However, we faced significant capacity limitations, so these infrastructure developments were crucial – and not just for Madrid, but for Spain and indeed for Europe. We now have the capacity to move up from being Europe’s fifth-ranked airport, and indeed it is something we have been able to achieve as we are now fourth in the first quarter of 2007,” Marin replied. Previously, Barajas had hourly runway capacity of 78 movements per hour with passenger mgrowth of about 8% a year. “The full benefits of the new capacity have really been felt with the advent of the winter season when we have been able to offer 90 movements per hour.

Among all the tourist-climate indices described in the literature, we evaluated the most widely used, which is the Tourism Climate Index (TCI) proposed by Mieczkowski (1985). Monthly mean TCI time series were calculated using meteorological data from the Spanish State Meteorological Agency database and the European Climate Assessment and Dataset. Our results show TCI values greater than 50 during almost every month in the period 1950–2018, with mean values over the entire time series between 70 and 80. According to the TCI classification scheme, these values correspond to a very good thermal comfort along all of the period. Our results also point to spring as the season with the best TCI, with maximum values around 80 for this index in April—excellent according to the TCI classification. However, we did not find a correlation between inbound arrivals and the TCI index, which might point to a lack of information available to tourists.

  • Tender Management Relating to Imposition of Public Service
sustainability Article Tender Management Relating to Imposition of Public Service Obligations on Scheduled Air Routes: An Approach Involving Digital Transformation of Procurement Procedures in Spain Antonio Martínez Raya * and Víctor M. González-Sánchez Department of Applied Economics, Faculty of Economic and Business Sciences, UNED—National University of Distance Education, 28040 Madrid, Spain; [email protected] * Correspondence: [email protected]; Tel.: +34-91-3987829 Received: 31 May 2020; Accepted: 25 June 2020; Published: 1 July 2020 Abstract: The promotion of efficient and sustainable means of transport has been a key issue of public debate across the European Union (EU). Particularly, transport needs in peripheral and remote areas have a great importance for EU transport policies in order to ensure the mobility of goods and persons in these regions, and thus to achieve greater territorial cohesion in the member states concerned. Despite the remarkable efforts to improve the competitiveness of aviation in the EU single market, certain regional routes have traditionally suffered a lack of scheduled air routes. The internal market, once liberalized, has provided an instrument in order to ensure adequate transportation for the carriage of goods and persons in special cases. When this occurs, according to Regulation (CE) no. 1008/2008, national civil aviation authorities may impose a public service obligation (PSO) on specific air routes. In addition, this form of public intervention can lead to restriction on market access to one carrier, and even to the payment of compensation to the awarded airline through the launching of a tendering procedure for the operation of the required air service.

  • An Empirical Evaluation of Changes in Public Service Obligations in Spain
AN EMPIRICAL EVALUATION OF CHANGES IN PUBLIC SERVICE OBLIGATIONS IN SPAIN José Abreua, Xavier Fagedab, Juan Luis Jiménezc a Universidad de Las Palmas de Gran Canaria, Spain b Universidad de Barcelona, Facultad de Economía y Empresa, Av. Diagonal 690, 08034 Barcelona, Spain c Universidad de Las Palmas de Gran Canaria, Facultad de Economía, Empresa y Turismo, Despacho D. 2-12, 35017, Las Palmas de Gran Canaria, Spain Abstract Public Service Obligations are a key mechanism for countries to improve connections among islands and remote regions with the Continent. While Public Service Obligations are allowed by the European Commission, they represent an interference with free market competition, and impact on the entrance of competitors, prices and service frequency. This study employs Canarian air market data for 2002-2015 to econometrically evaluate the effects of two changes in European policy on the number of passengers transported. The results point to the need to make market access more flexible to benefit society by generating increases in the volume of passengers moved. Key words: Public Service Obligations; Air Transport; Spain. JEL Code: L93, H25, L13 1 1. Introduction Since the process of liberalization of the European air market initiated in 19871, a series of public interventions have aimed to enable mobility among diverse European regions. This interference in the free market has fundamentally occured through two non-exclusive mechanisms: Public Service Obligations (hereafter PSO) and traveller discounts, predominantly to residents in these regions.2 Regarding the former, the imposition of a PSO on an air route involves the regulation of market access, service levels (frequencies, seats, time schedules, type of aircraft) and prices.
