2 President’s Report Water Polo South Australia has continued to grow and improve its capability delivering on its strategic priorities.

Club Development and Competition Well done to all Clubs and their teams competing in the local leagues. This continues to be the primary product offering of the Association with teams competing across three pools in Adelaide. The clubs continue to be at the core of our sport and the growth engine for our competitions, feeding the development pipeline for high performance squads.

The Office for Recreation and Sport (ORS) grant for Club Development will further strengthen our clubs and provide support to develop grass roots participation and take on more members.

Governance and Financial Sustainability The Board have taken on the new Constitution and worked with the committees and management to implement key policies to support the good governance of the WPSA operations. At all levels commitment to the principles of good governance is a proven foundation of managing risks and improving the performance of organisations. WPSA continues to work closely with (WPA) and ORS to continually improve in this area and it is a key requirement for maintaining financial support.

Development Pathways and High Performance The high performance program received a significant boost from the ORS and WPA with new funding to support the full time head coach role in South Australia. The development program continues to feed players into national squads and congratulations to all these athletes. Beyond the player pathway the Board continues to support initiatives to keep talented and passionate members involved through coaching and official development.

The National League teams kicked off the season preparations with international trips which worked well to bring the squads closer together and get valuable pre-season match practice. The men’s squad was boosted by the presence of import Stefan Porobic. The squads continued to benefit greatly from successful fundraising specifically the Bunnings BBQ’s, wine drives and strong home game raffle sales. With the continued support of major sponsor Fyfe, the financial position of the teams and overall Association is very strong. For Water Polo South Australia, the teams are the peak representation for our athletes and maintains the Boards full support as a key element in our athlete development pathway.

Relationship Development and Marketing WPSA have continued strong working relationships with all our stakeholders. From the pool deck, in the stands, across social media and a new look website, we have continued to grow our presence in the community.

Various initiatives around TeamApp, school visits, sports co-ordinator meetings, venue and facility engagement all come together to keep our members informed and the many highlights of water polo to the next generation of players and parents. Specific programs in partnership with WPA for FlippaBall clinics and holiday programs linking with other aquatic sports are great ways in which we can take the next step towards growing overall participation across schools and clubs.

In closing I would like to thank Board Directors, in particular long serving retiring directors Mark van der Pennen and Jon Harmer, Executive Officer Andrew Swift and WPSA staff, coaches, officials, volunteers, parents and players for the journey over the year and look forward to seeing the ongoing success of Water Polo in South Australia.

3 Report on Operations

3.1 Executive Officer’s Report It has been another positive year for the Association with some great work done behind the scenes over the past 12 months. The Association is getting stronger in all areas, more efficient, more customer focused and as a result is positioned well for the future.

Water Polo SA has been successful in its funding support for both the development and high performance areas with the Office for Recreation and Sport committing over $300,000 over the next three years. Even after the cessation of the SASI water polo program in October 2016 the Office for Recreation and Sport remain committed to the growth of the high performance program. The Minister for Recreation and Sport, Leon Bignell MP wrote to me in January 2017 confirming their assurance to funding the high performance program which allowed Water Polo SA to sign Dusan Damjanovic as head coach for the next three years.

To be so successful in our grant applications Water Polo SA has needed to be strong in its governance and this is where a lot of the background work has been completed over the past 12 months. Many policies and procedures have been reviewed and the Constitution was accepted at last year’s Annual General Meeting. This best practice brings the Association in line with the Office for Recreation and Sport guidelines and expectations.

There have been a number of notable outcomes from the High Performance programs under the coaching direction of Dusan Damjanovic.  15 SA athletes have progressed through the State and National pathway and are on the Water Polo Australia depth chart (pathway model).  Currently there are 36 females and 55 males training in the state squad programs and all are representatives of the four water polo clubs.  Large numbers have been developing in the senior squads with 18 boys and 18 girls at this level. We are really pleased with numbers at this senior level and more focus will be put on identifying and developing more junior athletes to integrate them in the junior State Development squads.

Last financial year, Water Polo SA committed its office space at SAALC for five years with a partnership agreement between SAALC, Swimming SA and Diving SA. Water Polo SA partnered up with Swimming SA and Diving SA to form the Aquatic Sports Coalition. The Coalition is the ‘body’ that has entered the agreement with SAALC and provides opportunities to work closer together in the future while streamlining administration tasks.

