Political Rights: 7 Civil Liberties: 7 Status: Not Free Overview: Deputy Prime Minister Ramzan Kadyrov was promoted to the Chechen premiership in March 2006 and continued to strengthen his hold on power in the republic. Critics like investigative journalist Anna Politkovskaya, who was murdered in October, have claimed that Kadyrov and his security forces torture suspected rebels, many of whom disappear without a trace. Rebel violence declined as Kadyrov consolidated his position, and two important rebel leaders were killed during the year, but the larger region remained unstable. Chechnya, a small, partly mountainous North Caucasus republic, has a history of armed resistance to Russian rule dating to the czarist period. In February 1944, the Chechens were deported en masse to Kazakhstan after Soviet leader Joseph Stalin accused them of collaborating with Nazi German forces. Officially rehabilitated in 1957 and allowed to return to their homeland, they remained politically suspect and were excluded from the region’s administration. After winning election as Chechnya’s president in October 1991, former Soviet air force Major General Dzhokhar Dudayev proclaimed Chechnya’s independence. Moscow responded with an economic blockade. In 1994, Russia began assisting Chechens opposed to Dudayev, whose rule was marked by growing corruption and the rise of powerful clans and criminal gangs. Russian President Boris Yeltsin sent 40,000 troops into Chechnya by mid-December of that year and attacked the capital, Grozny. -

The Russia You Never Met MATT BIVENS AND JONAS BERNSTEIN fter staggering to reelection in summer 1996, President Boris Yeltsin A announced what had long been obvious: that he had a bad heart and needed surgery. Then he disappeared from view, leaving his prime minister, Viktor Cher- nomyrdin, and his chief of staff, Anatoly Chubais, to mind the Kremlin. For the next few months, Russians would tune in the morning news to learn if the presi- dent was still alive. Evenings they would tune in Chubais and Chernomyrdin to hear about a national emergency—no one was paying their taxes. Summer turned to autumn, but as Yeltsin’s by-pass operation approached, strange things began to happen. Chubais and Chernomyrdin suddenly announced the creation of a new body, the Cheka, to help the government collect taxes. In Lenin’s day, the Cheka was the secret police force—the forerunner of the KGB— that, among other things, forcibly wrested food and money from the peasantry and drove some of them into collective farms or concentration camps. Chubais made no apologies, saying that he had chosen such a historically weighted name to communicate the seriousness of the tax emergency.1 Western governments nod- ded their collective heads in solemn agreement. The International Monetary Fund and the World Bank both confirmed that Russia was experiencing a tax collec- tion emergency and insisted that serious steps be taken.2 Never mind that the Russian government had been granting enormous tax breaks to the politically connected, including billions to Chernomyrdin’s favorite, Gazprom, the natural gas monopoly,3 and around $1 billion to Chubais’s favorite, Uneximbank,4 never mind the horrendous corruption that had been bleeding the treasury dry for years, or the nihilistic and pointless (and expensive) destruction of Chechnya. -

Given their comparable Soviet political and economic characteristics in the immediate aftermath of Communism’s disintegration, why did the implementation of social benefits reform succeed in Kazakhstan, but largely fail in Russia? I argue that although several political and institutional factors did, to a certain degree, influence the course of social benefits reform in these two countries, their success or failure was ultimately determined by the capacity of key state actors to frame the problem and form an effective policy coalition that could further the reform agenda despite various political and institutional obstacles and socioeconomic challenges. In the case of Kazakhstan, the successful implementation of the social benefits reform was a result of a bold and skillful endeavour by Kazakhstani authorities, who used the existing conditions to justify the reform initiative and achieve the reform’s original objectives. -

AMNESTY INTERNATIONAL PRESS RELEASE News Flash AI Index: EUR 46/001/2005 (Public) News Service No: 017 20 January 2005 Russian Federation: Human rights group threatened by security forces Amnesty International is extremely concerned that eight activists working for the human rights group the Russian-Chechen Friendship Society are in danger of being arbitrarily arrested, tortured and "disappeared". This follows the seizure today of their contact information by Russian security forces. Officers from the Federal Security Service (FSB) raided the organisation's offices in Nizhny Novgorod at about 5pm local time and seized documents containing the contact details of all the staff of the group's newspaper. The contact details of eight staff members living in Chechnya were among those seized. The security forces also took away the newspaper's registration documents and some editions of the newspaper. Earlier in the day, the regional branch of the FSB in Nizhny Novgorod summoned Stanislav Dmitrievskii, the head of the Russian-Chechen Friendship Society for questioning. The FSB reportedly considers Stanislav Dmitrievskii a witness in a criminal case relating to materials published by the organization’s newspaper Pravozashchita. Details of the case are unclear but seem to relate to statements by Chechen opposition figures including Aslan Maskhadov and his UK-based envoy Akhmed Zakayev published by the organization’s newspaper. Amnesty International has reported on a worrying trend of Russian authorities targeting human rights defenders, activists and independent journalists, and in some cases subjecting them to extreme levels of harassment, "disappearances" and killings. This paper aims at unveiling some of the mysteries covering the issue of so-called “Islamic fundamentalism” in Chechnya. A comparison of the native Sufi branch of Islam and the imported Wahhaby ideology is made, in order to discover the contradictions and the conflicts that the spreading of the latter inflicted in the Chechen society. Furthermore, the paper investigates the main challenges President Aslan Maskhadov was facing at the beginning of his mandate, and the way he managed to cope with them. The paper does not attempt to cover all the aspects of the Chechen problem; nevertheless, a quick enumeration of other factors influencing the developments in Chechnya in the past three years is made. 1 Research assistant Danish Institute of International Affairs (DUPI) 1 1. Introduction To address the issues of stability in North Caucasus in general and in Chechnya in particular is a difficult task. The factors that have contributed to the start of the first and of the second armed conflicts in Chechnya are indeed many. History, politics, economy, traditions, religion, all of them contributed to a certain extent to the launch of what began as an anti-terrorist operation and became a full scale armed conflict. The narrow framework of this presentation does not allow for an exhaustive analysis of the Russian- Chechen relations and of the permanent tensions that existed there during the known history of that part of North Caucasus. -

