S4M-13530 Joe FitzPatrick: Community Empowerment (Scotland) Bill—That the Parliament agrees that, during stage 3 of the Community Empowerment (Scotland) Bill, debate on groups of amendments shall, subject to Rule 9.8.4A, be brought to a conclusion by the time limit indicated, that time limit being calculated from when the stage begins and excluding any periods when other business is under consideration or when a meeting of the Parliament is suspended (other than a suspension following the first division in the stage being called) or otherwise not in progress:

Debate on the subject of—

S4M-12916 Gil Paterson: 30th Anniversary of the Scottish Cot Death Trust—That the Parliament acknowledges that 2015 marks the 30th anniversary of the founding of the Scottish Cot Death Trust; understands that the aims of the trust have remained consistent during this time; notes that it is committed to funding medical research in the hope of finding an answer to why babies and young children die, reducing the number of deaths by promoting the ―reduce the risk‖ message and supporting people who have experienced such a tragedy; believes that it carries out vitally important work, not only by raising public awareness and through the use of multiagency professionals, but also in its support for parents, sometimes for years, who have lost a healthy child without explanation; understands that the trust works in partnership with NHS boards to provide the Next Infant Support Programme for bereaved parents in Clydebank and Milngavie and across Scotland who go on to have further children; believes that the trust offers apnoea monitors as well as a bespoke support service throughout pregnancy and for the first year after birth; notes that it has worked with the Scottish Government in producing the leaflet, Reduce the Risk, which highlights safe sleeping positions and the associated factors that are considered to raise the risk of

6 sudden unexpected infant death; further notes that the leaflet provides information such as the view that, in the first six months of life, the safest place for the babies to sleep is in their own cot in the parental bedroom; understands that ways to reduce risk include avoiding sleeping on a sofa or chair with a baby, not smoking during pregnancy or around a baby after birth, avoiding sharing a bed with a baby if either parent is excessively tired, is a smoker, has drunk alcohol or has taken any medication that might cause drowsiness and avoiding letting a baby sleep on a surface that is neither firm nor flat, including infant swings, beanbags, bouncer chairs and infant car seats; understands that, although such seats can be fitted onto a pram chassis, they are not suitable places for infants to sleep; commends the trust on ensuring that these points are the main thrust of its 30th anniversary message to all parents, and wishes it every success in promoting this.

Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.

Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:

 Asterisks before the motion or amendment number indicate a motion or amendment published for the first time;

 Asterisks also identify alterations to the text of a motion or amendment made since it was first published;

 A hash symbol identifies motions eligible for debate at Members’ Business;

 A diamond symbol identifies motions lodged for Members’ Business that have not yet attracted the required cross-party support;

 An "R", identifies motions or amendments in which the Member who lodged it has a registrable interest.

*S4M-13545 Patricia Ferguson: Annie Comes to St Stephen’s—That the Parliament notes the recent production of the musical, Annie, by the pupils of St Stephen’s RC Primary School in Sighthill; congratulates the actors, singers and dancers and all those who worked backstage to contribute to what it considers an excellent performance of this popular musical, and notes the efforts of the staff who supported the performers and presided over rehearsals and the parents who gave great encouragement to everyone involved in this successful production.

*S4M-13527 Bob Doris: Halting the Axe to Free School Bus Travel in Glasgow— That the Parliament is deeply concerned at proposals to alter the qualifying distance for both primary and secondary school children in Glasgow to qualify for free bus travel; understands that this will be implemented by Glasgow’s Labour administration in August 2015 without any meaningful consultation with parents or communities and that it will reduce free transport provision in the city from 3,214 qualifying children to just 1,383; considers that, while these cuts will impact detrimentally on families across the city, areas such as Maryhill and Milton in the north of the city are being disproportionately impacted in part due to the city council’s ill-considered previous school closure programmes, which targeted the Maryhill area, including the closure of St Agnes’, Wyndford and St Gregory’s primary schools; understands that parents believe that promises made by the city council when schools were closed in recent years are now being reneged on; shares the concerns of parents and communities that so-called safe walking routes will still place children at additional risk, that travel times may also be of detriment to children’s education, with an estimated three hours round trip for instance for young people from Milton to get to All Saints, will put at risk the attendance of children at school and increase the travel costs for families in deprived areas who see no alternative but to pay for commercial bus transport, and believes that educational attainment is also potentially being compromised and that the city council should halt the plans to axe the free school bus provision and start a meaningful and respectful dialogue with parents, children and communities should it decide at any point in the future to reform free school transport arrangements in the city.

Bills in Progress A list of all Bills in progress can be accessed via the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2. Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
