The Budgetary Effects of the Raise the Wage Act of 2021 FEBRUARY 2021 If enacted at the end of March 2021, the Raise the Wage Act of 2021 (S. 53, as introduced on January 26, 2021) would raise the federal minimum wage, in annual increments, to $15 per hour by June 2025 and then adjust it to increase at the same rate as median hourly wages. In this report, the Congressional Budget Office estimates the bill’s effects on the federal budget. The cumulative budget deficit over the 2021–2031 period would increase by $54 billion. Increases in annual deficits would be smaller before 2025, as the minimum-wage increases were being phased in, than in later years. Higher prices for goods and services—stemming from the higher wages of workers paid at or near the minimum wage, such as those providing long-term health care—would contribute to increases in federal spending. Changes in employment and in the distribution of income would increase spending for some programs (such as unemployment compensation), reduce spending for others (such as nutrition programs), and boost federal revenues (on net). Those estimates are consistent with CBO’s conventional approach to estimating the costs of legislation. In particular, they incorporate the assumption that nominal gross domestic product (GDP) would be unchanged. As a result, total income is roughly unchanged. Also, the deficit estimate presented above does not include increases in net outlays for interest on federal debt (as projected under current law) that would stem from the estimated effects of higher interest rates and changes in inflation under the bill. -

When an employer makes an offer of suitable work to an employee or makes an offer for an employee to return to their customary work, the employee can possibly lose unemployment benefits if he/she refuses. We introduce a model of monetary policy with downward nominal wage rigidities and show that both the slope and curvature of the Phillips curve depend on the level of inflation and the extent of downward nominal wage rigidities. This is true for the both the long-run and the short-run Phillips curve. Comparing simulation results from the model with data on U.S. wage patterns, we show that downward nominal wage rigidities likely have played a role in shaping the dynamics of unemployment and wage growth during the last three recessions and subsequent recoveries. Long-Term Unemployment and the 99ers An Emerging Issues Report from the January 2012 Long-Term Unemployment and the 99ers The Issue Long-term unemployment has been the most stubborn consequence of the Great Recession. In October 2011, more than two years after the Great Recession officially ended, the national unemployment rate stood at 9.0%, with Connecticut’s unemployment rate at 8.7%.1 Americans have been taught to connect the economic condition of the country or their state to the unemployment Millions of Americans— rate, but the national or state unemployment rate does not tell known as 99ers—have the real story. Phillips in 1958, highlighting a negative relationship between wage inflation and unemployment, figured T prominently in the theory and practice of macroeconomic policy during 1958–1996. Within a decade of Phillips’ analysis, the idea of a relatively stable long- run tradeoff between price inflation and unemployment was firmly built into policy analysis in the United States and other countries. Such a long-run tradeoff was at the core of most prominent macroeconometric models as of 1969. Over the ensuing decade, the United States and other countries experi- enced stagflation, a simultaneous rise of unemployment and inflation, which threw the consensus about the long-run Phillips curve into disarray. By the end of the 1970s, inflation was historically high—near 10 percent—and poised to rise further. Economists and policymakers stressed the role of shifting ex- pectations of inflation and differed widely on the costliness of reducing infla- tion, in part based on alternative views of the manner in which expectations were formed. In the early 1980s, the Federal Reserve System undertook an unwinding of inflation, producing a multiyear interval in which inflation fell substantially and permanently while unemployment rose substantially but temporarily. Although costly, the disinflation process involved lower unem- ployment losses than predicted by consensus macroeconomists, as rational expectations analysts had suggested that it would.
