    WALTER CRONKITE – IMAGE #28 The 20th Summer Olympic Games were held in Munich, Germany, in 1972. Tensions ran high at these Olympics, because they were the first Olympic games held in Germany since the Nazis hosted them in 1936. The Israeli athletes and their trainers were especially nervous. Many had family members who had been murdered during the Holocaust or were themselves Holocaust survivors. The first few days of the Olympic Games went smoothly. On September 4th the Israeli team spent the evening out, seeing the play, Fiddler on the Roof. Then they went back to the Olympic Village to sleep. A little after 4 a.m. on September 5th, as the Israeli athletes slept, eight members of the Palestinian Liberation Organization terrorist group, Black September, jumped over the six-foot high fence that encircled the Olympic Village. The terrorists headed straight for 31 Connollystrasse, the building where the Israeli contingent was staying. Around 4:30 a.m. the terrorists entered the building. They rounded up the occupants of apartment 1 and, then, apartment 3. Several of the Israelis fought back. Two of them were killed. A couple of others were able to escape out windows. Nine were taken hostage. By 5:10 a.m. the police had been alerted, and news of the attack had spread around the world. The terrorists then dropped a list of their demands out the window. They wanted 234 prisoners released from Israeli prisons and two from German prisons by 9 a.m. Negotiators were able to extend the deadline to noon, then to 1 p.m., then to 3 p.m., then to 5 p.m.

By examining the contextual considerations influencing the administration’s response in both the domestic and international spheres, this thesis will determine the manner in which diplomatic intricacies impacted on the introduction of precedent setting counterterrorism institutions. Targeted Killing: Self-Defense, Preemption, and the War on Terrorism Abstract This paper assesses the parameters and utility of “targeted killing” in combating terrorism and its role within the norm of state self-defense in the international community. The author’s thesis is that, while targeted killing provides states with a method of combating terrorism, and while it is “effective” on a number of levels, it is inherently limited and not a panacea. The adoption and execution of such a program brings with it, among other potential pitfalls, political repercussions. Targeted killing is defined herein as the premeditated, preemptive, and intentional killing of an individual or individuals known or believed to represent a present and/or future threat to the safety and security of a state through affiliation with terrorist groups or individuals.

The 11 July 2006 Mumbai train bombings were a series of seven bomb blasts that took place over a period of 11 minutes on the Suburban Railway in Mumbai (formerly known as Bombay), capital city of the Indian state of Maharashtra and India's financial capital. 209 people lost their lives and over 700 were injured in the attacks. Details The bombs were placed on trains plying on the western line of the suburban ("local") train network, which forms the backbone of the city's transport network. The first blast reportedly took place at 18:24 IST (12:54 UTC), and the explosions continued for approximately eleven minutes, until 18:35, during the after-work rush hour. All the bombs had been placed in the first-class "general" compartments (some compartments are reserved for women, called "ladies" compartments) of several trains running from Churchgate, the city-centre end of the western railway line, to the western suburbs of the city. Abstract: Understanding terrorist innovation has emerged as a critical research question. Terrorist innovation challenges status quo assumptions about the nature of terrorist threats and emphasises a need for counterterrorism policy and practice to attempt to not simply react to changes in terrorist tactics and strategies but also to try to anticipate them. This study focused on a detailed examination of the 1972 Munich Olympics attack and draws on the wide range of open source accounts available, including from terrorists directly involved but also from among the authorities and victims. Using an analytical framework proposed by Rasmussen and Hafez (2010), several key drivers are identified and described, both internal to the group and external to its environment. The study concludes that the innovation shown by Black September was predictable and that Munich represented a profound security failure as much as it did successful terrorist innovation. In part this increased attention reflects a concern that more innovative terrorist campaigns might potentially be more successful and/or simply more dangerous. Successful counterterrorist measures and target hardening efforts render previous terrorist tactics ineffective, forcing terrorists to innovate and adapt in order to overcome countermeasures.

He is a former Fellow of the Saban Centerfor Middle East Policy at the Brookings Institute and co- founder of the Hands Across the Mideast Support Alliance (HAMSA). A known poet and author, he was a Fellow at the International Institute for Modern Letters in Las Vegas. He holds a BA in History from the University of Wisconsin. Mr. Aharon Abramowicz Former General Director of the Israeli Foreign Ministry. Currently a partner in the law offices of Lipa Meir and Co., he previously served as General Director of the Israeli Ministry of Justice. He was General Director of the Jewish Agency. He served as legal advisor to a number of organizations, such as the Jewish Agency, the World Zionist Federation, the World Jewish Restitution Organization and the United Israel Appeal. He holds an LLB from the Hebrew University. Mr. Elliott Abrams Senior Fellow for Middle Eastern Studies at the Council on Foreign Relations (CFR). As a member of the George W. Bush administration he served as Deputy Assistant to the President and Deputy National Security Advisor for Middle East Affairs as well as the Senior Director on the National Security Council for Near East and North African Affairs.
