Once transferred, Enablelink Ltd intend to Vary the Environmental Permit (ref BJ9908) to a scrap metal recycling facility, which this report supports. 1.1.3 Prior to ownership by Ervin Amasteel, historically the Site was used for colliery spoilage storage during the latter part of the 19th Century and then, since the 1930`s it was an operational steel works. Environmental Permit BJ9908 was issued to Ervin Amasteel on 11 November 1995. It authorised the manufacture of steel shot and grit abrasives for use as blast cleaners. 1.1.4 Enablelink Ltd intend to decommission the obsolete plant and equipment on-Site associated with the steel shot and grit abrasive manufacturing in addition to demolishing buildings in a state of disrepair. Bespoke infrastructure, tailored for scrap metal recycling activities, will replace the former buildings. 1.1.5 The Site will accept up to 350,000 tonnes per annum of predominantly non-hazardous ferrous and non-ferrous metal waste streams, although small quantities of hazardous WEEE and batteries may also be received (no more than 10 tonnes on any one day). Scrap metal recycling operations will include the dismantling and depollution of end of life vehicles in addition to shredding metals in a shredder, which has the capacity to shred in excess of 75 tonnes per day. Hazardous and non- hazardous wastes will be stored, processed and dispatched in separate areas of the Site at all times to avoid mixing of the two. 1.1.6 As a result of the activities proposed by Enablelink Ltd, the Site will fall under the requirements of the Environmental Permitting (England and Wales) Regulations 2016, Schedule 1, Chapter 5, Section 5.4, Part A(1): (b) Recovery or a mix of recovery and disposal of non-hazardous waste with a capacity exceeding 75 tonnes per day (or 100 tonnes per day if the only waste treatment activity is anaerobic digestion) involving one or more of the following activities, and excluding activities covered by Council Directive 91/271/EEC: (iv) treatment in shredders of metal waste, including waste electrical and electronic equipment and end-of-life vehicles and their components. 1.1.7 Although the permit boundary will remain unchanged from that previously authorised to Ervin Amasteel, a new Installation is being added to the permit as part of the variation application (i.e. Section 5.4, Part A (1) (b) (iv). Therefore, a Site Condition Report has been prepared to support the application to vary the permit. Hazardous wastes will be stored separately from other wastes whilst the non-hazardous wastes will be stored and processed in dedicated bays. 2.1.2 Up to 10 end of life vehicles per day may also be accepted for depollution and dismantling which will be depolluted in a dedicated depollution system. This enables fuel (diesel and petrol), brake fluid, waste oil coolant and screen wash to be separately recovered from the vehicles and stored in a totally enclosed steel tank and bund. There are dedicated compartments within the tank for the storage of fuel, waste oil, coolant/screen wash and brake fluid. 2.1.3 Any fuels or oils stored on Site, e.g. for use in mobile plant, will be stored in either dedicated tanks or containers. These will be either double skinned tanks or located in an impermeable bunded area, with a capacity of at least 110% of the largest tank’s contents. 2.1.4 The Site is surrounded on all sides by continuous security fencing and the surface comprises of an impermeable concrete pavement. Part of the Site drains to public storm water sewer and foul sewer drainage from the Site discharges to the foul sewer via a separate interceptor. There are proposed drainage improvements at the Site which includes the installation of four interceptors and an attenuation tank to control surface water quality and flow to the storm water sewer. 2.1.5 The Site, centred on National Grid Reference: SO 98196 93002 is located in Great Bridge, Tipton near to the border of West Bromwich in the Metropolitan Borough of Sandwell. Denice Mastersons International, Speedy Depot and GT Certification are the closest business units located directly north, west and south of the Site`s permit boundary respectively, refer to Drawing No CE-GH-1815-DW01, Figure 2. 2.1.6 Other businesses in close proximity include those within the adjacent Link One Industrial
