FINANCIAL IMPLICATIONS All associated costs will be funded from existing Operational Budget. POLICY & LEGISLATION nil. REPORT Council has received confirmation from the Returned Service League Yass Sub-Branch to undertake road closures associated with the 2019 Anzac Day Ceremony.

The road closures will be undertaken as per the 2018 event and the following traffic control plan

The first road closure for the Dawn Service is along Comur Street, between the intersections of Meehan and Rossi Street between the times of 5.00am to 6.30am.

The second road closure for the march is as per the attached traffic control plan between the times of 9:30am to 12:00pm.

In line with previous years, Council will undertake the traffic control for the march and it is anticipated that the local police will be once again assisting the RSL with traffic control for the Dawn Service.

He is becoming quite concerned and frustrated that luff motors are not willing to work with them to fix the issues they and many other residents in the street are having with the multiple cars taking up the road. Could you please instruct Luff motors not to park their cars in side (Brown St) of Coronation park.

Lately there have been so many cars, that no one can get a parking space near the park all because Luff motors have parked there private as well as the stock in front of Yass Car wash. Also unloading trucks, they keep on blocking the far side entry into the car wash, this blocks any entry or exiting onto Brown St coming from Shaw st.

Trucks need to stop unloading in the middle of the road, outside the car wash.

An idea would be to put an 2 hour limit on parking & police it. I urge someone from council to have a look at the situation & looking at some ways to resolve the parking issue with Luff motors cars.

Thank you for the late very late email, my original was written on 3rd Jan 2019.

Further to my email, yesterdays Australia day events at Coronation Park posed safety risks for us at the Car wash & next door neighbour.

As you see the attached photo's, there isn't a clear spot for people to turn into & exit the car wash from the far side.

With regards to the neighbours (Brown St side), if emergency services where need they couldn't get in, as there was cars parked in the driveway, even through there is a sign on the gate saying 'keep clear'.

I draw attention to what I and many others consider a dangerous intersection (Rossi & Weemilah Streets) Road markings are poor and misleading (my opinion) It is not clear that traffic going up the hill has to proceed in the left lane. Drivers keep to the right and proceed in the lane with a large arrow in it, which can result in a collision The left lane is for one car only and yet there are no parking restriction in regard to street parking. A parked vehicle would simply block the lane! This heavily trafficked area wants a traffic revamp and this should include much clearer road markings Rossi Street is a very heavily trafficked street and the traffic is increasing! Thank You

Good morning,

It has been more than 8 years since I last had correspondence with the YVC in regards to my concerns the potential for an accident and/or injuries to occur because of the fact that people ride and walk horses along Read Road. The email below is the YVC response at that time.

I seriously believe that it is time to raise the issue with the Council again for a number of reasons. Firstly, there has been a significant increase in the amount of traffic as a consequence of the growth of ’s northern suburbs which are just a short distance from Read Road. Read Road has become a favourite road for Learner Drivers from Canberra and a lot of learner drivers use Read Road on the weekend, the same time that people are riding horses. Very few drivers slow down when they encounter horse riders.

There is also a lot of sightseeing occurring by people enjoying a drive in the country. It is also very worrying that the intersection of Read Road and Mulligans Flat Road is frequently (several times a week) used as a burnout site for idiots in their cars. Some of these idiots also use Read Road and Mulligans Flat Road to drive their cars at excessively high speeds.

Secondly, since Mulligans Flat has been sealed more and more people from Canberra are using Mulligans Flat Road, East Tallagandra Road and Sutton Road as a short cut to the Federal Highway or Gundaroo. The Read Road signpost is small and often hidden by trees resulting drivers mistakenly turning onto Read Road

Staff Reports – Page 23 of 34 Traffic Facilities Committee Meeting 6 February 2019 instead of East Tallagandra Road. We often witness cars, trucks and vehicles towing boats and caravans coming down our road, reaching the cul-de-sac turning around and heading back to East Tallagandra Road.

While there is a No Through Road sign they only see it after they have turned onto Read Road. What is more this sign is faded now.

Given all the above I hope that the YVC may have another look at placing a Caution Horse Riders sign on Read Road, improving the Read Road signpost and replacing and possibly repositioning the No Through Road sign.

If this is not possible is it still an option for Read Road residents to put up their own signs as suggested In retired Councillor David Needham’s email below? I would also like to know if there is a process I can follow where I can request that Read Road be accessed for reducing the speed limit. I see the traffic issues as now being similar to the situation that resulted in the speed limit has being reduced to 70kph on the Murrumbateman to Gundaroo Road near Murrumbateman.

Good afternoon Meryl,

Apologies if I have misspelt your name.

Thank you for our discussion earlier this week regarding Read Road , Sutton. It was very encouraging to find out that there may be ways to address some of the issues I covered in my previous email.

As requested I have documented some of these issues in more detail below.

Firstly the use of Read Road, Mulligans Flat Road and other roads in the area for illegal and clearly dangerous activities by drivers. These include: (i) burn-outs are a popular activity on Friday and Saturday evenings/nights. The intersection of Read Road and Mulligans Flat Road is also the location for doing donuts and in the area around the fire rating sign adjacent to this intersection. The donut activity often covers the intersection in loose gravel and stones creating slippery conditions when braking or turning at the intersection; (ii) vehicle performance testing, where cars and motor cycle riders see what speeds they can achieve along the straights on Mulligans Flat Road; (iii) drag racing along the same straight sections of Mulligans Flat Road even when other vehicles are on the road; and (iv) another popular past-time is running over the white guide posts on either side of the roads. These are regular straightened up but only last a day or two.

Another concern is the sharp bend ion Mulligans Flat Road that is not far from the ACT border. This is a blind corner because of vegetation and a very large eucalyptus tree. The is a natural tendency to cut the corner slightly. I personally have had some close calls on this corner and it poses a danger for people are unfamiliar with the road. The potential for accidents is compounded by the speed that some vehicles enter the corner. It should be noted that the only speed sign as you cross the border into NSW from the ACT is a End of 60 klms sign. Clearing some of the vegetation and adding a recommended speed sign as used on other dangerous bends I believe would be a help.

Secondly, the growth of the Gungahlin suburbs has significantly increased the dumping of rubbish on I hope the above information is of help to you in continuing to improve road safety in the Yass Valley area.

Currently upon entering on Bowning road (Yass end) and Red Hill road (Binalong end the signage states 60 kph. However when you enter Bowning road (Gundagai end) and Walls Junction road you are confronted with 50kph signs, A problem with exceeding the speed limit could arise as travelling on Bowning road towards the (Gundagai end) you unwittingly enter a 50 zone when you drive past Red Hill road. Whilst i appreciate that when the 50 limits were introduced council kept Bowning and Red Hill roads at 60 as this
