NDCC o From June 22- July 8, 2008, the NDCC-OPCEN facilitated the following:

- Airlift of 620,718 lbs. or 282.143 tons of cargoes to Iloilo and Aklan (Air Assets Utilized - 18 sorties C-130, 4 sorties F-27, 1 sortie US C-2 and 1 sortie Sea Air ) - 25 sorties

- Transport of 65,580 lbs or 29.75 tons via Lucena Port and Port intended for Marinduque, Romblon, Iloilo and Aklan (Sea and Land Assets Utilized - 2 RoRo, 2 Naval Ships, 4 ten-wheeler trucks)

- Release of 18,090 sacks of rice amounting to P16,507,125.00 which have been distributed to 11 regions: I (200); III (960); IV-A (1,300); IV-B (1,150); V (250); VI (11,300); VII (500); VIII (500); XII (1,340); NCR (300); and ARMM (600)

o As of 7 July 2008, there are still 19,108 lbs remaining relief cargoes at Villamor Air Base. Fifteen thousand (15,00 ) lbs of these remaining relief cargoes are already loaded at the C-130 but the aircraft can not fly yet due to engine trouble.

3 DA ∑ Facilitated the release of 5 tons of fresh fish to be shipped to , Aklan; provided 100 pcs. gill nets for Aklan residents; deployed DA-BFAR vessel to conduct fishing expedition for Aklan residents; issued an advisory that fish in Romblon and Northern Panay areas is safe for human consumption; procured 20,000 bags of certified seeds for distribution to farmers; and distributed vegetable seeds and fertilizer discount coupons at P250.00 per bag to 200,000 farmers distributed as follows: Dumangas Iloilo 4,000 pcs; Iloilo Province 4.000 pcs; Barotac Nuevo, Iloilo 4,000 pcs; Kalibo, Aklan 2,000 pcs; Banga, Aklan – 2,000 pcs; and Pan-ay, Capiz – 4,000 pcs

Dep Ed ∑ Dep Ed created Task Force “Frank” and issued Dep Ed Memorandum to all its RDs and Division Facilities Coordinators in affected areas to undertake precautionary measures, conduct rapid damage assessment and report to Physical Facilities and Schools Engineering Division for consolidation and reporting to NDCC; ∑ Released Php 30 M assistance to Region VI for the repair/rehabilitation of school buildings; ∑ Coordinated with the local government, officials and PTCAs for the clearing operations and repair of school buildings and facilities with minor damages; ∑ Validated damages of schools through actual inspection by Dep Ed Central Office Engineers with Regional and Division Task Forces and Education in Emergencies Cluster members; ∑ Determined priority schools for repair/rehabilitation and for replacement or new construction of damaged facilities, number of schools used as evacuation centers and affected families /children; ∑ Consolidated and submitted updated reports to Dep Ed Central Office, NDCC and other concerned agencies.

DSWD ∑ Provided Php 28.4 M worth of relief augmentation/support to typhoon –affected local government units in 12 regions

∑ DSWD set-up the 24/7 DSWD Social Welfare Inquiry Desks at Sulpicio Lines Office at North Harbor Port Area (terminated on June 30); Abellana Sports Complex, City and in the municipalities of Claveria and San Pascual, and Pasacao, where in they conducted the following interventions : - Counseling and CISD to family members of the victims; masterlisting of relatives of the victims; assisting family-claimants on the documentary and procedural requirements for the insurance claim from Sulpicio Lines; continuous coordinating with PCG, DOH, Sulpicio Lines and NGO partners on the provision of necessary psychosocial interventions for the relatives of missing victims; and managing information

III. Priority Humanitarian Needs/ Requirement by Cluster

1. EDUCATION ∑ Dep Ed convened members of Education Cluster (Save the Children, UNICEF, Plan International, CCF, ABS-CBN Foundation, Children International, and Center for Disaster Preparedness) and planned for a joint validation of reports and responses. The Save the Children has project covered in areas of Iloilo and Antique provinces and raised $15,000 for emergency relief assistance.