Water Polo SA will continue reviewing all of its operations to see how we can do things better and more efficiently. We are pleased to have introduced the use of TeamApp as the key communication avenue for our state team squads and while improving overall communication it will save administration hours in the future. Additionally, Water Polo Australia will be launching new processes, coach and official accreditations which will support the State Association operations. Next year proves to be an exciting year with a lot of improvements for everyone involved in water polo.

I would like to thank all of the WPSA Board, WPSA staff, clubs, athletes, parents and volunteers for your ongoing support over the year. I would like to individually thank and acknowledge Derek Seret who steps down as President after reaching the full Board tenure, for what he has achieved for the Association over the past 10 years. Derek has provided the office with a strong structure, governance and financial position in key WPSA Board roles as Secretary and President. Through Derek’s leadership, WPSA implemented its first Strategic Plan and recently updated its Constitution in line with ORS requirements. Thank you Derek for your guidance and we hope you enjoy playing water polo in the many years to come.

3.2 Overview of changes and work in progress Water Polo SA conducted a review on the Office for Recreation and Sport Stakeholder Feedback survey results (received in June 2016) and highlighted several areas of improvement, most of which were already brought to WPSA’s attention. All information was communicated to our members and clubs via letter, monthly newsletter and website.

The Strategic Plan 2017-21 has shaped the strategic direction and focus for WPSA. Even though work was well -underway at the time the Stakeholder Feedback Survey was produced, the results from the survey highlighted the importance that we needed to provide our members with better leadership and strategic outlook.

We now share office space at SAALC and continue to develop relationships with aquatic sports.  Developing financial model for every program we run to support the membership structure to be implemented in 2017-18.

Relationship Development  Implementing athlete, club, coach, referee and official training and development calendar and have run several already with great feedback.  Relationship improved with SAALC and other aquatic sports with on-going meetings and working together on projects.

Marketing and Promotion  Engaged a Media Coordinator to support the promotion of our sport.  Launch of a new website.  Promotional material developed for schools.  Four school assemblies attended by DO and Jets players.  Four positive articles in the paper (Advertiser and Messenger)  Rolling out southern schools come and try sessions in readiness for Southern Schools competition

Competition  Technical Committee created to oversee the competitions, policies and procedures.  Several workshops held to determine the best makeup of the 2017-18 season. Great input from all clubs.

Club Development  Roll out of coach development program with several 3 workshops already held.  Roll out of new National FlippaBall program with Henley Sharks WP Club.  Secured a SRDIP grant for Club development.

Pathways and Performance  Secured Head Coach for a three-year contract thanks to SRDIP funding.  Ran first ever National Community Coach qualification in SA with 10 full qualified coaches.

Child Safety With potential changes looming in this area, we have made it a requirement that all coaches get a DCSI check. As we engage more with schools and have more coaches working with minors we have made sure that as well as every coach having a DCSI check, that coach:student ratios are followed to 1:10.

We have had 22 coaches in SA complete the theory component of the new National Community Coach qualification in September 2016 which outlines child safe environments, coach processes and expectations and where they can get support. Play By the Rules has been a resource that has been promoted to all of our coaches.

3.3 Grants Overview Water Polo SA has continued to receive funding from the Office of Recreation and Sport, receiving $85,600 throughout 2016-2017. The grants that were awarded to Water Polo SA this financial year include:

Water Polo SA will receive an increase in funding in 2017-18 following successful grant applications of, all totalling $105,500 plus GST.

3.4 Development FlippaBall The FlippaBall program was rolled out nationally by Water Polo Australia during 2016-17 with extensive research carried out by the National Development Manager and input from state Development Officers.

A pilot program was launched nationwide in January 2017 with completion in March 2017. Water Polo SA were fortunate enough to have Henley Sharks run a pilot program at the SA Aquatic and Leisure Centre, which attracted more than 70 children to the program over the 6 weeks.

