Humanitarian Response National Extent of Assistance Provided by Government Agencies and LGUs as of July 3, 2008 (TAB E) NDCC - Php 16,507,125.00 DSWD - Php 31,892,150.34 DOH - Php 16,284.863.42 LGUs - Php 24,612,647.54 TOTAL - Php 89,296,786.30 International and Local Assistance/Donations (Tab F) International assistance/donations from foreign governments and INGOS through PNRC, DSWD and NDCC Cash - US $ 610,000.00 (USAID, France thru PNRC, Korea and China thru DCC) Aus$ 500,000.00 (AUSAID thru PNRC) In kind - Php 14,300,000.00 (Spanish and JICA) US$ 650,000.00 (USAID thru PNRC) Local Assistance/Donations from NGOs and Private Organizations and Individuals Cash - Php1,038,162.50 (thru DSWD) In kind - more than Php2,272,186.00 (others have no declared amount) NGOs Php2,486,020.00 ( thru DSWD) Relief Operations NDCC o From June 22- July 8, 2008, the NDCC-OPCEN facilitated the following: - Airlift of 620,718 lbs. or 282.143 tons of cargoes to Iloilo and Aklan (Air Assets Utilized - 18 sorties C-130, 4 sorties F-27, 1 sortie US C-2 and 1 sortie Sea Air ) - 25 sorties - Transport of 65,580 lbs or 29.75 tons via Lucena Port and Batangas Port intended for Marinduque, Romblon, Iloilo and Aklan (Sea and Land Assets Utilized - 2 RoRo, 2 Naval Ships, 4 ten-wheeler trucks) - Release of 18,090 sacks of rice amounting to P16,507,125.00 which have been distributed to 11 regions: I (200); III (960); IV-A (1,300); IV-B (1,150); V (250); VI (11,300); VII (500); VIII (500); XII (1,340); NCR (300); and ARMM (600) o As of 7 July 2008, there are still 19,108 lbs remaining relief cargoes at Villamor Air Base. Fifteen thousand (15,00 ) lbs of these remaining relief cargoes are already loaded at the C-130 but the aircraft can not fly yet due to engine trouble. 3 DA Facilitated the release of 5 tons of fresh fish to be shipped to Kalibo, Aklan; provided 100 pcs. gill nets for Aklan residents; deployed DA-BFAR vessel to conduct fishing expedition for Aklan residents; issued an advisory that fish in Romblon and Northern Panay areas is safe for human consumption; procured 20,000 bags of certified seeds for distribution to farmers; and distributed vegetable seeds and fertilizer discount coupons at P250.00 per bag to 200,000 farmers distributed as follows: Dumangas Iloilo 4,000 pcs; Iloilo Province 4.000 pcs; Barotac Nuevo, Iloilo 4,000 pcs; Kalibo, Aklan 2,000 pcs; Banga, Aklan – 2,000 pcs; and Pan-ay, Capiz – 4,000 pcs Dep Ed Dep Ed created Task Force “Frank” and issued Dep Ed Memorandum to all its RDs and Division Facilities Coordinators in affected areas to undertake precautionary measures, conduct rapid damage assessment and report to Physical Facilities and Schools Engineering Division for consolidation and reporting to NDCC; Released Php 30 M assistance to Region VI for the repair/rehabilitation of school buildings; Coordinated with the local government, barangay officials and PTCAs for the clearing operations and repair of school buildings and facilities with minor damages; Validated damages of schools through actual inspection by Dep Ed Central Office Engineers with Regional and Division Task Forces and Education in Emergencies Cluster members; Determined priority schools for repair/rehabilitation and for replacement or new construction of damaged facilities, number of schools used as evacuation centers and affected families /children; Consolidated and submitted updated reports to Dep Ed Central Office, NDCC and other concerned agencies. DSWD Provided Php 28.4 M worth of relief augmentation/support to typhoon –affected local government units in 12 regions DSWD set-up the 24/7 DSWD Social Welfare Inquiry Desks at Sulpicio Lines Office at North Harbor Port Area (terminated on June 30); Abellana Sports Complex, Cebu City and in the municipalities of Claveria and San Pascual, Masbate and Pasacao, Camarines Sur where in they conducted the following interventions : - Counseling and CISD to family members of the victims; masterlisting of relatives of the victims; assisting family-claimants on the documentary and