City Council, 1783-19511

The 1783 charter of the City of Charleston divided the city into thirteen wards, each represented by a warden elected annually during the first week in September. Voters chose an intendant from among the elected wardens to act as the chief administrative official. After 1808, the intendant was elected separately from the wardens. In 1836 the title of mayor replaced that of intendant and alderman that of warden. This arrangement continued until 1975 when the title of council member replaced that of alderman.

9 In 1810, an ordinance passed by City Council repartitioned the city into four wards. Three wardens represented Ward 1, which extended from Queen Street to South Bay, west of Meeting Street. Two wardens represented Ward 2, which extended from Queen Street to South Bay on the eastern side of Meeting Street. Three wardens represented Ward 3, which occupied the area between Boundary Street (now Calhoun) and Queen Street, on the western side of Meeting Street. Four wardens represented Ward 4, which occupied the area south of the intersection of Cumming’s Creek, Boundary, Vanderhorst, and Hutson Streets on the eastern side of Meeting Street. 26 On February 15, 1865, Confederate troops withdrew from Charleston and Mayor P.C. Gaillard surrendered the city to Union forces. Military officials partly reinstated civilian rule in January 1866 when Mayor Gaillard and the City Council resumed their duties. In lieu of elections, they remained in office until February 20, 1868, when General Canby made a series of political appointments. 27 J.G. Milnor resigned December 5, 1865. J.
