Love to Isaac, my son. 7 1 TOTALITARIAN SCIENCE dolf Hitler and Joseph Stalin enlisted scientists and engineers in their Aefforts to build strong states. These dictators desired industrial power and military might. To these ends they underwrote expensive research and development (R and D) in scientific institutes. Hitler loved “superweapons.” Stalin closely followed the Soviet atomic bomb project. Some of the scien- tists who toiled for Stalin were Nikolai Vavilov, an internationally renowned biologist who died in a labor camp while his brother became president of the Academy of Sciences, and Andrei Sakharov, father of the Soviet hydrogen bomb and later a political dissident. Hitler’s stable of specialists included Werner Heisenberg, one of the founders of quantum mechanics. When one thinks about science and technology in totalitarian regimes like Nazi Germany, horrible images of doctors undertaking concentration camp experiments on unwilling prisoners come to mind. Another image of the kind of science possible under a dictatorship is that of Lysenkoism in the Soviet Union, named after Trofim Lysenko, who controlled biolog- ical research from 1935 until 1965 and used his power to require the rejec- tion of modern genetics. We recall how Andrei Sakharov and the leading Chinese theoretical physicist, Fang Lizhi, spent years in exile or under 9 10 TOTALITARIAN SCIENCE AND TECHNOLOGY house arrest for openly criticizing their governments’ human rights records (Fang 1990). But are these cases representative of what constitutes science in totali- tarian regimes, or are they anomalies? Several leading historians and soci- ologists of science maintain that science operates according to democratic principles. They claim that these principles prevent any members of the sci- entific community from establishing their views about the phenomena at hand as sacrosanct and ensure that scientific discovery is an adversarial and cumulative process that brings us ever closer to the “truth.” In an essay published in 1942 directed in part against the anti-intellectualism of total- itarian regimes, Robert Merton argued that the ethos of science—its univer- salism, communal character, disinterestedness, and organized skepticism— militated against particular dogmas of church, economy, and state. Twenty years later, Michael Polanyi acknowledged that orthodoxy existed in sci- ence but called it a “dynamic orthodoxy.” He argued that “the authority in scientific opinion remains essentially mutual; it is established between sci- entists, not above them” and that a “republic of science” existed to mediate disputes. Indeed, Polanyi, Karl Popper, and other philosophers of science wrote about this dynamic orthodoxy in part as an attack on pseudoscience, Lysenkoism, and so on (Merton 1973; Polanyi 1962; Popper 1945). This view of science is hard to reconcile with the fact that, in a number of totalitarian systems, the science enterprise is dynamic. In the most prominent case, the Soviet Union, not only was society as a whole sub- jected to arbitrary one-party rule, but scientific institutions came to be dominated by scientific administrators whose administration might be characterized as “stagnant orthodoxy.” Yet the USSR orbited the first artifi- cial satellite (Sputnik), developed the Tokamak fusion reactor, and, in a number of other fields, supported scientists who were recognized as world leaders. In the last days of the Soviet regime, in comments before scientists who had gathered to consider the admission of new members and the transformation of the Academy of Sciences into a less elite institution, the academy’s last president, Gurii Marchuk, attacked the notion that science is anything like a democracy, since “truth” is not decided by majority vote (Marchuk 1991). This book aims at a balanced view of science in totalitarian regimes, going beyond mere attacks on their “pseudoscience.” All governments have an impact on science and science policy. Since the rise of Western science in the years 1500 to 1800 CE, the state has played an increasingly impor- tant role in the conduct of science (Dobbs and Jacob 1995). In the seven- teenth century, rising nation-states underwrote honorific and research-ori- ented scientific societies and universities in England, France, Denmark, Germany, and Russia. By the late eighteenth century, they funded arma- TOTALITARIAN SCIENCE 11 ments, mining, and metallurgy endeavors. By 1900, governments recog- nized the importance of science for health, medicine, agriculture, and national defense. They set up land-grant colleges, geological surveys, mete- orological services, and national standards facilities. In World War II, the relationship between scientists and the state changed forever. Vastly increased government subsidies enabled scientists to develop radar and atomic weapons in national laboratories that after the war became a fixture throughout the world (Josephson 1991; Taubes 1986; Macrakris 1994). In regimes like the United States, which may be characterized as liberal plu- ralist regimes, the impact of the state on science is none too subtle. When the US federal government spent billions of dollars on the space race in the 1960s through NASA, or on Star Wars (the Strategic Defense Ini- tiative) in the 1980s, it created demand for tens of thousands of scientists to be trained in such areas as aeronautical engineering, solid-state physics, and computer science and technology; many of them lost their jobs when the projects were cut back. Renewed support for Star Wars under the administration of George W. Bush—against the advice of dozens of leading retired Pentagon admirals and generals and the conclusions of the Amer- ican Physical Society that the technology is excessively costly and

Einstein’s ideas concerning energy quanta and electrodynamics of moving bodies were received with scepticism which only very slowly went away in spite of their solid experimental confirmation. PACS numbers: 01.65.+g 1. Physics around 1900 At the turn of the XX century most scientists regarded physics as an almost completed science which was able to explain all known physical phe- nomena. It appeared to be a magnificent structure supported by the three mighty pillars: Newton’s mechanics, Maxwell’s electrodynamics, and ther- modynamics. For the celebrated French chemist Marcellin Berthelot there were no major unsolved problems left in science and the world was without mystery. Michelson was of the opinion that “The more important fundamen- tal laws and facts of physical science have all been discovered, and these are now so firmly established that the possibility of their ever being supplanted in consequence of new discoveries is exceedingly remote . Our future dis- coveries must be looked for in the sixth place of decimals” [2]. Physics was not only effective but also perfect and beautiful. Henri Poincaré maintained that “The theory of light based on the works of Fresnel and his successors is the most perfect of all the theories of physics” [3].

