Summary

In the elections to the Scottish Parliament in May 2021 the Scottish National Party won the most seats (64 of 129) with 44.2% of the vote but failed to win an overall majority. The total number of SNP MSPs elected was one more than in 2016. The Conservatives gained the second largest share of the vote (22.8%), winning 31 seats, which was the same number as in 2016.1 Labour took 19.8% of the vote, which was lower than in 2016 (20.8%) and won 22 seats, 2 fewer than in 2016.The Liberal Democrats took 6.0% of the vote and lost 1 seat, finishing on 4 seats. The Green Party took 4.7% of the total vote but finished with 8 seats, 2 more than in 2016. The average turnout was 63.3% for the constituency ballot and 63.5% for the regional ballot. The highest constituency turnout was in Eastwood, where 76.2% of the electorate cast valid ballots. The lowest constituency turnout was in Maryhill and , where 51.5% of eligible voters participated. Following the election, the composition of the Scottish Parliament was 71 men and 58 women. The number of women MSPs was the highest ever and was 13 more than following the previous two elections. 1. Introduction

The sixth set of elections to the Scottish Parliament took place on Thursday, 6 May 2021, on the same day as elections to the Cymru, elections for local authorities, metro mayors, and Police and Crime Commissioner elections in , and elections to the Greater Authority. The electoral system The system for electing members to the Scottish Parliament is known as the Additional Member System. Voters are given two ballot papers. The first is used to elect each of 73 constituency Members of the Scottish Parliament (MSPs) under the traditional first-past-the-post system. The second ballot paper is used to elect seven MSPs from each of eight electoral regions. These additional members are elected so that the total representation from each geographical area, including those members elected under first-past-the-post, corresponds more closely to the share of the votes cast for each political party in the region. The political context The sixth Scottish Parliament elections were the first to take place since the UK leaving the , the previous election having taken place in May 2016, just before the June referendum. Since 2016, two UK General Elections had been held, in 2017 and 2019. The first was called by Prime Minister to attempt to secure approval for the terms of withdrawal from the EU which had recently been negotiated. That election saw the SNP lose 21 seats, the Conservatives gain 12 and Labour gain 6. The election called in 2019 was again called to test the public’s support for a new approach to the negotiations, following a change of leadership within the Conservative Party. At that General Election, the SNP gained 13 seats, while the Conservatives lost 7 and Labour lost 6. The issue of was a prominent feature of political discourse in between the 2016 and 2021 Scottish Parliament elections. In 2017, the Scottish Parliament voted to seek a new referendum on Scottish independence under Section 30 order under the Act 1998. Section 30 allows the Scottish Parliament to legislate on matters which are usually reserved, under particular circumstances, and in this case the request was not granted. Going into the 2017 General Election, the SNP made the intention to continue arguing for a second independence referendum a cornerstone of its campaign. In that election, the SNP lost seats to the Conservatives and Labour, which had both opposed a second referendum. By the time of the 2019 General Election, the UK Government’s stance had shifted towards a ‘hard’ Brexit. The SNP campaigned again on the promise to seek a second referendum on independence and re-gained many of the seats lost in 2021. 6 Scottish Parliament Elections: 2021

In January 2020, the Scottish Parliament voted to endorse seeking a new referendum, however the pursuit of this was put on hold due to the Covid-19 pandemic. A Draft Independence Referendum Bill was published in March 2021, outlining the plan to negotiate for a referendum. In the 2021 Scottish Parliament election, the SNP campaigned on a commitment to continue pursuing a second independence referendum. The Conservatives and Labour both explicitly opposed a new referendum. Two new parties which formed shortly before the election, the pro-independence Alba and the pro-union All for Unity, both picked up tens of thousands of votes. 2021 Election Results The SNP gained the highest share of the vote with 44.0% of the total vote, 47.75% of the constituency vote and 40.3% of the regional vote. The SNP also won the highest number of seats (64), one more than in 2016. The SNP’s share of the vote increased by 1.2 percentage points in the constituency ballot and fell by 1.4 percentage points in the regional ballot. The difference between the SNP’s share of the vote in the constituency and regional ballots was higher at the 2021 election than at any other previous Scottish Parliament election. The number of seats won in the regional ballot was the lowest it had ever been (2) while the number of constituency seats won was the highest ever (62). The SNP’s highest share of the total vote in any region was in Central Scotland, where they took 48.7% of all votes cast. The SNP’s highest share of the vote in any constituency was in City West, where they won 61.6% of the constituency ballot. The Conservatives won 31 seats, which was the same number won in 2016. Their share of the overall vote increased marginally, by 0.2 percentage points, which was due to an increase in their share of the regional ballot. The Conservatives continue to be the second largest party, having taken this position from Labour in 2016. The Conservatives’ highest share of the total vote was in Ettrick, Roxburgh and Berwickshire, where they won 51.5% of the vote. Two formerly Conservative constituency seats, Central and , were won by the SNP. Labour won 22 seats and 19.8% of the vote. This vote share was 1 percentage point lower than in 2016 and 9.2 percentage points lower than in 2011. The number of seats won in 2021 was 2 fewer than in 2016: one regional seat was lost and the constituency seat of switched to the SNP. The Liberal Democrats won four seats, one fewer than in 2016. The seat lost was a regional one in North East Scotland and the four retained were all constituency seats. The Liberal Democrats won 6.0% of the total vote, which was 0.5 percentage points less than in 2016.

The Green Party had its best ever performance at a Scottish Parliament election in 2021, winning 4.7% of the total vote and 8 seats, all in the regional ballot. This was 2 more seats than in 2016, and the overall vote share grew by 1.1 percentage points. Composition of the Scottish Parliament Following the election, the composition of the Scottish Parliament was 71 men and 58 women. This was by some way the highest number of women returned at a Scottish Parliament election, up from the previous high of 45 women in 2011 and 2016. Kaukub Stewart became the first BAME woman elected to the Scottish Parliament, representing Glasgow Kelvin for the SNP.

3. Candidates

There were 357 constituency candidates and 701 regional list candidates at the 2021 Scottish Parliament elections. Some people stood as both constituency and regional candidates. The gender of nominated candidates is not officially recorded, but some data was gathered by volunteers for Democracy Club. The table below shows a breakdown of constituency and regional candidates by party and region, along with an estimate of the percentage that were women. Around 36% of constituency candidates and 38% of regional candidates were women.2 Out of the largest parties, Labour and the SNP both had the highest proportion of women candidates in the constituency ballot (49%), while the Green Party had the highest proportion in the regional ballot (51%).3 The Conservatives had the lowest proportion of female constituency candidates (23%) and female regional ballot candidates (28%).

5. Turnout

Average turnout across all constituencies and regions increased by 5.3 percentage points, from 55.7% in 2016 to 63.3% in 2021. The region with the largest increase in turnout was Glasgow (9.3 percentage points), while the region with the smallest increase in turnout was Lothian (6.3 percentage points).
