1.0 Introduction

This report sets out the findings of the Audit and Assessment stages of Cheltenham Green Space Audit. It has been produced by Community First Partnership (CFP) a specialist green space consultancy. CFP were appointed by Cheltenham Borough Council in March 2005.

A number of pieces of research, assessments and consultation have been carried out that form the basis of the study. The work has been undertaken in accordance with Planning Policy Guidance 17 Planning for Open Space, Sport and Recreation (Office of the Deputy Prime Minister, 2002) and the Companion Guide “Assessing Needs and Opportunities” (Office of the Deputy Prime Minister, 2002). The study has been carried out to provide Cheltenham Council with detailed evidence to support the production of the Local Development Framework and Supplementary Planning Documents.

This report sets out the methodologies used in undertaking analyses of the quantity and quality of green spaces in Cheltenham along with the respective findings. The report also includes the results of the consultation undertaken as part of the borough council’s 2005 Household Survey for Parks and Green Spaces. As such this is a factual report based on objective audits and assessments and, as with any audit, it represents a snapshot at a particular point in time.

It is intended that this report is used by Cheltenham Borough Council as a basis for further consultation and the development of a wider strategic approach to the provision of green spaces in the town.

2.1 Introduction

Using existing Geographical Information Systems (GIS) data, Ordnance Survey mapping, aerial photography and the quality assessment process, all green spaces within Cheltenham have been mapped. Agricultural land was typically excluded from the study except where unrestricted public access was known to exist. All school grounds and their sports facilities were mapped as institutional land but were not included in the quality audit as they are not freely available to the public for recreation.

All green spaces that have been identified have been assigned a unique reference number. Where a site crosses Ward boundaries the site has been assigned to the Ward either where most of the site is located or where there is the most logical connection.

In order to classify the green space in the study a number of levels are used;

i) An initial classification based on land use and primary purpose (typology). ii) A classification of how accessible the site is to the public (accessibility) iii) A classification of the site’s significance (hierarchy). The following sections explain how these classifications were carried out.

Figure 1 below shows the area of Cheltenham with ward boundaries.

2.2 Typology

National guidance contained in “Assessing Needs and Opportunities”, the companion guide to PPG17, sets out a suggested typology of space for local authorities to use as their starting point for defining their own local standards.

2.3 Accessibility

Table 2 below sets out the accessibility levels that were used to classify the town’s green spaces.

2.4 Hierarchy

Table 3 below sets out the hierarchy levels that were used to classify the importance or significance of town’s green spaces.

Each site that was mapped on the GIS system was assigned a hierarchy level which was then checked on site when carrying out the quality audit.

3.1 Introduction

Analysis of the quantity of green space has been undertaken by using the GIS and population (Census 2001) data. The total amount of green space identified within Cheltenham has been quantified and the average amount of unrestricted green space per 1000 population calculated. Quantity by typology, size and Ward level has also been calculated for both unrestricted and restricted sites. The results of the public consultation have also been used to compare the results of the analysis of quantity with the views of the local community.

A full site list of all sites can be seen at Appendix A.

Figure 2 below shows all sites plotted by accessibility and typology.

3.2 Cheltenham Quantity Analysis

This section of the report considers supply of green space in Cheltenham with regard to the typology, hierarchy and accessibility.

3.2.1 All Sites

Table 4 above shows the total amount of green space (regardless of accessibility) within Cheltenham that was recorded for this study.

A total of 461 sites cover an area of 622.28 hectares equivalent to 13.40% of the total land of the Cheltenham area.

The most common green space type in Cheltenham is Amenity Green Space accounting for 70% of the total number of sites.

However, Institutional Land covers 204.25 hectares, representing 32.82% of the total supply of green space. Despite Amenity Green Space having the most sites recorded they make up only 11.14% of all green space reflecting the relatively small size of most green spaces of this type.

The table shows that the provision based on size follows a “pyramid” distribution with greater numbers of smaller sites and fewer larger sites.

Cheltenham Green Space Audit – Final Report – November 2008 8 Just over two thirds of sites recorded are less then 0.5 hectares in size. A further 25% are between 0.5 and 5.0 hectares. There are only 12 (2.61%) sites greater than 10 hectares.