Water Polo SA have had much success in attracting many young children to various FlippaBall programs run throughout 2016-17 including:  FlippaBall at Noarlunga Aquatic Centre, 8-week program, approx. 12 participants  FlippaBall at SA Aquatic and Leisure Centre, various programs through Term 4, 2016 and Term 1, 2017, some run by Jets players and special guest Olympian, Lea Yanitsas. Attracted over 25 participants  Come and Try program run in the April 2017 school holidays at Adelaide Aquatic Centre, attracted 32 participants, this program ran again in the July holidays with 48 participants

Much research has been done and will continue to be done in sourcing alternative aquatic centres for our clubs to be able to run successful FlippaBall programs, as this is an extremely important pathway in the development of juniors into water polo. Negotiations are still continuing with having FlippaBall included in the DECD program, as they have moved into a safety education program and can see a relationship between water safety and water polo.

Season 2017-18 will see multiple FlippaBall centres in operation, initially run by Water Polo SA and qualified coaches. The focus will be on building these programs up to be sustainable programs that lead into club junior water polo programs and for clubs to take over the management of these programs.

Coach and Referee Development As identified back in 2015-16, WPSA has a shortage of qualified coaches and referees, this is much to do with the lack of a formalised coach and referee accreditation pathway at a national level. Water Polo Australia rolled out a Community Coach Accreditation in October 2016 and WPSA were able to run this accreditation along with a state based referee accreditation.

These two sessions were delivered in a two-day workshop which also included other valuable presentations on effective coaching principles, NWPL player experiences, strength and conditioning, diet and nutrition and club development.

With over 40 members attending the two-day workshop, the program was a huge success and resulted in 9 newly qualified coaches. Most of whom have been involved in coaching roles throughout the year.

In 2017-18 WPSA will be heavily involved in assisting WPA with the roll out of the Coach and Referee Education Pathway. This will begin with an online Community accreditation then move through Development, Elite and Advanced levels.

Club Development WPSA have identified a need to assist our clubs in many areas of development. This includes, coach, athlete, volunteer, member retention and many more aspects to running a successful club. This program with the assistance of funding from the Office for Rec and Sport will run in 2017-18 for a period of 3 years.

Water Polo in Schools WPSA has been actively visiting schools, delivering flyers, attending assemblies and running water polo demonstrations.

A major focus for WPSA is to connect with local schools in the south/southwest area, to have these schools who are close to the SA Aquatic and Leisure Centre attend the centre to come and try water polo.

In April 2017, Seaview High School bought 32, year 8 students for a day of water polo which saw them learn the basic rules, skills, dry land warm up, drills in the pool and games over a 4-hour program. Feedback from this program was fantastic, the kids had a ball and are very keen to come back and participate in our High Schools Lightning Carnival to be held at SAALC in November 2017.

In May 2017, Hallett Cove High School bought 22, year 11 students for a 5-week program, 1 hour per week. Again the students thoroughly enjoyed the program, they were aided with the use of life jackets in week 1 and by week 5 no one needed a life jacket. They will bring a class of year 11 students to the centre every year and also participate with their year 8 cohort in the Lightning Carnival.

WPSA has been unsuccessful so far in engaging any school to register for water polo under the Sporting Schools program, however we are constantly in negotiations with schools about the funding and programs available to them.

Work will continue during 2017-18 to encourage schools to come and try water polo and to also enter the Lightning Carnival.

Other Work has been done to develop new signage for WPSA in the foyer at SAALC, this is on-going with the aim to have movable banners and flags on site for major events and competitions.

There has recently been a focus on athlete development and running more education programs for our state squad and national league players. We ran a strength and conditioning program in early 2017 and will be running more programs through 2017-18.

3.5 High Performance Program Following the ending of the SASI Water Polo Program at the end of October 2016, there has been significant pressure on WPSA to deliver the High Performance outputs required for the athletes. Although it has been a challenging transition, the program has stood up to the test thanks to Dusan Damjanovic, our Head Coach, our other squad coaches and the overall quality training structure that is in place. The main aspect lacking post SASI has been the individual financial athlete support for gym, psychology, massage and additional coaching. We are very thankful that ORS and the Minister for Recreation and Sport have committed their support, with funding granted for the continuation of WPSA’s High Performance program over the next three financial years.

Every WPSA staff role has been supporting the transition from the SASI Water Polo Program for the athletes and coaches by taking on more of the program management through facility bookings, development and communication.

