Section 1, the introduction, sets out the context and purpose of the Core Strategy and what has led to this stage in the process, as well as setting out the Council’s core planning values. Section 2 sets the scene and looks at the borough’s historical context, demographic factors, the regional context and drivers for change. Section 3 lays out Croydon’s overarching long term spatial vision, accompanying strategic objectives, the overarching Places of Croydon policy and the Key Diagram. Sections 4, 5, and 6 set out the thematic strategies that will ensure delivery of the strategic objectives and realisation of the spatial vision. These sections are broken down by a series of headings phrased as statements: ‘Where we want to be’, ‘What it will look like’, ‘How we are going to get there’ (this is where the proposed strategy and policies are set out) and ‘How we are going to deliver this strategy’. See below for more information on how to use and interpret these sections. Section 7 shows what each of the policies will mean for the 16 Places of Croydon, setting out the Places vision, summarising the opportunities and constraints and the changes that can be expected to take place up to 2031. Section 8 explains how the policies proposed will be delivered (including the Infrastructure Delivery Plan), when and by whom. This section also links to the Monitoring Framework for the Core Strategy to measure if the effectiveness of its policies. It also refers to the Saved Policies of the Unitary Development Plan.     LAW COMMISSION STATUTE LAW REVISION Police Repeal Proposals October 2005 BACKGROUND NOTES ON STATUTE LAW REVISION What is it? 1. Statute law revision is the process of repealing statutes that are no longer of practical utility. The purpose is to modernise and simplify the statute book, thereby reducing its size and thus saving the time of lawyers and others who use it. This in turn helps to avoid unnecessary costs. It also stops people being misled by obsolete laws that masquerade as live law. If an Act features still in the statute book and is referred to in text-books, people reasonably enough assume that it must mean something. Who does it? 2. The work of statute law revision is carried out by the Law Commission and the Scottish Law Commission pursuant to section 3(1) of the Law Commissions Act 1965. Section 3(1) imposes a duty on both Commissions to keep the law under review “with a view to its systematic development and reform, including in particular ... the repeal of obsolete and unnecessary enactments, the reduction of the number of separate enactments and generally the simplification and modernisation of the law”. Statute Law (Repeals) Bill 3. Implementation of the Commissions’ statute law revision proposals is by means of special Statute Law (Repeals) Bills. 17 such Bills have been enacted since 1965 repealing more than 2000 whole Acts and achieving partial repeals in thousands of others. Broadly speaking the remit of a Statute Law (Repeals) Bill extends to any enactment passed at Westminster. The road is maintained and managed by the Welcomes and Uplands Road Association (WURA) as is Uplands Road which is also used by walkers to access the same amenities and where long term on street parking is discouraged as a long standing policy agreed by all members. There is no separate footpath on Uplands Road. It is unlikely the road would ever be adopted by the Council for reasons of cost and probable widespread opposition from residents. It is not lawful to park on a designated footpath such as Welcomes Road except briefly. Rule 145 of the Highways Act states that it is not permitted to drive on or over a pavement, footpath or bridleway except to gain lawful access to a property, or in the case of an emergency, HA 1835 sect 72 & RTA 1988 sect 34 .
