President Report

On behalf of the Board and Executive of Water Polo Queensland, I would like to present to our Members, stakeholders, sponsors and friends the 2012/13 Water Polo Queensland Annual Report.

As I reflect on the past 12months, it is with honor that I can advise that Water Polo Queensland has performed exceptionally. Our high performance athletes have achieved the goal of representing their state and country. Six (6) women achieved a Bronze medal at the London while two (2) of our men achieved one of Australia’s best results in recent years. Overall membership numbers have increased by 15% and participation in school levels has exceeded expectations.

I would like to take this opportunity to thank all the clubs, coaches, referees, volunteers and especially the players for such a successful season. Our sport would not survive without the hours put in by the club volunteers, the sacrifices they make and the support provided by their families is incredible.

Throughout this report you will find information on our success however I must single out the WPQ staffs performance in delivering an exceptional 2012 National 16 and Under Championships (largest tournament in Australia) and the 2013 National 14 and Under Girls Championships. Their tireless efforts ensured positive feedback from interstate participants, and confirmation from that QLD is leading the way nationally.

As we are facing a never ending battle to secure funding I am pleased to say our relationships with government both local and state has been positive and to date these agencies have been generous with their financial support. The future provides us with uncertainty, with current funding arrangements ceasing in 2013 and the new Government yet to announce future funding models. However ambiguity aside I am pleased to state that WPQ is delivering beyond expectation and required targets.

The year 2012 saw continued growth from the previous year which has supported and strengthened our sport in QLD. There is a long way to go in achieving desired results. But I am passionate about what the future holds and the actions we will take as a united front to achieve them.

I thank the management committee for their timeless and expert guidance of WPQ, along with Executive Director Jodie Watson and all the staff of WPQ for their superb work throughout the year.

As I look toward the 2013/14 season, I believe we have greater achievements in our vision. We have challenges to overcome and willing participants out there who we are yet to engage. With the future in sight a review of the WPQ strategic plan will be undertaken and new targets set for us as a sport. It is paramount that we are all strategically working together as at the end of the day, Water Polo is our love.

Executive Director Report

The 2012/13 season continued to build on the changing of the past and leading to the future for Water Polo Queensland. The year’s results can be characterised by a lot of upsides – but not without some downsides.

We can point to real and significant progress in many priority areas and it can be said as an organisation we continue to be challenged in meeting all strategic objectives however change is occurring.

In a snap shot we started the year with the recognition of eight (8) Queenslanders honored with Olympic Selection, the most successful for our state yet. We continued the year with hosting the largest single age tournament in Australian Water Polo history the 16 Club Nationals (boys and girls), and followed closely by our regular state age junior titles and junior development which all proved successful.

As the grass root delivery agency WPQ still encounters difficulties in transitioning participation of our sport into membership to our clubs and associations. Despite this the effects of an Olympic Bronze medal saw recognition and integration of the sport at a school curriculum level resulting in a 45% increase in the participation of the sport.

In summarising the key performance targets of the 2011-13 strategic objectives the following can be reported:

1. QWPI to share common purposes and objectives, Strategic and Operational plans, policies and procedures with AWPL and fellow State Associations

Objective – Seamless universal approaches undertaken to achieve best practice

Working in collaboration with Water Polo Australia Limited (WPAL) and fellow states, best practice models have been developed and will be rolled out over the coming years to ensure the development occurs with a unified vision. I was invited by WPAL CEO Chris Harrison to partake in the national health check facilitated by the Australian Sports Commission and Australian Institution of Sport. This along with my involvement in the National Competitions Committee (NCC) ensures that WPQ has a voice at a national level. It is anticipated that the work with these two groups will be announced in the later part of 2013.

2012 saw the beginning of a review process of WPQs Policies and Procedures, which will continue into 2013 and beyond. The major development has been the drafting of judicial guidelines and selection/ participation policies. Queensland is leading initiatives across the country to align ourselves with the national body and state government expectations.

