Senator Muhammad Talha Mehmood: (Notice received on 09-06-2015 at 09:30 a.m.) Will the Minister for Petroleum and Natural Resources be pleased to state: (a) the year in which the last audit of accounts of OGDCL was conducted; and (b) whether any irregularity was surfaced in the report of the said audit, if so, the details thereof and the action taken in the light of that report? Mr. Shahid Khaqan Abbasi: (a) The statutory audit of OGDCL accounts is conducted every year, accordingly, the last annual audit of the Company for the year ended 30 June 2015 was conducted by joint auditors namely M/s A.F. Ferguson & Co. Chartered Accountants and M/s KPMG Taseer Hadi & Co. Chartered Accountants. The audit of accounts was finalized in the second week of August 2015 and the audited accounts were authorized for issue by the Board of Directors on 26 August 2015 which were approved by the shareholders in Annual General Meeting of OGDCL held on 15 October 2015. (b) According to the auditors’ report on accounts for the year ended 30 June 2015, no irregularity has been observed/reported in their report. Copy of auditors’ report on accounts for the year ended 30 June 2015 signed by the joint auditors is also annexed. *Question No. 103. Senator Muhammad Talha Mehmood: (Notice received on 18-06-2015 at 04:45 p.m.) Will the Minister for Housing and Works be pleased to state: (a) the quota allocated to the Federal Government employees, employees of the Constitutional Bodies and other persons in allotment of plots, houses and flats in the schemes launched by the Federal Government Employees Housing Foundation indicating also the basis on which that quota has been allocated; (b) whether it is a fact that recently the quota allocated to the employees of the constitutional bodies has been reduced, if so, the reasons thereof; and (c) whether there is any proposal under consideration of the Government to enhance the quota for the employees of the said bodies, if so, the details thereof? (b) The quota reserved for the employees of constitutional bodies has not reduced, in fact it has been enhanced from 02% to 03% for future schemes by the Executive Committee of the Housing Foundation in its 133rd meeting held on 17-06-2015. (c) As above *Question No. 104. Senator Muhammad Talha Mehmood: (Notice received on 19-06-2015 at 09:00 a.m.) Will the Minister for Housing and Works be pleased to state: (a) the details of corruption cases surfaced in the housing schemes launched by the Federal Government Employees Housing Foundation during the last ten years indicating also names and designations of the persons found involved in the same and action taken against them in each case; and- (b) the steps taken/being taken by the Government to control corruption in the said Foundation? Mr. Akram Khan Durrani: (a) The Housing Foundation executed an agreement with M/s Green Tree for the purchase of 3000 kanals privae land at Bhara Kahu . Islamabad for FG Employees. Land measuring 3153 kanals 07 marlas has been transferred in the name of FGE Housing Foundation so far. Honorable Supreme Court of Pakistan on a newspaper report Suo-Moto notice in June, 2009. The case was disposed of on 27-02-2013. The Supreme Court ordered that ―, no escalation in the project cost on any ground‖. An enquiry was conducted in the Ministry by Mr. M. B. Awan, Senior Joint Secretary and report was submitted to the NAB and Honorable Supreme Court of Pakistan. Over and above, detail of pending inquiries is Annexed. (b) FGEHF had purchased the land in Bara Kahu for Housing Scheme Phase-VI from M/S Green Tree. Due reluctant to honour its obligation by M/s Green Trees, litigation started and has the matter remained subjudice in Islamabad High Court. Recently as a result of NAB intervention, an addendum is being prepared by both parties i.e. Housing Foundation and M/S Green Tree. As per agreement, M/S Green Tree is being bound to provide the developed plots. It is, therefore, expected that the development work on the scheme shall be started soon with transparency and completed without further delay. Moreover, the following steps are being taken to control corruption in the Foundation: (i) To evaluate the expression of interest, an Evaluation Committee has been constituted is formed for transparency. (ii) Internally Audit of HF Wings through Chartered Accountant Firms. Annually audit of all Wings through Federal Audit. (iii) The process of hiring of Technical as well as Financial Consultant through advertisement is in progress, whose TORs is also to minimize risk and elimination of corruption. (iv) All the senior officials are assigned with their responsibilities as defined in Service Rules of Housing Foundation against each position and during appointment all the Codal formalities of service rules of Housing Foundation and regulations defined by Establishment Division are being adopted in Housing Foundation, which will minimize the risk of corruption during whole procedure of selection and finalization. (v) Housing Foundation has also started e-filling and registration system, which will help in minimizing the risk of corruption. *Question No. 105. Senator Col. (R) Syed Tahir Hussain Mashhadi: (Notice received on 24-06-2015 at 01:00 p.m.) Will the Minister for Water and Power be pleased to state: (a) whether it is a fact that the Asian Development Bank (ADB) has provided financial assistance for the construction of the Nelum Jhelum Hydro Power Project and Dasu Dam, if so, the amount thereof; and (b) whether there is any proposal under consideration of the Government to obtain further financial assistance from the ADB or other international donors or financial institutions for the said projects, if so, the details thereof? Khawaja Muhammad Asif: (a) Asian Development Bank (ADB) has not provided any financial assistance for the construction of the Neelum Jhelum Hydro Electric Project (NJHEP) and Dasu Hydropower Project.

    Contested and Contextual Identities: Ethnicity, Religion and Identity among the Pakhtuns of Malakand, Pakistan. Muhammad Ayub Jan PhD University of York Department of Politics September 2010 Abstract This study reflects on Pakhtun sense of belonging and suggests a complex and dynamic process of identification that involves multiple aspects. The multilayered, contextual and contested identification process among Pakhtuns indicates segmentary ethnicity that has intra ethnic, inter ethnic and national aspects. It argues that the literature on Pakhtun identity highlights the internal stratification and ecological variation amongst Pakhtuns but stop short of establishing any relationship between this internal stratification and the process of identification. The literature also fails to see the significance of the continuous and progressive identification of Pakhtuns with Pakistan and Islam. Focusing on generative processes (internal and external identification) in time of flux this thesis remains contemporary in its approach to ethnicity and identity. It also contributes to the debate in Social Anthropology about the relative emphasis on ‘boundary’ or the ‘cultural stuff’. The research focuses on Malakand in Khyber Pakhtunkhwa (Pakistan), which in its changing administrative status has hybridity of the ‘autonomous’ Tribal Areas and ‘governed’ Settled Districts. Such transforming status has a greater significance to investigate identity processes in time of flux and in the context of Pakhtun ecological variation. I have argued in this study that Pakhtuns in Malakand categorize each other as Khanan and Ghariban in times of socio economic change. These categories in reciprocal opposition maintain categorical boundary through a meaning system that is informed by particular patterns of social conduct. The two categories are also involved in contextual contestation over the ethnic identity i.e who is Pakhtun? The contestation involves alternative emphasis on ascribed and performing aspects of Pakhtunness in local and non local contexts.
