Chairman of the Board It is a privilege to be the successor to LTG (Ret) Tom Rhame as Chairman LTG (Ret) P. Kenneth Keen of the Army War College Foundation Board of Trustees. Tom served our Vice Chairman of the Board Foundation for 10 years, over eight of those as Chairman, and the growth Mr. Frank C. Sullivan under his leadership has been extraordinary. We took two opportunities to Trustees farewell him and Lin , one in Carlisle on September 6th and the other on LTG (Ret) Richard F. Th e visit culminated in Sydney with the 40th anniversary Hello again from the War College. I hope this message fi nds you all reunion of Australian offi cers who have attended the U.S. Army War well and as enthused as I am about your Army War College and our College. Th e group meets annually and the most recent graduate has many recent events and eff orts. to tell stories of their year at the War College and the graduate from the year prior to that has to organize the event. Toward that end, we have embarked on a faculty and staff eff ort to engage across the U.S. and internationally for a few months on best practices, not just within professional military education, but across the public and private sectors, in the areas of our institutional learning outcomes and other areas where we should be paying close attention. We will share what we learn in the coming months and see where it takes us.

For me personally, I am continually amazed by the level of worldwide interest and support in what we are doing and the recognition of our unique mission. We have a large number of noted institutions that want to partner with us in new eff orts or deepen existing relationships. We are in the final stages of the reaccreditation process for our Masters degree. Th e Distance Class of 2018 presented a painting and a scholarship on July 24, 2018 during the fi nal week of their two-year program. Th e theme of their painting was “the Lost Battalion” in WWI and the artist was LTC Andrew Scott DeJesse, a member of the class. Dr. (COL, Ret) Douglas V. Mastriano, RES ’10 & former FAC, advised regarding historical accuracy of the events involving the Soldiers of the 1/308th Infantry Regiment, 77th Infantry Division (known as the Lost Battalion) when encircled by German forces in the Argonne Forest October 2-8, 1918. Th e class also presented the COL Matthew Y. Pollard Scholarship to the Army War College Foundation in the amount of $28,018. COL Pollard was a member of the DDE ’18 class who died suddenly in April 2018 and the L-R: RES ’18 classmates with their class gift after its dedication on June 20, 2018. Th e Resident Class of 2018 presented a COL Charles Blomquist, bronze sculpture of “Lady Liberty” to the DDE ’18 Gift Chair College on June 20, 2018 at a ceremony Note: The class recently in front of Root Hall. Th e Class selected added to the gift for a the 100th anniversary of the end of WWI total of $30,313. as its theme and picked a sculpture of Lady Liberty to symbolize the cause of freedom preserved by the Allied victory. Gary Casteel, a Gettysburg resident well known for his Civil War memorials, created the sculpture inspired by period artwork from war bond posters and silver dollar coins. Gary’s rendition of Lady Sculptor Gary Casteel with Lady Liberty has an outstretched arm holding Liberty in progress. a palm branch symbolizing Liberty’s desire for peace, while in her other hand, Liberty holds a lowered sword demonstrating the will to defend herself. Lady Liberty is fi xed to a stone foundation with the inscription “Liberty shall not perish,” referencing a 1918 American war bond poster. On the reverse side of the stone, a quote from General John J. Pershing is inscribed.

Th e CSA Senior Fellows are sent by the Army as seasoned ambassadors of the institution to centers of thought and infl uence. Th ey assist those who would deliberate on the larger security challenges faced by , and also report back their fi ndings to the senior Army leadership, either to the CSA and VCSA, and individual General Offi cer-level mentors who have functional or regional interests coincidental with ‘their’ Fellow’s host institution. Th ey are joined by two Sergeants who report to the SMA -- one each at the Departments of Education and Labor -- helping the Army in its pursuit of credentialing soldiers in areas in demand in the private sector.

I came on aboard in mid-July to serve as the Deputy and upon the retirement of COL Geoff Mangelsdorf, I have assumed the position of Interim Director until the hiring of a Title X Director. By converting the Director’s position to a Title X civilian, USAHEC will acquire the continuity the position deserves. At the appropriate time, I will revert back to the uniformed Deputy Director position and expect to be in the position for the next 15 months. Over the previous two years, I have served at the Peacekeeping and Stability Operations Institute here on Carlisle Barracks, so I am familiar with the day-to-day policies and leadership team of the USAWC. Th at background will allow me to focus on learning the workings of the USAHEC and I look forward to working with the great USAHEC team.

Th e number one priority for the USAHEC over the next fi ve years is the eff ort to digitize the USAHEC Collection. Th e Army demonstrated its interest and support of this eff ort by allocating $23.7 million towards a digitization contract which was awarded on 27 September 2018. Th is year’s WWI Centennial calendar has kept the USAWC Chair of War Studies, Dr. Michael S. Neiberg, continually traveling, speaking, and researching nationally and abroad. We are very proud of his extensive and productive outreach and how he represents the College in an exceptionally positive way. He also manages to stay connected to the AY19 cohort, as well.

Below are some of Dr. Neiberg’s recent presentations and engagements: July 18: National World War I Museum July 28: Eisenhower National Historic Site, Gettysburg October 2: Lecture at Bridgewater College, Virginia October 9: Harmon Memorial Lecture, US Air Force Academy October 18-26: OPERATION REFLECT staff ride leading the U.S. portion of a WWI staff ride that coincided with the Multi-national staff ride outside Sedan, roughly where the AEF was on November 11, 1918. European Conference of Armies. One day was led by the , one by the French, one by the German, and one by Dr. Neiberg for the U.S. October 29: Liddell Hart Lecture, Kings College, London (fi rst American to deliver this lecture).

Dr. Neiberg’s international media events included one with Poland’s Discovery Channel on the 14 Points and another with Australian Broadcasting Company for an academic roundtable on the Treaty of Versailles. Th e Polish documentary included information on Wilson, Edward House, and the end of WWI. Dr. Neiberg prepared a Belleau Wood podcast for Dan Snow, David Lloyd George’s great grandson and one of the most After a talk at VMI, Dr. Neiberg held Dr. Neiberg with Sir Hew Strachan on popular British podcasters. Sharon passed away John was truly a Soldier’s Soldier. He enlisted in the Army in on September 2, 1958 upon graduation from high school. After achieving the 2018. He continued to serve by becoming the Cumberland County Director of Veterans Affairs in 1996 after Army retirement.
