It will be co-financed by the European Union and the Russian Federation. The financial contribution of the EU will be provided by the European Neighbourhood Instrument and European Regional Development Fund under the 2014-2020 financial perspective of the European Union. The Joint Operational Programme for the Poland-Russia CBC Programme 2014-2020 was prepared in the legal framework of the following regulations and documents: Council Regulation (EC, Euratom) No 966/2012 on the Financial Regulation applicable to the general budget of the European Communities; Regulation (EU) No 232/2014 of the European Parliament and of the Council of 11 March 2014 establishing a European Neighbourhood Instrument; Commission Implementing Regulation (EU) No 897/2014 of 18 August 2014 laying down specific provisions for the implementation of cross-border cooperation programmes financed under Regulation (EU) No 232/2014 of the European Parliament and the Council establishing a European Neighbourhood Instrument; Programming document for EU support to ENI Cross-Border Cooperation (2014- 2020); Regulation (EU) No 236/2014 of the European Parliament and of the Council of 11 March 2014 laying down common rules and procedures for the implementation of the Union’s instruments for financing external actions; Additionally, for the Russian Federation the document was prepared on the basis of the following documents: the Strategy of the Social and Economic Development of the North-Western Federal District Region of the Russian Federation till 2020 approved with the Government Executive Order of the Russian Federation № 2074-р of 18 November 2011; Federal law on procurement № 44-ФЗ of 5 April 2013; Strategy for the social and economic development of the Russian Federation till 2020 Programme of the Government of the Russian Federation «Social and economic development of the Kaliningrad region till 2020»; Concept for the Foreign Policy of the Russian Federation adopted by the President of the Russian Federation on 12 February 2013; Tax Code of the Russian Federation; Applicable decrees of the President of the Russian Federation and the Russian Government Implementation of the Programme will comply with the provisions of relevant financing agreement between the Russian Federation, the European Union

    Studia Periegetica nr 4(24)/2018 DOI: VWSHU IRYNA F EDINA -Z HURBINA * Kaliningrad Region of Russia as Perspective Actor for Health-Tourism Development in Baltic Sea Region Abstract. !e article considers the Kaliningrad region from the perspective of the development of medical and health tourism in the region. !e main objective and problematic of the research is to study the potential of the Kaliningrad region in the development of health tourism and defi- nition the place of the Kaliningrad region’s health tourism in the Baltic Sea region. In the course of the study, methods of reviewing the literature on topics were applied, the experience of both Russian and foreign researchers was analyzed; For visualization of the results, the cartographic method was used, and the results of the analysis are presented in the form of graphs and tables. !e article considers the natural and geographical prerequisites for the development of health tourism in the Baltic region, analyzes the sanatorium-resort base of the Kaliningrad region, shows the dynamics of a#endance at sanatorium-resort institutions in the region from 2012 to 2016. !e potential of each municipality of the Kaliningrad region in the development of medical and sanatorium-resort tourism is shown. As a result of the study, it was found out that the Kalin- ingrad region has significant potential for the development of therapeutic, health and medical tourism in the Baltic region: a developed sanatorium-resort network, natural resources (mineral water, therapeutic mud, etc.), an advantageous geographical position, affordable prices for spa treatment). However, it is necessary to expand the range of sanatorium-resort services of the in- stitutions of the Kaliningrad region in order to be able to compete with similar institutions in the Baltic countries and neighboring Poland; improvement of medical infrastructure and level of medical services in the region to expand their range.

    SOILS2SEA DELIVERABLE NO. 1.2 Requirements Report 2SEA Reducing nutrient loadings from agricultural soils to the Baltic Sea via groundwater and streams Soils2Sea June 2014 Requirements Report 3.6 Pregolya This will not be a full case study, but can be understood as part of WP 6.4. 3.6.1 Description All the main water systems of the Kaliningrad Oblast are transboundary. These are the coastal waters of the Baltic Sea, the Vistula Lagoon catchment and the Curonian Lagoon catchment. The Vistula Lagoon is classified as a low salinity non-tidal estuarine lagoon (Chubarenko, Margonski, 2008) and is a transboundary (Andrulewicz et. al., 1994) water body itself (Fig- ure 3-15). Its volume and area equal 2.3 km3 and 838 km2 respectively, 64% of the lagoon volume (1.47 km3) and 56% (472.5 km2) of the lagoon water area belong to Kaliningrad Oblast (the Russian Federation), and the rest belongs to Poland (Solovjev, 1971). Since the Baltiysk Strait, as a single inlet connecting the lagoon with the Baltic Sea, is situated on the Russian territory, the Kaliningrad Oblast is formally responsible for the quality of waters coming into the Baltic Sea from the lagoon (Chubarenko, 2008). The biggest part (64% of the lagoon catchment) is formed by the transboundary basins of Lyna-Lava and Angrapa-Wangorapa rivers (both are 56% of the lagoon catchment) and a catchment of the main stream of Pregolya passing across the Kaliningrad Oblast (Figure 3- 17). A small part of the lagoon basin (90 km2 or 0.4%) belongs to the catchment of Vishtynets Lake in Lithuania.

    THE LANDSCAPE AND SPATIAL ANALYSIS OF ROMAN PERIOD ARCHAEOLOGICAL SITES AT THE EASTERN BORDER OF DOLLKEIM- KOVROVO/SAMBIAN-NATANGIAN CULTURE The Landscape and Spatial The Landscape and Spatial Analysis of Roman Period Archaeological Sites at the Eastern Border of Dollkeim- Kovrovo/Sambian-Natangian Culture OLGA KHOMIAKOVA Abstract OLGA OLGA KHOMIAKOVA The article deals with characteristics of the cultural landscape of archaeological sites of Dollkeim-Kovrovo (Sambian-Na- tangian) culture dating from the Roman Period. The study is based on a spatial analysis, and is built on the currently known information, drawn from prewar archives, publications, research from the second half of the 20th century, and on the results of field surveys conducted by the author. GIS-based techniques were applied. The archaeological sites from the Roman Period located on the eastern border of Dollkeim-Kovrovo Culture in the valleys of the River Pregolja and the River Dejma are the focus of attention. In order to carry out a comparative analysis, information on the burial grounds of the ‘cultural core’ on the Samland Peninsula is used. The spatial layout of the burial grounds and settlements is analysed. As a result, a pattern for the spatial evolution of Dollkeim-Kovrovo culture in the Roman Period and the testing of the hypothesis of the existence of ‘contact zones’ in the West Balt cultural circle are proposed for consideration. They will help us to introduce a strategic ap- proach and thereby exercise more complex and coordinated management in the river basins. This will help to avoid accidental investments and limit- ing ourselves to just temporary and immediate actions. In Poland, we should change the way of thinking about flood safety. There may always come a cataclysm bigger than the one we anticipated. We must think and act towards managing the whole process of flood. Our obligation is to educate the citizens in flood protection; hence, we created a platform offering the opportunity to share information between experts who are involved in water management in Poland and residents of the territories threatened by a flood.