4 ∑ Dep Ed reported that 1,879 school buildings were damaged in Regions I, III, IV- A, IV-B, V, VI VII, VIII, NCR and ARMM with estimated cost amounting to Php616,770, 593.00 ∑ There were 265,842 school children (216,909 pupils and 48,933 students) and 4,660 teachers affected since classes from primary, elementary, and secondary levels were suspended at the height of Typhoon Frank. A total of 106 schools were used as evacuation centers which housed about 1,297 families ∑ Region VI incurred heaviest losses with 775 schools partially and totally damaged with an estimated cost of Php220,312,000.00, affecting about 70,181 school children and 1,790 teachers ∑ The second hardest hit was Region VIII with 456 schools damaged with an estimated damage cost of Php183, 217,000.00 ∑ 265,842 schoolchildren were affected by the disruption of classes in the aftermath of TY “Frank”. With the resumption of classes on June 10, 2008, other students were left without schools. Moreover, educational supplies, teaching-learning materials, equipment and furniture were either washed –out or heavily damaged.

2. HEALTH

∑ DOH-HEMS coordinated with the San Lazaro Hospital on the requisition of 700 ampules of ATS, with CHD VI regarding the Spanish donation and Dr. Jose Reyes Memorial Medical Center for the emergency purchase of additional medicines for the Aklan Provincial Health Office. VI ∑ DOH VI conducted rapid health assessment in Aklan, Capiz, Iloilo and Antique; ∑ Augmented assorted medicines, medical supplies and compact food to Region VI and other affected areas; ∑ Sent surveillance and one (1) medical team to Aklan, Capiz, Iloilo and Antique on 26 June 2008 composed of one (1) medical team, sanitary engineers, psychologists, epidemiologists, hospital maintenance and two (2) HEMS staff; and ∑ Deployed personnel from RESU 6 and 7 with the National Epidemiology Center to conduct disease surveillance activities. Results of surveillance revealed that cough, fever, dermatitis, conjunctivitis, diarrhea and injuries are prevalent at the evacuation centers ∑ PHAP CARES Foundation Inc. donated 12,754 of assorted medicines to be distributed to Barotac Viejo and Janiuay, Iloilo. ARMM ∑ Health services to include consultation, treatment referral and immunization are established in every Rural Health Units in Maguindano and Shariff Kabunsuan managed by a composite team from RHU, IPHO Maguindano and DOH-ARMM Emergency Response Team ∑ DOH-ARMM distributed 4 boxes of complete basic trauma kits from WHO in one District Hospital and 3 rural health units (RHUs; 20 boxes compact food, assorted boxes of medicines ; provided consultation and referral of cases

3. WATER, SANITATION AND HYGIENE (WASH)

∑ DOH HEMS coordinated with Metro Kalibo Water District on the resumption of water supply distribution and instructed to increase the residual chlorine level to 0.7 pm. The submerged Metro Kalibo Water District Pumping Station is now operational. VI ∑ Conducted an ocular inspection of evacuation sites in New Washington, Aklan and oriented the Rural Sanitary Inspectors (RSIs) of different municipalities to

5 disseminate and increase awareness on the guidelines of disinfection and treatment of drinking water using 1.25% Sodium Hypochlorite and the Jerry can. ∑ Seventy (70)% of the water supply from Metro Iloilo Water District (MIWD) was cut off due to collapsed Imelda Marcos Bridge. The service provider is now conducting repair and rehabilitation of water supply main line in the province of Iloilo and Iloilo City. Repair of the Iloilo City water system will take 4 to 6 months. XII ∑ Integrated Provincial Heath Office (IPHO)-Cotabato provided chlorine for potable water requirements of the evacuees. Requirements for WASH are chlorines granules analyzers and potable water testing equipment for water quality monitoring.

∑ OCD XII coordinated with DOH XII and solicited recommendations on how to prevent outbreak of communicable diseases at the evacuation centers in view of the existing health conditions threatened by ill-effects of water contamination due to washed –out garbage that might cause water–borne diseases.