2. Increase capacity of QWPI and Clubs/ Associations to effectively and proficiently service Queensland, reflecting in a significant growth of participation numbers and diversity of participants.

Objective – Significant growth achieved in participation supported by sound administration practices (good governance) including growth in coaching and officiating numbers.

In a first WPQ completed and distributed club/ Association templates for Strategic, Operation and Marketing planning, Work health Safety audit checks and volunteer position descriptions. The capacity to enable this has been through the successful application for a Local Jobs Plan Position, the Club Coordinator. This position while only funded for a three (3) year period has identified vital areas which the clubs/ associations required assistance, and the aim of the organisation will be to continue the role beyond the funding period.

Growth has been seen in active accredited coaches and referees across the state and 2013 will see pathways and education focus for these participants

3. The number of participants will increase to include all school competition participants, supported with a 25% increase in active referees.

Objective – Develop clear pathways and lifelong participation opportunities through delivery of Flippa Ball programs and LTAD Plan

WPQ was the instrumental driving force behind the 2012 state wide Come and Try Days delivered by the Clubs and Associations. For the first time advertisements were placed in regional and metropolitan newspapers advertising the opportunity to participate in the sport. Overall the success of this program is hard to quantify, however a 15% increase of total membership was seen, including direction from majority of clubs and associations in running Flippa Ball programs.

School participation was re-engaged offering Flippa Ball into school physical education classes, with developed programs and lesson plans. Participation of Water Polo has increased with an approximate 10,000 students being exposed to the re-vamped School Participation Program. Our next challenge will be transitioning them into the organised club structure.

In partnership with the QAS Head Coaches and WPAL, our participation pathway is under review and on notice. Research out of the Australian Sports Commission is focusing on market segmentation and how sports need to adapt to the consumer needs. From a “play for life” segmentation philosophy there is work to be undertaken in collaboration with local clubs and associations; however steps going forward in the high performance pathway have been tabled. The redevelopment of the Men’s Emerging Athlete Program under the direction of Olympian Rob Maitland and alignment with the QAS is providing new direction and prestige yet to be experienced before in this program.

4. Effective partnership and competitions developed that promotes and facilitate Water Polo provision and participation for all.

Objective – Optimum utilisation of facilities within Queensland through effective partnerships that promote and facilitate the provision of Water Polo and the development of athlete, coaches and officials.

The improving landscape of Water Polo across the state is unquestionable. New facilities have been established at and negotiated upgrades to the existing Centenary Pool in , along with a new international Aquatics Centre in Rockhampton will allow our sport to grow. WPQ is working closely with the Queensland Government on the State Planning to increase the standards and accessibility of all facilities in the state. New partnerships with local council are reviewing capacity and potential clauses in Brisbane City Council leased facilities to provide access for Water Polo. Future plans are for Water Polo facilities in Longreach, Emerald, Gold Coast and Cairns.

Furthermore 2013 saw an increase in the number and type of competitions hosted by WPQ. These included the 16 Club Nationals, which was the largest single age water polo competition in the country and the 14 Girls Club Nationals. A new high performance initiative, the QLD Cup allowed the emergence of elite athletes within QLD to participate in an even competition. The abundance of positive feedback proved how higher successful this event was. The program gave additional opportunities for athletes and coaches at local club level.

Acknowledgements

The support of the Queensland Government through the Department of National Parks, Recreation, Sport and Racing should not be overlooked. Water Polo Queensland is thankful for the support from the Queensland Government through the department and in particular Minister Dickson and his staff.

Water Polo in Queensland continues to be supported by the Queensland Academy of Sport, Water Polo Australia, Collins Food Limited (KFC Queensland), VICI, Drag+Fly, Hot Designs and Canterbury International. Their combined support has allowed WPQ to provide continued and improved services to the members than would not otherwise be possible.

WPQ also wishes to thank the following schools and council pools who provide facilities for our emerging athlete program, state team training and tournaments venues throughout the year; All Hallows School, Stuartholme School, Somerville House and The Valley Pool.

