Moshoeshoe Day Celebration, 2009 306 v Chapter 1: Youth, Independence and the 1960s in Lesotho Maleseka Kena was born and raised in East Griqualand (now the Matatiele District), South Africa hard up on the mountainous southern border of Lesotho.i She moved to Lesotho in 1954 as a twenty-one year old to work as a teacher's assistant in the remote mountain community of Mashai. In the fashion of a timeless love story, she met Jacob Kena, whom the British colonial government had stationed there as an agricultural demonstrator. Married in 1956, they still live overlooking the Orange River Valley in the rural Qacha's Nek District village of Tsoelike Auplas, now in their sixth decade of marriage. Their married life, however, has involved many long absences as Jacob was heavily involved in politics in South Africa and Lesotho. A member of both the African National Congress (ANC) and the South African Communist Party (SACP), the Kenas moved back and forth between Lesotho and South Africa until 1964 when, declared personae non gratae, they moved permanently to Tsoelike Auplas, where Jacob's mother was living. In Lesotho, Jacob helped start the Communist Party of Lesotho in 1961, and made at least one unsuccessful run for Parliament on their ticket. Arrested after the Lesotho government's declaration of a State of Emergency in the wake of the nullified 1970 elections, Jacob spent years upon his release from prison in exile in other southern African countries, as well as the USSR and East Germany. Maleseka, on the other hand, settled into Tsoelike Auplas after 1964, raising seven children and seeing them all graduate from at least high school, some going on to i The country is today known as Lesotho—the land of the Sotho people. During colonial times, it was officially known as Basutoland, but as this was a colonial creation, I will refer to it throughout this work as Lesotho unless making explicit reference to the legal government.

    FROM NATIONALISM TO REVOLUTIONARY ISLAM This study of dominant social movements in the Middle and Near East by a group of social scientists and historians is the first attempt to bring nationalism and the contemporary Islamic movements into a unified thematic perspective. The process of national economic and political integration supplies the unifying context for the analyses of the various social movements to which it gives rise. The examination of nationalism in general, and of the rise of the Arab nationalist movement in Greater Syria in the early decades of the century in particular, is followed by a close analysis of the interplay of ethnic identity and Islam in the local politics of the tribal North-Western Frontier Province of Pakistan. These two supremely impor- tant specializations are indeed sometimes combined. But it is a fact crucial for the history of mankind that they were very often distinct to a greater or lesser degree. The sword may dominate, but the priests help crystallize cohesion among swordsmen. Ernest Gellner In mapping Gellner's (1925-1995) philosophy of history and civilizational theory, it is very important to refer to his intellectu- al and even ideological background. He obviously belongs to a small minority of the twentieth-century social theoreticians who never passed through a Marxist phase. Gellner's consistent, severe and analytically incisive criticism of Marxism and its sociopolitical effects brings him to the company of such critics of the totalitarian regimes and their ideologies as Hannah Arendt, Karl Jaspers, Raymond Aron, Leszek Kolakowski, and Czeslaw Milosz.

  • Teetering on the Rim: Global Restructuring, Daily Life, and the Armed Retreat of the Bolivian State
    Reviews “plain brutes” (p. 50) the leaders of Africa. After independence they were “absolutely awful but their successors have been even worse” (p. 7). Nkrumah, with his “crazed dream” of socialism and unity for Africa, is their bête noire, slammed for “his vanity, ideological duplicity and disingenuousness” (p. 42). Jerry Rawlings does not fare much better: he was “a typical African despot,” the “great whale” (p. 163), though apart from bumping-off his predecessors, the authors are unable to nail him for a truly convincing vice. Busia was “bumbling” (p. 43). Acheampong was “an incompetent tyrant” (p. 10) and “Ghana’s chief kleptocrat” (p. 11). The disapprobation sweeps out to the other African leaders: Sekou Touré was “the destructive President of Guinea” (p. 66) and Eyadema of Togo “one of the worst blights ever to be cast on Africa” (p. 58). The jacket blurb presumably has these excoriations in mind in commending the book as “courageous.” One way or another, it has all been said before, and so many of the culprits are on the litigiously safe side of the grave. The thought-provoking contrast, however, is not with the Thompsons’ approbation of the Thai leaders, but with their panegyrics for the bourgeois intellectuals with whom they ally themselves: “that great economist Partha Dasgupta” (p. 158); “the great development economist Robert West” (p. 14); “the learned Carl Rosberg” (p. 44); and a stream of others, many of whom rate the over-exercised label “brilliant.” At Independence, African leaders had a passionate respect for academics, and insisted on the qualifications they had acquired, one way or another: Doctor Nkrumah, Doctor Obote, Doctor Banda.

ROMA LESOTHO AFRICA (RESEARCH REPORTj I Henk Huismpn 1S83 X t > u i Preface For the research programme undertaken in the context of the Urban and Regional Planning Programme, established at the National University of Lesotho in 1978, emphasis has been put on the spatial organization of develooment efforts and activities in the rural areas of Lesotho. This focus on the rural parts of the country also includes an assess­ ment of the role of urban centres in providing both agricultural and non-agricultursl services to the rural populati on. The present report focusses on the only urban centre in the Mafeteng District, viz. Mafeteng town. Services provided from the centre to the district's population are analysed in relation to the town 1s internal production structure. The information for this report was collected in 1981 by means of a sample survey of households and a number of special studies in which attention was paid to specific aspects of the urban economy and the town's population which were considered crucial for the analysis of structure and function of the town. The report should be seen as the urban counterpart to the URPP research report on households, production and resources in Mafeteng District, which was published in 1987. These reports will be followed by a planning survey of Mafeteng District, which contains an analysis of the district economy.

    5 HYDRO-HEGEMONY OR WATER SECURITY COMMUNITY? Collective action, cooperation and conflict in the SADC transboundary security complex Richard Meissner and Jeroen Warner Introduction After the Berlin Wall came down, the fragile Cold War equilibrium frayed. Dire Malthusian warnings of green wars, especially over water, in areas with high population pressures dominated the 1990s transboundary water literature. After Wolf (1995) showed that violent water conflict is extremely rare and cooperation the norm, attention started to shift to water cooperation and how to achieve it. In an anarchical global environment, the conflict potential of shared water resources has made rivers subject to high politics (i.e. security). While researchers and diplomats consider regional treaties as cooperation indicators (Wolf 1995), unequal treaties can also be sources of conflict (Warner and Zeitoun 2008). Inter- national regimes may institutionalize asymmetric power relations (Kistin 2011), and consequently constitute enmity instead of equity. According to Zeitoun and Warner (2006), the absence of war does not mean the absence of conflict or the presence of peace. Signing a treaty, or some form of cooperation over transboundary water, does not mean an end to conflict. Cooperation is not necessarily voluntary, while path dependency might also restrict the scope for resistance and change to existing interaction modes (Putnam 1993). While regime analysis deals with lengthening the ‘shadow of the future’ to create stable expecta- tions, Sebastian (2008) has noted the importance of the ‘shadow of the past’. Current state boundaries, cooperation habits, conflicts and frustrations over water in The Southern African Development Community (SADC) date back to colonial times.