ABSTRACT Title of Thesis: CLASSIFYING BIAS IN LARGE MULTILINGUAL CORPORA VIA CROWDSOURCING AND TOPIC MODELING Team BIASES: Brianna Caljean, Katherine Calvert, Ashley Chang, Elliot Frank, Rosana Garay Jáuregui, Geoffrey Palo, Ryan Rinker, Gareth Weakly, Nicolette Wolfrey, William Zhang Thesis Directed By: Dr. David Zajic, Ph.D. Our project extends previous algorithmic approaches to finding bias in large text corpora. We used multilingual topic modeling to examine language-specific bias in the English, Spanish, and Russian versions of Wikipedia. In particular, we placed Spanish articles discussing the Cold War on a Russian-English viewpoint spectrum based on similarity in topic distribution. We then crowdsourced human annotations of Spanish Wikipedia articles for comparison to the topic model. Our hypothesis was that human annotators and topic modeling algorithms would provide correlated results for bias. However, that was not the case. Our annotators indicated that humans were more perceptive of sentiment in article text than topic distribution, which suggests that our classifier provides a different perspective on a text’s bias. ON THE EFFECTIVE USE OF PROXY WARFARE by Andrew Lewis Peek A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland May 2021 2021 Andrew Peek All rights reserved Abstract This dissertation asks a simple question: how are states most effectively conducting proxy warfare in the modern international system? It answers this question by conducting a comparative study of the sponsorship of proxy forces. It uses process tracing to examine five cases of proxy warfare and predicts that the differentiation in support for each proxy impacts their utility. In particular, it proposes that increasing the principal-agent distance between sponsors and proxies might correlate with strategic effectiveness. That is, the less directly a proxy is supported and controlled by a sponsor, the more effective the proxy becomes. Strategic effectiveness here is conceptualized as consisting of two key parts: a proxy’s operational capability and a sponsor’s plausible deniability. These should be in inverse relation to each other: the greater and more overt a sponsor’s support is to a proxy, the more capable – better armed, better trained – its proxies should be on the battlefield. However, this close support to such proxies should also make the sponsor’s influence less deniable, and thus incur strategic costs against both it and the proxy. These costs primarily consist of external balancing by rival states, the same way such states would balance against conventional aggression. Conversely, the more deniable such support is – the more indirect and less overt – the less balancing occurs. -

Power Surge? Russia’s Power Ministries from Yeltsin to Putin and Beyond PONARS Policy Memo No. 414 Brian D. Taylor Syracuse University December 2006 The “rise of the siloviki ” has become a standard framework for analyzing Russian politics under President Vladimir Putin . According to this view, the main difference between Putin’s rule and that of former president Boris Yeltsin is the triumph of guns (the siloviki ) over money (the oligarchs). This approach has a lot to recommend it, but it also raises sever al important questions . One is the ambiguity embedded in the term siloviki itself . Taken from the Russian phrase for the power ministries ( silovie ministerstva ) or power structures ( silovie strukturi ), the word is sometimes used to refer to those ministrie s and agencies ; sometimes to personnel from those structures ; and sometimes to a specific “clan” in Russian politics centered around the deputy head of the presidential administration, former KGB official Igor Sechin . A second issue , often glossed over in the “rise of the siloviki ” story , is whether the increase in political power of men with guns has necessarily led to the strengthening of the state, Putin’s central policy goal . Finally, as many observers have pointed out, treating the siloviki as a unit – particularly when the term is used to apply to all power ministries or power ministry personnel – seriously overstates the coherence of this group. In this memo, I break down the rise of the siloviki narrative into multiple parts, focusing on three issues . First, I look at change over time, from the early 1990s to the present .