    Cultural Policy and Political Oppression: Nazi Architecture and the Development of SS Forced Labor Concentration Camps* Paul B. Jaskot Beyond its use as propaganda, art was thoroughly integrated into the implementation of Nazi state and party policies. Because artistic and political goals were integrated, art was not only subject to repressive policies but also in turn influenced the formulation of those very repressive measures. In the Third Reich, art policy was increasingly authoritarian in character; however, art production also became one means by which other authoritarian institutions could develop their ability to oppress. The Problem We can analyze the particular political function of art by looking at the interest of the SS in orienting its forced labor operations to the monumental building economy. The SS control of forced labor concentration camps after 1936 linked state architectural policy to the political function of incarcerating and punishing perceived enemies of National Socialist Germany.1 The specific example of the Nuremberg Reich Party Rally Grounds reveals three key aspects of this SS process of adaptation. The first aspect is the relationship between architectural decisions at Nuremberg and developments in the German building economy during the early war years. Before the turning tide of the war led to a cessation of work at the site, agencies and firms involved with the design and construction of the Nuremberg buildings secured a steady and profitable supply of work as a result of Hitler’s emphasis on a few large architectural projects. The second aspect focuses on how the SS quarrying enterprises in the forced labor concentration camps were comparable to their private-sector competitors.

Alexis De Greiff* Abstract: This paper can be seen in the intersection between history of 20th-century physics, diplomatic history and international relations of science. In this work I analyze the dynamics of the negotiations to create the International Centre for Theoretical Physics, which took place between 1960 and 1963 at the International Atomic Energy Agency. In contrast to previous studies on the creation of international scientific institutions, I pay special attention to the active role played by scientists, politicians and intellectuals from the host-city, Trieste (Italy). Further, I spell out the historical circumstances that allowed this group of local actors to become key figures in the establishment of the Centre. I discuss in detail their interests as well as the political and scientific environment that eventually catalysed the diplomatic efforts of the Trieste elite. The present paper is also concerned with the strategies adopted by the advocates of the idea to confront the hostility of delegations from several industrialized countries, the Soviet Union and India. A frontier is a strip which divides and links, a sour gash like a wound which heals with difficulty, a no-man’s land, a mixed territory, whose inhabitants often feel that they do not belong to any clearly-defined country, or at least they do not belong to any country with that obvious certainty with which one usually identifies with ones native land.

Brush* Abstract Does new scientific knowledge come from theory (whose predictions are confirmed by experiment) or from experiment (whose results are explained by theory)? Either can happen, depending on whether theory is ahead of experiment or experiment is ahead of theory at a particular time. In the first case, new theoretical hypotheses are made and their predictions are tested by experiments. But even when the predictions are successful, we can’t be sure that some other hypothesis might not have produced the same prediction. In the second case, as in a detective story, there are already enough facts, but several theories have failed to explain them. When a new hypothesis plausibly explains all of the facts, it may be quickly accepted before any further experiments are done. In the quantum-relativity revolution there are examples of both situations. Because of the two-stage development of both relativity (“special,” then “general”) and quantum theory (“old,” then “quantum mechanics”) in the period 1905-1930, we can make a double comparison of acceptance by prediction and by explanation.     Appendix 1 Memorandum for the People’s Commissariat of Heavy Industry in which Shubnikov formulates the tasks of the physical-technical research in cryogenics (Ref. [1], pp. 43–47). From this memorandum it is clear that Shubnikov was very much aware of the needs of industry and how his research in the low-temperature laboratory could contribute to the development of industrial processes. The UFTI Low-Temperature Laboratory The development of experimental physics in recent years is characterized by the introduction of new powerful research methods. In order to make nature talk the modern experimental physicist sets up experiments at very high stresses, colossal pressures, very low temperatures, and uses devices that have a very high sensitivity or large precision. Thanks to the fact that technology has been forced to work for science and that laboratories can use the best that technology has at present to offer, the development of modern physics proceeds at fabulous speed. Deeper knowledge of the physical processes of nature does in turn have an enormous influence on the development of technology. In recent years a number of new areas of technology have exclusively been created within the walls of physics laboratories. The area of low temperatures belongs to these extremely powerful possibilities for research in physics. Research at low temperatures is interesting for many reasons. In the first place, every new means of research leads to the discovery of completely new phenomena. One of the most well-known of these phenomena is the superconductivity of metals, implying that at very low temperatures a whole series of metals instantly loses all resistance to the passage of an electric current.
