EPC Exhibit 137-9.4 May 9, 2014 THE LIBRARY OF CONGRESS Dewey Section To: Jonathan Furner, Chair Decimal Classification Editorial Policy Committee Cc: Members of the Decimal Classification Editorial Policy Committee Karl E. Debus-López, Chief, U.S. Programs, Law, and Literature Division From: Michael Panzer, Editor in Chief Winton E. Matthews, Consulting Assistant Editor Dewey Decimal Classification OCLC Online Computer Library Center, Inc. Re: Greece On January 1, 2011, in accordance with the Kallikratis plan (Law 3852/2010), the former system of 13 regions, 54 departments, and 1033 municipalities and communities was replaced by 7 decentralized administrations, 13 regions, and 325 municipalities. The regions are divided into regional units, usually but not always coterminous with the former departments. The biggest differences are 1) former Cyclades department became nine regional units and 2) former Dodecanese department became four regional units. Other than the regional unit of Aetolia and Acarnania, which already has its own Table 2 notation at —49518, we decided that a specific Table 2 notation for the other regional units would not be provided for in the English-language version of the DDC. Thus, there are no expansions. (If in the future there is a new Greek-language version of the DDC, a specific Table 2 notation for each regional unit could be provided.) (Information about the change can be found at http://en.wikipedia.org/wiki/Administrative_divisions_of_Greece.) The major changes are: 1) The comprehensive notation for each decentralized administration is given. If the decentralized administration contains more than one region, the * footnote about specific parts is used. 2) The name of a previous department is changed from “[English version of name] department ([transliterated Greek version of name] nome)” to: regional unit of [English version of name] (Periphereiake Henoteta [transliterated Greek version of name]). 3) In the previous version, the departments of̄ Atticā region were not given in the including note. The regional units of Attica region are given in the including note. 4) The new regional unit of Sporades is given in the including note at T2—4954. 5) The new regional unit of Ithaca is given in the including note at T2—4955. 1 6) Mount Athos is an autonomous monastic state, not part of the Central Macedonia region. At T2—49565, “Mount Athos (Autonomous Monastic State of the Holy Mountain, Aftonomi Monastiki Politia Agiou Orous)” is added to the heading, and “Mount Athos” was deleted from the class-here note. 7) In Edition 20, the development for Greece was completely revised. At that time, T2—4958 was introduced with the following development: —4958 Former Aegean Islands region (Aigaio Nēsoi periphereia) Class here *Aegean Islands, *Sporades See also —16388 for Aegean Sea (Option: Class here Aegean Islands to 323, Sporades to 323; prefer —391) “*Aegean Islands (Aigaio Nēsoi)” is now the heading. “*Aegean Islands” was deleted from the class-here note. 8) The new regional units of Ikaria and Lemnos are given in the including note at T2—4954. 9) The previous Cyclades department became nine regional units. This change is reflected in the revised T2—49585. All of the new units consist of islands that are part of the Cyclades. 10) The previous Dodecanese department became four regional units. This change is reflected in the revised T2—49587. All of the new units consist of islands that are part of the Dodecanese. John Topping of the Library of Congress helped with the transliteration of the Greek names. Sporades Given the creation of a regional unit with the name of Sporades, which is located at T2—4954, there will be confusion with the island group with the name of Sporades, which is located at T2—4958. To distinguish between the two Sporades, “(island group)” was added after “Sporades” at T2—4958. Prior to this revision, the index term of “Sporades (Greece)” referred to the group of islands and was indexed to T2—4958. As part of the reorganization of the administrative units, the regional unit of Sporades was created within the Thessaly region T2—4954. If a country qualifier could refer to both an administrative unit and a geographical area or feature, the qualifier with only the country name would refer to the administrative unit, i.e., Administrative unit (Country). The qualifier for the geographic area or feature would give the type of geographical