3.2.2 Green Space with Unrestricted Access

This section of the report considers only those green spaces with unrestricted access. Sites with limited access and those that are not accessible have been removed from the analysis since these sites typically have less recreational value than sites which are freely available for public use.

Table 6 above shows the accessibility of the green spaces in Cheltenham. Of the total of 461 green spaces, 322 (69.8%) have unrestricted access, 135 (29.3%) limited access and 4 (0.9%) are not accessible.

Overall there are 322 green spaces covering over 341 hectares that have been recorded which have unrestricted access. This equates to 69.8% of the number of sites having unrestricted access and 54.87% of the area of green space having unrestricted access. Overall 7.35% of the total land area of the borough is accessible green space.

Amenity Green Space continues to be the predominant green space type with the greatest number of sites with unrestricted access (258). Yet, Natural and Semi-natural Green Space covers an area of approximately 98 hectares, making up 28.65% of all unrestricted green space, however this is only for a total of 9 sites. Parks and Gardens have 22 sites and cover over 78 hectares being the second most significant green space type, making up nearly a quarter (23.06%) of all accessible green space (by area).

Cheltenham Green Space Audit – Final Report – November 2008 9 Many Outdoor Sports Facilities have limited access, requiring membership or payment of fees. Consequently, a large number of sites of this type have been removed from this analysis.

Table 8 above shows the size distribution of green space with unrestricted access. Again the provision of sites by size follows a similar pyramid distribution with greater number of smaller sites and fewer larger sites. When the accessibility of green space is considered the effect is to exaggerate this distribution (compared to Table 5). Over 70% of unrestricted sites are less than 0.5 hectares and nearly a fifth are between 0.5 and 5 hectares.

3.2.3 Quantity of Green Space per 1000 Population

The 2001 Census recorded a resident population of 110,013 for Cheltenham. This figure has been used to calculate the amount of accessible green space per 1000 population for Cheltenham. This data has also been broken down by green space type as shown in Table 9 below.

Overall Cheltenham has an average of 3.10 hectares of green space per 1000 population. The largest proportion of this is Natural & Semi-natural Green Space with 0.89 hectares per 1000 population. There are 0.72 hectares of Parks and Gardens per 1000 population.

Table 10 above shows the quantity of provision in Cheltenham and that of a sample of other local authorities. The data is drawn from studies carried out by Community First Partnership or other data supplied to them. It is not intended as a direct comparison tool. It can be seen that Cheltenham has a fairly low average compared to most other local authorities.

Table 11 above shows the amount of green space per 1000 population at a Ward level. The level of variation with respect to the Cheltenham average is significantly greater at Ward level

Charlton Park has the greatest quantity of green space per 1000 population with 16.24 hectares which is significantly greater than the Cheltenham average level of provision.

All Saints and Park have less than one hectare per thousand population. This is a very significant level of deprivation in accessible green space provision.

Figure 3 below shows the amount of green space (ha) per 1000 population at ward level. The darker the green the more green space there is and the darker the red, the less green space.

4.0 Understanding the Demand

A key component of a green space audit is consultation with local communities and other providers. It provides the opportunity to make an assessment of existing patterns of use, to explore ideas for improvement and to provide data to complement other parts of the audit such as quantity and quality assessments. In addition to gathering base line data a questionnaire also provides a useful method of assessing the level of interest in any further qualitative consultation to explore key issues that arise.

4.1 Household Survey

The section of the report below discusses the methodology and findings of the Household Survey (a full report of which is set out at Appendix B).

4.1.1 Methodology

A questionnaire survey was designed in association with Cheltenham Borough Council and this was distributed by post to a random sample by ward of 5,000 households in Cheltenham.

A total of 921 completed household surveys were received giving a return rate of 18.4%.