ARMM ∑ DOH-ARMM is now assessing WASH: The Rural Sanitary Inspectors have started the distribution of chlorine granules, chlorination and water treatment. WASH cluster held a meeting to prioritize recipient areas of jerry cans and hyposol and design strategy and venue of distribution. ∑ Conducted briefing/orientation of Sanitary Inspectors in Shariff Kabunsuan and Maguindanao on the use of Sodium Hypochlorite ∑ DOH ARMM distributed AMV vaccines, 200 pieces jerry cans and 1,444 bottles of sodium hypochlorite

4. LIVELIHOOD ∑ DSWD CO released Php57.47 M standby funds for purchase of emergency relief supplies and for early recovery/rehabilitation efforts i.e. livelihood , cash or food for work-C/FFW for reconstruction of community facilities, emergency shelter assistance (ESA) to individuals in crisis situations ∑ Released Php33 M to concerned DSWD FOs earmarked for the following regions’ early recovery/rehabilitation projects on social preparation stages: - Php5 M for DSWD IV-B for C/FFW projects as alternative source of income for fisherman-families along the coastlines of , Romblon due to fishing ban imposed in relation to sinking of MV Princess of the Stars (Php100,000 livelihood for 10 families at 5 each for Romblon and San Fernando, Romblon Province - Php 3 M for DSWD V as alternative livelihood for fisherfolks in coastal areas of San Pascual, Claveria, Masbate Province and Pasacao, Camarines Sur Province where some of the dead bodies of ill-fated ship’s passenger were recovered. Project proposal for livelihood of 210 families in San Pascual was approved. Processing of project proposal for Claveria, Masbate and Pasacao, Camarines Sur is ongoing. - Php25 M for DSWD VI for Emergency Shelter Assistance and CFFW activities for early recovery projects i.e. repair of damaged community facilities and clearing operations.

5. AGRICULTURE ∑ DAR reported that a total of 24,214.80 hectares of land covered by Agrarian Reform were affected in Regions III, IV-A, V, VI, VII, VIII, IX, XI, , XII, and ARMM, thereby affecting 76,871 agrarian reform beneficiaries and the estimated cost of damage is Php 539.859 Million

6. Power Restoration

∑ TransCo had restored service to customers since June 24, 2008 using temporary connection schemes. Gumaca,- Kalayaan 230 KV line I was re-energized last 6 July 2008 upon completion of one of the two emergency restoration systems (ERS) being created to by-pass the toppled tower. Creation of other ERS for line 2 was fast tracked to meet the target which is July 20, 2008. With regard to San- Jose-Tayabas 500 KV line 2, restoration of downed conductors is 85 % completed and energization is scheduled on July 9, 2008

∑ NEA reported that 93 % of the barangays are already energized in 13 Provinces or 21 electric cooperatives (ECs) with 92 % household served. ARMM ∑ NDCC thru RDCC–ARMM facilitated the release of 500 sacks of rice to PDCCs of Magunidanao and Shariff Kabunsuan ∑ RDCC ARMM provided relief commodities amounting to Php977,447.00 which was shared equitably to the provinces of Maguindanao and Shariff Kabunsuan. ∑ DSWD ARMM had provided relief goods to the affected families in Maguindanao and Shariff kabunsuan amounting to Php223,835 .00

XII ∑ OCD XII coordinated with DSWD XII for the conduct of supplemental feeding for pre-school children in various evacuation centers and implement rehabilitation programs and services in affected barangays as recommended by the CSWDO of Cotabato City ∑ In view of the urgent need for food of the 3,058 families currently housed inside 13 evacuation centers, Mayor Sema of Cotabato City requested sacks of rice from NDCC. In response to the request, OPCEN facilitated the release of 300 sacks of rice to Cotabato City to augment on going relief operations in the city.

9. INFRASTRUCTURE ∑ DPWH-ARMM assessed that the total restoration cost of all damaged lifelines (roads and bridges) in ARMM is Php83.350M: Php 55 M in Maguindanao, Php21 M in Shariff Kabunsuan and Php7.35 M in .