I look forward to the future of Water Polo Queensland under a new strategic plan, continued support from the Queensland Government and a unified approach with all clubs and associations.

High Performance Reports

QAS Men’s Program

The Queensland Academy of Sport (QAS) Water polo Program supports the elite water polo athletes of Queensland, with the aim of helping them win medals at international competitions such as World Championships, World Cups and Olympic Games

With all scholarship holders’ members of Australian squads in either the senior, junior or sub-junior ranks, the program plays an important role in Australia's success on the world scene.

During the past quadrennial period the primary focus of the program has been to develop and assist senior elite athletes while ensuring that developing athletes are still supported. This structure has been extremely successful, culminating in QAS athletes securing places in the final thirteen for all major water polo events.

Summary of 2012/13 Major Events:

NTC: 2012/13 started well for the men’s program by becoming the National Training Centre Champions beating NSW in the final 9-8, their fourth title in 6 years.

The gold medal final was typically close as both teams tried to gain the momentum. We skipped out to an early 2-0 lead, only for the NSWIS to fight back and gain the ascendancy at 3-2 at quarter time. The team equalised soon after to make it 3-3, before the NSWIS again powered ahead 5-3. QAS then began a run of five straight goals – including three in the last two minutes of the half - to take a 6-5 lead into the main break. The second half became more of a physical and tactical affair as neither team wanted to give anything away – with only four more goals being scored for the match. QAS edged ahead 8-5 with two more strikes, as they built an imposing advantage. To their credit the NSWIS fought back, and closed to within one, but could not capitalise on their chances leaving the team to celebrate another title.

This winning performance lead to 4 players: James Howden, Rhys Howden, Billy Miller and Daniel Young, being selected into the National squad

BHP SERIES – , January 2013 The BHP Billiton Aquatic Super Series was a major international sporting event managed by both the National water polo and Swimming federations in partnership with the Western Australian State Government and BHP Billiton.

This was the first time this concept had been attempted in Australia and successfully attracted Olympic Champions Croatia to participate. The Aussie Sharks put up a gallant effort pushing the world powerhouse to their limits in both games. The four QAS players selected for the event played an important part in all aspects of the campaign.

QAS Women’s Program

Senior representation As we all know our senior selection has won a Bronze Medal at the London Olympic Games. We had a record number of six QLD representatives in the female Team. (Team captain), Mel Rippon, , Jane Moran, , and did Australia and Queensland proud with their performance at the Games. Our girls have scored 32 goals out of 78 for the Australian Team. The number of these goals has been very important ones (Mel and Ash) for the final placing of Australian Team. Also, we had a number of other QAS athletes involved in the pre-Olympic campaign: , Nanda Stoltz and Olivia King.

After the Olympic Games Mel and Kate retired from the High Performance level of sport. It is a massive loss to our sport and QAS program but they did make us proud on every level. Both of these athletes have been Captains of the Olympic Teams and made a number of the All Star Teams all over the World. With their retirement we had new names emerging in the National Squad for this year. Olivia King, Elle Armit, Maddy Coburn, Bronte Colenso, Emily Benson, and Ainsley Masek made their way up and are now members of Senior Australian Squad.

This year our Senior Team won a Silver Medal at the FINA World Championships. Bronwen Knox (Captain), Kelsey Wakefield, and Ashleigh Southern were also proud members of the Australian Team in Barcelona. In addition, Olivia King, Elle Armit, Madeline Coburn, Bronte Colenso, Emily Benson, and Ainsley Masek represented Australia in World University Games in Kazan (Russia) in July 2-13.

Junior and Youth representation Ainsley Masek has been a member of the Australian Youth Team at the Youth World Championships in Perth (December 2012). Australian selection finished seventh at this event.

Bronte Colenso and Emily Benson also represented Australia at the FINA Junior World Championships in in August 2013. Australian selection finished seventh at this event too.