4.1.2 Key Findings

• 85% of respondents used green spaces within Cheltenham - Pittville Park was the most visited within the borough - Crickley Hill Country Park was the most visited outside of the borough • The most popular reason to visit green spaces was walking, with relaxing also popular • The main barrier to use was lack of time, with issues around safety also a concern • The average quality score for all green spaces was 6.8 (out of 10), suggesting that respondents were fairly happy with the green spaces they visit • Floral features scored the highest of services provided by Cheltenham Borough Council and dealing with vandalism and graffiti the lowest • Respondents felt that there were too little outdoor facilities for teenagers / young people and current ones were of a dissatisfactory standard • Respondents felt that all types of green space were important • The weighted gap analysis (please refer to Appendix B p20) suggested that teenage facilities should be the priority for improvement • Overall there was - a larger response from females - an under representation of the younger age groups - deficiency in responses from some minority ethnic groups

Cheltenham Green Space Audit – Final Report – November 2008 14 • Over half of the respondents (55%) wanted to be kept informed about events and activities, a third wanted to take part in further consultation, yet only 18% wished to find out about friends groups

A section of the questionnaire asked respondents detailed questions about their most frequently used green space;

• Pittville Park was the green space visited most often, with 219 respondents • 75% of respondents use their most frequently visited green space weekly or more often • “Welcoming” scored the highest of all Green Flag Award criteria and “promotion and celebration” of sites the lowest • The average quality of most frequently visited green spaces was 7.2 (out of 10), higher than the borough average cited above • The most important improvements stated were providing litter and dog fouling bins • Over the past three years it was felt that the overall quality of green spaces had remained the same

Aspects of the household consultation relating to accessibility and quality have been included in the relevant chapters of this document.

In order to build a picture of whether people have sufficient open space within a reasonable walking distance of where they live a model was constructed using the hierarchy discussed in section 2.4 of this report. A walking distance was assigned to each level based on national guidance (London Planning Advisory Committee and the PPG17 Companion Guide) and previous studies undertaken by the consultants.

The theoretical walking catchments (distance threshold as defined in the companion guide to PPG17) for each level of the hierarchy are shown in table 12 below;

The catchment distances were then compared to the findings of the household survey and an accessibility hierarchy was considered.

Table 13 below shows the travel time and method of travel from the respondents to the household survey. The findings for the key green spaces have been grouped to form an accessibility hierarchy by looking at the travel distance and the time for walking and driving. The data shows the effective catchment areas as defined in the companion guide to PPG17.

Imperial Gardens, Montpellier Gardens, Leckhampton Hill, Pittville Park and Sandford Park have been classified as Borough level significance and this is supported by the findings of the household survey. However, the household survey would suggest that Winston Churchill Memorial Gardens is of Borough significance rather than Neighbourhood.

At the neighbourhood level there is some inconsistency between the assigned hierarchy and the household survey results in that a number appear from the household consultation to be only of local significance. This could be as a result of the methodology of the household survey.

Green spaces with ten or more responses were recorded by the name of the green space, those with fewer responses were grouped into the category ‘other’ since it was considered that samples of less than ten people were too small and unlikely to provide robust and reliable data. Typically, respondents to household surveys provide information about their most frequently used green spaces, which by their nature tend to have a range of facilities and be

Cheltenham Green Space Audit – Final Report – November 2008 16 of a reasonable size and quality. Consequently data about specific local level sites is difficult to gather.

Given the variation displayed in the data from the household survey and lack of any consistent pattern regarding actual travel times the accessibility mapping has been carried out using the Cheltenham Borough Council Hierarchy as shown in Table 13 below.

Sites with Borough wide significance have buffers plotted at 1200m from the site boundary, neighbourhood sites 600m and local sites 400m. Those local level sites less than 0.2 hectares have been plotted at 50m.

The section below discusses the accessibility and proximity mapping in more detail with regard to the hierarchy level and the impact of any severance lines.

A series of maps have been produced (figures 4 to 24 below) which look at the theoretical walking catchments (shown in table 12 above) of borough, neighbourhood and local level green spaces with unrestricted access.

The maps are shown in a sequence of 6 as set out below;

The sequence of maps is repeated three times.

The first set of maps is shown with simple buffers only – i.e. with the catchment shown above forming the radius of the buffer.

For the second set of maps severance effects have been introduced – i.e. the reduction of accessibility (and hence the buffer) caused by major roads, railways, canals and rivers.

