Cimatu welcomed the impending approval of a proposed measure removing the deadline on agricultural free patent applications. Senate Bill (SB) 1931 was approved by the Senate on second and third reading on 15 December 2020, and will now go through bicameral proceedings to reconcile with the House BIll (HB) 7440), the counterpart version of House of Representatives. President Rodrigo Duterte has cetified the measure as urgent. The Land Management Bureau (LMB) under the Department of Environment and Natural Resources (DENR) – together with the DENR Legislative Affairs group and public advocacy organization, Foundation for Economic Freedom, lobbied for the passage of the measure to hasten land titling process in the country. “We are elated that the Senate recognizes the importance of the passage of this bill. It has always been the desire of LMB to accelerate titling in the country and help our farmers secure their land titles,” Cimatu said. The bill calls for amendments of some provisions under the Presidential Decree No. 1529, otherwise known as the Property Registration Decree, Commonwealth Act 141, also known as the Public Land Act, and Republic Act 9176 to ease and improve land titling application processes for alienable and disposable agricultural lands.

But traditional political families in the Philippines are so infamous that a 2012 piece by the Sydney Morning Herald documented a dynasty on steroids. It is noteworthy that political dynasties in the Philippines continue to expand. The article, published by the Ateneo Policy Center' academic think tank From Fat to Obesity: Political Dynasties after the 2019 midterm elections, argues that political dynasties have become fatter over the past 30 years (or 10 election periods). According to the document, the thin dynasty is one where political families mantle public office on other members consistently. Elections are used by family members to replace each other in a political post. On the other hand, the term fat dynasty refers to the family of politicians, while entering public office. Several members of the clan participate in elections simultaneously, running for various positions. Accordingly, the newspaper is so troubling: The results of the 2019 midterm elections have demonstrated the ability of political dynasties to remain in power, as fat dynasties remain entrenched in many parts of the country. While some prominent political dynasties have lost, the overall picture shows that fat dynasties continue to grow on both intense (i.e., the size of political clans among fat dynasties) as well as vast (i.e., the number of political clans that fat dynasties) fields. The threat to democracy, the continued dominance of particular families in elections, in fact, distorted this political exercise in favour of only a special caste of politicians.

A commendation ceremony was recently led by Regional Director Reynaldo M. Bungubung, CESO IV with Assistant Regional Director Lailyn A. Ortiz, CESE to commend the sterling performance of the newly inducted LGOOs during the 51st LGOO Training. “I am proud to have 8 successful LGOO inductees under my watch. Much pressure is put on the next batch of trainees since the quest for excellence has been started by the current batch”, said RD Bungubung. The training was no easy feat for the inductees as they were taken out of their comfort zones in countless ways. Nevertheless, they strived for excellence and succeeded. DILG XII boasts of two (2) inductees who made it to the top ten trainees at the national level. LGOO II Ryan J. Alair made it to rank 4 while LGOO II Relmie T. Tamson made it to rank 10. DILG XII also takes pride in LGOO II Muhammad Farzieh B. Abutazil who was elected Governor of the 51st Batch. The rest of the DILG XII “Magic 8” are LGOO II Mohammad Jamshid S.