EAP Men’s Program

Term 2 of 2013 saw the introduction of the EAP program for boys mirroring the success of the woman’s EAP program over the years it was time that the junior boys had some specialist training in skill development.

We were very fortunate to secure the services of World renowned player and Australian Olympic representative Robbie Maitland to head up the program. Robbie, after returning from his stint of 5 years as a professional player in Spain has been instrumental in giving back to the junior players the skills and tactics that he as a player has learnt over his time as being at the top in his game.

The main emphasis of the program is to develop players not only in skills but also in the philosophies required by a player to progress into national representative teams.

Under the guidance of the QAS men’s program, Robbie has focused his efforts around the development of the player’s agility in the water an area that is a key component for this level of players. The range of movement on the legs that is required by water polo players in this modern game has seen the players evolve their game into being very dynamic and players such as Rhys Howden is at the top of his game, worldwide in this area.

Not only did the squad focus on the agility of the field players but it was evident that the junior programs needed specialist goalkeeper training and for this reason a handful of promising goalies were chosen to work closely with Robbie and specialist Goalkeeper Coach Jack Lusic’.

The future looks good for the youth programs in QLD and with the added bonus of having such experienced coaches around giving their time to the development of junior players in the state which is key to the ongoing success of QLD in years to come.

EAP Women’s Program

After touring as the international referee with Aleks Osadchuk and the Australian born 1994 girls squad to Hungary last year it became apparent to me that our girls, Australians in general, needed to work more on five things:

1. fitness 2. core strength 3. leg strength 4. shooting (both technique and accuracy) and finally 5. better game sense and awareness.

Of the above, fitness was mentioned to the girls and explained that they need to work on this individually as this is not the focus of EAP even though we do spend about 15 minutes each session on this aspect. To assess how the girls are going in relation to fitness, we have testing at the beginning and end of each term. There are mixed results but the majority of the girls have improved significantly but there is always room for more improvement.

Aspects 2, 3 and 4 are things that can be worked on intensively and this became the focus for my planning of the EAP sessions and this is addressed below. The fifth aspect, better game sense and awareness, is not as easy to coach, but this was incorporated into the EAP by making sure that the girls knew why they were doing certain drills or activities so that they would hopefully be able to make the transition from training to games more easily.

The focus of our sessions over the past year has been on core strength, leg strength and shooting. With regards to core strength, we allocate 15-20 minutes at the beginning of each session on the land for the girls to work on strengthening their core. We were privileged to have Alice Miller, a physiotherapist and water polo player, work with the girls individually and as a group about how they can achieve this goal. The reason why so much emphasis is placed on core strength is that is forms the basis for all that is done in water polo, that being swimming, legwork, shooting, passing and goalkeeping.

The water sessions have ensured we spent a large amount of time on leg strength as well as body positioning and technique. The main focus for the field players was on passing and shooting and for the goalkeepers on body positioning and their positioning in the goal. We have videoed the action of the field players legwork, shooting, passing and for the goalkeepers their technique in goals. This proved to be a very valuable experience as until the girls saw themselves on the screen I am sure they thought I was nagging them constantly (some of them probably still think this) about the need to change their technique. The need for correct technique and body position is imperative to aid in the prevention of injuries as well as to maximize performance by the athletes.

Part of the EAP is also for me to identify the goals of each of the girls that I coach. At the beginning of each Semester the girls are asked to write their short, medium and long term goals. This if useful information for me to have and helps me keep the girls on track if their intensity at training drops or they are needing a gentle word to get them back on track.

We were also lucky enough to have Lydia Elsworthy in her role as a sports psychologist do some work with the girls on their mental preparation and readiness for sessions. She also gave them a reflective tool to evaluate their own performance at training as well as other girls’ performances. My role in this process was to provide individual feedback to each athlete each week on how I thought they were performing in the different aspects of their sessions.

As can be seen from this brief report, EAP is a holistic program and far more than just what happens in the water.