For the third set of maps access points across the severance lines have been plotted to provide the most realistic model for mapping accessibility and establishing the areas of the borough that are deficient in particular levels of green space.

5.1.1 Borough Level Green Space

Table 14 below shows the Borough level green spaces with unrestricted access.

Figure 4 shows borough level sites with buffers plotted at 1200m. It can be seen that large areas of the borough are catered for by such spaces, this is especially so for the east of the borough. However, there are significant areas to the west of the borough that are deficient in access to this level of green space and also a very small built up area located in Charlton Kings ward.

5.1.2 Neighbourhood Level Green Space

A total of 64 neighbourhood level sites with unrestricted access were plotted within Cheltenham Borough.

Figure 5 shows unrestricted borough and neighbourhood green spaces buffered at 600m. Again this map shows that the borough is well catered for by both borough and neighbourhood sites at 600m. There are only very small areas of the borough that are lacking in access to such green space and these are located in the wards of Park, Battledown and to the very south west of Benhall and the Reddings.

5.1.3 Local Level Green Space

A total of 247 local unrestricted sites were plotted in Cheltenham Borough.

Figure 6 plots borough, neighbourhood and local sites all at 400m (those local sites under 0.2 hectares have been plotted at 50m). The map shows that there are only a few areas of the borough that are deficient in access to unrestricted green space with such catchments. These are located within the Battledown ward and within Park and College wards. The area to the north and west of is also deficient at being catered for by unrestricted green space.

When looking at all green space buffered by their appropriate catchments (Figure 7) it can be seen that there are only two very small areas of the borough that are deficient. These lie within the Battledown ward and to the north of Cheltenham Racecourse. By looking at the colour gradients it can be seen that the majority of the borough is catered for by a large number of sites shown by the overlapping buffers.

If borough level sites are excluded and only neighbourhood and local level sites are considered (Figure 8) it can be seen that the areas of deficiency mentioned previously increase in size and that new areas of deficiency appear. These are located within the Park and St Peters wards.

If only local unrestricted green space is considered (Figure 9) the importance of neighbourhood and borough level sites can be seen. Large areas of the borough do not have access to unrestricted local level green space within 400m, especially the south east of the borough. However, the south east of the borough has significant provision of borough level green spaces which mitigate for the local level deficiency.

5.2.2 Severance with Access Points

This section of the report considers the effect of the severance lines, modified to take into account access and crossing points. This is likely to represent the most realistic model for mapping accessibility since it acknowledges both the presence of severance lines and routes across these severance lines which are available to pedestrian traffic. Figure 17 plots severance lines with access points shown.

If we consider access points with severance it can be seen that the effects of the severance are reduced considerably when looking at unrestricted borough green space (Figure 18). The picture appears to show that only small parts of the east of the borough are affected. These are located around Cheltenham Racecourse and within the Battledown ward. Areas to the west of the borough appear to be largely unaffected by any access points and they remain deficient in access to this level of green space.

When considering both borough and neighbourhood unrestricted green space (Figure 19) again the effects of the severance are reduced with access points. The only two very small areas that now appear deficient lie within the Charlton Park and College wards.

If all green spaces are plotted with buffers at 400m (except for those <0.2ha which are buffered at 50m) and severance and access points are considered (Figure 20) it can be seen that again the effects of the severance are minimised with only small areas of the borough deficient in access to unrestricted green space. This is especially so within the Battledown and All Saints wards.

If all green spaces are plotted with their respective catchments including severance and access points (Figure 21) it can be seen that the borough is very well covered and there are only small areas that are deficient in access to unrestricted green space. These are all within rural areas of the borough close to the borough boundary particularly to the north and east of the borough.

If the effects of borough level sites are then removed (Figure 22) it can be seen that small areas within the centre of the borough appear that are deficient in unrestricted green space.

If only local level unrestricted green space is plotted with severance and access points (Figure 23) it can be seen that large areas of the borough are deficient in access to such space. However, this picture is not particularly different to the previous map that plotted severance alone (Figure 16), only the size of the deficient areas have increased slightly.