∑ DPWH VI procured materials equipment and labor for the rehabilitation of alternate route and temporary bridges and materials for the restoration of road slips

10. Logistics AFP VI facilitated the transport of five (5) rubber boats from Iloilo Airport, Cabatuan , Iloilo to RDCC VI Operation Center in Iloilo City

11. Clearing/ Dredging Operations ∑ DPWH XII installed precautionary signages in strategic areas to serve as early warning devices to the people living within flood-stricken areas, pending the implementation of dredging operations to clear the Rio Grande Mindanao of vegetation, silt and other debris. ∑ OCD XII coordinated with DPWH XII for the availability of barge and tugboat and other equipment for massive dredging of heavily silted Rio Grande de Mindanao specially its 31 tributaries in Cotabato City.

Psychosocial Intervention ∑ DSWD mobilized volunteers from the Citizen Network for Psychological Response (CNPR) to assist in the provision of psychological intervention for affected families

12 Plans/Steps Forward ∑ A joint RDCC XII CDCC Cotabato Emergency Meeting will be conducted in Cotabato City on July 10, 2008 at the Peoples Palace, Cotabato City Hall to address the following urgent needs and to ensure a coordinated provision of emergency assistance and services at all levels of local government in the region: 1) Provision of relief food and medicines to all affected families; 2) Declogging of the Delta Bridge using enough equipment to be able to catch up with the build up of the water; 3) Reopening of the Simuay cut off channel; and 4) Dredging of the Rio Grande de Mindanao, Simuay River and its tributaries within Cotabato City

IV. Regional Updates

ARMM ∑ DA-ARMM also assessed that 4,750.5 hectares of agricultural productions were damaged: 960 has in Maguindanao; 3,785.5 has in Shariff Kabunsuan and 5 has in Lanao del Sur. ∑ A total of 306 houses and 144 school buildings were damaged: Maguindanao - 287 houses and 89 schools; Shariff Kabunsuan - 52 schools and Lanao del Sur - 19 houses and 4 schools ∑ Relief operations are continuing especially in the hardest -hit areas of Maguindanao and Shariff Kabunsuan. ∑ The cluster approach system was established during the coordinative meeting between and among the RDCC Technical Management Group and UN-World Food Programme, OXFAM Great Britain, MERN thru Mindanao Tulong Bakwet, Accion Contra El Hambre (ACH) and UNICEF to address all humanitarian efforts in the

10 region. Clusters activated were FOOD (DSWD-ARMM as the lead); WASH, NUTRITION and HEALTH (DOH-ARMM as lead); , EDUCATION (Dep Ed-ARMM as lead) LIVELIHOOD (DA-ARMM as lead); and EARLY RECOVERY (DPWH- ARMM as lead).

Region VI ∑ Aklan – the estimated cost of damage to watercrafts (pump boats and speedboats) in Boracay Island is P50 M. No more stranded tourists, pump boats operational but no power supply ∑ Capiz - damage to fisheries in Pres. Roxas is Php2.1 M; in Panay, damage to fisheries is Php69.9 M; supply of electricity has been totally cut off and some telephone lines are disconnected ∑ - fishing equipment, seaweeds and fisheries and other crops were damaged in almost all municipalities ∑ Iloilo - there are still 311 families as evacuees. Sixteen (16) bridges and various road networks were damaged and an oil tanker sunk on June 21 in the seawater of Brgy Punta, Carles ∑ Negros Occidental - 18 fishing boats were damaged, 3 were lost in Brgy. Punta Salom, Manaula and a day care center was damaged in

Region XII ∑ Seventy five (75) % of the total land area in Cotabato City are still submerged by water. One urgent concern is the accumulation of water lilies at the Delta Bridge estimated to be 7 hectares, 3 meters thick spanning the entire length of the bridge. The vegetation/water lilies serves as impounding dam causing the Rio Grande de Mindanao to divert its flow to the low lying areas of Cotabato City. ∑ Effort to remove the vegetation/water lilies is being undertaken by the City Government in cooperation with other agencies, utilizing volunteers and heavy equipment. ∑ With the Rio Grande de Mindanao severely silted, the flood waters from Cotabato Agus River Complex is expected to flow to the sea through the Tamontaka River submerging all low lying barangays of the city in between the rivers. ∑ As of July 7, 2008, there are still 3,058 families housed in 13 evacuation centers while the rest are within their own barangays. The City Government is providing relief goods to the evacuees
