Secondly,your application will have ahuge implication on our daily lives. We live next to a greon space areawhich is quiet and you are suggestingto turn this green spaceinto a "secondWembley Stadium". I wonder how you would feel if this was happeningto you in your street and area.

We struggle to park our cars on our street already as overyoneuses it to park and commute to london via Acton Town station, and with your new plans for this new outrageousdevelopment, you will drive us to sell our beloved home and leave which will include taking our kids out of their schools and having to start our lives somewhereelse.

Thirdly, this park contains many protected speciessuch as newts and bats. This wild life will be affected by your plans of having loud eventsseven days per week.

My firstconcern is aboutthe supplvof alcohol.We livein an areawhere pubs are relativelyfar from the park.I heardthat thiswas one of the conditionsposed in the transferof the parkfrom the Rothschildfamily to the local boroughsin the twenties- andeventually to Hounslow.Despite this scarcity of pubs,we hadseveral episodes of peopleleaving beer bottles or cansoutside our houseor usingour externalwall asa latrine.I wouldhate to seesuch thingshappening on a recurrentbasis. Can you pleaseconfirm that the saleof alcoholwould be only limitedto specialdrink and food festivals and that it will be excludedspecifically for sportsevents?

My secondconcern.is about boxingand wrestling.I am not againstsports - and in fact I seeprovisions for soccer, cricket,tennis, possibly rugby on your map.Yet I do not seethe needto extendthe licenseto includeboxing and wrestling.I feelthat, although appealing, boxing and wrestling events could invite the wrongcrowd, with the result of unsocialor evenviolent behaviour in the surroundingareas. This could be problematicto control,when it iseasily preventableby exclusion.

On noiseand publicnuisance. We areof courseconcerned with the trafficbuild-up during large and specialevents. I feelthat the NorthCircular road and nearbyroads, already very slow during rush hours, will becomecompletely grid-lockedduring these events. How will residentsbe ableto moveabout in thesesituations? lf I may,I wouldlike to suggestthat traffic patternsshould be monitoredcontinuously, with the aim to correlatetraffic volumes with events,even the smallones. This would provide indications for largeand special events, when the "floodgates" open.During large or specialevents, the possibleoccurrence of the traffic comingto a standstillfor protractedtime, shouldbe consideredas a conditionto allowother events of that scale. I knowthat isonly common sense, but the NorthCircular Road, with its connectionsto the M4 and M40,is a major arteryin the Londontraffic, which is severely restricted to a singlelane leading to .This'bottleneck leaves little extracapacity to the NCR.

Regardingnoise control, I hopethat your provisions,designed to containlevels for the nearbyproperties, also work for us residentsliving within a shortwalking distance from the park.I alsohope that the crowddispersal schemes will work well.Lots of pedestrianswill be walkingto andfrom the ActonTown Tube station: we hopethat they will behavewell andthat propermeasures be in placeto dealwith unwantedsituations. However, I onlyfound a mentionof localpolice involvement without reference to detailssuch as headcount and funding. My questionis whetherthe measuresof of safetyand crowd management under the controlof the VenueManager and the Event ManagementTeam would extend to the immediateareas outside of the park(for example, along the pedestrian pathsleaving to the nearbytube and busstations).

On a generalnote, that alsoaffects public safetv, I wouldlike to observethat thereare 5 vehiclesaccess points to the parkareas and, if the surroundingroads are grid-locked when a specialevent takes place, ambulance access may be verydifficult. Alsothere would be a hugeproblem with parking,during the weekthe schooland Mercedes already take over our freeparking, this would just had even more pressure.

Thereis no informationon cleaningof the eventsor securityto protectthe parkand children respectively, so I can onlyassure you havenot got premiseslicence proposed conditions to sharewith residents

Basicallythe applicationwould effectively make Gunnersbury Park a pub site,with alcoholavailable 7 daysa week from morningthrough to latenight. This and the proposalsto dramaticallyincrease the numberof eventsheld on site,including proposed events for more than 10,000.The park is surroundedby residentialareas in closeproximity to it andtherefore this application is totally unsuitable for this parkdue to allthe localresidential areas close by. Thisapplication for a licenseto servealcohol seven days a week- and all the eventsproposed to be held in the park - would havean extremelynegative effective for all localresidents, in terms of their qualityof life and the whole characterand natureof the wholeneighbourhood.