If we then plot those areas that are deficient in green spaces (Figure 24) (the reverse of Figure 21) it clearly shows the areas of the borough that do not have access to unrestricted green space when plotting sites with their

All of these areas lie on the edges of the borough apart from a very small area within Charlton Park ward. It should also be noted that very few of the areas identified as deficient are residential.

6.0 Quality

6.1 Context & Introduction

This section of the report sets out the results of the qualitative audit of green space provision in Cheltenham. All accessible sites were assessed representing a good geographical spread of different types of green space.

The results of this assessment are to be compared to the community’s perceptions gained through the Household Survey.

6.2 Methodology

6.2.1 Criteria used

In total 125 sites were identified to be assessed, against the criteria derived from the national standard for green space quality, the Green Flag Award (see www.greenflagaward.org.uk for further information of the Award).

Whilst the Green Flag Award contains both desk and field research this project was limited to site based assessments. Thus the final scores should not be read as the site’s score against the Green Flag Award.

There are 8 key criteria for the Green Flag Award. Under these eight key criteria are 27 field assessment criteria. Of the 27 field assessment criteria, 19 can be judged on site without reference to a Management Plan or other documentation as identified in the table below.

6.2.2 Scoring of criteria

Each individual criterion was scored out of 10 and a site score derived from the total of all the criteria scores divided by the actual number of criteria scored. Criteria that did not apply to a particular site – e.g. conservation of buildings on a site that had no buildings on it – were scored as not applicable and were therefore not included in the total score or average calculations. The maximum score available was therefore 100 for each site.

Within the Green Flag Award a scoring line gives an indication of what each score means as follows:

The quality audits were carried out by two Green Flag Award Judges. As a measure of quality control all auditors cross checked scores on two sites of different typologies.

6.3 Findings

This section of the report is divided into the findings for each of the sites and also for the individual criteria. A total of 125 sites were due to be assessed but when on site it was found that 4 of these were not accessible and a further 2 were of limited accessibility. The tables below show the scores for the 119 sites of unrestricted access that were assessed.

This section of the report considers the findings of the quality audit and compares it with a dataset containing the results from work undertaken in other local authority areas. This dataset contains the quality audit results for 702 green spaces.

Cheltenham performs above the ‘national’ average for 6 out of the 7 types of green space and equal average for the remaining typology. This is especially so with amenity green space.

Figure 25 below shows the quality scores for each site that was audited. The darker the green the higher the site scored whereas the red sites scored the lowest. It can be seen that there is a reasonable spread across the borough of all quality scores.

Table 22 above shows the average quality score by Ward. College, Lansdown and Pittville have the highest average quality scores with Charlton Kings scoring the lowest.

6.4 Quality Summary

Before considering any action relating to the analysis undertaken the limitations of the approach must be set out.

Certain types of green spaces will score poorly in the quality audit because of their very nature i.e. amenity green spaces which often tend to be small. For this reason the data in Table 21 above is included so that scores can be placed in context by green space type.

A second limitation is that the assessment is a ‘snap shot’ in time. However, ideally the quality for the visitor to the sites should be the same 365 days of the year.

Taking these points into consideration the main issues arising from the on site assessments are a sizeable number of the assessed sites score below the area average which results in an overall poor average quality score using the Green Flag scoring line (table 16). Personal security within the green spaces was the highest criteria scores on site. Whereas signage, provision of

All typologies of sites in Cheltenham scores above the ‘national’ average. Only natural and semi-natural are equal to the ‘national’ average where all other typologies fall above the ‘national’ average.

7.1 Value Methodology

Community First Partnership have drawn up a detailed methodology for assessing the value of green spaces. The methodology for the value assessment draws upon the guidance in “Assessing Needs and Opportunities” (the companion guide to PPG17). The “companion guide to PPG17” sets out a method for combining the quality assessment scores and value scores to allow local authorities to objectively identify actions for the future of their green spaces. The matrix provides a method for determining the most appropriate action for each individual green space.

8.1 Matrix of quality and value

All 119 sites from the study have been assigned into the below matrices. The matrices make distinctions between ‘high’ and ‘low’ for both quality and value. The average score for quality and value has been used to form the cut off between the ‘high’ and ‘low’ assigning of scores.