The senior boys had a fantastic opportunity in late 2016 to travel to Serbia for 2 weeks in August 2016 to train and compete with several European country teams ranked very high in the world rankings. The senior girls also travelled to Thailand in September 2016 and trained and played against several Asian National teams for a week. Both squads returned amazed at their improvements and are excited to continue developing and taking on their new knowledge and putting it into practice. A tremendous appreciation must go to Dusan for organising this amazing opportunity for both male and female squads.

Revised Performance Pathways Program The resulting high performance pathway program aims to identify, develop and elevate talented athletes of WPSA through the pathway program for the duration of the 2020 Olympic funding cycle. The pathway develops and fosters athletes who have potential to compete at state, national and international level.

Key Performance Indicators for period to end June 2017 included:  Minimum 12 identified athletes participating in structured state squad’s programs for 14s, 16s and 18s boys and girls with opportunity for selection in state teams for national championships and Adelaide Jets mens’ and womens’ teams to play in National Water Polo League.  At least 1 boy and 1 girl from each age group participating in Water Polo Australia held national aged group camps and possible identification for Australian senior and junior teams.  Improved performance by Adelaide Jets mens’ and womens’ teams in National League with future aspirations to be finals contenders

There have been a number of notable outcomes from the program under the coaching direction of Dusan.  Since October 2015 and under Dusan’s leadership the program has focused on developing state training squads for 14s to 18s to both strengthen the training environment for our strongest athletes and prepare athletes for state team selection for the numerous national training camps and championships scheduled for the first half of 2016. A number of younger squad members were also selected to join for the NWPL teams.  Currently there are 36 girls and 55 boys training in the state squad program and representing the four water polo clubs.  Large numbers have been developing in the senior squads with 18 boys and 18 girls at this top level. We are really pleased with numbers at this senior level and more focus will be put on identifying and developing more junior athletes to integrate them in the junior State Development squads.

The 2017 NWPL season included 17 players in the women’s Adelaide Jets team and 20 in the men’s team.

Adelaide Jets senior women managed 2 wins for the season and the senior men 3 with player milestones including:  Tom Dayman, 200 career games  Victoria Risby, 200 career games  Emy Van Duijn, 100 career goals  William Dayman, 100 career goals

WPSA Athlete pathway – from club/school to state and national representation From a young age athletes are encouraged and supported to enjoy the sport and progress as appropriate for their skills and abilities with competition and development opportunities provided at club, state and national level. Steps in the pathway include:  FlippaBall (junior) competitions for 12 and Under at Club level provide first glimpses of potential talent and this year a handful of 12 year olds were invited to train with the 14 and Under boys state squad. A second team of younger players was entered in to the 14 and under National Aged Championships on the Gold Coast in March.  The secondary school competition continues to run independently of WPSA but with the support of some of our club coaches and referees. Consequently, there is some transition to the Club environment.  WPSA Summer Competition. The ‘flagship’ competition for clubs entering teams across 5 divisions. Also supports squad player development in competitive game environment.  State Squad Training Program and State Team Representation A year round training focus on developing skills, improving fitness and increasing tactical awareness for an invited pool of athletes in preparation for team selection for National Aged Championships and events. The most talented from this pool of athletes attract opportunities to commence national program participation.  National Water Polo League and National Team Selection. For SA athletes, selection in the Adelaide Jets team to play in the NWPL competition is rated a great achievement. Amongst this group are those talented athletes also being considered or already selected for national squads and teams.

Training Sessions All squads are training between 3 and 6 times a week in the water. Sessions target skill development and fitness as well as tactical awareness suited to the age group and combine individual drills with simulated game practice.

Coaches are considering options for additional swim sets and strength and conditioning programs for younger athletes who would benefit from the extra training.

WPA has launched a new coach accreditation pathway in 2017 and WPSA was the first state in Australia to run and accredit people to the course. 23 people attended the Communicate Coach Training Course in November 2016.

4 Major Events

4.1 Fyfe Adelaide Cup WPSA hosted the Adelaide Cup on Friday 24th February 2017, with our NWPL Fyfe Adelaide Jets taking on the Cronulla Sharks. This was a well-attended event with over 100 people in attendance. Our men’s team lost 14 – 3 and our women’s team lost 5 – 20. Both Jets teams fought hard against the opposition teams including several Australian and Olympic players.