Firstlythe noiseand disruptioncaused by the volumeof peopleattending with the requisiteincrease in traffic associatedwith it wouldimpact on the localneighbourhood and all the peopleliving close to the park.That sports eventsand liveand recordedmusic events are partof thisapplication would obviously cause noise disturbances closeby to where peoplelive and this is totally unacceptable! Local residents will suffervery negative consequences apart from noisedisturbances and air and noisepollution. The proposal that peoplecould buy alcohol from morning throughto the nightevery day of the week- andthat the largenumber of peoplethat coulddo thisas they attend an event- wouldof coursealso bring attendant anti-social problems of drunkennessand associated crime problems too. Thepeople that wouldsufferthis would of coursebe the localresidents. Where and how'wouldan operational numberof MetropolitanPolice officers be found to attend and supervisethese events where largenumbers of peopleare on sitewhen policenumbers have been decimated? | very much doubt that the numberof policeofficers areavailable in WestLondon (yet alone London itself) to dealwith the consequencesof largecrowds of people,with accessto alcoholon an enclosedsite - namely,all the drunkenand other anti-social behaviour or criminalactivities that willtake placein GunnersburyPark if this ill-judgedand appallingly conceived premises licence application is granted.

GunnersburyPark itself does not haveenough security staff or workersto backup or helpthe policeeither. The staff employedby GunnersburyPark couldn't stop a largegroup of travellersfrom invadingand occupying the parka coupleof yearsago, so why wouldoverseeing and supervising a largenumber of eventswith verylarge numbers of peopleattending be any different?lt wouldn't.These events would be very poorlyorganised and supervised-l've alreadyoutlined the reasonswhy - andthe possibleconsequences in termsof anti-socialbehaviour and public disturbances,the threatof crimeand publicsafety is frankly shocking and should not evenbe contemplatedby HounslowCouncil. The application should be rejectedfully and strongly. GunnersburyPark is a heritagesite and it istotally wrong for a premiseslicence. lt iscurrently undergoing a f2lmillion lotteryinvestment restoration to restorethe parkand its buildings back to its l-8thand Lgth century origins.Restoring it to itsglory days and its attached historical and heritage nature makes this premises licence applicationeven more bizarrely conceived and totally unsuitable. Why does the Council think this site is right as a placewhere alcohol could be brought every day, all day long? lt seemsto methat people are taking leave of their senseswith these proposals. No foresight or insightinto the natureof thislocality and the surroundingresidential areaand the localpeople who live here, no considerationof the consequencesin terms of the extraordinary pressureon the resourcesof the police,the increasein traffic,pollution and pressure on publictransport, the increasein anti-socialbehaviour and crime.

Theselicence proposals would change the very nature of GunnersburyPark itself forever. lt wasbequeathed by the Rothschildfamily for the benefit and enjoyment of localpeople. This proposed license application isan insult to the provenanceof that bequeathment and historical nature of GunnersburyPark since it wasopened to the publicin 1926and to the localpeople living close by and surrounding it. I cannotremember an application as fundamentally wrongas this, that would destroy a publicamenity as significant and historic within West London as Gunnersbury Park.lt istotally irresponsible of Hounslow Council to evenconsider this application. I note in the letterthat the Councilsent to localresidents that it iswritten in sucha wayto try anddiminish the fundamental changes to the 'not neighbourhoodand park itself that this application threatens (all those lines about to exceed'is trying to puta positivespin on the dire nature of thisapplication)The letter also states "Please note it isnot a legalrequirement to sendthis letter but isCouncil policy to informresidents and businesses within a 50 metreradius of the premises". Thisproposed application would have such overwhelming consequences forthe park itself and local people that the applicationshould really have gone out to publicconsultation. That there was no legal requirement shows the whole systemof premiseslicence application is notfit for purpose.

I objectto theproposed application for a premiseslicence for GunnersburyPark (and all the proposednumber of eventsattached to it) in the strongestpossible terms as a localresident, who haslived here all by life.

I am writingto objectto your proposedPremises Licence for GunnersburyPark, whereby Large and SpecialEvents could total 8 daysand all events28 days.Over ten yearsago, when the council appliedfor a blanketPremises Licence, it provokeda longcampaign of objectionby the residents, whicheventually resutted in LicenceH00674. This acknowledged that the residentsneeded some protectionand established sensible restrictions: only 2 LargeEvents, 3 Medium,a minimuminterval of 21 daysbetween them or 50 daysin the caseof LargeEvents and only 1 eventof anysize in a calendarmonth. Youare proposing an absolutelymassive increase in total numbers,no restrictions on frequencyor anyIntervals between events. ln otherwords, you wantto throw out the precedent establishedby the UcensingPanel of the time, arrivedafter manyrepresentations and muchdebate. Youwant to forceus to fightthe samefight again.

Asmost events are hefdat weekendsand in the warrnermonths, your proposals would mean that all weekendsof springand summer would be blightedby someevent or other,if not two. This demonstratesabsolutely no thoughtfor the residents,who haveto put up with the traffic implications,the noise,the anti-socialbehaviour of peoplewho havebeen allowed to drinkfor hours andincreased criminal behaviour.