Figure 26 below plots the ‘high value / high quality’ sites and ‘low value / low quality’ sites, green and red respectively. It can be seen that although there are more sites of ‘low quality / low value’ the map appears to show that there is a greater number of ‘high value / high quality’ sites. This is due to their size being larger and therefore more prominent. There is a fairly even distribution across the town of each type of site.

Nearly two thirds of the ‘low quality / low value’ sites are Amenity Green Space whereas, only 22% of ‘high quality / high value’ sites are of this typology. The largest proportion of the ‘high value / high quality’ sites are Parks and Gardens.

All borough level sites are of high value apart from one which falls as low value (Daisy Bank Field). The majority of the ‘low value’ sites are of local significance with only 5 sites falling as ‘high value’.

9.1 Quantity

Cheltenham has a large amount of green space with 622.28 hectares constituting nearly 13% of the landmass of the area.

The distribution of accessible green space by type shows a large number of small amenity green spaces (258 sites) accounting for 18% of the accessible green space and a small number of large natural and semi natural sites (9 sites) accounting for 29% of the area. Parks and gardens (22 sites) make up 23% of the accessible green space.

When the distribution of accessible green spaces by size is looked at sites less than 0.5 hectares make up 75% of the total number of sites. There are only 2 sites (less than 1% of total number) over 20 hectares in size.

Cheltenham has an average of 3.10 hectares of unrestricted green space per 1000 population of which the largest proportion is Natural & Semi-natural Green Space. All Saints ward has the lowest quantity of provision at 0.07 hectares per 1000 population.

9.2 Consultation

A consultation exercise was undertaken to gain the views of the wider public. A total of 921 completed household surveys were received from a total of 5,000 distributed. Some key issues that arose were

• Three quarters of respondents currently use green spaces within the borough

• Lack of time is a significant barrier to greater use

• A large proportion of people use their green space weekly or more often

• Considerable emphasis is placed on sites being clean and well maintained with litter and dog bins being the most popular improvements

• When considering the weighted gap analysis, teenage provision was identified as a key area for improvement

9.3 Accessibility

In order to build a picture of whether people have sufficient green space within a reasonable walking distance of where they live a model was constructed using the hierarchy of particular green spaces. A walking distance was assigned to each level based on national guidance, the household

Using the catchments a series of maps were produced, these have then been modified to take into account the effects of severance and access and crossing points. By using this approach it can be seen that there are only small areas of residential areas that have no access to certain aspects of unrestricted green space. These areas are particularly located within Battledown and Park wards. It is also worth noting that there is a deficiency in access to borough level provision on the west side of Cheltenham.

9.4 Quality / Value

A total of 119 green spaces were quality audited in Cheltenham with an average score recorded of 44 (range of 19 to 79). The results show that just over half (53.8%) of the assessed sites fall above this average. The average criteria scores range from 0.8 to 6.4 with ‘provision of appropriate educational interpretation / information’ scoring the lowest and ‘personal security’ the highest. There was good overall provision of facilities with well maintained equipment.

When considering the hierarchy of all sites audited and compared to the ‘national’ dataset it can be seen that all sites fall above the averages. Cheltenham scores above the ‘national’ average for the majority of types of green spaces with only natural & semi-natural equalling the average and non falling below average.

The same sites that were quality audited were also assigned a value score. The Cheltenham average for value was recorded at 34 (range of 21 to 65). The results show that a third of the assessed sites fall below this average.

There is a fairly even split between all quadrants within the quality / value matrix except for the ‘low quality / low value’ having a higher proportion. The majority of the ‘low quality / low value’ sites are local Amenity sites, whereas the ‘high quality / high value’ sites are of a largely Parks and Gardens of neighbourhood significance. The matrix provides some key pointers as to where investment is required

• High value / low quality sites – improve site quality through better maintenance and new facilities where appropriate

• Low quality / low value sites – improve site quality. Consider disposal only in areas where ward quantity of provision is above the average

• High quality / low value – the majority of these sites are Amenity Green Space. Maintain quality.