Finally I would like to thank Water Polo Queensland for the opportunity to be involved with the EAP and a special mention to Aleks Osadchuk and Jack Lusic for allowing me to regularly bounce ideas off them and ensure that the EAP athletes are being well prepared for the Queensland and / or Australian team(s) that they aspire to as well as their pathway hopefully to the QAS.

Membership Analysis (including participation numbers)

National registration numbers in the past 12 months have seen an overall increase of 2%.

Consistently over the past nine (9) years junior females (under 18) dominate registration type. In 2012/13 Junior Women has increased its overall share from 51% to 55% of all registrations. Overall juniors dominate the Queensland registration with an approximate 70% drop off rate from juniors to seniors, a figure which has been consistent over the past decade in Queensland.

As an Olympic Sport, a steady trend and increase is seen following each Olympic year. After a consistent growth the Olympic success of London 2012 has shown an increase across all registration types in QLD. It is believed that there are many more people playing Water Polo in Queensland, and perhaps doing it without insurance, governance, development and strategic support of WPQ.

Overall metropolitan registrations have remained steady; a regional decrease is still being experienced. New and established areas are still facing environmental impacts along with state and federal government uncertainty. This uncertainty has limited resources in the community, impacting on club membership growth.

It is anticipated with water polo played in primary and secondary schools, universities and other social competitions across the state the total number of people playing Water Polo (including registered members serviced by WPQ) is over 13,000.

Financials

Treasurer’s Report

Queensland Water Polo Incorporated recorded a Net Surplus of $82,758 for the year ended 30 June 2013, compared with a surplus of $157,231 for the corresponding period last year. This decrease of $74,473 on the prior year result, was primarily due to a decrease in total income of $37,939, mainly due to government grants being down $8,470; programs income being down $69,105 and events and tournaments income being up $35,187, and an increase in total expenditure of $36,534. The increase in total expenditure was due primarily to a decrease in administration expenses of $28,786; and increases in employee benefits and public relations expenditure of $58,909 and $8,301, respectively. The major contributors to these changes in total income and total expenditure are represented by the following items:

It is noted that Queensland Government grants(ie. 2013 - $120,242; 2012: $128,895) are an important source of funding, representing in excess of 15% of the Association’s total revenue in each of the past two(2) years. This level of continued funding is not assured at this stage.

The sale of the motor vehicle during the year, resulted in a profit on sale of $7,145, with the asset having been written down/depreciated to a minimal value, as at 30 June 2012.

Queensland Water Polo Incorporated’s Members Funds or Equity position totalled $442,199 at 30 June 2013, compared with $359,441 at 30 June 2012; an increase of $82,758. The Members Funds(ie. $442,199) are in effect represented by the Cash at Bank which totalled $513,051, compared with $448,090 at 30 June 2012. The increase in Cash at Bank of $64,961 varies from the Net Surplus for the year of $82,758, predominantly due to the non-cash depreciation expense and movements in debtors and creditors. No capital expenditure was incurred on property plant and equipment during the year.

The Committee is aware that significant cash funds are currently being held by Queensland Water Polo and that the objects of the Association, amongst other items, are largely to promote the sport of water polo in Queensland. Working capital, by way of cash of some $200,000 is required to be maintained, to

ensure the economic viability of Queensland Water Polo, especially in light of the uncertainly regarding the Queensland Government’s continued support or otherwise.

A Strategic Plan is currently being prepared and should be finalised in November this year, by which time the Queensland Government’s level of financial support for water polo in this state, should also be finalised. The committee believes that it is extremely important to spend the available funds in a manner that best promotes the Objects of the Association, in the furtherance and betterment of water polo in Queensland.

Queensland Water Polo Incorporated is in a strong financial position as at 30 June 2013 with just over $442,000 (2012: $359,440) in cash at bank (ie. net cash), and the committee looks forward to another strong and productive year, with hopefully, similar continued financial support by the Queensland Government.
