When called into service, the NBARA provides reliable and effective communications support to the City of American Canyon during drills and disasters.

1. City of American Canyon-IC will call ACCERT Emergency Contact List.

2. ACCERT Board of directors we call NBARA to activate.

3. The First Contact will be Net Control unless relieved.

4. Team Leaders are assigned as needed by net control and two members assigned to EOC when requested.

5. NBARA Net Control checks in and reports back to Vallejo EOC.

6. The Net Control then becomes the only contact between EOC and Net Control.

7. Net Control assigns radio operator to a CERT team when requested.

Weekly Check-in to Test NBARA Communications

To maintain a level of readiness for activating the Emergency Plan, NBARA conducts a weekly on-air net controlled check-in held every Thursday evening at 1900 hours on the K6LI and the W6CO repeater systems. The scripted protocol used by the Net Controller for the check-in is displayed on Attachment C. NBARA strongly encourages all members to participate in the weekly check-in to test their communications equipment, practice adherence to the check-in procedures, and to practice and improve their on-air communications skills

Activation Triggers

1. ACCERT Board of Directors contacts NBARA

2. Self-Activation – In the event of a widespread or major incident, get on the air and LISTEN. If first on the air, assume Net Control Station (NCS) role until other stations are available. Check-in to the net by giving your call sign, then LISTEN for instructions.

Deactivation is controlled by (NCS).

Communication Roles

Team Communicator

The Team Communicator is assigned to a CERT team. Basic equipment list: • 2m/70cm hand-held transceiver (HT) • High gain in addition to your radio normal antenna • Headphones • Extra HT batteries, charger • Power adapters for auxiliary power options • pencil/pen and paper • Paper street map of Vallejo • Flash light

EOC Communicator

The EOC communicator is a station at the VFD EOC that interfaces between NBARA members on the net and the (IC) Incident Commander.

Net Control Station

The net control station (NCS) organizes and controls on air activities.

Statement of Application Paper (SOAP)

The Purpose of This Paper

This paper describes how the North Bay Association (NBARA) applies its' resources to supply communications during disasters and drills to the City of Vallejo.

The Date of This Paper

As of this date ______the NBARA provides amateur radio (ham) services to the City of Vallejo.

The Governing Regulations

The Code of Federal Regulations 47 § 97.401 - Operation, the Public Law 103-408, the Senate Bill S 1755 - The Amateur Radio Emergency Communications Enhancement Act of 2009, and the House of Representatives HR 2160 of 2009 supplies the governing regulations for those. See Appendix A.

The Bodies Involved in This Paper

Those involved in this paper are Departments of the City of Vallejo, such as the Fire and Police Departments, and the North Bay Amateur Radio Association.

The Duties of Those in this Paper

The departments of the City of Vallejo supplies training and materials as necessary for support of those volunteers to the City of Vallejo.

The NBARA acts as a communications support activity to the City of Vallejo during drills and disasters.

The NBARA trains persons desiring an Amateur Radio License. Training is also accomplished through Kids Days, Field Days, and Simulated Emergency Tests (SET), participation in C.E.R.T. drills with the Fire and Police Departments, supplying communications for the Vallejo 4th of July Parades, and other events.

The NBARA owns and maintains its own (VHF) on 145.310 MHz, with a PL of 88.5 Hz and UHF radio repeater on 442.425 PL 88.5 (+). This repeater is used during drills and disasters. The NBARA meets on this repeater every Thursday evening at 1900 hours. Training exercises are also held on this repeater, so that those hams that are not familiar with repeater operations may gain some practice.

Many of the NBARA members maintain and use their own amateur radio base stations, mobile , handheld radios, and antenna systems for these radios.

A number of these hams also are licensed with other radio services, such as General Service (GMRS), Service (FRS), Aviation and Marine Radio Services. These hams also own and maintain radios for these services. 11

Emergency Net Script

QST, QST, QST. This is the Vallejo-Napa emergency net. This is (not) a drill. This net will be activated until all emergency or priority traffic is passed. It will also be opened on every odd numbered hour for check-ins if the emergency exists.

This is CALL, Name, Tactical CALL Net Control. This is a directed net. Direct all calls through Net Control.

The net is conducted on the Vallejo repeater, K6LI; output 145.310 – 88.5 and optionally on a link with the Napa repeater, W6CO; Output 442.800 + 151.4. Cross Band repeaters may also be available and details will be announced on this frequency as required.

Emergency or priority traffic can be listed at any time. Check-ins will be taken by call sign suffix. When you check in give your call sign, name and tactical call sign, if any.

Pass all listed traffic (Emergency and Priority first) using the following format:

Tactical call (or FCC call) call Tactical call and pass your traffic for Addressee or Location. If no receiving station available, ask originating if they wish to hold or cancel listing. Note: Receiving station should be one that can deliver the message locally or, if out of area, a station in BTS or MARS or with other regional or long range net contacts (such as the California Emergency Net). 13
