• As of 6 July 2008, there are still 24,488 lbs of relief cargoes and family food pack at Villamor Air Base (4,488 lbs relief items and medicine) and North Harbor (20,000 lbs food pack) ready for transport to Iloilo, Aklan and Romlon provinces. The family food pack will be transported to Romblon on Tuesday, July 08 via DHL shipping. These are donations from NDCC, DSWD, BCBP, PGH and Cong. Quimpo

3 • Airlifted today, July 06, 2008, the assorted relief goods and used clothing weighing 35,610 lbs from GMA Network, Hospicio de San Jose, Mr. Villareal and Ms. Sedonio for Iloilo via C-130

• DA facilitated the release of 5 tons of fresh fish to be shipped to Kalibo, Aklan and provided 100 pcs. gill nets for Aklan residents; deployed DA-BFAR vessel to conduct fishing expedition for Aklan residents; issued an advisory that fish in Romblon and Northern Panay areas is safe for human consumption; procured 20,000 bags of certified seeds for distribution to farmers; and, distributed vegetable seeds and fertilizer discount coupons at P250.00 fertilizer discount per bag to 200,000 farmers distributed as follows: Dumangas Iloilo 4,000 pcs; Iloilo Province 4.000 pcs; Barotac Nuevo, Iloilo 4,000 pcs; Kalibo, Aklan 2,000 pcs; Banga, Aklan – 2,000 pcs; and Pan-ay, Capiz – 4,000 pcs

• Region XII - CDCC Cotabato City put up community kitchen in coordination with BDCCs; distributed rations of food packs at evacuation centers; and provided food and financial assistance to 5 dead victims. City government provided P3 M for the victims (P1.6 M for food and other needs; P4M for admin cost and P1M medical assistance)

• DSWD XII provided 1,400 packages of food assistance about 19 NGOs supported its relief operations in terms of food, man power, used clothing, NFIs, cash, medicines and recreational activities of children

3. EDUCATION

- Based on DepEd’s assessment as of July 3 , 2008 there are 1,936 school buildings damaged in Regions I, III, IV-A, IV-B, V, VII, VIII and ARMM and the estimated cost of damage is P686,140,593.00 - DepEd has started the repair of damaged school buildings - Other priorities are the replacement of damaged school supplies, materials, equipment and furniture

4. HEALTH

- DOH coordinated with the San Lazaro Hospital on the requisition of 700 ampules of ATS; CHD VI regarding the Spanish donation; and Dr. Jose Reyes Memorial Medical Center on the emergency purchase of additional medicines for the Aklan Provincial Health Office - DOH conducted rapid health assessment in Region VI (Aklan, Capiz, Iloilo Prov and Antique); - Augmented assorted medicines, medical supplies and compact food to Region Vi and other affected areas; - Sent Surveillance and one (1) Medical Team to Region VI (Aklan, Capiz, Iloilo Prov and Antique) on 26 June 2008 composed of one (1) Medical Team, sanitary engineers, psychologists, epidemiologists, hospital maintenance and two (2) HEMS staff;

6 - Deployed personnel from RESU 6 and 7 with National Epidemiology Center to conduct disease surveillance activities; results of surveillance revealed that cough, fever, dermatitis, conjunctivitis, diarrhea and injuries are prevalent in evacuation centers

5. WATER, SANITATION AND HYGIENE (WASH) DOH HEMS - The portions of Iloilo and Aklan water systems were damaged as reported by the WASH Team; coordinated with Metro Kalibo Water District on the resumption of water supply distribution and instructed to increase the residual chlorine level to 0.7 pm - The submerged Metro Kalibo Water District Pumping Station is now operational - Conducted an ocular inspection of evacuation sites in New Washington, Aklan and oriented Rural Sanitary Inspector on Water disinfection and treatment - Oriented Rural Sanitary Inspectors (RSIs) of different municipalities re guidelines on disinfection of drinking water using 1.25% Sodium Hypochlorite and the Gerrycan - Repair of the Iloilo City water system will take 4 to 6 months - Requirements for WASH are chlorines granules analyzers and potable water testing equipment for water quality monitoring - The Metro Iloilo Water District (MIWD) is presently conducting repair and rehabilitation of water supply main line in the province of Iloilo and Iloilo City which was cut off its 70% water supply due to collapsed Imelda Marcos Bridge - Integrated Provincial Heath Office (IPHO)-Cotabato provided chlorine for potable water requirements of the evacuees

6. PSYCHOSOCIAL A Psychosocial Team from the DOH is scheduled for deployment to the Provinces of Iloilo and Aklan

IV. Regional Updates Region VI - Aklan – the estimated damaged watercrafts (pump boats and speedboats) in Boracay Island is P50 M. No more stranded tourists, pump boats operational but no power supply - Capiz - damage to fisheries in Pres. Roxas is P2.1 M, in Panay, damage to fisheries is P69.9 M, supply of electricity has been totally cut off and some telephone lines are disconnected - - fishing equipment, seaweeds and fisheries and other crops were damaged in almost all municipalities - Iloilo - there are still 311 families as evacuees. Sixteen (16) bridges and various road networks were damaged and an oil tanker sunk on June 21 in the seawater of Brgy Punta, Carles - Negros Occidental - 18 fishing boats were damaged, 3 were lost in Brgy. Punta Salom, Manaula and a day care center was damaged in Pulupandan

Region XII Cotabato City  The heavy downpour as a result of TY “Frank” has left almost more than 75% of Cotabato City underwater. One urgent concern is the accumulation of water lilies at the Delta Bridge estimated to be 7 hectares, 3 meters thick spanning the entire length of the bridge. The vegetation/water lilies serves as impounding dam

7 causing the Rid Grande de Mindanao to divert its flow to the low lying areas of Cotabato City thereby submerging more than 75% of the total land area of the City

 Efforts to remove the vegetation/water lilies is being undertaken by the City Government using employees, volunteers and heavy equipment in cooperation with other agencies. With the Rio Grande de Mindanao severely silted, the flood waters from up stream (Cotabato Agus River Complex) is expected to flow to the sea through the Tamontaka River, a major tributary of Rio Grande de Mindanao submerging all low lying barangays of the City in between the rivers

 As of today, 5 July, there are 14,014 families affected with 3,058 families housed in 13 evacuation centers while the rest are within their own barangays. The City Government is providing relief goods to the evacuees

 Urgent needs are : 1) Provision of relief food and medicines to all affected families; 2) Declogging of the Delta Bridge using enough equipment to be able to catch up with the buildup of the water; 3) Reopening the Simuay cut off channel; and 4) Dredging the Rio Grande de Mindanao, the Simuay River and its tributaries within the Cotabato City
