PAYMENT AND CURRENCY MANAGEMENT OPERATIONS SUB-SECTOR (PCMOSS) CASH DEPARTMENT ADVISORY NO. 03 Series of 2021 To : All Authorized Agent Banks (AABs) Subject : Revised Guidelines on Servicing of Deposit and Withdrawal Transactions In view of the approval of the President of the Republic of the Philippines in the Memorandum from the Executive Secretary, Office of the President dated 27 March on the imposition of the enhanced community quarantine (ECQ) in the National Capital Region (NCR) from 29 March to 4 April 2021, as well as the BSP work arrangements approved by the Governor on 28 March 2021, we advise all AABs that the Cash Department (CD) shall continue to serve the banks’ deposit and withdrawal transactions from 29-31 March 2021 under the following revised guidelines until the ECQ is lifted in NCR: A. Cash Deposit 1. Cash Department shall accept only UNFIT note deposits1 from AABs from 8:00 am to 2:00 pm based on the following schedule: 29 March 30 March 31 March BDO Citibank AUB LBP HSBC BDO Maybank PBB BOC PNB Philtrust Bank CTBC Security Bank Robinsons Bank PNB BPI RCBC Security Bank UCPB MBTC BPI Union Bank China Bank UCPB BOC Eastwest Phil. By 12:00 nn of the day before the actual deposit date, except for deposits to be made on 29 March 2021, AABs are enjoined to send an e-mail notification containing the details of their cash deposit transactions for the following day. This advance notice is being required to provide CD adequate time to adjust the number of Accountable Officers should there be a significant increase in the expected volume of deposits. Acceptance of coin deposits shall be suspended in favor of banknote deposits, as the latter strategically facilitates compliance with cash-in-vault limit. B. Withdrawal Transaction2 1. Bermas 89884852/09175431128 [email protected] 3. Settlement of withdrawal with Philippine Payment and Settlement System (PhilPaSS) shall start at 9:00 am and end at 12:00 NN. PhilPaSS shall observe normal operating hours on 29-31 March 2021 from 9:00 a.m. to 6:00 p.m. (per PhilPaSS Advisory No. BPU-2020-109). 4. Servicing of cash withdrawals shall start from 9:00am until 3:00pm. 5. All AAB representatives and their armored vehicles must be at the loading bay on or before 1:30 pm and 2:00 pm, for deposits and withdrawals, respectively, to ensure that their cash requirements are served. C. Health, Safety and Sanitation Practices 1. AABs shall continuously employ various sanitation practices to ensure the health and safety of all cash handlers, including, but not limited to, misting or disinfectant spraying prior to placing of currency in vaults, 14-day cash quarantine in bank vaults, sanitation of banknotes through the use of shrink-wrapping machines with heat level set to the highest temperature (not lower than 100 degrees Celsius) for at least 40 seconds (20 seconds apart), and requiring cash handlers to wear gloves and other appropriate personal protective equipment (PPE). 2. Bank representatives shall be required to wear proper PPE, specifically face/ surgical mask and face shield, prior to their entry to the BSP Security Plant Complex, Quezon City and to strictly observe physical distancing at the loading bays. 3. All other security protocols, including thermal scanning, shall continue to be enforced by the Security Services Department (SSD), BSP. D. Cash Service Alliance (CSA) Electronic Facility To optimize circulation of banknotes during the period 29-31 March 2021 through depositing of unfit currency, all AABs are likewise enjoined to prioritize transactions through the Cash Service Alliance (CSA) electronic facility, which is open from 8:00 am to 12:00 NN.