Celebrations during and after the games were held in the SA Aquatic & Leisure Centre Function Centre, allowing a great view over the games from above. It was great to have a few several past players and life members attend.

Rowie Webster who played for the Cronulla Sharks and a former Olympian dedicated her time before the game to spend with our State 14 and 16 girls following a photo competition win by the girls at their National Championships.

5 Finance Report

5.1 Overview Our current financial position is positive. While we do not have the surplus of 2016, our deficit is minimal, and in line with our budget and strategy and last year’s financial report. Our major expense increases were with wages where we have expanded and utilised Dana and Sarah more; pool hire, and office expenses. Across the board, income has increased with expenditure.

In respect to the divisions of WPSA, we have seen an increase in expenditure to WPSA, which again is highlighted by the increase wages. It is important to note that the office, wages and administration expenses could have been allocated differently to show a more even spread. This may change in the coming year with our better reporting control using Xero accounting platform.

Our goal for future periods is to make all divisions profitable. So as to drive further development of the sport and the association. The graph below shows the profitability of each division over the past 3 years.

Even with our improving results, cash flow will continue to be an issue at times; we are working on updating our accounting, and billing procedures to assist in this regard. Our cash position is also in deficit by roughly $6,500, due to debtor increases.

We have put a great emphasis in the 2017 year to debt collection, and have developed a debt collection policy and financial delegations to enable staff and members to better understand their responsibilities, and potential actions. We have also added a direct debit option to our payments, and are looking to add a credit card payment facility to provide members with greater option in paying fees. With the utilisation of these payment methods, we hope that debtors will decline and WPSA can focus on budgeting for the appropriate receipts, in line with expenditure.

It should be realised our capitation and insurance has been graded on last year’s numbers. So, our expenses do not reflect the ultimate cost of this item. This cost will flow through into Financial Year 2017.

5.2 Government Grant Water Polo SA has continued to receive funding from the Office of Recreation and Sport, receiving $85,600 throughout 2016-2017. The grants that were awarded to Water Polo SA this financial year include:

Water Polo SA will receive an increase in funding in 2017-18 following successful grant applications of, all totalling $105,500 plus GST.

SIGNIFICANT CHANGES No significant change in the nature of these activities occurred during the year.

OPERATING RESULT The surplus / (deficit) from ordinary activities amounted to ($438) (2016: $36,767)

EVENTS AFTER REPORTING DATE At the time of this report there has been no events that will significant impact the Financial Statements as at 30 June 2017 to result in any necessary comments.

5.6 NOTES TO THE FINANCIAL STATEMENTS FOR YEAR ENDING 30 JUNE 2017

1 Summary of Significant Accounting Policies

(a) Basis of Preparation

In the officers’ opinion, the incorporated association is not a reporting entity because there are no users dependent on general purpose financial statements.

These are special purpose financial statements that have been prepared for the purposes of complying with the South Australian legislation the Associations Incorporation Act 1985 and associated regulations. The officers have determined that the accounting policies adopted are appropriate to meet the needs of the members of Water Polo South Australia Inc.

These financial statements have been prepared in accordance with the recognition and measurement requirements specified by the Australian Accounting Standards and Interpretations issued by the Australian Accounting Standards Board (‘AASB’) and the disclosure requirements of AASB 101 ‘Presentation of Financial Statements’, AASB 107 ‘Statement of Cash Flows’, AASB 108 ‘Accounting Policies, Changes in Accounting Estimates and Errors’, AASB 1031 ‘Materiality’, AASB 1048 ‘Interpretation and Application of Standards’ and AASB 1054 ‘Australian Additional Disclosures’, as appropriate for not-for-profit oriented entities.

Material accounting policies adopted in the preparation of these financial statements are presented below and have been consistently applied unless otherwise stated.

The financial statements have been prepared on an accruals basis and are based on historical costs modified, where applicable, by the measurement at fair value of selected non-current assets, financial assets and financial liabilities.

(b) Comparative Amounts

Comparatives are consistent with prior years, unless otherwise stated.

Where a change in comparatives has also affected the opening retained earnings previously presented in a comparative period, an opening statement of financial position at the earliest date of the comparative period has been presented.

(c) Income Tax

As the company is a not-for-profit organisation, it has been granted exemption from the Commissioner of Taxation for the payment of income tax.