I alsoobject most strongly to the extremelylate proposed finishing time of 23.00.The previous Licencestipulated 21.@, acknowledging the safetyfactors involved once it goesdark, as well asthe disruptionto the residents'lives. Afinishing time of 23.00means that, for largerevents, by the time everythinghas been dismantled, the floodlightshave been switched off andthe people{some of them no doubtmuch the worsefor wearafter hours of drinking)have banged their cardoors and hootedas they leave,it will be midnightbefore anyone around here has any chance of goingto sleep - childrenwho haveto go to schoolthenext day included. lt is alsoextremely irresponsible to allow eventsto go on so late,thus greatly increasing the riskof opportunisticcrime under cover of darknessand robberiesof garagesand Park-adjoining properties as thieves can jump overfences andwalls unseen. The likelihood of assaults,sexual crimes, including men exposing themselves to children,etc. is also greater undercover of darknessand it's easierfor perpetratorsto hideor escapepursuit.

We backonto the park.Our view of thepark has already been impeded by a sportshub being built in the park oppositeour back fence.

Theabove application indicates that there could up to 8 largeor specialevents per year (i.e. involving 5000 people or over).This could mean there is a bigevent every 6 weeks.THIS lS TOO MUCH!

Eachevent inevitably involves littering throughout the park, as well as rowdiness from drunken revellers and drug users.There are issues to dowith crime, public safely and public nuisance. Also, the park's grass needs time to recoverfrom each event. I wouldstrongly contend that a maximumor 4 largeand special events per year would be sufficient.

I realisethat this email will be ignored because it is all about money but I thoughtit wasworth letting you know my viewsanyway.

My objection is the number of eventsthat could potentially being held at thesepremises over the year and the impact this will be to me and my family.

It appearsthe eventscan be open from early morning through until late in the evening with alcohol consumptionbeing present for most of this time, and there could be as many as 47 event over a 12 month period and a fair assumptionis that most of thesewillbe held in spring and summer.With the ability of up to 4 special eventsand 5 large events,that's 9 eventsof +l- 10,000people which I struggle to understand how the park will cope with that amount of traffic/people. This causesme great concern as parking, traffic and noise would make living here unbearablefor at least one weekendper month and in the spring and summermonths possibly even more. PopesLane is an extrernelybusy road will high volume of fast traffic to begin with, if there are more visitors addedto this equation; anything from an additional499 up to +10,000 then this becomesa big concernregarding public safety. There is not the parking or accessfacilities to the grounds of Gunnersburyto begin with for the day{o-day traffic that visits the park an as a regular user of the park concern for safety is important.

The number of eventsand the amount of potential additional visitors to the park would createexcessive noise often until late into the night, additional traffic and parking issues,conholling the consumption of alcohol in such large numbers and over a long period time is a potential for unsocial behaviour most weekends;and as my property backs on to the park all of this would have an impact to me and my family.

I amherewith writing to makerepresentation rethis application on behalfof myselfand my family living at l

1.The sale of alcoholwillencouragenoise and increase likelihood of crime& disorderin the park and surrounding streets.

2.Youth late at nightin the park already have caused trouble including burned out cars recently as well as a firein thegrounds of theboarded up parkcorner house that required emergency services to attend.

3. Livemusic and noise of peopleleaving late at nightin parkand in surrounding streets on the many occasions and hoursbeing applied for, will harm young families getting quality sleep in the residential area around the park.

4.The nuisance caused by large numbers of peopleon so many occasions both to the park(past events take a week to tidyup afterwards inthe park) as well as litter, broken glass bottles that get scattered in andaround areas near to parkentrance, requiring local residents to clearup or callupon council to removerubbish.

Forthe above reasons lfeelthat the scope of thelicense in termsof multipleevents and alcohol, as is being applied for isunsuitable.

I am writingto objectto the applicationfor a premiseslicense for GunnersburyPark. I am concernedabout the impact thiswill haveon my familyand my localneighbours by extendingthe numberand scaleof eventsallowed in the park. The currentlicense limits events considerably and is broadlyacceptable, while this new licenseallows almost '11pm, continuousevents until withnoise and alcohol, and therefore lam veryconcernedaboutthe impact itwill have.

My objectionsrelate to 1. the preventionof crimeand disorder,as I feel allowingevents until 11pm allows for possiblecrimes due to darknessand lengthof time peoplehave been drinking at the events,as well as the scaleof peopleattending the eventsattracting opportune criminals. 2. Publicsafety - with all day drinkingI feel thereis a riskto the localpeople. 3. The preventionof publicnuisance - | feeltraffic congestion will increase,we will hearincreased noise, there will be increaseddrunkenness and otheranti-social behaviour 4. The protectionof childrenfrom harm- | haveyoung children and want to feel safe takingthem out and aroundthe park,but with latefinishing times and increasedvisitor numbers late in the day, I feel youngpeople are at risk.

