between 5th and 11th April 1970. Since then, the Cohort Members have been followed up five times, at ages 5, 10, 16, 26 and 30, to collect data about their health, educational, social and economic circumstances. NatCen carried out the most recent survey of the cohort in 1999/2000. The 2004 questionnaire has several elements including a Core interview (both CAPI and CASI) and assessments of basic skills. Half of the people in the sample are assigned to the Parent and Child survey. These CMs complete an additional module of the CAPI questionnaire (which focuses on their children) and their natural and/or adopted children complete some assessments.     SUBMISSION FROM THE BUILDING SOCIETIES ASSOCIATION Introduction 1. The Building Societies Association (BSA) represents mutual lenders and deposit takers in the UK, including all 52 UK building societies. Building societies (as at the end of July 2009) have total assets of over £370 billion and, together with their subsidiaries, hold residential mortgages of over £245 billion, more than 20% of the total outstanding in the UK. Societies hold nearly £240 billion of retail deposits, accounting for more than 20% of all such deposits in the UK. Building societies also account for about 36% of all cash ISA balances. Building societies employ approximately 50,000 full and part-time staff and operate through approximately 2,000 branches. 2. The Building Societies Association is a UK-wide body, with members in Scotland, England, Wales and Northern Ireland. It works from a single office in London. It views the banking market (broadly defined to include building societies) from a UK perspective and has no particular insights into the banking markets of England, Wales, Northern Ireland or, indeed, Scotland. The bulk of this evidence therefore covers the UK market, although references are made to the building society sector in Scotland. Accordingly, this evidence does not specifically answer the key questions posed by the Committee in a Scottish context. However, many of the points made in respect of the UK will have an impact on activity in Scotland in the same way as the other countries of the United Kingdom. Building Societies in Scotland 3. We maintained a strong and profitable financial position, albeit at a lower level than recent years due to a number of one-off costs as we transitioned to a new operating structure. Our results reflect a sixth consecutive year of mortgage book growth and strong growth in savings balances, against a backdrop of a highly competitive mortgage market and continued economic uncertainty. Indeed, at the time of writing, the effects of the coronavirus (COVID-19) pandemic in social and economic terms are severe and unprecedented in our lifetime.