(d) Revenue and other income

Revenue is recognised when the amount of the revenue can be measured reliably, it is probable that economic benefits associated with the transaction will flow to the entity and specific criteria relating to the type of revenue as noted below, has been satisfied.

Revenue is measured at the fair value of the consideration received or receivable and is presented net of returns, discounts and rebates.

All revenue is stated net of the amount of goods and services tax (GST).

Grant revenue

Government grants are recognised at fair value where there is reasonable assurance that the grant will be received and all grant conditions will be met.

If conditions are attached to the grant which must be satisfied before it is eligible to receive the contribution, the recognition of the grant can be measured reliably.

When grant revenue is received whereby the entity incurs an obligation to deliver economic value directly back to the contributor, this is considered reciprocal transaction and the grant revenue is recognised in the statement of financial position as a liability until the service has been delivered to the contributor, otherwise the grant is recognised as income on receipt.

Other revenue

Other revenue is recognised when it is received or when the right to receive payment is established.

(e) Goods and Services Tax (GST)

Revenue, expenses and assets are recognised net of the amount of goods and services tax (GST), except where the amount of GST incurred is not recoverable from the Australian Taxation Office (ATO).

Receivables and payable are stated inclusive of GST.

The net amount of GST recoverable from, or payable to, the ATO is included as part of receivables or payables in the statement of financial position.

Cash flows in the statement of cash flows are included on a gross basis and the GST component of cash flows arising from investing and financing activities which is recoverable from, or payable to, the taxation authority is classified as operating cash flows.

(f) Property, Plant and Equipment

Plant and equipment

Plant and equipment are measured using the cost model.

Depreciation

The depreciable amount of all property, plant and equipment, except for freehold land is depreciated on a straight-line method from the date that management determine that the asset is available for use.

Assets held under a finance lease and leasehold improvements are depreciated over the shorter of the term of the lease and the assets useful life.

At the end of each annual reporting period, the depreciation method, useful life and residual value of each asset is reviewed. Any revisions are accounted for prospectively as a change in estimate.

(g) Cash and cash equivalents

Cash and cash equivalents comprises cash on hand, demand deposits and short-term investments which are readily convertible to known amounts of cash and which are subject to an insignificant risk of change in value.

Bank overdrafts also form part of cash equivalents for the purpose of the statement of cash flows and are presented within current liabilities on the statement of financial position.

(h) Employee benefits

Provision is made for the Association's liability for employee benefits arising from services rendered by employees to the end of the reporting period. Employee benefits that are expected to be settled within one year have been measured at the amounts expected to be paid when the liability is settled.

(i) Economic dependence

Water Polo South Australia Inc. is dependent on the funding from grants from various sources for the majority of its revenue used to operate the business. At the date of this report the directors have no reason to believe the funding from federal government grants will not continue to support Water Polo South Australia Inc.

Related Parties

(a) Transactions with related parties

Transactions with related parties are on normal commercial terms and conditions no more favourable than to those available to other persons unless otherwise stated.

There were no trade receivables from or trade payables to 0related parties at the reporting date.

There were no loans to or from related parties.

11 Going Concern

The association incurred a deficit of $21,000 during the 2015 Financial Year. The Board does not believe deficit indicates the existence of a material uncertainty which may cast significant doubt about the association’s ability to continue as a going concern due to the following mitigation circumstances:

7.3 National League – Fyfe Adelaide Jets

The 2017 National Water Polo League season started with the exciting arrival of the men’s import, Stefan Porobic. Both our National League Men’s and Women’s teams developed and improved with Dusan’s guidance. The Adelaide Jets enjoyed numerous fundraising events, concluding at a very successful presentation evening at the Highway Hotel (partner of the Warradale Hotel, one of our major sponsors) for players, families and volunteers.

8 Membership Statistics 2016-2017 Overall membership has increased by just over 6% from season 2015-2016. Significant growth has been seen at the junior levels after a focus on competitions and recruitment for this age division and clubs offering come and try programs. The only decrease in membership was seen at the senior men level with all other areas increasing. With stronger pathways and quality competitions now available and in place for the senior division we will hopefully see numbers in this area increase. With FlippaBall and other junior programs being rolled out in 2017 and 2018, it is predicted that junior membership will also increase next year.