I do not believethat this changein licenseis of benefitas thereare too manydisadvantages to the peopleof Hounslowand Ealing.

My nameis LishanTeoh and I am a residentat I am emailingin ABSOLUTE OBJECTION for the abovesubjected Licence.

My reasonsfor the objectionin accordanceto the four licensingobjectives are as follows: a) The preventionof crime and disorder- Allowing eventsto finish at23:00 increasesthe chanceof potentialcrime to occur aspeople can easilyhide in betweenbushes, trees, in remoteplaces in the dark and carry out burglaries by jumping over residentswalls and fencesaccessible in the park. It would be almost impossible to ensurethat every inch of the park is searchedeverytime an event takes place. Residentsof PopesLane especiallywhose garden facesthe park have alreadyhad a problem of robberiesin the past (including myself at this property) due to the accessibility of entering via the park therefore I am strongly againstthe idea of allowing a premiseslicence in Gunnersbury. b) Public Safety- The safetyof the public, and especiallythose of the residentswho live in closeproximity to the park is put at risk by allowing all-day drinking. There could be an increasedrisk of assaultsand alcoholinduced violence, not to mentionthe noiselevels. Being a mother of a toddlerwho alsoresides here, I am very uncomfortable with the thought of my child being so exposedto this - especiallyas it will be in a park where we spenda lot of our time. c) The prevention of public nuisance- There will be an increasein traffic congestion(As there already is everyyear when the mela takesplace), parking problems,noise, air pollution, and anti-socialbehaviour. d) The protection of children from harm - With the late finishing times, and also the size of the park along with the number of people you intend on allowing at your events,there could be an increasein the danger under the cover of darknesswhich could leave children and those vulnerable to being sexually molested, and seeingpeople indecently exposed. At suchbig events,there is alsousually a commonuse of drugs which leaves an increasedrisk for innocent children who may come acrossused and dangerousneedles or paraphemaliawhich cannot be guaranteedto be cleanedup or found during or after every event. I do not want to even think of what children could come acrosswhen playing in the park after the events.

Pleasetake my objectionsinto seriousconsideration, and thoseobjections of otherresidents urgently.

Thereasons are as follows -

THE PREVENTIONOF CRIMEAND DISORDER/ PUBLICSAFETY

Theenvisaged supply of alcoholon andoff thepremises (Mo - Sun,11:00 - 22:30)is boundto resultnot only in low level antisocialbehaviour but will createa high risk of crimein andaround the park (e.g.violent disturbances,robberies etc.) It will alsomean increased security risks to local residentsand their properties, in particularthose with gardensbordering on the park.The policingproblems caused by numerousevents with 10000+ people would no doubt be considerable(and costly).

THE PREVENTIONOF PUBLICNUISANCE

The long hoursenvisaged for the eventsas well asthe extremelyhigh frequencyof eventswhich couldgo on for manydays is boundto createa continuousand unprecedented high level of stressand disturbance for residentsin termsof noise,pollution andlitter. For muchof the yearlarge areas of GunnersburyPark would becomepractically inaccessible and could not be enjoyedin the traditionalway.

The inadequacyof public transportlinks will addto traffic congestion,noise (particularly at night around closingtime) airdpollution in PopesLane and the surroundingarea.

THE PROTECTION OF CHILDREN FROM HARM

It goeswithout saylng that the above issueswill inevitably impact on children - physically as well as mentally - due to their exposureto antisocial behaviour, increasedsafety concernsas well as environmental pollution and high levels of noise.

The grantingof a PremisesLicence in a residentiallocation totally unsuitedfor the kind of eventsenvisaged would clearlyhave severe consequences for the quality of life of largenumbers of people.It would completelyundermine the characterand purpose of the park asa recreationalopen space. It would be the endof GunnersburyPark as we know it.

The applicationis unacceptableand we thereforeurge you to rejectit. Yours sincerely

DearMiss Harbor Thankyou for sending out the information on thepremises licence for Gunnersbury Park and giving us theopportunity to comment: Firstly,its wonderful that this rejuvenation project has been undertaken for the park but feel as thoughthe scale of the entertainmentactivities are too large and hence the alcohol licence that goes with those activities should be toned down,especially for the first couple of yearsuntil the overall effects have been considered and analysed. For example otherfactors may start to influencesuch as theNew Brentford football club move to LionelRoad and how much alcoholthey will serve... . Just a thought. Itwould be betterto havethe licence restricted to 6pmas it takesat least4 hoursfor peopleto evacutethemselves froma premisesas we haveseen from the Asian festival that used to takeplace in AugusUSeptemberin the playing fields.Also could it be restrictedto lessLarge and Special events? I don'tknow if anyonehas pointed this out in othercorrespondence that the park when sold by the Rosthchilds to the Councilsin 1926has a covenanton it thatstipulates amongst other points that the park was not to be usedfor commercialpurposes.