area or feature as part of the qualifier, i.e., Feature (Country : Feature). Therefore, the index term of “Sporades (Greece)” is now associated with the regional unit. The revision introduces the index term of “Sporades (Greece : Islands)” which is 2 associated with the group of islands. The following gives the proposed index entries: Sporades (Greece) T2—495 4 ancient T2—391 Sporades (Greece : Islands) T2—495 8 ancient T2—391 Index The index entries reflect the above changes with the following actions: 1) If the qualifier for the nome is “(Greece)”, the actions are: If there is not a city with the same name, there is no change to the index entry. If there is a city with the same name, the qualifier is changed to “(Greece : Regional unit)”. For example: Arta (Greece : Regional unit) T2—495 3 2) If the qualifier for the nome is “(Greece : Nome)”, the qualifier is changed to “(Greece : Regional unit)”. For example: Canea (Greece : Nome) T2—495 9 Canea (Greece : Regional unit) T2—495 9 3) New entries are provided for the new regional units and decentralized administrations. If there is no other administrative unit, especially a city, with the same name, the qualifier is “(Greece)”. If there is another administrative unit with the same name, the qualifier is “(Greece : Regional unit)” or “(Greece : Decentralized administration)”. The codes of P (proposed) and Ia (LCSH) are shown in the proposed revision of the index. Please see above for the discussion about the indexing of Sporades. Crete The term Crete refers to both an island and an administrative region. Both meanings are classed in the same Table 2 numbers: T2—3918 and T2—4959. The problem is that the current index entry of “Crete (Greece)” is only for the administrative region. This revision introduces the index entry of “Crete (Greece : Island)”. The subentry “ancient” is now also under “Crete (Greece : Island)”. The resulting index entries are Crete (Greece) T2—495 9 ancient T2—391 8 Crete (Greece : Island) T2—495 9 ancient T2—391 8 3 Dodecanese and Imbros Island If a geographic feature is entirely within the boundaries of a country, the feature is qualified with “(Country)”. That qualifier is missing from the entries for “Dodecanese” and “Imbros Island”. The qualifier has been added, and the entries are now “Dodecanese (Greece)” and “Imbros Island (Turkey)”. Ionian Islands The term Ionian Islands refers to both a group of islands and an administrative region. Both meanings are classed in the same Table 2 numbers: T2—382 and T2—4955. The problem is that the current index entry of “Ionian Islands (Greece)” is only for the administrative region. This revision introduces the index entry of “Ionian Islands (Greece : Islands)”. The subentry “ancient” is now also under “Ionian Islands (Greece : Islands)”. The resulting index entries are: Ionian Islands (Greece) T2—495 5 ancient T2—382 Ionian Islands (Greece : Islands) T2—495 5 ancient T2—382 Peloponnēsos and Peloponnesus The current indexing for Peloponnēsos and Peloponnesus follows: Peloponnēsos (Greece) T2—495 2 Peloponnēsos (Greece : Periphereia) T2—495 22 Peloponnesus (Greece) T2—495 2 ancient T2—386 Peloponnesus (Greece : Periphereia) T2—495 22 The problem is that the qualifier for the administrative region should be (Greece), not (Greece : Periphereia), and the qualifier for the peninsula should be (Greece : Peninsula), not (Greece). From the LC Name Authority record for Peloponnēsos (Greece): This heading is used for works on the administrative region of Greece. Works on the peninsula containing the administrative region Peloponnēsos and parts of Attikē and Dytikē Hellada are entered under the subject heading Peloponnesus (Greece : Peninsula). The subentry “ancient” is now also under “Peloponnesus (Greece : Peninsula)”. 4 The revised indexing follows: Peloponnēsos (Greece) T2—495 22 Peloponnēsos (Greece : Peninsula) T2—495 2 Peloponnesus (Greece) T2—495 22 ancient T2—386 Peloponnesus (Greece : Peninsula) T2—495 2 ancient T2—386 5 T2 T2 —38 *Greece to 323 Class here comprehensive works on Greece and Roman Empire; the *eastern Mediterranean region to 323; the *Hellenistic World; *southern Europe to 323 For Roman Empire, see —37 (Option: Class eastern Mediterranean region to 323 in —18224; class southern Europe to 323 in —4; class Greece to 323 in —495) —381 Macedonia to 323 For modern country of Macedonia to ca. 640, see —39876 (Option: Class Macedonia to 323 in —4956.