• High quality / high value – protect and maintain high quality

Introduction

A key component of any green space strategy is consultation with local communities and other providers. It provides the opportunity to make an assessment of existing patterns of use, to explore ideas for improvement and to provide data to compliment other parts of the strategy such as quantity and quality audits. In addition to gathering base line data a questionnaire also provides a useful method of assessing the level of interest further, qualitative consultation to explore key issues that arise.

This report sets out the findings from consultation with local householders regarding parks and green spaces in the Cheltenham area.

Methodology

A questionnaire survey was designed in association with the Borough Council and this was distributed to a random sample of 5,000 households in Cheltenham. Of the total 5,000 surveys sent out 921 were received giving a return rate of 18.4%.

A map showing the location of the respondents can be seen at Figure 1 below.

3.1 Use of Parks and Greenspaces

“Do you currently use any parks, open spaces or children's play areas in Cheltenham?”

The above table shows that 85% of respondents currently use green spaces in Cheltenham.

3.2 Travel Time and Method

Respondents were asked how far they travelled to each site and how they travelled. The companion Guide to PPG17 suggests that the effective catchment of a site is “defined as the distance travelled by around 75 - 80% of users”. The table below shows the travel responses for these categories.

The main barriers to use are lack of time, anti social behaviour and not feeling safe (reasons for this see section 3.5 below).

3.18 Weighted Gap Analysis

Survey respondents were asked to indicate their level of satisfaction with the overall quality of the four different types of greenspace listed. Similarly, respondents were also asked to indicate the importance or significance of these types of green space.

Cheltenham Green Space – Household Survey 2005 Final Report 19 The figure above illustrates that respondents consider that all types of green space are of high importance. In terms of the levels of satisfaction with each green space type provision for teenagers is the only type of green space that is considered of low satisfaction.

This therefore indicates that teenage provision is in need of improvement with the aim of achieving an increase in satisfaction levels (to a level above 50%). The objective should be to achieve high importance / high satisfaction ratings for all green space types.

However, there is variation in both the relative satisfaction levels and relative importance of each green space type. The weighted gap analysis considers the relationship between the satisfaction level and importance for each green space type. This calculation takes the importance respondents attach to a green space type and compares this to the satisfaction levels taking into account how meaningful that gap is to the sample.

The weighted gap is calculated using the formula;

Weighted Gap = ((Importance – Satisfaction) x Importance) / 100 where ‘Importance’ is the percentage of respondents who indicated that each type of green space is either ‘very important’ or ‘average importance and ‘Satisfaction’ is the percentage of respondents who indicated that they are either ‘very satisfied’ or ‘satisfied’ with each type of green space.

The higher the figure for the weighted gap the greater the shortfall in meeting the expectations of respondents. On this basis, the green space types that are in most need of improvement are outdoor facilities for teenagers and natural green space.

While facilities for teenagers and children’s play are considered to be less important than parks and natural green space, the satisfaction levels with these greenspace types are significantly lower resulting in high weighted gap scores. Consequently, teenage facilities should be a priority for improvement at the study wide level.

The above data concludes that overall;

• Green space is well used in Cheltenham • The main reasons for using green space is for walking and to relax • The main barriers to use are lack of time and anti social behaviour • Safety concerns are also a major barrier and the main reasons for this involve young people • A range of sites are used outside of the borough • The standard of grounds maintenance is generally high • The overall quality of all sites is of a good standard

Most frequently used sites;

The table shows some variation of sites between levels but overall a good correlation at the upper levels. It is worth considering that sites described as ‘local’ in the draft hierarchy may be visited by less than 10 people in the survey and so would not have been captured in the accessibility hierarchy. Also many ‘local’ sites are often amenity green space sites that local people may well not consider as part of what they see as parks or natural green spaces.

5.3 Quantity

Once the GIS based analysis of quality of provision is completed this can be compared with the community perception set out at 3.15 above.

5.4 Barriers to Use

The wider strategy needs to consider the issues relating to young people’s use of green space. Comparison work could be carried out with community safety statistics.

5.5 Further Consultation

The wider strategy needs to consider how to consult with and engage young people as they were underrepresented in this survey.

Consultation with other marginalised groups need to be considered such as people with disabilities.

The Borough Council should construct a database of those interested in further consultation and consider how the results of this report and the further strategy itself are disseminated to these people and the wider community.