procedural requirements for the insurance claim from Sulpicio Lines; continuous coordinating with PCG, DOH, Sulpicio Lines and NGO partners on the provision of necessary psychosocial interventions for the relatives of missing victims; and managing information III. Priority Humanitarian Needs/ Requirement by Cluster 1. EDUCATION Dep Ed convened members of Education Cluster (Save the Children, UNICEF, Plan International, CCF, ABS-CBN Foundation, Children International, and Center for Disaster Preparedness) and planned for a joint validation of reports and responses. The Save the Children has project covered in areas of Iloilo and Antique provinces and raised $15,000 for emergency relief assistance. 4 Dep Ed reported that 1,879 school buildings were damaged in Regions I, III, IV- A, IV-B, V, VI VII, VIII, NCR and ARMM with estimated cost amounting to Php616,770, 593.00 There were 265,842 school children (216,909 pupils and 48,933 students) and 4,660 teachers affected since classes from primary, elementary, and secondary levels were suspended at the height of Typhoon Frank. A total of 106 schools were used as evacuation centers which housed about 1,297 families Region VI incurred heaviest losses with 775 schools partially and totally damaged with an estimated cost of Php220,312,000.00, affecting about 70,181 school children and 1,790 teachers The second hardest hit was Region VIII with 456 schools damaged with an estimated damage cost of Php183, 217,000.00 265,842 schoolchildren were affected by the disruption of classes in the aftermath of TY “Frank”. With the resumption of classes on June 10, 2008, other students were left without schools. Moreover, educational supplies, teaching-learning materials, equipment and furniture were either washed –out or heavily damaged. 2. HEALTH DOH-HEMS coordinated with the San Lazaro Hospital on the requisition of 700 ampules of ATS, with CHD VI regarding the Spanish donation and Dr. Jose Reyes Memorial Medical Center for the emergency purchase of additional medicines for the Aklan Provincial Health Office. VI DOH VI conducted rapid health assessment in Aklan, Capiz, Iloilo and Antique; Augmented assorted medicines, medical supplies and compact food to Region VI and other affected areas; Sent surveillance and one (1) medical team to Aklan, Capiz, Iloilo and Antique on 26 June 2008 composed of one (1) medical team, sanitary engineers, psychologists, epidemiologists, hospital maintenance and two (2) HEMS staff; and Deployed personnel from RESU 6 and 7 with the National Epidemiology Center to conduct disease surveillance activities. Results of surveillance revealed that cough, fever, dermatitis, conjunctivitis, diarrhea and injuries are prevalent at the evacuation centers PHAP CARES Foundation Inc. donated 12,754 of assorted medicines to be distributed to Barotac Viejo and Janiuay, Iloilo. ARMM Health services to include consultation, treatment referral and immunization are established in every Rural Health Units in Maguindano and Shariff Kabunsuan managed by a composite team from RHU, IPHO Maguindano and DOH-ARMM Emergency Response Team DOH-ARMM distributed 4 boxes of complete basic trauma kits from WHO in one District Hospital and 3 rural health units (RHUs; 20 boxes compact food, assorted boxes of medicines ; provided consultation and referral of cases 3. WATER, SANITATION AND HYGIENE (WASH) DOH HEMS coordinated with Metro Kalibo Water District on the resumption of water supply distribution and instructed to increase the residual chlorine level to 0.7 pm. The submerged Metro Kalibo Water District Pumping Station is now operational. VI Conducted an ocular inspection of evacuation sites in New Washington, Aklan and oriented the Rural Sanitary Inspectors (RSIs) of different municipalities to 5 disseminate and increase awareness on the guidelines of disinfection and treatment of drinking water using 1.25% Sodium Hypochlorite and the Jerry can. Seventy (70)% of the water supply from Metro Iloilo Water District (MIWD) was cut off due to collapsed Imelda Marcos Bridge.
